Project Understanding and Approach

We understand the City of Walla Walla has started a transportation evaluation of the Poplar Street corridor with a western terminus at Myra Road and the city limits to College Place. Walla Walla's study of the corridor will evaluate safety and operational improvements for existing and future conditions.

PBS’ approach will be to look for a win-win outcome by working collaboratively with the City of Walla Walla to assure that the transportation system meets College Place’s future needs. This will include a short (2 years or less), medium (5 to 10 years) and long-term (20+ years) evaluation of the C Street corridor from Larch Street through the Myra Road intersection. The future conversion of Myra Road from an arterial roadway to State Route is another consideration. We envision the possible need for another eastbound through lane on C Street at Myra Road. It may not be needed in the near future, but possibly within the 20-year horizon. The full access into the Home Depot/Banner Bank driveways could be at risk. Both driveways are currently full access, but under state control of the Myra Road/C Street (Poplar) intersection. A center median may be needed to address long queues on C Street.

PBS has a long history of working with both communities, as well as WSDOT, we are ideally positioned to bridge the transportation needs of both communities.

Scope of Work• Engage City of Walla Walla and their

traffic engineering consultant (DKS) on their Poplar Street evaluation. This may include sharing traffic volume data and agreement on modeling processes. PBS has worked with DKS on a variety of projects, such as the Myra Road Improvement project, and consulted with them on the Myra Road Extension Analysis report.

• Account for the in-process development projects that will soon send trips through the Myra Road/C Street (Poplar) intersection. The Central College Place Planning Study required an accounting of the in-process development projects in the area that will assist with this evaluation.

• Work with the Walla Walla Valley Metropolitan Planning Organization (WWMPO) to process 2040 transportation model data to assess long-term traffic volumes in the Myra Road/C Street (Poplar) intersection. The Myra Road Extension project required extensive coordination with WWMPO on modeling data for future travel demand data.

• Independent evaluation of the Myra Road/C Street (Poplar) intersection level of service (LOS) for near, medium, and long-term scenarios. With the Konen Medical Office Park TIA. PBS evaluated the intersection for 2015 and 2027 conditions. Thus, we have the existing conditions currently modeled.

• Provide recommendations to maintain access or enhanced alternative access into Home Depot and Banner Bank. With the Bush Carwash TIA report, PBS was successful at showing that a center

The PBS approach to keeping the project on schedule is to clearly document deadlines for the project team. The team meets weekly and schedules are reviewed for to assure the delivery dates are met. If complications arise that may delay the project, the project manager communicates with the client the issues and to provide recommendations meet commitments. Open communication is the key to project delivery both on time and within budget.

• Provide recommendations on bicycle circulation options. PBS has prepared grant applications for funding of a few safe routes to school projects in College Place.

• Review and provide comments on the City of Walla Walla evaluation of Poplar Street in the vicinity of Myra Road/C Street (Poplar) intersection.

• If necessary, update all reports prepared based on the final outcome the City of Walla Walla evaluation of Poplar Street. Due to the limited scope of this proposal, and the longer roadway section in Walla Walla, we anticipate completion prior to the Walla Walla road diet evaluation being finalized.

Cost ControlPBS proposes to control the costs of this project by defining priorities and expectations—keeping the scope narrow and well-defined to minimize risk of scope creep, as well as keeping in close contact with City staff on the progress of our work.

Maintaining strict budget and scheduling goals requires a significant up-front effort to thoroughly understand the critical issues of each project. Early in the process, it is important to make sure appropriate time is dedicated toward scope, schedules, permitting obstacles, and estimating fees for requested services, to deliver quality projects on time and within budget.

Project Team Qualifications

Organizational Chart Our project manager, John Manix, PE, has a 33-year history working with local communities to alleviate traffic congestion, and provide safety and livability improvements.

His extensive and recent work with the City of College Place, and the cities of Camas, Ridgefield, and Walla Walla, gives him the insight and understanding to guide the City to make confident decisions backed by the data collected for this intersection study. He, along with the key staff, are well-versed in

the Myra Road corridor, having worked on various projects for the City of Walla Walla. Their familiarity and experience with this corridor/project area, along with their solid relationship with the City of Walla Walla, will pave the way for a smooth project delivery and the ability to provide a mutually beneficial solution for this regionally important intersection. A solution that meets the needs of both College Place and Walla Walla.

Our proposed principal-in-charge, Greg Jellison, PE, will work closely with John to make sure contracts, deliverables, and the day-to-day tasks are moved along and that QC standards are upheld.

We believe the City stands to gain a lot from choosing our team as its consultant for the following reasons:

Local team. We have an office right in the heart of Walla Walla, less than a 10-minute drive from the City, which allows us to be extremely responsive to City staff and project needs. We're also invested in this community with staff who commute and live in the area.

Project history. We have extensive experience and knowledge of this project area and intersection. This includes the knowledge of all the in-process development projects and the trips they send through this intersection along with our work on the Myra Road upgrade project in 2012/13.

Myra Road Extension Conceptual Design and Myra Road/SR-125 Intersection Control Analysis | Walla Walla, WashingtonClient: City of Walla WallaThe conceptual design for the corridor and right-of-way plans were completed on schedule and within budget.

The City commissioned PBS to prepare a conceptual plan for the extension of Myra Road from SR-125 to Taumarson Road. The Myra Road extension is intended to provide an additional link in the arterial street network, improve access on the south side of Walla Walla, and accommodate planned growth and economic development in the region. A major outcome of the conceptual design was to identify the necessary right-of-way (ROW) to meet the traffic demand. This was especially sensitive at the Myra Road/SR-125 intersection.

Alternative traffic controls were evaluated to include converting the existing Myra Road/SR-125 intersection from a three-leg traffic signal to a four-leg

traffic signal or to replace the traffic signal with a roundabout. This pre-process required preparing a technical report on the traffic operation impacts to the intersection based on the travel demand forecast from Walla Walla Valley Metropolitan Planning Organization with the extension of Myra Road and the trip generation from the adjacent commercially-zoned property. PBS provided conceptual design of the future four-legged traffic signal and roundabout with the necessary ROW needed to build each.

One of the challenges addressed in the conceptual design is impact on access to Myra Road, north of SR-125. The traffic signal alternative requires longer left turn storage requirements with potential access impacts on Myra Road at Commercial Drive/Twin Creek Place intersection. PBS' analysis provided justification for maintaining access as it currently exists and possibly increased access with the roundabout alternative.

To get WSDOT approval of the revisions to the Myra Road/SR-125 intersection, an intersection control analysis (ICA) report was prepared based on the WSDOT Design Manual criteria. The ICA considered feasibility, operation analysis, and benefit cost analysis of the alternatives. The benefit cost analysis was a critical component of the overall analysis as both the traffic signal and roundabout are feasible options and operate at an acceptable LOS. The cost differential, however, was very high, with the roundabout alternative approximately $1M more expensive. The ICA provided the city flexibility to implement either alternative but provide the justification for the lower cost traffic signal alternative.

Central College Place Planning Study | College Place, WashingtonClient: City of College PlacePBS combined our in-house expertise with ECONorthwest to streamline the project and complete the effort two months ahead of the required schedule.

PBS provided local engineering and survey support for this planning study. We were able to utilize our in-house team to evaluate the existing right-of-way (ROW) conditions and traffic patterns to determine future intersection improvement needs along the Larch Avenue Corridor that would be necessary upon development of the light industrial zoned property near the intersection a NE C Street and Larch Avenue.

Konen Medical Park Traffic Impact Analysis | Walla Walla, WashingtonClient: Konen Properties LLCPBS analyzed the Myra Road/C Street (Poplar) intersection in 2015, and found no LOS problems.

PBS prepared the traffic impact analysis report for Konen Properties LLC’s proposed medical office complex proposed on Myra Road at Heritage Road. A binding site plan (BSP) application was submitted for two land-use alternatives. The intent of BSP was to minimize the risk of late comers being conditioned to make expensive off-site improvements. This report met the City of Walla Walla’s TIA guidelines to include trip generation, distribution and LOS of key intersections. One of the intersection analyzed was the Myra Road/C Street-Poplar.

John’s unique background—having worked within a public agency as well as on the private side of the industry—along with his experience providing traffic design for hundreds of local street projects, allows him to understand both sides of the coin and means this project won't receive a one-size-fits-all design.

John has 30 years of traffic engineering and transportation planning experience. Prior to PBS, John spent 15 years as a traffic engineer and transportation planner for the City of Vancouver where he provided engineering services to the Long-Range Planning and Public Works Departments.

David will play a vital role in the data analysis and alternatives evaluation for this planning study, providing all the relevant facts to help City staff make confident and informed decisions.

For 14 years, David Holt has provided traffic, transportation, and civil engineering design experience for a variety of public and private clients. David prepares traffic studies supporting both infrastructure improvements and private developments of all kinds. Even before joining the firm, David had experience as a transportation project engineer where he conducted traffic impact analysis (TIA) reports, evaluated and recommended improvements to traffic patterns, developed trip generation reports, and negotiated traffic impact fee reductions. He also reviews engineering plans under PBS contracts with local agencies and designs signal and illumination systems.
