1. Introduction
➢ Origin Town and Regional Planning was approached by
concerned residents of the Rietvlei View Country Estate to
advice on options to obtain permission to monitor/restrict
access to the estate for safety and security purposes.
➢ Origin Town and Regional Planning has been involved in
numerous similar applications in the Tshwane jurisdiction.
➢ Origin Town and Regional Planning is involved in various
development applications for new secure residential estates in
the area, including the property south of, and adjacent to
Rietvlei View Country Estate.
2. Options
Option 1
➢ Application for permission to control access to public places
in terms of the Rationalisation of Local Government Affairs
Act, 1998.
o Permission valid for two years.
o Have to be renewed every two years.
o May not prevent anyone from gaining access – purely to
monitor access.

Option 2
➢ Permanent closure of streets by way of changing the right of
way servitude to a private servitude.
o Permanent closure.
o All areas within the estate would have access to all existing
roads (existing servitudes).
o Full access control could be implemented – private roads –
private estate.

➢ Hybrid Scheme.
o Permanent closure for northern and southern precincts.
o Access control / monitoring on Sinovich Drive.
o 44 Properties along Sinovich Drive will then also enjoy
benefits of the scheme.
o Northern and southern precincts will enjoy “double
measures”.

Application process
➢ Hybrid Scheme.
o Town Planning application for permanent closure and
access control.
o Traffic Impact Study.
o Court application for permanent closure.
o Register Legal Entity (NPC) to enter into agreements with
authorities and manage scheme.
o Combined scheme between Rietvlei View Country Estate
and Grootfontein Country Estate would be more effective
and more cost effective.
3. General
Application process
➢ Hybrid Scheme.
o Time frame for permanent closure: 6 months
o Time frame for access control (Sinovich Drive): 18 months
o Interim measures:
▪ Improve perimeter fence;
▪ Security patrols;
▪ Deployment of security guards in Sinovich Drive;
▪ Improve existing measures (cameras, surveillance,
etc.).
