“Local brain drain” in Russia
• There are many software development companies in Russia who hire a lot of high-tech professionals from various Russian cities, not only from Moscow, St. Petersburg and Nizhniy Novgorod
• As a result, high-tech professionals migrate to Moscow, St. Petersburg and Nizhniy Novgorod
• Unlike Moscow and St. Petersburg, in local universities there are not many good teachers. On the other hand, big percentage of “local work migrants” work for universities before they relocate to Moscow / St. Petersburg. So, “local brain drain” also means “academic brain drain”, and it will result in dramatic deterioration of quality of education in local Russian universities
• The question: will it be possible to hire programmers from Russian non-capital cities in 5 years?

• Initiated by Intel– An idea was born in March 2004– The first pilot project has been successfully conducted
in August-December 2004– The second pilot project will be conducted in August-December
2005– If the second pilot is successful, we will make the project

An Idea
• University of Nizhniy Novgorod (UNN) with Intel, Microsoft, IBM, Kaspersky Lab, Borland and some other world-known high-tech companies conduct joint internship program in the fall semesters of years 2004/2005
• The program is targeting best PhD students and young associated professors from various CIS universities - those who have strong English, good knowledge on computer science and industrial experience
• These guys relocate to Nizhniy Novgorod for one semester• During this “academic internship” program they attend various
courses on software engineering. These courses are provided by project sponsors and cover most areas of ACM/IEEE Computing Curricula: Software Engineering
• Program participants are also involved into short-term projects at Intel and get real-life experience
• After program completion these guys are to return to their cities and bring their expertise to local universities

IMPORTANT
• After project completion (December 2005) all project participants must return to their cities and bring their expertise to local universities– They will be required to sign special
agreement
• We expect them to teach at local universities at least until December 2007

Three points of view
• An experimental internship program for teachers from local CIS universities. It takes place in August-December 2004/2005, it is organized by UNN and (co) sponsored by world-known high-tech companies (Intel, Microsoft, IBM, Borland, Kaspersky Lab, etc.)
• A long-term strategy of promotion Software Engineering expertise into local CIS universities via UNN+Intel -based internship program
• An initiative of Intel Russia R&D, dedicated to help Russia & CIS solve “local brain drain” problem. We expect that this initiative will become industry-wide, and other major players of Russian high-tech market will support this undertaking either by (co) sponsoring implementation of “Virtuoso” strategy or in some other way
