Progress Summary Report

This report has been authored to provide an overview of the progress on tasks undertaken by Project
Management Unit for Establishment of Punjab Public Health Agency from November 2016 till May 2018.
PREFACE
The development scheme “Project Management Unit for the establishment of Punjab Public Health
Agency (PPHA)” was approved in PDWP dated 06.09.2016 at a total cost of Rs. 171.515 million and
its subsequent established vide Administrative Approval was issued vide letter.no. S.O(Dev-I) 25-
105/2016 dated 13.10.2016.
The PC 1 was revised with changes in organogram and was approved in the 65th PDWP meeting
held on 11.04.2017 and its administrative approval was issued dated 29.05.2017 (vide.S.O (Dev-I)
25-105/2016) revision did not entail any revision in the total budgeted allocation for the PMU or
number of posts. It was further decided to transfer the administrative control of the PMU-PPHA
from Specialized Healthcare and Medical Education Department to Primary & Secondary
Healthcare Department with effect from 01.07.2017.
The PMU was assigned to deliberate and finalize the proposals concerning all aspects (Technical,
Legal, Financial, Administrative, Logistical etc.) pertaining to establishing of PPHA. A highly skilled
technical team was defined for PMU to lead coordination and provide technical support for:
1. Undertaking a rapid situational analysis to map all organizations undertaking public health
functions;
2. Proposing design for Punjab Public Health Agency (PPHA) with details of functions, and
developing a comprehensive PC1 for its establishment;
3. Drafting the legislation of PPHA;
4. Serving as the nascent organization to “hand hold” the newly inducted PPHA team as it takes up
their roles and responsibilities, and provide extensive early set-up support.
5. Leading change management and ensuring that the new team is aligned to the vision of the
PPHA.
The collective vision and ideologies of the Honorable Chief Minister Shehbaz Sharif, Honorable
Minister Specialized Healthcare and Medical Education Khawaja Salman Rafique, Honorable Minister
Primary and Secondary Healthcare Khawaja Imran Nazir, Secretary Specialized Healthcare and
Medical Education Mr. Najam Shah and Khan, Secretary Primary and Secondary Healthcare Mr. Ali
Jan; Member Health, Planning and Nutrition, Dr Shabana Haider; and Member Steering Committee
PMU PPHA, Dr Naeem ud din Mian have honed and shaped the final proposed design of Punjab
Public Health Agency.
The final architecture of the Agency has been laid out with the PC 1 of PPHA approved in 49th
PDWP meeting dated 30.01.2018 at a total cost of Rs. 1,295.15 million, with Administrative
Approval issued vide letter.no. SPO8-38/2017 dated 15.03.2018. The PMU-PPHA team looks
forward to the establishment of the Agency and its first year. Although this is expected to have its
share of challenges but the team stands committed as every challenge along this road is worth the
impact that we together strive to create in the lives of the people we serve.
This summary report documents the progress made and deliverables achieved by the PMU-PPHA
technical team during the period Nov 2016- May 2018.
