I. PROJECT DATA
Project Title : Legislative Special Activities Programs (LSAP)

Legal Basis : Section 458 of the Local Government Code (R.A. 7160) and Article 99 of the Rules
and Regulations Implementing R.A. 7160
Program Period : January 2016 – June 2016
II. RATIONALE/BACKGROUND:
According to R.A. 7160 Section 458 paragraph (1) (viii), the Sangguniang Panlungsod, as the legislative body of the city, shall enact Ordinances, approve resolutions and appropriate funds for the general welfare of the city and its inhabitants of the Code and in the proper exercise of the corporate powers of the City as provided for under Section 22 of the same, and shall approve ordinances and pass resolutions necessary for an effective and efficient city government, and in this connection, shall determine the positions and salaries, wages, allowances and other emoluments and benefits of officials and employees paid wholly or mainly from city funds and provide for expenditures necessary for the proper conduct of programs, projects, services and activities of the city government.
In view thereof, the City Council has organized standing committees which shall have the power to take cognizance over matters relating to the needs, concerns, issues and interests of the general public. As chairperson of the Committee on Rules, Privileges, Laws and Ordinances, this office is tasked to deliberate on all matters relating to the Rules and Procedures of the Sanggunian; Calendar of Business and Order of Business and the creation of committees and their jurisdiction; review of Barangay and Sanggunian resolutions and ordinances including the legality and/or constitutionality of the said resolutions and ordinances; and in general, codification, revision and/or amendment of resolutions and ordinances.
To effectively discharge the duties and responsibilities of this office, there is a need for technical and administrative support of Legislative Special Activities Programs (LSAP).
III. Purpose of the Project
This project aims to provide the essential employees/staff that will be part of this office. They will perform the functions and duties needed to deliver services to the constituents. Specifically, personnel under the Legislative Special Activities Program (LSAP) will help in conducting legislative/legal research or studies, organizing and preparing for committee hearings, help in the drafting of documents such as project design, resolutions, ordinances, memorandum, and letters, provide aid in all external and internal affairs, and all the other functions and duties of this office.
IV. Methodology
The Legislative Special Activities Program (LSAP) shall be implemented and carried out through any of the following manner or combination thereof depending on the needs and requirements of this office:
1. Hiring of Technical Advisers and Auxiliary service worker to carry out on various legislative works in accordance with the prescribed Position Titles and Authorized Rates of Employees under the Contract of Services and Job Orders by Wage Order No. RB-XI-14 of the Regional Tripartite Wages and Productivity Board (Region XI) of the Department of Labor and Employment (DOLE), the Civil Service Commission (CSC) and the Office of the Sangguniang Panlungsod.
2. Apprising the newly hired workers of their duties and responsibilities with respect to their position held and assisting them in their performance.
3. Require the workers to submit reports with regard to their assignments and accomplished tasks and make a proper evaluation and monitoring based on their reports.
V. Expected Output
1. Proper delineation of duties and responsibilities of the staff2. Prevent overlapping and overloading of functions and duties 3. Passage of resolutions and ordinances based on facts and laws
gathered from committee hearings, consultations and intensive research studies
4. Formulation of policies based on thorough research and studies as well as other ways and means for the purpose
5. Organize programs, projects and activities in relation to the promotion of the welfare of the public
