1.0 Executive Summary UC-ANR’s overarching organizational goal is to bring new knowledge, targeted research, and local education to complex problems in California. To achieve this goal requires UC-ANR to develop a diverse and collaborative workforce that enables advancement of UC-ANR’s vision to meet California’s challenges. The Geospatial Staff Development Plan is intended as a tool for UC-ANR to leverage GIS professionals’ potential and promote our vision for California. UC-ANR has established strategic goals in addition to the organizational goal to help meet our overarching mission. The mission of the UC-ANR is to
maintain and enhance connections that fully engage UC with the people of California
achieve innovation in fundamental and applied research and education that supports o sustainable, safe, nutritious food production and delivery o economic success in a global economy o a sustainable, healthy, productive environment o science literacy and youth development programs
The plan documents geospatial specific goals, which have been aligned to UC-ANR’s strategic goals. Training recommendations have been organized by job roles identified and approved by IGIS during the collaboration between IGIS and Esri rather than by titles. The Staff Development Plan serves as a guide for determining staff-level training recommendations and to inform annual planning of geospatial training. The plan will be useful in identifying and planning specific training to support UC-ANR’s investment in enterprise GIS and Remote Sensing technology.

Business Strategy of Staff Development
Integration of any technology requires an engaged audience for effective and efficient implementation. UC-ANR’s GIS Staff Development success is measured by effectively utilizing the human element to exploit the technology capabilities. Ultimately, this leads to a greater return on investment of capital and time. A well-trained staff is integral to the long-term success of a geospatial program. There are many success metrics of a well-trained team. Some of examples of this include:
Productivity and efficiencies in geospatial operations often increase, allowing more
accomplishments with fewer resources.
Training aids in the prevention of costly mistakes in new geospatial implementations
and system updates.
A knowledgeable network of academics and staff is better equipped to recognize opportunities for using GIS and Remote Sensing to help the organization increase productivity, decrease operating costs, improve the overall quality of work accomplished, and to provide extension and outreach tools to the UC-ANR network.

2.0 Strategic UC-ANR and GIS Goals An effecting GIS helps organizations to share data and knowledge through collaboration; thus eliminating silos.
To ensure alignment with UC-ANR strategic goals, GIS specific goals have been defined and associated to each strategic goal. These sub goals have then been mapped to relevant technical competencies, core classes, and specialty classes to help UC-ANR IGIS meet established overarching strategic goals. Please note that specialty class needs will vary based on individual’s role and specific programs or projects. It is recommended that individuals and performance managers review project skills requirements, associate roles with requirements, and review technical competencies and identified courses to determine which courses individuals should attend.

Applying GIS within the ANR
Based on many years' experience implementing GIS solutions, Esri has compiled a list of suggested courses to help develop ArcGIS® skills among typical GIS workflows. By providing the geographic advantage, an enterprise GIS offers the benefits of sound decision making, efficient utilization of resources, and effective communication. Typically, organizations apply GIS in five pattern areas: data and asset management, planning and analysis, field mobility, operational awareness and citizen engagement. Each of the application areas relies on specific sets of workflows, shown below. These GIS patterns are supported by UC-ANR IGIS’s enterprise infrastructure.
Field Mobility
ANR uses various GPS, and GIS-enabled mobile devices to collect and share
data allowing for integration with other datasets and analysis.
Constituent Engagement
ANR interacts with the public through a wide variety of GIS based-tools,
including web portals, citizen science initiatives, workshops, and planning
exercises.
Planning and Analysis
ANR utilizes gis and maps to plan the placement of research projects at the
recs. ANR also analyzes pattern of crops and the spread of disease, as well
as many other research questions.
Data Management
ANR collects, stores, and shares spatial and related data from Research and
Extension Centers, individual researchers, and links to other
databases through web-based GIS portals.
Operational Awareness
ANR utilizes maps, web databases and GIS to monitor ongoing research and extension activities, for example, the extents and dynamics of various crops; the tracking and monitoring of livestock on RECs; supporting a network of environmental sensors on RECs; and the tracking of active research projects on the RECs.

3.0 Competencies and Training
Staff Development Process The Staff Development Plan is a dynamic document that will be maintained to meet UC-ANR IGIS’s ever-changing needs. Esri and UC-ANR IGIS will meet regularly to update the document based on the evaluation of the said plan. The below diagram illustrates this process that will be repeated through the life-cycle of this plan.

Staff Development Process Steps
Mission and Objectives: Define GIS specific goals that help support the organization’s mission and strategic objectives.
Applications of a GIS: In GIS there are five identified patterns or functional areas in how Geographic Information Systems are applied and deployed. These are further distilled into competency areas aligned with roles.
Roles Discovery: Roles that utilize GIS and follow GIS specific workflows. These roles are not the same as job titles. These are a generic collection of workflows and can be widely interpreted.
Educational Resources: Educational resources necessary to meet competency skill needs are identified. These educational resources may be formal, such as instructor led or online courses, or books. Informal training may be meet-up groups, webinars, and GIS conferences.
Identify Delivery Methods: Delivery methods and planning will vary by the learning preference of the potential learner, the physical location, and budgetary constraints. Options for training delivery may vary from instructor led virtual, instructor led in person, self-paced web based training, and on the job peer to peer training.
Budget Planning: This process will depend upon project priorities, short and long term training and skill development demands, as well as available budget.
Execute Plan: Success of the staff development plan is dependent upon collaboration, targeted and advance course planning and deployment, marketing, promotion and support of UC-ANR training events.
Review Plan: After the plan has been implemented, an annual scheduled review of the plan will ensure the plan is updated with new technologies. It also allows UC-ANR to measure the effectiveness training delivered, and make adjustments to training and GIS goals based on changing organizational goals and objectives.

Roles, Competencies and Training
The following staff roles and the recommended training for each will be outlined in the remainder of this document. Course descriptions can be found in the Esri course catalog, www.esri.com/coursecatalog. Cooperative Extension Advisor/Specialist Responsibilities include:
Specialist or advisor in an agricultural or natural resource discipline.
Consumer of geospatial data typically locale or area of specialty.
Collects field data through GPS, mobile devices, on-screen digitizing, and tabular data collection.
Performs geospatial analyses sufficient to answer research, extension, or constituent questions.
