MaineDOT WIN 18653.00 Supplemental Supporting Information for a Finding of Effect Project: Kittery 18653.00 Scope: Sidewalk Construction & Pedestrian Safety Improvements Finding of Effect: No Adverse Effect Purpose and Need The purpose of the action is to improve pedestrian, bicycle, and vehicular safety in the Kittery Foreside area of Walker and Wentworth Streets. The need for this project is because this area of Kittery has a high volume of pedestrians, cyclists, and vehicles and sidewalks and pedestrian facilities, drainage, and traffic signalization do not meet current standards. The project area is adjacent to the main entrance to the Portsmouth Naval Shipyard, which is an important regional employer. Proposed Action The proposed action (Alternative A) includes construction or reconstruction of sidewalks along both sides of Walker Street from 365’ east of Route 1 easterly to Wallingford Square then northerly along Wentworth Street to Whipple Road. Sidewalks would be 5’ wide with the exception of a section between Sta. 14+20 to 15+40 that would be 4.5’ near an existing retaining wall. Sidewalk work would be accompanied by the installation of granite curbing, adding crosswalks with Americans with Disabilities Act (ADA) compliant ramps and detectible landing pads, and adding curb extensions in select locations. Pedestrian signage would be placed on Walker Street at Main Street and Jones Avenue. Pedestrian signage with flashing beacons would be installed on Wentworth Street at the Rice Public Library (Sta. 12+60). The project would replace the existing traffic lights with a mast arm traffic light at the intersection of Walker, Wentworth, and Government Streets. Drainage improvements include replacing or adding catch basins, installing drainage pipes in select locations under the roadway, and cuts and fill. Curb to curb pavement overlay would be completed in the project area. Federal Action Federal funding. Definition of Area of Potential Effect (APE) The proposed project is located in Kittery. Historic Properties The proposed project is located in Kittery. The following descriptions of historic properties found within the project area are based on Maine Historic Preservation Commission (MHPC) survey forms and National Register of Historic Places nomination forms. Kittery Grange No. 395 (7 Walker Street, The Dance Hall LLC, 72+10R to 72+65R) National Register-eligible Criterion A, Social History The 1928 Grange Hall is a gable-front building with an interior brick chimney and slight open eaves with carved rafter tails. The building is clad in wood shingles and has a simple belt course across the face of the front gable. The front elevation has three bays with a central entry and two one-over-one vinyl windows. The front entry surround includes pilasters, six-light transom, entablature, and additional molded panels. The front doors are metal commercial glass. Above the entry on the gable end is a fanlight. The side elevations have paired one-over-one vinyl windows. The building sits on a concrete foundation. Its period of significance is 1928-1972. Wallingford Square Historic District (Various Owners, 75+00 to 76+00) National Register-eligible Criterion A, Commerce, Naval History The Wallingford Square Historic District contains the commercial center of Kittery Foreside. The Sugrue Block is the only resource in the historic district in the project area. The building is a three-story commercial building with a flat roof. The concrete block building features a band of ornamental blocks with a projecting pattern below the cornice line. The first story is composed of ornamental concrete block. The upper two stories have one-over-one vinyl windows with concrete sills. The first story storefronts retain large display windows and recessed entries. The period of significance is c.1870 to 1923. Robert and Louisa Traip House (2-4 Wentworth Street, 2-4 Wentworth Street LLC, 74+60L to 75+55R and 10+75R to 11+10R) National Register-listed Criterion C, Architecture The Robert and Louisa Traip House is a Greek Revival-style house. It is a two-story gable-front structure with a pedimented front, interior brick chimney, and central octagonal cupola. The house’s most prominent feature is its two-story engaged porch which wraps around three sides of the structure. The porch, on both levels, is supported by fluted Doric columns with a plain wooden rail. The house is clad in wood clapboard, which is placed flush along the elevations at the porch. It has one-over-one windows in molded wood frames. Two entries are located on the first story, each with paneled glazed wooden doors, likely from the early twentieth century. The house sits on a granite foundation. Its period of significance is c.1839. Rice Public Library (8 Wentworth Street, Rice Public Library, 11+40R to 14+45R) National Register-listed Criterion C, Architecture

The Rice Public Library is a two-and-a-half story Romanesque Revival-style brick structure with a hipped roof with exterior and interior flared brick chimneys, gabled dormers, and a square corner tower with a pyramidal roof. The ornate building has a projecting entrance bay with a rounded arch supported by heavy granite paired Corinthian columns. The bay is gabled and includes a date block and semicircular window in the upper half story and three rounded arched, skinny double-hung windows flanked by pilasters in the second story. The building features double-hung windows with rectangular, arched, and segmental openings. The building also features heavy bands of granite and elaborate brickwork. It sits on a granite foundation. Its period of significance is 1889. Mark & Eliza Wentworth House (9 Wentworth Street, Lori Larson Living Revocable Trust, 11+90L to 13+20L) National Register-listed Criterion B, Politics/Government The Mark and Eliza Wentworth House features Greek Revival and Italianate style details. The house is a five-bay, two-story, side-gabled structure with a gabled rear ell. The house has two interior brick chimneys, cornice returns, cornerboard pilasters, and paired scroll brackets. It is clad in wood clapboard and has two-over-two wood windows and six-over-six wood windows. Two octagonal bay windows are located on the first story of the south elevation. The building sits on a brick foundation. The house is significant as the most closely associated structure extent that represents the life of Mark Wentworth. Wentworth was a doctor who served in the 27th Maine Regiment and 32nd Maine Regiment during the American Civil War. He was wounded in 1864 and resigned from his post. He then returned to Kittery and became a storekeeper at the Portsmouth Naval Shipyard, state legislator, and Customs Surveyor in Portland. The period of significance is c.1866-1897, which is when Wentworth resided here. Portsmouth Naval Shipyard Spur (Boston & Maine Corporation, 18+55 to 19+03) National Register-eligible Criterion C, Engineering The Portsmouth Naval Shipyard Spur is a 1.14-mile-long rail spur that winds along the banks of the Piscataqua River from the Sarah Mildred Long Bridge eastward to Wentworth Street and turns southerly toward the Portsmouth Naval Shipyard Bridge. The line passes under Route 103 and crosses US Route 1, Pine Street, and Wentworth Street at grade. The portion of the line from the Sarah Mildred Long Bridge to Wentworth Street was originally constructed in 1888 as part of the York Harbor & Beach Railroad. This rail line connected tourists disembarking the Boston & Maine Railroad at Kittery Junction with destinations at Kittery Point, York Harbor, and York Beach. The spur extending southward from the York Harbor and Beach main line was constructed in 1901 to aid in the modernization of the Portsmouth Naval Shipyard. The rail spur to the shipyard continued to haul freight after the York Harbor and Beach Railroad was abandoned in the 1950s. Its period of significance is 1901-1963. Gas Station (5 Whipple Road, BWF Management LLC, 21+00R to 22+35R) National Register-eligible Criteria A & C, Architecture, Transportation

The vernacular gas station with Modern-style elements is eligible for listing in the National Register. The gable-front structure features an off-center gabled peak with an elongated southern slope and wide overhanging eaves. Thick false purlins are placed under the eaves along the front elevation. The gas station has a mix of materials including brick and wood panels. Its most dominant feature is its large corner metal display window that runs from just below the roofline to nearly the floor. The garage also retains plain wooden doors and a glass commercial metal door topped with a metal transom. The two garage bay doors retain metal doors. Modern gas pumps, though no longer in use, remain at the site below a metal two-story canopy. Its period of significance is c.1960. Archeological Resources There are no archaeological resources in the project area. Impacts to Property The following addresses potential impacts to properties as a result of the proposed action. Kittery Grange No. 395 (7 Walker Street, The Dance Hall LLC, 72+10R to 72+65R) National Register-eligible Criterion A, Social History The proposed action would result in No Adverse Effect to the Kittery Grange No. 395. The proposed action would include sidewalk construction, granite curbing, replace a catch basin, and construction of a ramp with hand rails to meet the wooden ramp on the west elevation of the Grange building. The action would require some fill and cuts related to drainage and sidewalk construction. Sidewalks would be reconstructed with in-kind materials (concrete) and the concrete walk leading to the building would also be reconstructed with in-kind materials (concrete). The proposed action, through the use of in-kind materials, would not significantly diminish the resource’s aspects of integrity. Wallingford Square Historic District (Various Owners, 75+00 to 76+00) National Register-eligible Criterion A, Commerce, Naval History The proposed action would result in No Adverse Effect to the Wallingford Square Historic District. The proposed action would include installing detectable warning surface landing pads at the crosswalks at Walker Street, Government Street, and Wentworth Street, remove the existing utility pole, install a mast arm traffic signal, and add a pedestrian signal head to a new traffic pole. The mast arm traffic signal would replace the existing wire hung traffic signals. Some cuts would be required related to the installation of the mast arm. Replacement of the existing signal with a mast arm signal does not significantly diminish the integrity of setting, feeling, or association for the historic district. The mast arm would be located adjacent to the district and not within its boundaries and would only minimally change the viewshed of the district. The proposed action would result in No Adverse Effect to the Traip House. The proposed action would include sidewalk construction, granite curbing, stamped pavement, and installing detectable surface landing pads at the crosswalks at Wentworth and Walker Streets. The action would remove a utility pole and add two pedestrian signal poles. A mast arm traffic signal would be placed in the viewshed of the resource, but this constitutes a minimal change when compared with the existing traffic signals. The large Cork Elm Tree at Sta. 10+95R would remain and would not be affected due to the use of stamped pavement, which would not require substantial excavation and would maintain sidewalk connectivity and an acceptable turning radius. The large tree at Sta. 11+45R would be avoided and excavation for the adjacent sidewalk would be minimized. Disturbed lawn areas would be loamed and seeded. Rice Public Library (8 Wentworth Street, Rice Public Library, 11+40R to 14+45R) National Register-listed Criterion C, Architecture The proposed action would result in No Adverse Effect to the Rice Public Library. The proposed action would include sidewalk construction, granite curbing, and installation of a flashing pedestrian beacon and detectable warning landing pads at a crosswalk at Sta. 12+80R. The action would formally install a handicap parking spot in front of the library where an informal parking space is currently located. The brick and granite walkway to the library would be replaced in-kind. Two catch basins would be installed. A pedestrian sidewalk between the library and the paved parking area would be removed and pedestrians would be funneled to the new sidewalk. Cuts and fill would be required to encourage drainage and some landscaping features would be removed for the construction of the sidewalk. Disturbed lawn areas would be loamed and reseeded. The driveway would be graded and repaved with in-kind materials (asphalt). Mark & Eliza Wentworth House (9 Wentworth Street, Lori Larson Living Revocable Trust, 11+90L to 13+20L) National Register-listed Criterion B, Politics/Government The proposed action would result in No Adverse Effect to the Wentworth House. The proposed action would include sidewalk construction, granite curbing, and installation of a flashing pedestrian beacon and detectable warning landing pads at a crosswalk at Sta. 12+85L. The driveway would be graded and repaved with in-kind materials (asphalt apron and gravel). Disturbed lawn areas would be loamed and reseeded. Fill at this location would not require removing or replacing the granite retaining wall located in the front lawn. The fill would match into the lawn before the retaining wall or right at it and would not cover it. Portsmouth Naval Shipyard Spur (Boston & Maine Corporation, 18+55 to 19+03) National Register-eligible Criterion C, Engineering The proposed action would result in No Adverse Effect to the Portsmouth Naval Shipyard Spur. The proposed action would include sidewalk construction, granite curbing, and fill. The overlay pavement would match with the existing pavement that lines the railroad

tracks. The proposed constitutes a slight change to the resources setting along with the construction of additional sidewalk within its viewshed. The rest of the actions utilize in-kind materials. Gas Station (5 Whipple Road, BWF Management LLC, 21+00R to 22+35R) National Register-eligible Criteria A & C, Architecture, Transportation The proposed action would result in No Adverse Effect to the gas station. The proposed action would include installing detectable surface landing pads at the crosswalks at Wentworth Street and Whipple Road and granite curbing. Cuts and fill would be required to encourage drainage. Paved areas and driveway would be regraded with in-kind materials (asphalt). These actions would be a minimal change to the resource’s setting. Archaeological Resources No archaeological properties would be affected by the proposed undertaking. Avoidance and Minimization Efforts The proposed action avoids any physical impacts to National Register-listed or -eligible buildings. The project avoids two large mature trees at Sta. 10+95R and 11+45R located adjacent to the National Register-listed Traip House. The project minimizes effects by replacing materials with in-kind materials, such as granite curbing and concrete sidewalks. The project minimizes effects by loam and seeding any disturbed lawns. Dismissed Alternatives No Build The No Build alternative takes no action and does not meet the

purpose and need of the project and was therefore removed from further consideration.

Alternative 1 Alternative 1 would include construction and reconstruction of

sidewalks on both sides of Walker Street to Wallingford Square and then on the west side of Wentworth Street to Whipple Road. Parking would be striped along both sides of Walker Street and along the west side of Wentworth Street. The alternative would include resetting curb to appropriate heights, installing crosswalks and bump outs, traffic signal improvements to the intersection of Walker and Wentworth Streets, and pavement overlay. This alternative was dismissed from further consideration because it did not provide pedestrian accommodations on the east side of Wentworth Street.

Alternative 2 Alternative 2 would include construction and reconstruction of

sidewalks on both sides of Walker Street to Wallingford Square and on both sides of Wentworth Street to Whipple Road. Parking would be striped along both sides of Walker Street. The alternative would include resetting curb to appropriate heights, installing crosswalks and bump outs, traffic signal improvements to the intersection of Walker and Wentworth Streets, and pavement overlay. This
