    Five years on from the signing of the Helsinki MoU, much needs to be done to consolidate peaceand speed post-conflict development in Aceh. While much progress has been made, war-to-peace

    transitions are inevitably messy. In last few weeks in 2010, some of terrorist groups involve incombat with Indonesia army, which caused many victims in both side.

    The same condition also happen in Papua, after one of Papua leader (Kelly Kwalik) was killedlast year, separatism became spread out. There were some accidents between Brimob (IndonesiaCombat Police) with separatist group, such as in airport, and near Freeport Mining area.

    Indonesia government and stakeholder in Aceh and Papua cannot let security problem becomesnowball effect, and increasing conflict will damage political stability. Because of that, crisis

    group needs to make some programs in order to solve the crisis condition in both provinces.

    This report base on few assumptions:1. Conflict in Aceh and Papua already happen in a long time, and issue of disintegration andseparatism are still potential

    2. Issues of conflict related with some factors such as politic, economy, social and etc3. Until now, most of people in Aceh and Papua (grassroad) do not actively involved by

    Indonesia government in process of policy about conflict resolution4. Crisis group is needed by Indonesia government to help find the best way to solve

    conflict problem in Aceh and Papua

    E. Recommendation Program

    I. Public Information for PeacePeace-building, and indeed effective democracy, relies on having a strong and impartial media

    that holds government accountable and that supplies accurate and relevant news to the citizenry.In Aceh and Papua, the conflict compounded an existing lack of local media capacity which

    stems in part from the limited space available for it to operate freely in the New Order period.Activities are planned to support the capacity of different media (newspaper and radio) and to

    utilize the media effectively for peace-building.

    1. Strengthening the media for peace

    Three activities are planned. First, peace journalism training will be provided to journalistsnewspapers and magazines. International experience has demonstrated the importance and

    effectiveness of training journalists in areas such as investigative journalism, balanced andaccurate reporting, and the ethics of the trade.

    Second, capacity buildingwillalso be delivered toradioreportersandlocalradiostations whoare currently involved in another Search project using radio programs, targeted at and developed

    by vulnerable youth, to build peace.Third, participatory methodologies will be used for a media watchprogram. This will assess how

    the media reports on peace and conflict-related issues, whatis being reported, and to see who isreporting on different issues. This will lead to follow-up programs to strengthen media

    performance.

    2. Utilizing media for peace

    Film and print will be used to communicate peace-building messages and ideas, to share

    information on key post-conflict issues (and to promote debate and analysis on the peaceprocess.

    II. Analysis for Strategic Planning

    Up to date research and analysis is key for the identification of suitable programs,

    policies and strategies for promoting peaceful development. Given changing conditions andissues over time, monitoring (of conflict and reintegration/peace issues) is also necessary. The

    Conflict and Development team has a comparative advantage in providing such analytical and

    monitoring work.

    1. Peace research center

    This center will over time become a key place for research on peace process and post-conflictdevelopment issues. Strong links between the center and local government will also allow it to

    play a role in directly drafting local government legislation.

    2. Conflict aid monitoringA system must be build to track reintegration and post-conflict aid being delivered by

    government, donors and NGOs.

    3. Aceh and Papua Conflict Monitoring UpdatesConflict Monitoring Updates (produced by the Conflict and Development team are the most

    authoritative source of information on conflict trends and emerging issues in post-conflict.

    4. Local issues papersInvolve researchers working on a range of post-conflict issues.

    5. Conflict mediation evaluation

    Build conflict mediation training to village leaders across Aceh and Papua. After that, it isneeded to randomized evaluation of the program, comparing outcomes in treatment and control

    areas to assess impacts.
