Recent Project Management experience for Chip Hoynes (11/2008 to 02/2009)

– Turnkey Sensitive Compartmented Information Facility (SCIF) with SECURE

Videoconferencing and Audiovisual upgrades to include construction for a U.S.

Army Major Command. (appox cost $400,000).

The overall scope of this project was to renovate an existing Major Command Flag

Officers’ 60 seat conference room, implement Audio/Visual (A/V) and SECURE Video

Teleconferencing (VTC) system, Room Furniture, and Physical Room Upfit. The work

included demolition and room construction to ensure room was secure up to the SECRET

level, installation of 3ea STC-50 rated secure doors, A/V room signage, video

identification system at door, installation of a complex SECURE A/V-VTC system;

custom Flag Officers table with 6ea high back leather chairs, 55ea leather audience

chairs, custom lectern; controllable videoconference lighting, A/V control system, HVAC

improvement and modification, and A/V flat panel video wall. All of these systems were

connected to the DVSG network.

Project Management: Our Project Management Office (PMO) for this project was

located in Greensboro, but was managed locally. The PM helped develop the project

management plan; managed personnel, design, acquisition, installation, and delivery

schedules; prepared budgets; managed billing in accordance with contract specifications;

and tracked, monitored, and assessed project status during all phases of operations.

Our company performed all engineering, design, equipment procurement, and pre-

installation staging functions in Greensboro under the supervision of the PMO for

centralized control and to realize economies of scale. On-site installation was performed

by a combination of our companies’ trained/certified technicians and local

subcontractors/labor, as required. The PM controlled all project costs and scheduling to

provide efficiencies and minimize delays.

Physical Room Upfit

Demolition included carpet, suspended ceiling grid, light fixtures, cable and conduit,

non load bearing wall, two windows including frames and blast curtain assemblies, one

metal door and frame, and wood paneling from sheetrock walls

Installation

• Installed two matching interior doors at server and back room

• Cut solid CMU walls for 3ea new secure doors with XO-9 locks

• Installed 3ea Dual 3070 Sound Transmission Coefficient-50 (STC-50) Doors

• Installed CMU blocks to seal window openings and old door openings

• Installed exterior brick facing and stucco at sealed window openings

• Installed non load bearing gypsum walls

• Installed acoustical suspended ceiling system

• Installed VCT in server and storage rooms, patched and leveled floor as needed

• Installed acoustical cloth panels (sound soak) on interior walls

• Sealed/grouted all boundary wall openings for TEMPEST/EMSEC compliance

• Installed non-conductive critical environment carpet in conference room

• Modified and improved current HVAC system to include sound abatement

• Installed gypsum wallboard on existing CMU walls in conference room

• Painted interior walls of server and storage rooms with primer and paint

Electrical

• Installed conduit and wiring for AV and electrical wiring needs (approx. 200ft)

• Cut floor trenches and floor box cutouts in concrete floor

• Installed floor mounted boxes to support AV and electrical wiring needs

• Provided and installed LUTRON® lighting

• Provided, installed, and programmed GRAFIKEYE® lighting controller

• Provided and installed approximately 10 electrical outlets

• Provided and installed server and storage room lighting and fixtures

• Upgraded existing breaker panel from 100 amp to 200 amp service

A/V-VTC System Upgrade

Audio System Included six ceiling speakers and one pair of wall-mounted speakers for audio coverage,

an integrated echo canceller with a telephone interface, an audio amplifier, and five

boundary/gooseneck microphones.

Video System Installed two computer interfaces to provide computer graphics and audio inputs to the

feature wall displays for the VTC system. Eight 42-inch Orion® plasma displays were

mounted on the feature wall in a seamless viewing arrangement to display either

presentations or videoconference imaging as a continuous video wall.

Video Teleconference System A Secure VTC Enhancement was integrated with the existing VTC Codec and encryption

device.

Control System The control system used an integrated system controller and a 7-inch color touch panel

with a custom designed Graphical User Interface (GUI). This system controlled the

SECURE/NON-SECURE network switching (classification SECRET), audio, and video

sources to the displays.

Lighting System A controllable GRAFIKEYE® lighting system including 2 by 2 VTC Lutron® lighting

fixtures, downlights, and wall wash lighting was installed and integrated into the system

to provide a high quality environment for VTC and A/V presentations.

Furniture A custom 14-foot boat shaped conference table with six leather executive conference

chairs was installed in the room. Fifty-five leather gallery chairs and a custom lectern

were also provided.
