Asset Management and Planning (AM&P)

Understanding the benefits of proper planning is essential to maximising your opportunities whilst maintaining a safe warm and dry environment for learners, teachers, staff and visitors.

Our support includes strategic property advice and support for Asset Management Planning and a Hosted and Managed Asset Management Software Solution. Our condition and suitability surveys provide you with an essential step in managing and optimising your assets, enabling you to prioritise your investment plans andcontractor framework management.

Multi-Academy Trusts - Formulaic Allocation

MATs with at least 5 academies and more than 3,000 pupils receive a formulaic allocation to invest across their estate. Entrust can assist you with your School Condition Allocation (SCA) by providing tailored strategic asset management and planning advice to help you ensure that your SCA is effectively utilised.

Our Asset Management and Planning Consultants will:

Our design and development team will design and manage construction or refurbishment projects of any scale.

Energy Procurement and Management

Entrust provides a high quality and efficient service for energy procurement and account management ensuring you are purchasing your energy at the very best prices.

Utility charges are a significant non-staffing cost to most of our budgets, it is essential therefore that consumption is carefully monitored and controlled.

Our consultants will ensure you are energy and water efficient and will share their knowledge with you to make your money go further.

Our energy management service includes:

• Consultancy - we can link to your smart meters, track energy usage, produce reports and advise on how best to save energy and money.

• Ensuring your building is compliant with the Display Energy Certificate (DEC) legislation.

• Salix funding - we can discuss funding for replacing your lighting with brighter, energy efficient LEDs. Improving teaching and learning conditions.

We reduced a client’s gas consumption by 60% (34,328kWh) through remote optimisation of heating controls.

As part of our SALIX funding initiative, we installed brand new, energy efficient LED lights at Christchurch CofE Primary Academy.

Impact on Learning

Pupils noticed a remarkable difference in their classroom since the lights were installed. Pupils learned the importance of saving energy to protect the environment, improve learning and save money for the school that can be spent on other resources.

Securing Additional Funding

The Entrust Property Team provides technical expertise to develop your bid for additional funding for property projects. Through the identification of areas of need, evidencing the condition and proposing costed options by vetted contractors, Entrust will deliver a bid that meets the qualifying criteria of the funding provider and optimises your chance of success.

Opportunities to secure funding can come from a variety of sources but two of the most widely accessed routes are:

EFSA’s Condition Improvement Fund (CIF) for Academies and Sixth-form Colleges.

CIF’S core priority is supporting condition projects to ensure that academies and sixth-form buildings are safe and in good working order. The CIF funding aims to address issues that revenue or Devolved Formula Capital (DFC) funding cannot meet.

We understand how to support you with the full CIF bidding process. We will collate the supporting evidence, undertake the bid writing process, design and package the final solution and can manage the project delivery on your behalf. We will upload your monitoring returns, support you with any amendments of funding allocation, CIF appeals and upload all completion certification for you.

SALIX, SEEF and SEELS

Salix operate funds available to LEA maintained schools, academies, colleges and public buildings to reduce their energy usage by replacing inefficient technologies with modern energy efficient equivalents. The interest-free funding is paid back to Salix through the savings made on the school’s energy bills.

Schemes extend up to eight years depending on the size and complexity of the project. The most common are LED lighting, boiler replacements, heating improvements, Building Energy Management Systems (BEMS) and insulation.

We will identify potential projects, design and package the final solution, then support you through the full Salix application. Once approved, we will manage the works through to completion.

Schools will usually make a saving during the payback period and then significant savings thereafter. The technologies also have an immediate and positive impact on the learning environment for staff and pupils as well as benefiting from reduced maintenance costs, increased reliability, improved aesthetics and controls depending on the technology invested.

Multi-Academy Trust Support

We can support your central MAT team and academies with all of your property requirements. We can help with condition surveys, asset management planning and MAT property audit assessments.

MAT Property Audit and Assessment

Entrust can attend any of the schools joining your MAT to assess the condition of the building. Our team of experienced surveyors are able to carry out an audit of the building, including:

• Building plans• Condition surveys• Asbestos• Supply of gas• Electric, water and other utilities / fuel.

A summary report of due diligence will be provided, including an analysis of current arrangements to advise MAT’s of all relevant information prior to joining. The report can support with planning your SCA or support with CIF funding applications.

Entrust surveyors provide professional guidance and schedules of works for your refurbishment, replacement and expansion projects. Dedicated Building and Engineering Surveyors provide the depth of knowledge to support a range of projects, including:

Statutory Property Compliance

Entrust’s Property Team will assist you to meet your statutory obligations to test and inspect the mechanical and electrical services within your buildings. Regular serving and testing also maintains the efficiency and reliability of your systems, giving advance notification of any deteriorating components. Entrust’s tailored Asset Management System (AMS) is the hub of all compliance activities. A live view of your compliance via the Entrust Property Portal enables you to observe the progress of each job from start to finish.

The AMS maintains the historic records and invoices with a full audit trail for the planning and undertaking of each job. Detailed service reports identify the results of all tests undertaken and defects are condition and priority graded in a summary report with budget costs to assist planning.

Entrust’s AMS has the flexibility to be viewed at an individual school level or across an estate by Trust leaders by managing the permissions of each personal account. All records remain your property and can be easily downloaded at any time if required.
