Why are we doing a consultation?
• Care Act 2014 was passed into law in May 2014

• Care Act 2014 Statutory Guidance released in October 2014
https://www.gov.uk/government/publications/care-act-2014-statutory-guidance-for-implementation
• Care Act represents significant changes to social care policy and practice, including the introduction of the care cap and deferred payment agreements
• Councils are currently working towards the outlined changes in policy and practice
• HSCIC data collections need to be updated to reflect new policy and practice
• HSCIC must consult with stakeholders to agree what changes are necessary and actionable

How were the proposals developed?
• The proposals were developed by the DPA working group: – Councils– Department of Health– Software suppliers– HSCIC
• Approved by the DPA group, Department of Health and the National Data Collections Programme Board

The Questions
• 1. How useful is it for this metric to be collected centrally by the HSCIC?
• 2. If you support the proposal, how would you expect to use the national data?
• 3. If you do not support the proposal, do you have any thoughts on how it could be improved?
• 4. Are you planning to record this data routinely on your local system?
• 5. If you are unable to collect any aspect of this data for 201516, please could you tell us why?
• 6. Are there any additional costs associated with recording and reporting these metrics to the HSCIC?

The care cap
In April 2016 the Care Act will deliver an eligible care cost cap of £72,000.
1. What do you think the national data requirements are arising from the cap?
• How many people are eligible? How many people have “hit/benefitted” from the cap?
2. How do you think this could be incorporated into the suite of national returns?• Does it fit into any of our current reports? Would it require a stand alone collection?
