The Region 10 Education Service Center is committed to being exactly what the name connotes—a service organization. Under state law, all regional service centers have three major purposes: First and foremost, Region 10 ESC is charged with assisting schools in improving student performance. At the “bottom line”, we at Region 10 ESC are successful only to the degree that your schools and students achieve success. Current state and federal accountability systems are increasingly rigorous and highly publicized. We also strive to assist you in your efforts to perform well in light of these accountability measures. Region 10’s ultimate obligation is to offer services and assistance that will bolster your efforts toward providing every child in your district an education of notable and measurable quality. Second, Region 10 Education Service Center is charged with assisting you in matters relative to economy and efficiency. To this end, we aim to provide top quality services, assistance, programs, and products that are not only needed and affordable but are of greater value than the same services obtainable from any other source. For us to fulfill this mission, we continue to offer you services that are of superior quality and competitive price. Third, Region 10 ESC is charged with assisting you in implementation of initiatives from the Texas Education Agency or Legislature. While Region 10 ESC has no regulatory authority, we endeavor to be an effective liaison between TEA and traditional school districts and charter schools. For us to fulfill our mission, we must supply you with the technical assistance, superb training, timely communication and necessary clarification relative to such matters. The Board of Directors and the staff at Region 10 earnestly solicit your input and support. It is our sincerest hope that you will communicate to us what it is that we are doing well and also what we can improve upon in serving you. The primary function of general administration is to provide overall leadership for the planning, management, and operation of the Center. In order to accomplish these purposes effectively and

effi ciently, the organizational structure of the Region 10 ESC is comprised of four divisions and one offi ce, as follows:

Division of Administration (Administrative Services)This division has responsibilities for four major components, including: (1) administrative training and support services; (2) business/fi nance, facilities and operations services; (3) human resources services; and (4) retirement asset management services. This division offers services both external in support of schools and internal to the ESC. The Associate Director, Administration is Gordon Taylor, [email protected].

Division of Financial Services (Business Offi ce)This division has responsibility for two functions, including: (1) Region 10 ESC Business Offi ce operations and (2) print shop services. This division offers business services internal to the ESC and offers printing services both internally and in support of local districts. The Chief Financial Offi cer is Sue Hayes, [email protected].

Division of Instruction (Instructional Services)This division has responsibility for a wide array of instructional support services to schools, including: (1) instructional media/technology and telecommunications (EdNet10) services; (2) curriculum, instruction and staff development services; (3) special popula-tions, assessment and teacher preparation services; and (4) early childhood education and Head Start services. The Deputy Executive Director, Instruction is Sandy Maddox, [email protected].

Division of Technology and Data Services (Computing Services)This division has responsibility for four service areas, including: (1) mainframe computer services; (2) mini-micro computer services; (3) telecommunications technical support services; and (4) assistance in preparing, editing, and submitting PEIMS data. This division offers services both internal to the ESC and in support of districts and charter schools. The Interim Chief Information Offi cer is Ron Knight, [email protected].

Offi ce of CommunicationsThis offi ce has the responsibility for various internal and external communications of the Center, including publications, client surveys, mass communications efforts, focus group processing and interagency relations. The offi ce also has the oversight responsibility for the major planning efforts of the institution, including regional quality planning and monitoring, Strategic Planning, and the Regional Plan for Improvement. The Chief Communications Offi cer is Ron Simpson, [email protected].

The remainder of this document is designed around this organizational structure with the intent of facilitating access by local personnel to optimize both contacts and participation. Users will fi nd other helpful tools (frequent numbers, map, topical index) to assist in fi nding the right program or service.

ALT-Part 1 provides school administrators with professional growth opportunities in leader-ship and management. Training sessions are designed to address the variety of administra-tive functions encountered by campus and district level leaders on a daily basis. Topics are selected based on input from administrators and current “hot-button” issues at the regional, state, or national level. While certain sessions are created to meet the needs of a target audience, all administrators in Region 10 independent school districts and charter schools are encouraged to participate regardless of administrative assignment.

ALT-Part 2 provides school districts the opportunity to host training specifi cally designed to meet the needs of their administrators. Division of Administration personnel will work with the district to design and deliver the desired training. Walkthroughs for Instructional Focus and Using PDAS to Support Rigorous Classroom Instruction are examples of customized training previously delivered.

This service provides for training in the Commissioner’s recommended student performance domain for campus level administrators. Training focuses on infusing the AEIS indicators into the appraisal of principals and meets the legislative intent of student performance being the fi rst priority in appraisal. The service provides participants with a unique program of one-to-one coaching sessions with a trained professional coach where the principal explores the intricacies of success within the context of the day-to-day challenges of their current position. This program is designed for a principal’s professional growth. It is not intended as a tool to address or correct poor performance.

experts and proven leadership strategies, the academy retreats are structured to maximize the participants’ exposure to topics of ongoing concern in the educational community as they participate in this yearlong professional development program.

The three-hour round table sessions are held quarterly with elementary, middle, and high school principals assigned to separate groups by geographical clusters.

These cooperative services concentrate on curriculum and instructional assistance through professional development as defi ned by No Child Left Behind and state and local reforms. The services provide professional development to campuses and districts in mathematics, science, reading, language arts, social studies, technology integration and effective teaching. Using a needs assessment and district requests, services for professional development and educa-tional improvement are developed based upon TEKS. Instructional support for the classroom, the campus, and the community, including multiple content strategies, are emphasized in all professional development.

the illegal use of drugs in and around schools. Counselor support will include regular opportunities for coun-selors to discuss important issues related to successful counseling practices, research-based programs and the latest updates from the Texas Education Agency, including federal and state compliance, gradu-ation plans and college/career readiness. Safe school services will provide training and resources related to current trends in drug abuse, violence/bully prevention, suicide awareness, school safety, emergency/ crisis planning, discipline updates, and student assemblies on prevention of risk behaviors.

Head Start provides services in the areas of education, health, social services, nutrition, mental health, parent involvement, and disabilities. The grant designates that

the children served must reside in Collin, Ellis, Grayson, Kaufman, or Rockwall counties. The district must identify a minimum of 17 income-eligible three or four-year-olds. Income guidelines established by the federal government are lower than the eligibility for free and reduced lunch. Enrollment opportunities are supplied for children with disabilities. The district must agree to comply with the federal Head Start Performance Standards.

opportunities and new teacher training. Technical assistance is also provided for the fall submission of the kindergarten readiness scores.

This is in accordance with United States Department of Agriculture (USDA) and the Texas Education Agency (TEA) regulations. School districts and charter schools are provided with information needed to operate cost effective programs that meet state and federal

compliance regulations and meet the needs of their customers. Service includes pre-administrative reviews, nutrient analysis of menus, assistance with implementing the Dietary Guidelines for Americans, regional and in-dividualized training on program requirements, menu planning, personnel management, quantity production techniques, and fi nancial management.

Child Nutrition Multi-Region Purchasing CooperativeRandy Lewis T: 972.348.1448 E: [email protected] Multi-Region Coop for Regions 10, 11, 12 and 15 provides two different procurement op-tions for districts. The Multi-Region Cooperative will charge a fee to districts that use either service. Option 1: commercial bids for full line grocery items, milk and ice cream, bread and snack cakes, smallwares, chemical and cleaning supplies, beverages, chips/snacks, and pro-duce. Option 2: commodity processing of USDA donated food items. Districts can participate in either option or both options when co-op fees have been paid. An advisory council composed of fi ve districts from each region makes recommendations to the purchasing specialist for items to be placed on bid. The Multi-Region Cooperative provides technical assistance and training

to help districts reduce costs and provide nutritious meals to students.
