NAME OF PROJECT: CLIMATE CHANGE AND REDD+ AWARENESS RAISING AND CAPACITY BUILDING
PROJECT FOR FOREST DEPENDENT INDIGENOUS PEOPLES IN ARBA MINCH AREA

PROJECT COMPLETION REPORT
1. INTRODUCTION
The project sought to raise IP communities’ awareness on the essence and processes of the REDD+
program in Ethiopia. In line with this, ILCA designed the undertakings of the project from the perspective
of efficient and effective communication works. Under this strategy, the communication channels
chosen were interactive community radio transmission, participatory video application, community
consultation, SMS messages and REDD+ message conveying songs.
In order to materialize message transmission in all channels, a comprehensive awareness raising
curriculum derived from sources written in English comprising messages on Climate Change and its
adverse effects; REDD+ program and Drivers of Deforestation and Degradation; REDD+ social and
environmental standards and safeguard policies; Impacts of REDD+ on the social, environmental and
livelihood aspects; and REDD+ Benefit Sharing Arrangements and Grievance Redress Mechanisms was
developed in one national and one local languages (Amharic and Gamotso).This curriculum was used as
a message source for all communication channels crafted as appropriate for each, and the message
transmission in every channel worked very well. As the result, the achievements of project objectives
highly surpassed the plan both in quantity and quality including high achievements in positive impacts.
2. PROGRESS ACHIEVEMENTS MADE UNDER PROJECT SCOPE Objective 1: Raise the awareness of 100,000 forest dependent local community members on the five
REDD+ themes: Major activities carried out and achievements gained under objective
A comprehensive awareness raising curriculum derived from English sources was developed in Amharic and Gamotso Languages;
100 T-shirts, 100 Caps, 300 Fliers, 8 Banners and 96 Posters were procured and used for awareness raising purposes;
Two songs containing verses from all contents of awareness raising curriculum were produced and used for featuring awareness raising works;
Two awareness raising songs (one in Amharic and one in Gamotso) were produced and used for featuring radio programs;
8 weekly radio transmission programs (4 in Amharic and 4 in Gamotso) were broadcasted on each of the 5 awareness raising themes;
3 Amharic SMS messages and 3 Gamotso SMS messages with the 5 themes have been broadcasted to 10,000 cell phones with numbers given around Arba Minch;
Thirteen Community Conversation forums were created with communities on the 5 awareness raising themes;
Two workshops were conducted on project launching and messages consolidation;
10 community members from 5 pilot kebeles participated in a community consultation program organized by the SNNPR REDD+ Coordinating Unit;
Five participatory videos were produced and used for awareness raising works. Objective 2: Analyze potential impacts of the REDD+ project on the social, environmental and livelihood
aspects of forest dependent local communities and lay grounds for possible remedial actions
Major activities carried out and achievements gained under objective
Five representatives from 5 PFM cooperatives participated in an international workshop conducted in Addis Ababa;
58 members of newly established PFM Cooperatives, 10 kebele managers, 5 cooperative workers and 3 government representatives participated in an exposure visit to Humbo and Soddo carbon Projects;
Exposure visit participants pointed out potential impacts of REDD+ program to their areas;
Participants also brainstormed on feasible livelihood, social and environmental solutions for possible impacts;
Objective 3: Organize 5 Participatory forest user groups for forest dependent local communities in 5 kebeles in order to enable them for productive engagement in the National REDD+ program;
Major activities carried out and achievements gained under objective
12 community consultation works done with pilot kebeles and concerned government bodies for sustainable cooperative establishment;
Five PFM cooperatives established in the 5 pilot kebeles and registered with government;
A total of 75,000 Ethiopian Birr seed money given to the 5 established cooperatives;
PFM coops operationalized with matching funds given to them as per the new youth employment creation strategy of government;
Project closed with a closing report and workshop conducted in the presence of 90 participants from all stakeholders;
Project terminal evaluation conducted by government with resulting high appreciation.
3. ANY INCOMPLETE ACTIVITIES UNDER PROJECT SCOPE None.
4. KEY OUTCOMES REALIZED
Awareness has been raised on the 5 themes, for over 200,000 forest dependent local
community members and local actors as well as above 300,000 more people from
nearby woredas, zones and southern Oromia Regional State has been achieved
Possible impacts of the REDD+ project to the social, environmental and livelihood
aspects of the forest dependent local communities and feasible remedial measures to
them identified and consensus reached for subsequent actions through PFM
cooperatives;
5 participatory forest management cooperatives of the forest dependent local
communities have been established and operationalized in Zaysse Elgo, Qolla Shelle,
Ocholo Lante, Shara and Channo Mille kebeles.
5. KEY SIGNIFICANT CONTRIBUTIONS TO IPs PARTICIPATION IN REDD+
a. 10 IP representatives from ILCA project beneficiary communities participated in regional
state REDD+ consultation and participation programs.
b. The FM Radio Curriculum of ILCA has been adopted by focal pints of REDD+ for scaled
REDD+ capacity building in wider geographical scope.
6. SELF SELECTION FOR NATIONAL REPRESENTATION
Five Participatory Forest Management Cooperatives with 65 youth members have been self
selected to engage in the national and regional REDD+ processes. These cooperatives have been
nurtured under stewardship of local government and are well cared for currently at their infancy
stage.
7. KEY ACTIONS TAKEN UNDER THE FEEDBACK GRIEVANCE AND REDRESS
MECHANISM (FGRM) As one of themes on REDD+ awareness raising messages, the issues in the Feedback Grievance and
Redress Mechanism have been conveyed to communities through the FM radio, SMS messages,
Participatory Video, Message Conveying Songs and Community Consultation forums. The awareness
made through these processes is being kept as a tool for engagements in the upcoming REDD+
implementation in the areas of these communities.
8. FEEDBACK ON MPIDO’s ON THEIR SUPPORT TO THE PROJECT IMPLEMENTATION
MPIDO have well supported us during their project supervision mission. They clarified issues
with project narrative and financial reporting procedures and elements. However, especially
MPIDO’s finance department has been unresponsive to many communications we made, a
condition that even discouraged ourselves to have more communications with them. Another
issue was that their finance staff refused to pay our staff their legitimate per diems at the SSKE
workshop conducted in Addis Ababa. Their fake response at the time was, “Participants from
the host country cannot be paid per diems.” We took this discriminatory as all participants
except our staff were paid same. We also saw this against experiences that participants from
host countries for other previous workshops had been paid per diems. We were very
disappointed with this groundless compensation deprivation.
9. LESSONS LEARN ON THE PROJECT In the implementation of this project, we learned that many communities even besides the beneficiary
communities have high interests to be included in the national REDD+ program with their forest
resources. They expressed their interests in the interactive radio communication sessions. In addition,
local government bodies have high interest for partnering with stakeholders to cover more forest
resource areas in the zone with REDD+ program. They forwarded official request to ILCA to work much
forth in the direction to include more communities with forest resources in the national REDD+
program. These concerns of the government have been supported by the academia from Arba Minch
University through expressing their commitment to engage in such initiatives by facilitating scientific
procedures like baseline forest data collection.
10. PUBLICATIONS, REPORT PRODUCED FOR THE PROJECT The following publications and reports have been produced on the implementation of the project.

11. ENGAGEMENT WITH OTHER REDD+ STAKEHOLDER The national REDD+ coordinating office and respective mechanisms have been engaged continuously throughout the implementation, including;
Consultation and input to the partnership with the state owned FM radio station for REDD+ message transmission and interactive question/answer sessions
Cooperation participation of the national and regional REDD+ secretariats for project launching workshop running;
Cooperation with Zonal REDD+ focal point in project implementation;
Cooperation with Araba Minch University in project implementation and further partnership;
Partnership with three district government offices for project implementation, monitoring and evaluation;
Cooperation with district cooperatives office and Youth and Sports office for establishment and running of Youth Participatory Forest management Cooperatives.
