Appendix “A” Ordinances Governing Master of Commerce (Semester System) Course Under the powers conferred under section 4 A of the Banaras Hindu University Act 1915 as amended and under the provisions of clause 3 of section 18 of this Act, the University hereby institutes the following Ordinances governing admission, course of study, examinations and other matters relating to Two-Year Master of Commerce (M.Com.) Degree under the Department of Commerce, Faculty of Commerce of the Banaras Hindu University. A : Admission 1. The course of study leading to M.Com. Degree in the Department of Commerce, Faculty of Commerce of the University shall be conducted in the University and shall be of Two Year (Four Semester) duration. 2. A student of M.Com. Degree Course shall not be admitted concurrently to any other regular course of the University unless otherwise provided for by the Ordinances hereinafter. 3. Admission to M.Com. (Semester System) Course of Study in the Department of Commerce, Faculty of Commerce shall be made on the basis of merit in the P.E.T. conducted by the University. Ordinances Governing Master of Commerce(Semester System) Course

Under the powers conferred under section 4 A of the Banaras Hindu University Act 1915 as amended and under the provisions of clause 3 of section 18 of this Act, the University hereby institutes the following Ordinances governing admission, course of study, examinations and other matters relating to Two-Year Master of Commerce (M.Com.) Degree under the Department of Commerce, Faculty of Commerce of the Banaras Hindu University.

A : Admission1. The course of study leading to M.Com. Degree in the Department of Commerce, Faculty of

Commerce of the University shall be conducted in the University and shall be of Two Year (Four Semester) duration.

2. A student of M.Com. Degree Course shall not be admitted concurrently to any other regular course of the University unless otherwise provided for by the Ordinances hereinafter.

3. Admission to M.Com. (Semester System) Course of Study in the Department of Commerce, Faculty of Commerce shall be made on the basis of merit in the P.E.T. conducted by the University. The admission to the course shall be done by an Admission Committee constituted under Statute 18 (XVIII) of the Academic Council consisting of the Head of the Department, two senior members of the teaching staff of the Department in station and one teacher of the Department belonging to SC/ST. 5. A candidate seeking admission to M.Com. First Semester may be admitted if he has passed one of the following examinations :

(i) B.Com. (Hons.) or equivalent of 10+2+3 year pattern examination with 50% marks in the aggregate or such other equivalent examinations of the university or any other University which are hereinafter defined under these Ordinances.

(ii) Such other examination conducted by other universities in the Indian Union or any foreign University which are declared by the Academic Council as equivalent to the B.Com. (Hons.) of the 10+2+3 pattern examination of the Banaras Hindu University.

6. On his selection for admission to the M.Com. (Semester System) Course, the candidate shall, within the time fixed by the Head of the Department, deposit the tuition and other fees prescribed for the purpose in these Ordinances. If the candidate fails to deposit the fees within the stipulated time, his selection shall automatically be cancelled. Such a candidate shall not be admitted to the course unless a fresh order of selection is made or extension of date of payment of fees is granted by the Head of the Department.

7. (a) A candidate admitted to the M.Com. (Semester System) Course is required to submit the following certificates at the time of admission :

(i) Migration Certificate* from the University last attended indicating that he has passed the qualifying examination from another University;

(ii) Transfer Certificate and Character Certificate from the Principal of the College last attended; and

(iii) Such other Certificates as may be required alongwith the application form.

(b) If the Head of the Department of Commerce is satisfied that there are genuine difficulties in the production of the above certificates, he may permit the candidate to submit them at or by a later date and admit him provisionally to the M.Com. (Semester System) Course. Admission shall be final if he submits the certificates mentioned above within the prescribed period, failing which the provisional admission shall be cancelled.

8. The Academic Council shall lay down from time to time such subsidiary rules of admission under these Ordinances as may be considered necessary in the interest of the maintenance of adequate standards of the University Education.

9. A student of M.Com. first year i.e., First and Second Semester not completing full attendance, but having attended not less then 25% of the total classes held during the first year, will be eligible to seek re-admission in the First Semester of the Course during the next academic session without appearing at the P.E.T. A student of second year i.e. Third and Fourth Semester, however, not completing regular course of study will be required to seek re-admission to the Third Semester during the next academic session and will have to complete the regular course of study for both Third and Fourth Semester.

Note : In case of change of syllabus a student with deficiency of attendance during the first year will have to seek re-admission in the First Semester of the course during the next academic session and will have to study the changed course. For students of second year too the same rule shall apply with the consideration that he shall not be required to repeat the same paper/papers, which he has already studied. The Department will make arrangement for teaching of such subjects as have not been studied by these students.

B : Examinations and Related Matters

1. Enrolment and Attendance Requirements :

1. A candidate admitted to the M.Com. (Semester System) Course shall be permitted to appear at the University Examinations only when he has been enrolled as a student of the Banaras Hindu University and has paid the Enrolment Fee prescribed hereinafter by the Ordinances.

2. To qualify for the award of the M.Com. Degree, the candidate must :

(a) Satisfy the minimum requirements for entrance prescribed in the P.E.T. Bulletin;

(b) Attend 100% classes in each Semester covering course of lectures, seminars, tutorials and sessionals to the satisfaction of the University ; and

(c) Pass prescribed examination for the M.Com. Degree.3. Every student is expected to have full attendance i.e., 100% and condonation upto 30% only

can be considered by the Head of the Department for the specified cogent reasons on the following grounds :- (i) Participation in N.C.C./N.S.S./N.S.O. camps, duly supported by a certificate. (ii) Participation in University or College/Faculty Team Games or Inter-University

Tournaments, duly supported by a certificate from the General Secretary of the University Sports Board, B.H.U.

(iii) Participation in Educational Excursions conducted on working days certified by the Principal/Dean of the College/Faculty or the Head of the Department. These excursions shall not include those organized for the class as a whole. No credit will be given for excursion conducted on holidays.

(iv) University Deputation for Youth Festival certified by the Principal/Dean of the College/Faculty concerned.

(v) Prolonged illness duly certified by the Medical Officer or the Superintendent, S.S. Hospital of Banaras Hindu University.

4. The attendance of a newly admitted candidate shall be counted from the date of his/her admission, while in the case of a promoted candidate, attendance shall be counted from the date on which the respective classes begin.

2. Scheme of Two-Year M.Com. Examination :Students of the Two-Year (Four Semester) M.Com. Examination shall be examined in the following subjects in accordance with the syllabi prescribed in the following Ordinances. Only such elective subjects as are approved by the Head of the Department of Commerce shall be selected by the candidates.

1. Each student admitted to M.Com. (Semester System) Course will study all the Compulsory papers in the First and Second Semester. In the Third Semester, the student will have to select one Elective area of study comprising of Nine papers. In addition to studying two Compulsory papers, the student will study Four papers of the Elective Group in the Third Semester while the remaining Five Papers of Elective of the same Group will be studied in the Fourth Semester.

2. Every student of M.Com. Degree course will prepare and submit, at the close of the Fourth Semester by such date as fixed by the Head of the Department before the commencement of examinations, a Project Report/Dissertation on a topic relating to his Elective area. The topic will be allotted to the students during the Third Semester.

3. The Project Report/Dissertation shall carry a maximum of 100 marks and will be evaluated separately by an internal and an external examiner. The average of the marks awarded by both the examiners shall be taken as final for preparation of result of the student. Where, a difference of 20% or more is noted in the awards of the two examiners, the Project Report/Dissertation will be evaluated by a third examiner and awards given by him shall be final for preparation of result of the student.

4. At the end of the Fourth Semester there shall be a Viva-voce examination to be conducted by a Board of Examiners comprising one external and one internal examiner.

3. Sessional : 1. M.Com. students shall appear in such class tests and other assignments in each paper of the

Semester Course as are offered to them by the teachers concerned. 2. Such class tests and assignments in each paper shall carry 25 marks. 3. Where a student fails to take examination in any one or more papers or having taken the

examination, but failed to secure the minimum pass marks in any one or more papers or in the aggregate, his marks in the class tests and assignments will be carried forward to the subsequent semester examination.

4. Subjects, Script and Duration of Examinations : 1. Except when otherwise directed by the Ordinances or by the examiner in the examination

paper, every student shall answer questions in Hindi or English language in the examination in all the subjects.

2. Each individual paper shall be of three hours’ duration.5. Percentage of Pass Marks :

1. The following shall be the minimum and maximum marks assigned to each paper/ report : Maximum Marks in each written paper 100Maximum Marks in Project/Dissertation 100Maximum Marks in Viva-voce 75Maximum Marks in sessional in each paper 25Minimum Pass-percentage in each written paper (including Sessionals) 40%Minimum Pass Percentage in Project/ Dissertation and Viva-voce 40%Minimum Pass Marks in the Aggregate 40%

2. The result of the students of the M.Com. I, II and III semester examinations shall be announced in two classes viz. :

1) Pass securing percentage of marks indicated in the Ordinance B.5.1

2) Promoted if they fulfil the conditions prescribed in Ordinance B.6

3. The classification of the M.Com. final semester examination results will be based on the combined marks of the M.Com. I, II, III and IV semester examinations.

Minimum Marks for First Class 60%

Minimum Marks for Second Class 50%

Minimum Marks for Third Class 40%

4. Notwithstanding any provisions in Ordinances to the contrary, in the case of an examinee :

a) who secured first division at the preceeding examination;

b) who having been duly admitted to a regular examination of the University is/was unable to take that examination either in full or in some papers due to disruption of examination; and

c) who took the next following examination of that course in the papers missed by him in the regular examination.

The marks obtained by the student in the examination will be considered as the basis for the University ranking, scholarship and other distinctions.

In order to get the benefit of this provision, the student should claim that he/she is eligible for this benefit and get a decision in writing after proving his/her eligibility therefor.

6. Continuous Promotion and Re-Appearance at Subsequent Examination :

1. Notwithstanding any provision contained anywhere covering any Bachelor, Master, Diploma Certificate Examination but subject to the provisions of these Ordinances, a student, who has put in a regular course of study and has filled up the examination form in time may be promoted at his/her option, to the next higher semester or year as the case may be, of concerned course of study, irrespective of the fact that he/she has failed to appear or pass the relevant examination within the concerned course of study.

2. A student who is promoted under these Ordinances shall not be eligible to receive any scholarship, free-ship, or any other financial aid so long as, he/she has not passed all the

relevant examinations which entitles the student to be in the semester or year in which he happens to be.

3. A student who is promoted under these Ordinances shall not be entitled to residential accommodation or any other facility during the period in excess of the minimum prescribed for receiving instruction for the concerned course of study.

4. A student who is promoted under these Ordinances shall not be ranked in the order of merit at any examination comprising the relevant course of study nor shall he/she be entitled to receive any award, medal or prize or certificate of excellence except in relation to such examinations, which he/she passes as a whole at one time.

5. A student who is promoted under these Ordinances shall be required to pass in the individual items and also in the aggregate of each semester examination comprising the relevant course of study by appearing at subsequent examinations.

6. Unless otherwise specifically provided, a student, who is promoted under these Ordinances shall be required to pass in the courses of study in accordance with the relevant provisions prescribed for the examination at time at which he/she actually appears in the examinations and not in accordance with the provisions that were prescribed at time he/she was admitted.

7. The examinations shall be so scheduled that the examinations of consecutive semesters or years do not overlap.

8. All examinations shall be held regularly at scheduled time and no special examination shall be held for the benefit of aforesaid students.

9. The student who is promoted under these Ordinances may appear as a whole or in part within the period prescribed by these Ordinances after taking due permission of the Controller of Examinations.

10. The marks obtained by a student in any subsequent examination in respect of the same item shall be substituted for the existing marks obtained in that item, whether such subsequent marks obtained by him are less or more than the existing ones, and his results announced on the basis of subsequent marks.

1. The Controller of Examinations may, if satisfied, that an examinee’s Admit Card has been lost or destroyed, grant a duplicate Admit Card on payment of the required fee.

2. A candidate may not be allowed in the examination room unless he/she produces his Admit Card to the Officer conducting the examination, or satisfies such officer that it will be subsequently produced.

8. Refund and Payment of Examination Fee :

1. A candidate who fails to pass or who is unable to present himself for any examination on any account shall not, except in the following cases, be entitled to a refund of his/her examination fee or adjustment of the fee to the next ensuing examination.

i) The examination fee paid by a candidate will be refundable only a) when his/her form is rejected by the University, b) when the fee has been submitted but not the form, and c) if the Academic Council permits a refund for compassionate reasons.

ii) Examination fee of candidates after deducting Rs. 10/- may be credited for the next ensuing examination in the case of candidates who fail to appear at any examination on account of sickness, provided that an application supported by a Medical Certificate is made for the purpose of examination, and provided that the form submitted by the candidates for the next ensuing examination is complete in all respects and is accepted.

2. An examination fee once credited to the next ensuing examination shall not be refunded.

3. A candidate when admitted to one more M.Com. subsequent examinations shall before admission, pay the fee prescribed by the University for such examination on each occasion when he/she is so admitted.

4. On receipt of the fee prescribed for the examination, the Controller of Examinations shall examine the application which if found to be in order, shall be registered in the Register of Candidates for such examination. The Controller of Examinations shall issue Admit Card to the candidate entitling him/her to sit for the said examination.

9. Students admitted to M.Com. Degree course shall be required to clear the course within four years from the year during which they were first admitted to M.Com. first semester.

C : Tuition and other Fees

The students admitted to the M.Com. Degree course shall be required to pay tuition and other fees as prescribed by the University from time to time.
