Scope• Target SOC range

“Normal operating SOC range” means the range between the lowest and highest SOC as defined by the manufacturer.TF agreed on 1st F2F Meeting in Paris.

• SOC level at TestingTF agreed with the principle to aim to adjust at the highest SOC reasonably possible.

TF identified the problem to adjust the SOC which is not externally chargeable (i.e. HEV vehicle based test.). TF have to discuss about temp. condition at SOC adjusting.

Justification As the purpose of EVS is to verify the safety of batteries within the range of their normal use in the vehicles where they are installed, the test for a battery should be carried out under the SOC condition that is as close as possible to the upper limit in the battery’s normal operating SOC range in the vehicle where it is installed.

For further considerationTF developed the following texts for further consideration:

(1)The adjustment of SOC shall be conducted at an ambient temperature of [20±10 ˚C for vehicle-based test and 20±5 ˚C for component-based test].

(2)At the beginning of the test, the propulsion REESS is at an SOC specified in subparagraphs (a), (b) or (c) as appropriate:

 (a) If the REESS is externally chargeable *, the REESS shall be charged by external source to the maximum level of normal operating SOC range in accordance with the procedure defined by the manufacturer, within [24] hours before the start of the test. ;

 (b) If the manufacturer does not provide the specification of the normal operating SOC range, the REESS shall be charged to the maximum level of the rated capacity in accordance with the procedure defined by the manufacturer, within [24] hours before the start of the test.;

 [(c) If the REESS is rechargeable only by an energy source on the vehicle, the REESS shall be charged [to the maximum level], [which is indicated by the vehicle’s instrumentation or using other measurement methods,] [in accordance with the procedure defined by the manufacturer], within [XX] hours before the start of the test. ]

(*) this applies as well to HEV batteries if isolated/removed for the specific test from the vehicle and being charged externally.

Work Plan

• Due to various kinds of REESS design, it is important to validate the proposed SOC requirement as practical by industries. TF expects feedbacks from OICA and the task force members.

• Plan to get the opinions collected by June. • I want to have 2nd F2F Meeting on July or Sep. or

…• I hope to reach an agreement by end of March

2015.
