She assisted in streamlining loan procedures resulting in moreefficient and cost-cutting schemes to the great relief of mem-bers. She has effectively reduced overtime expenses to al-most 0% level. Her proposals have significantly guided theBoard to decide on policies and stategies on the delinquencyproblem which has decreased fiemendously the litigation,communication and debt allocation costs.

For all these, BBCCC salutes and thank this Great Manager,this Great Cooperative Leader, this Great Lady.BBCCC hasseen better things and better times during her watch. Thus sheleaves her work justifiably proud and happily fulfilled. Shehas indeed exemplified what is said of great leaders:

"They serve in humility deeply imbued with the spirit ofgenuine service!"

Leaders come and go but they leave their mark behindand their legacy for all to take note, for all to learn from,for all to be inspired with.

Ms. Veronica A.'Cardona, our General Manager, hascome and she is leaving, she came not only fullyequipped to do a good job but more importantly totallycommitted to make every member of BBCCC proud.

Joining the Cooperative twenty-eight (28) years ago as

a bookkeeper but performing a myriad of other tasks(clerk, collector, janitor, etc.) she has gone through theranks occupying the position of Accounting DepartmentHead and Chair of the Audit and Inventory Committeeprior to her appointment as General Manager effectiveAugust l, 2008. She is vacating this position as a retireeand has served for almost three years, 29 months and 11

days to be exact.

Her stint as General Manager, though relatively short,saw her instituting remarkable improvements andchanges, some continuing the work of former managersand a considerable number of her own initiative and in-novation. Barely a year into the job, the Cooperativeregistered its first billion, a feat that impressed coopera-tives nationwide, including the Asean cooperativeworld.

She has effected the salary standardization and depart-mentalization schemes; the completion of the computeri-zation; evolved the subordinate-participated evaluationtool; installed to almost 100% the POS at the grocery,did regular reshuffling of personnel to give everyone theopportunity to have valuable and varied experiencesnecessary for career-pathing.

She caused the creation of the long-overdue Human Re-source Department and the manualization of the Gov-ernance and Ethical Standards Handbook. Ever con-cerned with the growttr and development of the stafl shemade it a point that everyone had his chance to attendseminars or conferences for their much-needed upgrad-ing and updating of skills.

RDPG Loan DelinquencyStudy Released (Parl2l

Public'ations Committee (RDPC) ofBBCCC recently released the resultof the second part of its loan delin-quency research for 2010. For thisstudy, loans made by members ex-ceeding P100,000 or more were scru-tinized.

The objectives of this study were: a)to determine the reasons behind theincreasing loan delinquency rate ofmembers. b) to identiff future re-search projects related to loan delin-quency and c) to provide recommen-dations and suggestions on how tominimize the loan delinquencyamong BBCCC members.

Loans that were taken as early as

2004 and as recent as 2009, weremade as part of the study. The re-search technique employed includecase studies, review of data and otherpertinent records and interview ofresource persons directly communi-cating and interacting with memberswith loan delinquency problems. Thestudy was conducted between Octo-ber ar-rd December of 2010

This study revealed the common rea-sons cited by the members on theirloan delinquency problems whichinclude: a) the business for which theloan was taken became banknrpt. b)the loan was secured in order to pay-off another loan.

c) The borrower had existing multipleloans with other lenders like lendinginstitutions, banks, loan sharks,neighbors etc. d) occurrence of per-sonal problems and emergencies. e)the loaned amount was lent to some-body for a specific project but theproject did not materialize.

f) Borrower was deep into gamblingand vices. g) fortuitous events likefloods, landslides, fire, typhoonswhich affected their ability to pay theloans on time.

Aside from pushing the full imple-mentation of capacity-based lending,the study revealed that in order forloan delinquency to be minimized orif not eliminated regular reminders tothe members in the form of text mes-sages should be regularly done.

Also, assuming if the loan has beengranted under stringent quality con-trol, a follow-up communicationshould be initiated preferably an ac-

tual site visit by representatives ofBBCCC.

This is an annual event at BBCCCwhich is aimed to promote camaraderieamong its officers and staff with the dif-ferent cooperatives and to have an ex-change of the cooperatives' good prac-tices which are worth emulating (Aral).The "Lakbay" component is an avenuefor the cooperators for rest and relaxa-tion.

Lingayen Catholic Credit CooperativeInc. was visited by BBCCC this 2010. Itis also a credit cooperative like BBCCC.They have more than 15000 members.Points about collection of loans and 1e-duction of delinquency rate were the cen-ter of the discussion during the get to-gether and exchange ofbest practices.

The R&R portion was at Hundred Islandsin Alaminos, Pangasinan. Hundred Is-lands was a perfect place to have a breaksince it is an awesome and comfortingplace. Indeed it is a splendid creation ofGod. Officers and staff had enjoyed'is-land hoping, swimming and simply sit-ting by the beach. It was time for them tobe with nature, with God and be witheach other in a non-working environ-ment.

A visit at the Manaoag Church was also apart of the itinerary. It is a time to thankthe Lord for the many blessings he gaveto our dear cooperative - BBCCC. O

FORMALIZATION OF MICRO-

INSURANCE ACTIVITY

A seminar on the formalization ofmicroinsurance activities was re-cently held at San Juan, La Unionlast October 26, 2010. Participantsfrom BBCCC were lrilian Basilio,Genevie Perez, Rukcy Regala andRecy Nones.

Microinsurance is an activity provid-ing specific insurance, insurance-likeand other similar products and ser-vices that meet the needs specificallyof the low-income sector for riskprotection and relief against distress,misfortune and other contingentevents.

This may be in the form of insuranceand other similar activities with thefollowing features: premiums, contri-butions, fees or charges are collectedor deducted prior to the occuffenceof a contingent event and the provi-sion of guaranteed benefits are pro-vided upon occurrence of a qontin-gent event.

This Regulatory Framework tbr Mi-croinsurance was formulated by theInsurance Commission in coordina-tion with Department of Finance-National Credit Council, CooperativeDevelopment Authority, the Securi-ties and Exchange Commission, theassociations of life and non-life in-surance companies, cooperative in-surance societies and mutual benefitassociations.

This regulation clearly specifies thedetails for the establishment of anappropriate policy and regulatoryenvironment that will facilitate theincreased participation of the privatesector in microinsurance. This willensure that the rights and privilegesespecially of the poor sector of soci-ety are protected in whatever insur-

ance agreement they may enter into.

Microinsurance includes pool offunds collected by informal insuranceprovider like the cooperatives. Coop-eratives must have clear guidelines inmanaging the funds to provide a

smooth transition for the formaliza-tion of unauthorized insurance or in-surance-like activity. Cooperative as

big like as the BBCCC should assure

its members on how it manages andutilizes the fund for their benefit.

An example of this is the damqyqncontribution wherein BBCCC collectspremiums from the members andplaces it in a pool of funds for the pur-pose of covering the insurance needs

of the contributor/rnember in case ofdeath.An issue was raised if this formaliza-

tion of microinsurance would reallycater to the needs of the poor when

the need arises or would just be an

added problem since most insurance

companies take time to release the

claims of its clients. It was observed

that portions of this Memorandum

2) Do not take the name of the insti-tution you're working with in vain.Love your employer and your work.Give your best in everything you doin the workplace. Show apprecia-tion, as the institution will rewardyou for it.

3) Remember to comply with everyrules and regulations your orgmiza-tion promulgated. They are yourguidelines to be more effective andeflicient in your work. Attend so-cial events provided for by the insti-tution for your personal and profes-sional growttr and development.

4) Honor and -respect all people youdeal with. From the Board of Direc-tors, your superiors, the cooperativemembers, co-employees, visitorsoetc. Respect will also be given toyou.

5) Avoid gossips, indifferences, bit-terness and jealousy. Change startsfrom within you. Have a good rela-tionship within and outside of theorganization you are working with.Be cordial and accommodating.

6) Do not commit scandalous acts thatwill destroy your reputation and thename of the organization. Be faithful toyour promises and the role assigned toyou in the office.

7) Do not commit pilferage in the work-place nor steal the ideas of others andboast of your achievements. Rather, behonest and work with others harmoni-

ously and generously without expectinganything in return. Do it with love and

honor.

8) Do not bear false witness against yourco-employees and clients instead speak the

truth. Practice tolerance with caution and

tactfulness.

9) Do not take anything that is not yours.

Respect the other person's property. Learnto ask permission if you wanted to borrowor use anything that does not belong toyou.

l0) Do not commit moonlighting and en-gage in other work other than your work inthe institution. Be loyal to your present

employer and give your fullest sincerityand fidelity. God will rewar$ you a hun-dredfold if you care for what you are and

CONNEGTIVE LEADERSHIP:THE ESSENCE OF

GOOD LEADERSHIP

A good leader is a good follower. To

be an effective leader means puttingyourself in the shoes of your followersand making yourself a worthy examplefor your subordinates to follow.

But it is not to be forgotten that everyleader has his own style of managingsubordinates to bring out their poten-

tials. And that no leadership style is

better than the others. In fact, variousleadership styles maybe utilized simul-taneously to address specific situationsat any given time.

One of the many leadership styles isthe so-called connective leadership.This is a way and pattern of leadershipby which a leader shows his concernand respect for the ideas and beliefs ofhis staff member. Instead ofjust order-ing them, he examines their thoughtsand even discusses issues for the bene-fit of the whole group. It shows respectfor the views of his staff which in turnwill lead to respect for him as a leader.Employees will then work together tohelp him and unity is achieved.

The Connective Leadership Wheel

Connective leadership requires theheart and nerve of a leader, includingthe help and cooperation of each staffmember. Thus, the team's future doesnot solely depend on the leader buteveryone else in the group, with each

staff member responding not to com-mand but to their own initiatives.

The advantage of connective leadership isthat it encourages constant communica-tion. It inspires people to help their fellowstaff members,'making it possible for allabilities and strengths to be further devel-oped and maximized.

In organizations like the BBCCC, themanager should consider each one's be-liefs and cultural b4ckground. He shouldbe considerate at all times, prioritizing thecomfort and contentment of each emplby-ees but without sacrificing the organiza-tional objectives. As the saying goes

'ol.ove begets love". And when franslatedinto leadership, this means a leader's re-spect for others is the source of their sup-port for him.

In every company, there are different de-partments/sections assigned to do specifictasks. Each departmenVsection is a part ofthe big picture that keeps the companyturning. And when any of the deparfrnents/sections fail, the entire company suffers.Each department and each section mustthen be well-oiled to medt the demands ofthe company. And it is the leader's job tolovingly apply the oil of encouragementand motivation to each and every one ofhis departments and sections.

Leadership nowadays is very significantfor countries, corporations, companies,schools and even in families. Whether youate a sister, daughter, brother, son, fatheror mother, there will always be peoplearound you who will look up to you forencouragement and leadership. O

Tnit year's BBCCC Christmas cele-

bration was highlighted by an Inter-DepartmenUSection Christmas Deco-ration Contest announcement of win-ners.

The contest lasted for three monthswhich kept each member of the de-partment busy decorating and beauti-

&ing their respective areas of con-cern during their spare time. Thejudges for this year's contest include:Ms. Guillermina O. Pefia, Chairper-son and Ms. Nenita R. Catabay &Rouellie Mae I. Liquiran, as Mem-bers.

The first prize went to the Account-inglFinance/Audit department whichwon P2,500 plus certificate. The sec-

ond prize was awarded to the Grocerydepartment which won P2,000 pluscertificate.

Adminishation/llR department tookhome the third prize with P1,500 cash

incentives plus certificate. Not to beoutdone were the Billing and Collec-tion Section, MIS and Loans Sectionand the Members' Account Sectionwhich were awarded consolationprizes and P600 each plus certificatesas rewards for their efforts.

Congratulations to all the respectivedepartments for their participationand cooperation in making this year'sChristmas decoration a success.

The other activity initiated by theWomen, Elderly & Youth Commiffee(WEYCOM) was the Pamaskong Li-breng Gupit which managsd to serveforly eight (48) recipients. This washeld at BBCCC function hall last De-cember 17 ,2010.

BBCCC is an institution that believes that

what it'has accomplished for 2OlO is notmade possible without the help from thepeople who works for it, honored its mostloyal employees last December 18,2010 atthe BBCCC function hall.

This event also coincided with the BBCCCChristmas party where everyone took thetime to share not only their material bless-ings but also their God-given talents thrusome presentations as well as the final de-cision on the Best Christmas decorationsdone per department.

The following were the service awardeesfor 2010: Evelyn Borja (15 years), DaniloDizon (10 years), Jocelyn Valencia (5yeers) and Rizza Gacao (5 years) who alsoaccepted the honor in behalf of the em-ployees.

The Best Christmas decoration for 2010went to the Accounting/Audit/Finance de-parfrnent. The second prize went to theGrocery deparfrnent while the third pnzewas taken by the Admin/t{R deparfrnent.Not to be outdone were the Billing andCollection, MIS/Loans and the MernbersAccount departments which were awardedconsolation prizes for their efforts.

Acting as emcees for the whole proceedingwere Ms. Rosemarie Gamotlong and Mr.Mickey Balagot. Dr. Amparo Rimas,BBCCC Chairperson and Dr. Mario Val-dez BBCCC Vice-Chairman also gavetheir words of encouragement to those whoattended this important event. Mr. HenviSalon provided some fun and excitementby leading the games portion of the event.

Congratulations should also be given to theWomen, Elderly and Youth Committee fororganizing this year's Chrisfinas party spe-cifically to Dir. Belle Ronquillo, Ms. MilaTacderas and Mr. Jovy Marinas.

Legal GommitteeUpdates

Fot the year 2010, the Legal Commit-tee (LC) filed six (6) cases for the Peti-tion for Extrajudicial Foreclosure ofReal Estate Mortgage and two (2) Da-cion, En Pago cases. The committeecollected a total of P20 million as

amount of past due accounts from de-linquent members with undertaking.

Forty percent (40%) of the total loanbalance of members with undertakingwas already collected. The LC is stillcollecting as of the year ended for thepurpose of reducing the delinquencyrate of BBCCC and to increase the co-operative's return of investment (ROI).It is expected that the members of thecooperative will benefit from thesepositive actions.

For those members who still needcounseling regardirng their past dueaccounts, please do not hesitate to visitthe LC at any time from Mondays toSaturdays.

Remember, that the LC serves as aconsultant, thus, it will help memberssolve their probletns regarding theirpast due accounts. It is advised thatmembers with dub and demandablenotices should settle all their accountsotherwise the cooperative will have nochoice but to file legal actions againstthem.

The LC is a committee created by the Gen-eral Assembly through the Board of Direc-tors. It seryes as a legal adviser or consult-ant of the Cooperative; causes or facilitatesextra-judicially or judicially the collectionof delinquent accounts of members; drawsthe legal forms, deed$, conmcts and otherlegal instruments or papers that maybeneeded by the Coopqrative; and performsany or all acts and duties incident to the

'Committee and such other duties as maybeprescribed in the By-Laws or authorizedbythe General Assembll through the Boardof Directors.
