 1. theoretical basis description  The following study aims to deal with hous ing policies, ve ried by the topicality of the subject in Brazil. The major focus will be on the architecture of this classic type - with, however, the necessity of urban science attention to be given in a complex issue as such. n the theoretical stage, the starting point was into a hi storical context for better understanding of the subject! how housing policies come up, become priority of governments in some cases - but not always. This context will be conducting the history of social housing in Brazil and the development of his concept, mutant today. "owever, it will also relate some parallel experiences around the world which it found necessary for comparison or illustration of how, architecturally, the subject is treated in di#erent places.  Then was co nducted a study on three examples of social housing. $irst, will address the housing complex ceberg, in %enmar&, and how even the collapse of the nancial world in '(() did not cause the project to lose its architectural *uality. +ext, we deal with the  Jardim Edite housing roject, in downtown o aulo, that drew attention for its experimental characte r in the Brazilian context. /nd lastly, the Projeto Habitação Cidade will be studied, a simulation of 0igglieca 1 /ssociates o2ce, as they would - and do - the redenition of social housing. /fter studying these examples, the focus will turn to 3ondrina, then doing an analysis of the housing situation in 3ondrina, legislation in vogue that permeates and denes why this is a problem in the city - what really caught the attention of the author of this wor& to do such research - then leaving for the denition of a program and the denition of a real situation for the roject exercise of the building which will be presented in order to contribute to the *uestioning of the production of not just the most basic architectural type - the home - of those who can fewer, so to spea& but also the city that is produced and it wants to produce. /fter the explanation of social housing and presented the project, arrive at the conclusion that the production that is currently follows unsustainably to the city, to the point of having to increase the urban edge of the city for people having to dwell. t is noticed a cyclical movement in Brazilian history theme, building houses at the periphery at appropriate times, while the irregular housing is a constant in Brazilian cities, including young cities such as 3ondrina. /lso it was noted that such housing projects has rooted in itself spatial segrega tion - that occurs with a supposed economic purpose, but which can be overcome if it4s planned to to have a real city project that is - perhaps - more dense but also with greater diversity

2. projectual description

 The project is conceptually grounded in two precepts! This idea was formalized in the project in a s*uare joining the housingand the city, being open to it, and the movement is bounded in a

subliminal way mostly./lso is made reference to the other elements of informal constructionand design decisions to be mentioned below, such as the facade of

ceramic elements arranged in 678. The second aspect that conceptually determined the project is themodern Brazilian architecture of collective housing, which has always
