Dear Ms. Duvall:

ASM Affiliates, Inc. (ASM) is pleased to present this proposal to perform a citywide historic resources

survey and historic context statement for Mid-20th-Century Modern Resources in the City of Spokane

(City). We understand that the work will include the research and preparation of a historic context statement

specifically focused on Mid-20th century architecture in Spokane, a “reconnaissance-plus” survey of up to

50 buildings, and at least one public meeting. ASM would also like to provide an additional complementary

walking tour brochure of particularly outstanding examples of the city’s mid-20th-century modern

resources.

All work will be conducted in conformance with guidance on writing contexts and conducting surveys from

the state of Washington’s Department of Archaeology and Historic Preservation (DAHP) and National

Register of Historic Places (NRHP), specifically the Washington State Standards for Cultural Reporting

(2015), and the NRHP Bulletin 24, Guidelines for Local Surveys: A Basis for Preservation Planning,

Bulletin 16B: How to Complete the National Register Multiple Property Documentation Form, and Bulletin

15: How to Apply the National Register Criteria for Evaluation, as well as the Secretary of the Interior’s

(SOI) Standards for Archaeology and Historic Preservation. ASM’s lead staff for this project exceeds the

SOI’s Professional Qualifications for Architectural History and/or History.

This proposal includes a brief company profile, an approach to delivering the scope of services, a cost

proposal, and resumes and qualifications of proposed personnel. I hope this proposal provides the

COMPANY’S PROFILE

ASM is exceptionally qualified to provide the citywide historic context, survey, community

outreach, and other historic preservation and regulatory permitting services required by the City

for this undertaking. Our team has the expertise, depth of staff, and commitment to regulatory

compliance to ensure the City is delivered a quality product during and at the completion of the

project. For more than 35 years, ASM has been providing similar services to public sector

organizations including the City of Arlington, WA; City of Port Orchard, WA; Snohomish County,

WA; King County, WA; Island County, WA; City of Los Angeles, CA; City of Chula Vista, CA;

City of San Diego, CA; among others. ASM has proven its ability to perform numerous citywide

and neighborhood surveys. ASM’s Architectural Historians are adept at managing large-scale

survey projects and executing comprehensive historic contexts while complying with the SOI’s

and National Park Service’s (NPS’s) requirements for such studies. Several of these surveys were

recently conducted in southern California, home to some of the finest examples of mid-20th-

century modern architecture.

All work under this contract will be managed out of our Spokane, Washington, office; our team,

led by Project Manager/Senior Architectural Historian, Jennifer Gorman, has demonstrated

experience in preparing historic preservation programs, in assessments and evaluation reports, in

the use of the SOI’s Standards for Treatment of Historic Properties, in conducting large-scale

historic property surveys, in research methods, and in knowledge of local architectural history. By

proposing a team of highly qualified individuals, we are ensuring the accuracy, timeliness, and

quality of the delivered product in accordance with the requirements of the proposed project.

Our team of Architectural Historians, Historians, and other cultural resource specialists can

provide considerable experience with regards to historic preservation services. With decades of

experience performing the required services, our staff is confident in our approach and has systems

in place to meet the demands of the City. All proposed individuals have been selected based upon

their history of providing similar services to public sector organizations, their overall qualifications

and expertise, and their ability to accomplish the assigned work on time and within budget.

With a Spokane office, we are able to provide local availability, experience, and knowledge for

SIMILAR PROJECTS

Historic Property Survey Report for 1319 & 1321 W. Second Avenue, Spokane, Spokane

County, Washington

ASM completed a Historic Property Survey Report for three commercial buildings in downtown

Spokane, Spokane County, Washington. The Nagel Apartments at 1321 W. Second Avenue is a

three-story commercial and residential building constructed in 1908 in a typical early 20th-century

commercial building style. The Laher Spring and Tire Buildings at 1319 W. Second Avenue are

two single story commercial buildings constructed in 1911. ASM conducted a site visit to the

buildings, photographed all facades and obliques, and took detailed field notes. To develop the

appropriate historic context from which to evaluate the property, ASM conducted archival research

for information on the history of the properties, original owners, and general history of the

development of downtown Spokane. Archival research was conducted at the Spokane Public

Library’s Northwest Room and the Joel E. Ferris Research Archives at the Museum of Arts &

Culture (MAC), Pasadena Public Library in Spokane. To determine the site-specific history, ASM

first reviewed building permits, and Spokane County Assessor’s Records. The year of the

construction of the properties were confirmed by the detailed Assessor’s Building Records and

building permits. ASM also consulted historic maps and aerial photos to further understand the

development of the property and neighborhood. Additional sources consulted to develop the

appropriate site-specific history include Google News Archives, Spokesman-Review newspaper

archives, the Spokane Historic Preservation Office’s website, Spokane City Directories, and

historylink.org. ASM also reviewed the Washington Information System for Architectural and

Archaeological Records Data (WISAARD) database to confirm no previous Historic Property

Inventory (HPI) form had been completed for the buildings. After the development of the historic

context as well as careful consideration of the eligibility criteria, ASM recommended the buildings

at 1319 W. Second Avenue not eligible as an individual resource under the NRHP criteria nor the

Spokane Register of Historic Places (Spokane Register) categories A, B, C, or D. The building at

1321 W. Second Avenue was recommended as eligible for the NRHP and Spokane Register under

criteria/categories A and B. It was recommended eligible under A because it is a good example of

Community Development, specifically the Early Twentieth Century Residential Apartment

Building Development in Spokane (1908-1929). It was also recommended eligible under B for its

association with Christian Nagel, an important businessman and locally proclaimed “pioneer” of

Spokane.

City of Chula Vista Historic Resources Survey, City of Chula Vista, San Diego County,

California, 2012.

ASM conducted a multi-phase citywide historic resources survey for the City of Chula Vista. More

than 12,000 parcels were identified during the Phase One reconnaissance survey as being more

than 45 years old—roughly half of all the parcels within the Chula Vista Historic Resources survey

area. Phase One included the development of a historic context that outlined Chula Vista’s relevant

themes, time periods, events, people, and architectural styles within which the individual resources

were evaluated. During Phase Two, intensive evaluations were conducted for nearly 400 potential

historic resources through intensive field survey, additional research, and comparison of similar

properties. An integral part of the process was a series of public meetings where input from the

City of Spokane Mid-20th Century Modern Context Statement and Inventory - ASM Affiliates, Inc. 3

community was sought, and the findings of the two phases of the survey were presented to the

public and Historic Preservation Commission.

This historic resources survey was undertaken to help achieve the goals and objectives of the City’s

Historic Preservation Ordinance and Historic Preservation Program, and to specifically identify

those buildings, structures, and landscapes eligible for the City of Chula Vista Local Register of

Historical Resources. The survey was conducted according to the guidance established for

conducting historic resource surveys and evaluating historic resources by the SOI, NRHP,

California Office of Historic Preservation (OHP), and the City.

Idaho Army National Guard Readiness Center Historic Contexts, State-Wide Historic

Context, Idaho Army National Guard (IDARNG), Idaho ASM conducted research on all 26 of the Idaho National Guard Readiness Centers, formerly

known as armories, and completed local historic contexts for each armory. Idaho Army National

Guard performed an architectural history study in 2004 and needed a more complete historic

context for each of the readiness centers as they pertain to their local community context. ASM

conducted research at Gowen Field, the Idaho State Archives, as well as other local Boise

repositories for information on the armories. ASM also conducted site visits to each armory and

collected information from each armory. Currently, 26 focused historic contexts are being

completed for each armory and presented in the form of a large booklet report to be used by

IDARNG for future planning and archival purposes and for general history on the 26 readiness

centers.

City of Los Angeles Military Institutions and Activities Historic Context Statement, City of

Los Angeles Office of Historic Resources, Los Angeles, California

ASM was recently chosen as one of the City’s on-call historic preservation consultants, although

we have not yet conducted work for the City in this capacity. For this past project, ASM assisted

the City with the creation of its city-wide historic context. ASM developed a historic context

statement for Military Institutions and Activities in Los Angeles that explained the possible

significance of the resources being surveyed and evaluated through the Survey LA project. ASM

developed a Draft Bibliography of Sources to conduct archival and library research and field work

necessary to develop this context. A list of detailed research questions was developed to focus the

research and explain the possible significance of the resources being surveyed and evaluated. Our

team of architectural historians identified all known resources related to this theme, as well as

previously unknown resources.

Cultural Resources Field Investigations for 10 Washington State Natural Resources

Conservation Service (NRCS) Wetland Reserve Project (WRP) Easements, Grays Harbor,

Skagit, Stevens, Whatcom Counties, Washington

ASM was contracted by the United States Department of Agriculture Natural Resources

Conservation Service to conduct cultural resources field investigations for 10 WRP easements.

Washington State NRCS is conducting wetland restoration activities on private properties in Grays

Harbor, Skagit, Stevens, and Whatcom counties, Washington. With respect to cultural resources,

the key objective was to help facilitate NRCS compliance efforts for Section 106 of the National

Historic Preservation Act (NHPA). The investigation resulted in the recordation of six previously

undocumented historic properties (Frizzell Pump House, O’Neal Barn, Hay House, Hay Stone

Outbuilding, Hay Wooden Outbuilding, and Davis Shed). The Hay Homestead represents a small

historic district, comprised of three associated historic structures (the Hay House, Hay Stone

Outbuilding, and Hay Wooden Outbuilding) built in the 1880s, and is recommended as eligible for

the NRHP and the WHR.

OVERVIEW AND APPROACH

The ASM team will begin the project by meeting with the City for a kick-off meeting within two

weeks of the Notice to Proceed to discuss project details and refine methodology for project

execution. During the kick-off meeting, ASM and the City will compile an initial list of buildings

from DAHP’s most recent list of modern resources in Spokane, as well as the Spokane

Metropolitan Area Transportation Study (SMATS). ASM will work with City staff to identify

local experts in the City’s mid-20th-century modern movement with whom to consult about

identifying the best representations of mid-20th-century architecture in the City. Local experts may

include retired architects from the mid- to late 20th century in Spokane, the MAC museum and

archives staff, members of the Landmarks Commission, members of Spokane Preservation

Advocates, local historic preservation professionals, and owners of mid-20th-century buildings

within the city. Non-local experts that may be consulted include Michael Houser, DAHP’s

Architectural Historian, who has completed several presentations on mid-20th-century architecture

in Washington State. ASM will then draft a scoping letter to each organization, to be mailed by

the City, soliciting recommendations of Spokane’s best representations of mid-20th-century

architecture, who is the architect, and why the buildings are notable; and to provide any additional

information that may be useful in the completion of the project. This public input will be used to

compile a final list of the 50 most-iconic, interesting, and rare mid-20th-century architectural

resources in the City.

ASM will then begin developing a historic context statement for the City that will provide the

foundation for the citywide survey. The context will provide a brief early history of the

development of Spokane, but will generally focus on the history and development of Spokane after

World War II through the 1970s. The context will identify important contexts and themes, relevant

property types, architects, modern architectural styles and sub-styles, significance criteria and

registration requirements. ASM’s team of architectural historians and historians will research and

prepare the historic context. As a departure point, ASM will request to utilize existing material

gathered by the MAC during their 2013 Mid-Century Modern exhibit, which focused on the local

architects and architecture of the mid-20th-century modern movement in Spokane. ASM will also

refer to DAHP’s style guide, “Mid-Century Modern Architecture in Washington State,” completed

in June 2014. Using these and other existing resources, ASM will update and expand it to include

the appropriate themes and time periods for potential historical resources that will be encountered

during the proposed survey. Primary and secondary source materials will be gathered from local

repositories such as the Northwest Room at the Spokane Public Library, the MAC’s archives and

photograph collection, building permits and records from the City, and original plans, if any. ASM

will then prepare the citywide context statement in accordance with guidance found in DAHP’s

Washington State Standards for Cultural Reporting (2015), and the NRHP Bulletin 24: Guidelines for

City of Spokane Mid-20th Century Modern Context Statement and Inventory - ASM Affiliates, Inc. 5

Local Surveys: A Basis for Preservation Planning, Bulletin 16B: How to Complete the National

Register Multiple Property Documentation Form, and Bulletin 15: How to Apply the National

Register Criteria for Evaluation. ASM will organize the context chronologically, identifying

modern era styles and sub-styles and their general time periods of popularity within the over-

arching period of significance that will generally span post- World War II to the 1970s; compile a

list and brief biography of each master architect known to have buildings in Spokane; and finally,

identify the 50 most-iconic, interesting, and rare mid-20th-century architectural resources in the

city. ASM will identify themes that pertain to the mid-20th-century history and built environment

of Spokane, but also fit within the nationally-accepted framework of the areas of significance

established by the NRHP.

ASM will prepare for the “reconnaissance-plus” survey by finalizing the list of 50 of the most-

iconic mid-20th-century modern architectural resources within Spokane. Although the period of

significance for historic resources generally ends at the 50-year mark, some properties that were

constructed after 1966 may be part of the list, as they may be of exceptional significance under

architectural criteria. ASM’s Architectural Historian will conduct the survey by photographing the

exterior and interior (if accessible) of each building (max of 6 photos each building), and taking

detailed field notes. While the survey will focus on those properties built through 1966, ASM will

include properties observed during the reconnaissance survey that are less than 50 years old that

may be of exceptional significance under architectural criteria. The survey will be conducted in

conformance with NRHP Bulletin 24, Guidelines for Local Surveys: A Basis for Preservation

Planning, in DAHP’s Washington State Standards for Cultural Reporting (2015), as well as the SOI’s

Standards for Archaeology and Historic Preservation. The reconnaissance-plus survey will entail

the completion of 50 HPI forms that will include an architectural description, a brief building

history (to be limited to information provided by building permits and records), and architect

information (if known). Each building will be evaluated for its eligibility for the NRHP under

Criterion A for its association with Community Development of Spokane (if known from the

development of the historic context); Criterion B for its association with a significant individual

(if known from the development of the historic context); or Criterion C for Architecture and its

association with a Master Architect (if applicable).

ASM will then prepare a Historical Property Survey Report (HPSR) that will include 1) Title Page,

2) Introduction, 3) Research Design, 4) Historic Context Statement (including registration

requirements for specific themes and property types), 5) Recommendations for future intensive

survey work, and recommendations on general locations of second- and third-tier notable

buildings. The 50 HPI forms will be included as an appendix of this report.

ASM will also create a press release in PDF or JPG form announcing the survey findings, which

will be published on the City’s Facebook page, and Historic Preservation Office (HPO) website.

ASM will conclude the project with a public meeting with the Landmarks Commission to present

the findings of the survey. ASM will prepare a Powerpoint, and distribute a brief outline of the

project, including the list of 50 buildings that were chosen as the most-iconic representations of

Spokane’s mid-20th-century architecture. Deliverables to the City will include 50 HPI forms (Task

1), a draft and final HPSR that will include a detailed historic context (Task 2), attendance at a

City kick-off meeting and one Landmarks Commission meeting (Task 3), and a press release in

City of Spokane Mid-20th Century Modern Context Statement and Inventory - ASM Affiliates, Inc. 6

PDF or JPG format (Task 4). As a complementary additional deliverable, ASM will also provide

the City with a PDF version of a walkable or drivable tour and map of noted mid-20th century

modern architecture in Spokane (Task 5). This brochure can be printed and distributed by the City.

RESUMES AND QUALIFICATIONS OF PERSONNEL

ASM proposes a highly experienced staff of architectural historians, historians, cultural resource

specialists, and peer reviewers who have the experience and education necessary to successfully

complete the project. ASM will only utilize lead personnel who meet or exceed the SOI’s

Professional Qualifications Standards (36 CFR 61) for Architectural Historian and Historian. All

staff members have considerable experience performing similar scopes of work including historic

contexts, survey, and outreach with the community. This qualified team is led by Jennifer Gorman,

who has nine years of experience in conducting survey work, historic contexts, and public

outreach. Ms. Gorman was previously on the volunteer committee of Spokane’s MAC and in 2013

was instrumental in executing the “Mid-Century Modern Mother’s Day Home Tour.” Her role on

the committee was to help choose the homes to include on the tour, conduct a site visit to each

property, photograph each home, and write up the architectural description for each home on the

tour. While completing these tasks, Ms. Gorman became acquainted with some of Spokane’s mid-

20th-century modern architects and homeowners including the Joel Ferris family, and the architect

Joseph Hensley, who was partner of the 1970s Spokane architecture firm Brooks, Hensley, &

Creager. Kenneth Brooks is a noted mid-20th-century architect in the state of Washington and is

listed on DAHP’s Architect Biographies page of their website. Mr. Hensley’s home was also on

the tour. Ms. Gorman will be the Project Manager for this project, and lead all survey work,

research, report preparation and public meetings.

ASM’s Director of Architectural History, Ms. Shannon Davis, brings more than 18 years of

experience in the field of historic preservation. She has an M.A. in Historic Preservation/American

Studies, is listed on the Register of Professional Historians (RPH), and meets the SOI Professional

Qualification Standards for Architectural Historian and Historian. She has documented and

evaluated numerous cultural resources in compliance with Sections 106 and 110 of the NHPA,

California Environmental Quality Act (CEQA), and local agency regulations. She has prepared

Historic Structures Reports (HSRs), Historic American Building Survey (HABS), and NRHP

evaluations and nominations. For this project, she will provide peer review and quality assurance

and control.

ASM Architectural Historian, Ms. Marilyn Novell, meets the SOI Professional Qualification

Standards for Architectural Historian. Ms. Novell’s expertise includes the documentation and

evaluation of historic resources on local, state and federal levels. She brings experience in Section

106 review, the preparation of NRHP nominations, Historic Building Inventory and Evaluations

(HBIEs), HABS/HAER documentation, Environmental Assessments (EAs) and Environmental

Impact Statements (EISs), municipal ordinances and amendments, Historic Properties Survey

Reports (HPSRs)/Historic Resources Evaluation Reports (HRERs); and feasibility studies. Ms.

Novell will assist with preparation of the report and brochures for this project.

Professional Profile:

Ms. Gorman has nine years of experience in historic preservation and architectural history

consultation. Her expertise includes the documentation and evaluation of historic resources on

local, state and Federal levels. She has completed several city- and county-wide architectural

resource surveys in California, including for the cities of Chula Vista, Huntington Beach and

Monterey County, California. Ms. Gorman has also completed National Register nominations for

historic districts, and a historic highway in California and Georgia. Additionally, Ms. Gorman has

evaluated several local and state resources for the states of California, Georgia, Maryland, Idaho

and Washington. Ms. Gorman has also written extensive historic contexts for several historic

resource nominations on the state and local level as well. She is also skilled in Section 106 review,

NRHP nominations, Historic Building Inventory and Evaluations, HABS/HAER documentation,

Environmental Assessments and Impact Statements, municipal ordinances and amendments,

Historic Properties Survey Reports (HPSRs)/Historic Resources Evaluation Reports (HRERs); and

feasibility studies. During graduate school, Ms. Gorman investigated Filipino American historic

places in Los Angeles in part due to her Filipino heritage. She wrote her graduate thesis on the

history and preservation of early twentieth-century southern California pleasure piers and beach

resorts and has published her first book on the history of the Redondo Beach pier.

Citywide Historic Resources Survey, San Diego County, CA

Senior Architectural Historian

CLIENT: City of Chula Vista

Conducted a reconnaissance survey of more than 12,000 parcels and intensive survey of more the

350 parcels, based on a historic context developed as part of the project for the City of Chula Vista.

Solicited public input on and presented findings of the survey in a series of public meetings. Made

recommendations of local, state, and national eligibility. In addition to a final survey report,

prepared a comprehensive survey database as well as web-based interactive photograph and maps.

Idaho Army National Guard Readiness Center State-wide Historic Context, ID

and 1962 prior to proposed renovations to the building. Completed the report, evaluation, and

Professional Profile:

Ms. Davis has 18 years of experience in the field of historic preservation. She has an MA in

Historic Preservation/American Studies from George Washington University, where she wrote her

master's thesis on the architectural history of drive-in theaters, and a B.A. in American History

from the University of Southern California. As an Architectural Historian at ASM, Ms. Davis has

documented and evaluated numerous cultural resources for CEQA compliance, HSRs, HABS,

NRHP, and Section 106 review. Recent projects include a comprehensive city-wide survey of

Chula Vista; successfully listing a property in the CRHR; preparing NRHP nominations for a

historic highway and a historic residential district; developing the historic context of Los Angeles

military history for SurveyLA; and preparing planning documents for several California Naval

bases.

Before joining ASM, Ms. Davis worked for the National Trust for Historic Preservation as their

west-coast representative for heritage tourism. Much of Ms. Davis’s professional experience is

with the cultural resources programs of the NPS. For eight years she worked for the NRHP as an

Historian. She also worked as a Historic Preservation Specialist and Project Manager for three

other NPS programs: American Battlefield Protection Program, NPS History Program and

HABS/HAER/HALS/CRGIS. Ms. Davis has experience with the operational requirements of a

historic site, through her position as Assistant Site Manager of the 1812 Federal home of Supreme

Court Justice Gabriel Duvall. Additionally, Ms. Davis served for several years as Chair of a local

preservation advocacy group, the Arlington Heritage Alliance, and was one of the founders of the

national non-profit Recent Past Preservation Network.

Prepared landmark evaluation report for Doumakes House as the first Los Angeles County

Register of Landmarks under the new County Historic Preservation Ordinance. Prepared under

our on-call contact as the Planning Department’s historic preservation consultants. The Doumakes

House is single family residence built in 1928, eligible because of its association with the

Doumakes family and as a good example of a typical Spanish Colonial Revival single family

residence.

Henderson Historic Preservation Plan, Clark County, NV

Conducted community outreach and codified the steps needed to develop a Historic Preservation

Plan for the City of Henderson. Worked with City staff, public officials, and members of the public

to discuss the city’s historic and cultural resources and foster community engagement/interest in

the historic preservation process. Conducted a citywide reconnaissance survey of all buildings

constructed prior to 1970. Made recommendations for the next steps in the Historic Preservation

Plan process, and then through a subsequent contract developed the Historic Preservation Plan for

the City, which was adopted by the City Council. Identified prioritized areas in the city for future

intensive survey to identify historic resources.

Citywide Historic Resources Survey, San Diego County, CA

Senior Architectural Historian

Conducted a reconnaissance survey of more than 12,000 parcels and intensive survey of more the

350 parcels, based on a historic context developed as part of the project for the City of Chula Vista.

Solicited public input on and presented findings of the survey in a series of public meetings. Made

recommendations of local, state, and national eligibility. In addition to a final survey report,

prepared a comprehensive survey database as well as web-based interactive photograph and maps.

HSR, Maravilla Handball Court and Market, LA Conservancy, Los Angeles County, CA

Surveyed, evaluated, researched, and prepared HSR and California Register of Historical

Resources (CRHR) nomination for a 1928 handball court and associated commercial and

residential building as a pro-bono project for Los Angeles Conservancy. Evaluated for eligibility

for CRHR and NRHP. Property was successfully designated on CRHR in 2012. Report prepared

to assist with preservation efforts for neighborhood recreation and community center.

Evaluated the 186 –mile California segment of U.S. Highway 80, one of the earliest all-weather

coast-to-coast highways in the United States. Developed NRHP nomination and supporting

period of significance (1926-1964) that include 42 bridges and culverts and 186 miles of the road

from San Diego to Yuma (both current and abandoned segments of the road).

NRHP Nomination and HABS Documentation for Berylwood Historic District, Ventura

County, CA

Documented, researched, and reevaluated the 10-acre Berylwood Historic District to prepare an

amended NHRP nomination and new HABS documentation of the district that included the 1912

Myron Hunt designed mansion built for prominent local developer and U.S. Senator, Thomas

Bard, a second home built 1910-1925 for son and local businessman Richard Bard, as well as

supporting structures and the cultural landscape associated with the estate. Developed and

presented keynote address for centennial celebration of the construction of the house.

Maintenance Manual for Milpitas Ranch House/Hacienda, Fort Hunter Liggett, Jolon,

Updated maintenance manual for 1930 ranch house designed by noted architect Julia Morgan for

newspaper tycoon William Randolph Hearst, concurrent with her design of nearby Hearst’s Castle.

Conducted site inspection with US Army Corps of Engineers Historic Architect. Prepared manual

targeted at maintenance staff audience, included background history of the property, assessment

of current conditions, and specific guidance on what needs attention, how to preserve the building,

where to acquire replacement materials, and recommended future restoration projects. Manual

included quick reference guide to maintenance do’s and don’ts, annual checklist, and list of

character-defining features with links to online Flicker photo gallery of all such features and

inappropriate alterations. Plan developed in accordance with the Secretary of the Interior’s

Standards for the Treatment of Historic Properties in support of Section 106 and 110 of the NHPA

for Army’s Fort Hunter Liggett cultural resources staff, stewards of this NRHP listed-resource.

HABS Documentation and Interpretive Signage, Marron-Hayes Adobes Historic District,

Ms. Novell has more than seven years of professional and academic experience in historic

Ms. Novell has worked on historic and cultural resource assessments for projects in Los Angeles,

Santa Monica, Berkeley, Palm Springs, Pasadena, and the Klamath River basin in California. She

contributed to the City of Los Angeles Historic Resources Survey project (SurveyLA), both in the

City Office of Historic Resources and for consultant firms conducting the survey for the City. Ms.

Novell has experience in developing historical and cultural resources reports and in evaluating

properties under federal, state, and local criteria, including CEQA compliance. Her professional

background includes management and contributions to projects aimed at the evaluation of historic

properties and districts. She recently completed a review of a Vibration Monitoring Plan for Los

Angeles Metro regarding potential effects on the Walt Disney Concert Hall and historic properties

in central Los Angeles. She is currently serving as the project manager for open-end historic

preservation services for the City of Long Beach and served as the assistant project manager for

the historic context for the Los Angeles Unified School District, which recently received

Historic Resources Evaluation Report for Foshay Learning Center, Los Angeles County, CA

Surveyed, researched, documented, and evaluated Foshay Learning Center, a Los Angeles Unified School

District Campus located in the South Los Angeles Community Plan Area. Core campus was constructed in

the 1920s, one of the rare remaining pre-1933 Long Beach earthquake LAUSD campuses. Additional

buildings added in the 1960s. The evaluation was required in preparation for a project proposing the

demolition of several campus buildings and construction of new buildings and landscaping. A historic

district was identified and defined; contributors were identified and recorded. Evaluated for compliance

with CEQA.

Historic Resources Evaluation Report for Academy Road Widening Project, Fresno County, CA

Architectural Historian CLIENT: Petra Resource Management

Surveyed, researched, documented, and evaluated properties adjacent to Academy Avenue, located in

Sanger, California, in the County of Fresno, in preparation for a Caltrans road widening project. Services

involved completing a cultural resources inventory of the project area. Evaluated in compliance with
