ANGELES CITY- A week beforePres. Aquino’s State of the Na-tion Address (SONA), farmers inCentral Luzon gave him a “dou-ble thumbs down” rating on hisaccomplishments for farmers inthe region in a rally here yester-day.

“Aquino has implementedpolicies and programs that weredetrimental to the region’s farm-er sector,” said the AlyansangMagbubukid ng Gitnang Luzon(AMGL) during the rally down-town where they burned a life-size effigy of the President.

AMGL invited farmers andmembers of other sectors inCentral Luzon to join a protestcaravan on July 18 to culminatein a rally during the SONA inMetro Manila.

AMGL chair Joseph Canlassaid farmers in the region haveremained critical of the Aquinoadministration’s actions in re-gard to “Hacienda Luisita,CARPer, land grabbing, mining,extra-judicial killings of WillemGeertman, Romualdo Palispisand Pascual Guevarra, OplanBayanihan, PPP, TPLEx, oilprice hikes.”

“Everybody knows aboutHacienda Luisita, they (Pres.Aquino’s family) conned the gov-ernment in 1957 and used pub-lic funds, they massacred thefarmworkers in 2004, theyblocked the DAR and PARC’sdecision to junk the stock dis-tribution option in 2006, theytried to peddle lies at the Su-preme Court during the oral ar-guments and carried out a bo-gus referendum on August2010,” he said.

Canlas noted that “the farm-workers and many sectors sup-ported them in their demand for

AMGL also claimed that the“Angara-sponsored Aurora-Pa-cific Economic Zone and Free-port Act (Apeco) is one of theissues that killed Dutch NGOworker Willem Geertman.”

“There is a long list of landgrabbing issues in the region thatworsened during Aquino’s pres-idency,” Canlas said.

He said “mining operationsare also systematically destroy-ing the mountains of Zambales,Pampanga and Bulacan andAquino is continuously promot-ing through his recently issuedExecutive Order No. 79.”

“The government’s thrust isto eject farmers from their landsand sell them to foreign inves-tors and big businesses. Thosewho would oppose are being tar-geted by extra-judicial killingsor rights abuses as packagedby his counter-insurgency pro-gram Oplan Bayanihan,” Can-las said.

He also held the administra-tion liable for the killing not onlyof Geertman but also of BayanMuna-Aurora leader RomualdoPalispis and AMGL-Nueva Eci-ja leader Pascual Guevarra whowas killed 10 days after he wasproclaimed president of the pro-vincial farmers’ group.

“We call on other sectors forsupport as we continue ourstruggle for genuine land reformin the region and justice for thevictims of Aquino’s Oplan Baya-nihan,” Canlas said.

Another area she is focus-ing on is improved services forthe disadvantaged children, par-ticularly those belonging to thephysically handicapped, specialchildren and the marginalizedyouth sector who want to pur-sue studies.

“I also plan to set up a well-ness center for the youth and theelderly. This would be coupledwith help assistance for baran-gay health workers who live onmeager allowances despite ofthe many things they do for thebarangay,” Hizon said.

Hizon said that she plans topush for more local legislationto safeguard and promote Ka-pampangan arts and cultureamong the youth and the edu-cation sector. Hizon is thedaughter of Pampanga’s Bestmatriarch Lolita Hizon and sis-ter to Bacolor mayor JomarHizon.

Ayon kay Kinatawan ArleneBag-ao ng Akbayan Party-list,magkakaroon lamang ng kab-uluhan ang panukala at mgaprogramang pangkaunlaran sabansa kung ito ay nakabataysa integrated framework na iti-natakda ng pambansangpolisiya sa paggamit ng lupa.

Pineda gave subsidyof P650 each to some700 indigent farmers forthe purchase of one bagof certified seeds worthP1,200. She also re-minded the farmers toavail themselves of thesupport of Department ofAgriculture (DA) in coor-dination with the provin-cial government for the“almost-free” use of vari-ous farming equipment.

The project is part ofthe Pampanga Agricul-ture Modernization Pro-gram (PAMP) 2016pushed by Pineda anddrafted by Roy Imperial,former DA North LuzonAgri-Business Quadran-gle executive director. Itseeks to sustain and im-prove the yield of the32,697 Pampanga rice

In-culturationCULTURE MAKES a nation’s soul. So it has longbeen a truism.

So cultural preservation – and promotion – haslong been a priority in all development plans of thecity government of San Fernando. Proof positive:its 2005 Gawad Galing Pook for heritagepreservation. Yes, just about the only place inPampanga with an extant, well-preserved heritagedistrict is the City of San Fernando.

This week, the city government went even furtherin its culture agendum with the establishment of aPerforming Arts Council.

“The council is our city’s contribution in theinstitutionalization of programs for culturalpreservation and boosting support for local artists,”said principal proponent Councilor Jimmy Lazatin.

Institutionalized indeed and incorporated in thecity’s annual development plan a performing artsprogram to develop the Fernandino’s artistic talents.

Lazatin said the council will enhance the tourismprogram of the city with its showcase of the bestcultural performances.

Hitting the ground running, so to speak,Performing Arts Council chair Irwin Nucum, a notedcomposer and writer, said they have prepared ayear-long list of activities for the council.

These include a “Bengi ning Kultura at MusikangPilipino” on August 17; the 5th Anniversary concertof Fernandino singer Ara Muna on September 21;a Paskung Fernandino Christmas concert onDecember 14 – all within the year.

For 2013, slated are a Choir Festival onFebruary 15; Concert at the Patio on March 15;and the Singing Priests’ concert on April 19.

Calling the city culturati and glitterati! Here’s acause for celebration and – more importantly –for support.

With the abundance – aye, a surfeit even – ofKapampangan talents in all the arts, the City ofSan Fernando’s Performing Arts Council shouldnow serve as a template for other local governmentunits to mould their own.

As much to in-culturate their people – especiallytheir youth, as to preserve their souls.

So exclaimed the beautiful and brilliant Candice Iyog, CebuPacific Air’s VP for marketing and distribution, on other airlinessetting their own hubs at the Clark International Airport.

CebPac made the CIA its fourth hub in the country – after Cebu,Manila and Davao – in 2006, with initial flights to Cebu and thenexpanding to regional destinations Hong Kong, Macau, Bangkokand Singapore.

The competition did get keener this year with three airlines settingshop at Clark.

Philippines AirAsia started its domestic lines in March – Davao,Puerto Princesa, and Kalibo, going regional in June – Kuala Lumpur,Malaysia, and set to fly this Thursday, July 19, to Hong Kong andMacau.

In March too, Airphil Express opened its run to Cebu, Davao,Kalibo and Puerto Princesa, and in June to Hong Kong andSingapore.

Dragonair came in May with Hong Kong asdestination and connection to 18 cities in Chinaand 130 destinations worldwide with its parentcompany Cathay pacific.

More airlines, more fun in Clark.“This is good, especially for the market.

Passengers will have several choices. It will keepeveryone (in the aviation industry) on their toes.”Ms. Candice, most matter-of-factly there.

For all the airlines both hubbing and transitingat Clark, the competition, in all appearances,narrows down to two – CebPac and AirAsia.

This, as much in number of destinations as inthe quality of aircraft, as much in the pulchritudeof flight attendants as in the superbness of in-flight service, all contributing to raising the bar ofexcellence in the aviation industry. And, mostnaturally, to gaining worldwide recognition.

For the fourth consecutive year, AirAsia hasbeen hailed as the World’s Best Low Cost Airlineby Skytrax, reputed to be the world’s leadingairline and airport review site on the internet.

In its review of over 681 airlines, Skytrax notedthat almost 19 million travelers polled worldwidechose AirAsia as the world’s best LCC.

Finding cause for celebration in the signaldistinction given AirAsia, CEO Maan Hontiverosfound as much found in it “positively a reason tooffer more low fares with the World’s Best EverSale to all its guests, who have made it possiblefor AirAsia to attain this great success onceagain.”

CebPac has as much cause for celebration inits CEO-President Lance Gokongwei’s recognitionat the annual Airline Strategy Awards 2012 inLondon last July 8, “for leading Cebu Pacific tobecome the largest and most profitable domesticcarrier in the Philippines… while positioning it forfuture international leadership.”

Started in 2002, the Airline Strategy Awards,hosted by Flightglobal publication, AirlineBusiness, recognizes the airline industry’s bestin leadership, marketing, and innovation.

“We are very happy to be recognized as anindustry leader. Cebu Pacific’s growth has beenpossible through our guests’ support throughoutthe years, and the dedication of the Cebu Pacificteam to a shared of vision of providing every Juanthe chance to fly,” said Mr. Lance, joining nowthe elite company of past awardees that includeRyanair’s CEO Michael O’Leary, Jetstar’s AlanJoyce, and AirAsia’s Tony Fernandes.

ON THIS DAY in 1925, VolumeOne of Adolf Hitler's philosophi-cal autobiography, Mein Kampf,is published. It was a blueprintof his agenda for a Third Reichand a clear exposition of thenightmare that will envelope Eu-rope from 1939 to 1945. Thebook sold a total of 9,473 cop-ies in its first year.

Hitler began composing histome while sitting in Landsbergprison, convicted of treason forhis role in the infamous Beer HallPutsch in which he and his min-ions attempted to stage a coupand grasp control of the govern-ment in Bavaria. It ended in di-saster, with some allies desert-ing and others falling into thehands of the authorities. Hitlerwas sentenced to five years'imprisonment (he would serveonly nine months). His time inthe old fortress at Landsbergwas hardly brutal; he was al-lowed guests and gifts, and was

treated as something of a culthero. He decided to put his lei-sure time to good use and sobegan dictating Volume One ofhis opus magnus to RudolphHess, a loyal member of theGerman National Socialist Par-ty and fellow revolutionary.

The first part of Mein Kampf,subtitled "A Reckoning," is a400-plus page diatribe on theproblems besetting Germany—the French, who wished to dis-member Germany; the lack oflebesraum, "living space," andthe need to expand east intoRussia; and the baleful influenceof "mongrel" races. For Hitler,the state was not an economicentity, but a racial one. Racialpurity was an absolute necessi-ty for a revitalized Germany."[F]or men do not perish as theresult of lost wars, but by theloss... of pure blood."

As for leadership, Hitler'sThird Reich would mimic the

Prussian ideal of absolute au-thoritarian rule. "There must beno majority decisions, but onlyresponsible persons... Surelyevery man will have advisers...but the decision will be made byone man."

So there it was: War withFrance, war with Russia, theelimination of "impure" races,and absolute dictatorship. Hitlerlaid out his political agenda a full14 years before the outbreak ofwar.

Volume Two of Mein Kampf,focusing on national socialism,was published in 1927. Sales ofthe complete work remainedmediocre throughout the 1920s.It was not until 1933, the firstyear of Hitler's tenure as chan-cellor of Germany, that salessoared to over 1 million. Its pop-ularity reached the point whereit became a ritual to give a new-ly married couple a copy.

A matterof kindness

“KINDNESS is more than deeds,” wrote C. Neil Strait. “It is anattitude, an expression, a look, a touch. It is anything that liftsanother person.”

An unknown author explains kindness further through thesewords: “Kindness makes life and relationships more pleasant.Amidst difficulties and adversities, kindness is the cushion thatsmoothens the roughness of the journey. It is the oil that soothespain. It is the water that helps souls grow luxuriantly into maturewell-balanced individuals.”

Without kindness, life is often a struggle, a defense, acompetition or a fight. There is no warmth and no love. Kindness isthe antidote to the epidemic of hate. It is an indicator of innerstrength, for it is the people who are afraid who need to look tough.

There are stories that make you laugh. And there are storiesthat make you ponder. But there are stories that touch your heart,your inner self, and your whole being. That’s what I experiencedwhen I got an email from a Filipino couple who now lives in theUnited States.

The wife wrote me and shared the story of herhusband, who was born to a poor family. “Whenhe was in high school, he contracted a veryserious disease,” she wrote. “The disease was ina serious stage that caused my husband to beparalyzed from waist down. His parents, beingso poor, could not afford to send him to a doctoror hospital.”

It so happened that there was this youngdoctor from a nearby town who traveled by car tohis clinic in the same town where the poor familylived. One morning, the father patiently waited forthe doctor’s car to pass by their house as it wassituated on the town’s main road.

The father stopped the car and the doctor cameout and learned about my son’s illness. The doctorsuggested that the boy be brought to the hospitalimmediately for treatment. When the father toldhim that they cannot afford hospital expenses,the doctor volunteered to stop by their house eachday before he proceeded to his clinic.

Everyday, the doctor gave the boy injectionsand the medicines to take. “The doctor did thiseveryday for several months until my husband wascured,” the wife wrote in her e-mail. “He did notcharge a single centavo for the medications,injections and all of his services.”

Forty-five years later, the husband kept tellinghis wife how much he was indebted to this doctorwho saved his life. “After recovering from hisillness, my husband finished high school, wentto an engineering school, and graduated as amechanical engineer,” she recalls. “We met andgot married and in 1974, we immigrated to theUnited States.”

For 30 years, the couple have not gone backto the Philippines (although they are planning ofgoing home soon). Her story continues: “Then oneday, he wondered if this doctor is still alive andstill practicing medicine. He would like very muchto know if he could find a way to contact him sohe could send his gratitude for saving his life.

“He searched the internet in hopes to getanswers to his questions. Thanks to the advancedtechnology, he found out that this doctor is stillalive and still practicing at the age of 79.”

It was Christmas season and he thought thiswas a good time to send the doctor a short thankyou letter for saving his life. In his letter, heenclosed a check in amount of US$100.00 as asmall gift. He wrote the doctor that although hemay not need the money but just the same itwould make the sender happy if the doctoraccepted it as a token of his appreciation. Healso invited him to come and visit them in KansasCity whenever he is travelling the United States.

Since then, they have been communicatingwith each others. Below are some excerpts ofthe doctor’s replies to the man’s letters:

On May 4, 2009, the doctor wrote: “It is trulyheart warming to be remembered by nice peoplelike you who remember the little favors you havereceived. You belong to a very rare breed and thereare not many like you in our age especially inthis day and age where crass materialism andself-interest overrides humanity.”

In July of the same year, the doctor sent thisnote: “It is very heartwarming to receive a letterwith enclosed check from you. It is not the checkthat matters but the beautiful thought that goeswith it. In the 55 years of my life as a doctor, Ihave not had a patient as sincerely grateful asyou although I took care of you about 45 yearsago. I am indeed very appreciative for yourremembering me as a humble MD who was ableto minister to you when you were very ill. Yourparents were very nice and simple people.”

On the 13th of November in 2009, the doctorshared this joy: “What I can say is that I’m blestto have a generous friend like you. The checkyou sent me is my biggest Christmas gift but whatmakes me happier is that you still remember medespite the years and distance.”

The wife in her e-mail noted: “The doctor alsomentioned that my husband’s first letter and thefirst check he received were proudly shared withhis staff at his clinic and that he framed the letterand the check. He and his staff were verytouched.”

In another letter, the doctor wrote: “Someday,if health permits, I will try to travel to Missouri andwould like to visit President Truman’s residenceand library.”

According to famous author Henry James,there are three things in human life that areimportant. “The first,” he said, “is to be kind.The second is to be kind. The third is to bekind.” But why should we be kind to others?Marc Estrin has this answer: “Kindness trumpsgreed: it asks for sharing. Kindness trumps fear:it calls forth gratefulness and love. Kindnesstrumps even stupidity, for with sharing and love,one learns.”

Action speaks louder than words. If you wantto be kind to others, just do it. Amelia Earthartonce pointed out, “No kind action ever stops withitself. One kind action leads to another. Goodexample is followed. A single act of kindnessthrows out roots in all directions, and the rootsspring up and make new trees. The greatest workthat kindness does to others is that it makes themkind themselves.”

Enriquez said the suspects were apprehend-ed at about 2 a.m. at Primavera Homes Subd.,Sumacab Este here in the act of having a potsession right after a policemen poseur-buyer wasable to buy two sachets of suspected shabu fromCapati and Lucido.

The PGKM was amongthose who pushed forClark as international air-port, leading to ExecutiveOrder 174 signed byformer Pres. Ramos in1994, declaring Clark asthe “future site of the coun-try’s premiere internation-al airport.”

“We have waited 20years, but up to now thereis no sign that the mainterminal will be construct-ed. There is no informationon this. The present air-port’s lobby and receivingcounters are good only forpassengers of two smallairplanes,” he lamented.

Cruz also noted thatthe services provided bythe Bureau of Immigration“is good only for passen-gers of one airplane.”

“It is possible that therewere compromises, con-sidering that Mar Roxas isknown to be interested inrunning for president in2016,” he added.

Cruz also lamentedthat since DOTC took overthe CIA, Roxas, who thenbecame the chair of theboard of the Clark Interna-tional Airport Corp. (CIAC),has never presided overany board meeting.

In December last year,Pres. Aquino issued Ex-ecutive Order 64 makingCIAC an attached agencyof the DOTC which wasgiven administrative con-trol and supervision overthe Clark aviation complexwhere CIA is located here.

Cruz also questionedthe P100-million budget al-lotted by the DOTC for afeasibility on the CIA, thesame concern expressedrecently by Zambales Rep.

In an interview withPunto, however, CIACpresident and chief exec-utive officer Victor JoseLuciano exonerated Rox-as from allegations hewas merely using the CIAfor political reasons.

“There is no politicswhatsoever in the role ofthe DOTC at the Clark air-port. That’s not true,” hesaid.

Luciano noted that theCIA is not at a standstill,as he cited an ongoing fea-sibility study funded froma grant from the AsiaFoundation for the con-struction of a new low costterminal similar to KualaLumpur’s. This would cov-er about 30 hectares, headded.

Luciano explained thatthis study, for which thegovernment is not spend-ing at all, is different fromanother costing P100 mil-lion from DOTC funds.

“The P100-million fea-sibility study would covereverything, including thevertical structures all overthe 2,000-hectare aviationcomplex,” he noted. Herecalled that other studiesin the past were “mereland use plans” that iden-tified where features of theaviation complex are to belocated.

Luciano, however, ad-

mitted that Roxas, sincethe DOTC takeover ofCIAC, has yet to person-ally preside over a meet-ing of the airport board. Butthis is “because DOTChas 28 agencies agenciesattached to it,” he ex-plained.

He said, however, thatRoxas has designated hisundersecretaries to pre-side over board meetingsin his behalf. In the caseof the CIAC, Roxas desig-nated UndersecretaryJose Lotilla as his repre-sentative.

Luciano also reportedthat the P1-billion loan ofCIAC from the Land Bankof the Philippines has re-mained untouched at thebank pending the fulfill-ment of all legal require-ments. He said theamount is for the comple-tion of Phase 1 of the ex-isting passenger terminal.

He denied that CIAC isobtaining a P8 billion loanfrom the Philippine Veter-ans Bank, amid estimatesthat a world class termi-nal here would cost someP12 billion.

Luciano stressed thatthe new lost cost terminal,which is the subject of theAsia Foundation-fundedfeasibility study, wouldaccommodate 10 millionpassengers annually. “Itwould be finished and ful-ly operational by 2015,” headded.
