Message from Town Manager TheTownofWaxhawhasexperiencedtremendousgrowthoverthelasttenyears.Waxhawanticipatesthe2020Censustoshowapproximately20,000people,representinga100%increaseinpopulationfrom2010.Whilethistypeofpopulationincreasenaturallyleadstoanever-growingdemandforincreasedservicesandoperatingexpenses,ithasmorethananythingshownthatWaxhawisbehindinkeepingupwithcapitalneeds.Townoperationshavegrownoutofmanyofitscurrentbuildingsasservicedemandshaveincreased.Existingparkinfrastructurehasnotbeenrepairedasoftenasitshould.Smaller-scaletransportationandpedestrianprojectsrequirecompletion.
WaxhawwillcontinuetopursuethedemandsforserviceswhilemaintainingthefiscalintegrityoftheTown.Startingwiththisupcoming2021-22fiscalyearbudget,theTownWaxhawwillprioritizecapitalprojectneedstoserveourpopulacedecadesintothefuturebetter.IamdelightedtopresentWaxhaw’sfirstproperCapitalImprovementPlan(CIP).TheCIPwillbeadoptedasafive-yearplanandwillbere-assessedannually.ThisplanincorporatedintothebudgetannuallywillallowWaxhawtoproperlyplanforcapitalimprovementexpendituresinthebestintereststoservetheTownanditsresidents.
IinviteyoutotakeafewmomentstoreadabouttheprojectsthatWaxhawhasinYear1oftheCapitalImprovementPlan.Citizensarewelcometocontactusanytimetoseekmoreinformationonanyproject.Ialsoinvitecitizenstoletusknowifyouhaveaprojectinmind.SomeoftheprojectsontheCIPMasterListhavecomedirectlyfromanideafromacitizenorcitizengroup.Thelistofprojectsisever-growing,foreveryprojectcompletedtherewillbemoretoaddtothelist.

Summary CapitalImprovementPlans(CIPs)areverycommoninlocalgovernment.Theyareplansthataccountforlong-rangeinfrastructureandequipmentneedstoserveandmaintainpublicneedsadequately.CIPsarelong-rangeandusuallyspanbetween4to10years.Waxhawwillutilizeafive-yearCIP.Thisplanwillbere-evaluatedandre-adoptedonanannualbasisalongwiththeoperatingbudget.TheCIP2022-26willconsistof:

Thetownowns9.9acresoflandonthesouthsideofdowntownthathasbeenidentifiedbytheComprehensiveParksMasterPlanasthetopprioritytodevelopintoaneighborhoodpark.ArevisedconceptplanwasapprovedinJanuary2021,andfulldesignoftheparkisunderwaywiththegoalofbeginningconstructionofPhase1inFall2021.Phase1willbetheinfrastructure(clearing/grading,utilities,drives,parking).Phase2willbetheamenities.

Location: Givens Street, 2 blocks south of South Main Street (NC 75) between Broad and Church Streets.

Thisprojectwillconstructasetofstepstotheeasternapproachofthedowntownpedestrianbridgetomirrorthoseonthewesternapproach.ThiswillbetterfacilitateaccesstotherelocatedcrosswalkandsidewalkconnectiontoTheMillDevelopmentoncethatprojectiscomplete.

TheTownwillreplaceexistingdowntownpedestrianscalestreetlightswithnewfixturesthatimprovetheaestheticsandfunctionalityofthecurrentpoles.Thenewpoledesignwasselectedbyourdowntowndesigncommitteetobebothprogressiveandtimelessinformandfunction.Thepoleswillcomefromthefactoryreadytoreceivedecorativebanners,electricalreceptaclesforholidaylightingandfestivalpowersupply,aswellasbroadbandconnectivityinpartnershipwithourInformationTechnologyDepartment.Thelightitselfwillbedimmable,tonotcontrastwithretailambianceneeds.Atotalof31streetlightsalongbothNorthandSouthMainStreetswillbereplaced.Thereceptacletriphazardswillalsoberemoved.

Inanongoingefforttomaximizepublicparkinginventoryinthedowntownretailarea,theTownwillutilizethesouthernportionoftheMcDonaldStreetrightofwaytoreplacetheparalleltoangleparkingandadddrivewaystoserveasatransitionalCommunityCornerparkinglot(whennotinusefortownevents.)Designindicatesanetyieldof22spaces.

A50/50matchinggrantthroughtheCRTPOTransportationAlternativesProgram(TAP)wassecuredin2015toimprovedowntownpedestriansafetyandconnectivity,aswellbicycleenhancements,withthefocalpointbeingapedestrianplazaalongENorthMainandN.ProvidenceStreet.Designbeganinearnestin2017,butunfortunatelyfundingwasfrozenin2019duetoNCDOTfinancialconstraints.ThetownanticipatesthefundingfreezetobeliftedinFall2021.ENorthMainStreetwillbeconvertedtoaone-waystreet.Existingparallelandangleparkingwillremainwhilethesidewalkwillbewidenedtocreatemorespaceforpedestriansandbusinessactivity.Amid-sidewalkretainingwallprovidesadditionalseatingandeliminatesthegradedifferentialatthestreettothepedestrianzone.AngledparkingspaceswillbecreatedonthewestsideofNProvidenceStreetnettingadditionalparkingspaces.AdditionalsidewalkworkwouldalsobecompleteddownthewestsideofSChurchStreettoSK8ParkandalongBroomeStreetiffundingallows.

TheTown’s2020MasterTransportationPlanidentifiedthisprojectastheTown’ssecondhighestratedproject.Atoppriorityistheneedfornewand/orimprovedcrosswalkstomakesaferconnectionsforpedestriansacrossbusyroadwaysforbothexerciseandaccesstoretailareas.StandardhighvisibilitypavementmarkingssupplementedwithRectangularRapidFlashingBeacons(RRFB)areproposedtoalertvehiculartrafficofpedestrianactivityoncethesignalismanuallyactivated.ProposedlocationsincludeKingstonDrive,RedOaksTrail,TownHallandthePostOfficelocationalongNC16.KensingtonDriveatSunsetHillsisalsoproposedtoconnectCuretonresidentialwiththeretailsite.Whereabsent,ADAcomplaintrampswillbeinstalledasrequiredbylaw.

TheTownwillinstallacombinationofsurfacepipesatgradeand“flexipave”channels.Thiswilleliminatepondinginareaswherepedestrianshavedifficultytraversinginwetweatherconditions.Pipesneedpropercoverandslopestofunction.FlexipaveisnotconstrainedinthiswayandprovidesanADAcompliantsurfacewithsufficientvoidstocollectandtransmitrunoffdownstreamovertime.
