Researchers’ Incentives Program based on ORG
Outputs
Open Research Grants (ORG)
• ORG are based on the allocation of small to mid sized of research grants for short and mid term projects resulting from open research initiatives. It aims at enhancing research capacity in the Sultanate of Oman and supporting researchers to conduct projects in their areas of interest.
• Two call per year: December and May

RESEARCH THEMES
• Applications can be made in any field of research. Proposals with matching or partial funding from industry, academic institutions and government agencies directed to solve practical problems are highly encouraged by the Research Council.
Open Research Grant- Proposal cycle
• Proposals submitted to ORG are evaluated through a rigorous review process and checked at three key points: Institute, TRC and the Peer Reviewers.

INCENTIVES OBJECTIVES
The program seeks to achieve the following:
Increase the level of research productivity and promote interest in research.
Increase the number of active researchers in Oman.
Improve the quality of ORG management (Annual budget expenditure and progress/final reports submission date)
Motivate researchers to contribute to research capacity building by graduating Omani postgraduate students.
Promote publication in international refereed journals.
Promote the granting and filing of patents.
Promote a research culture in the Sultanate.

Applications for financial incentives are limited to ORG projects and must be based on ORG outputs identified in the table above, comply with ORG outputs’ special conditions, and include supporting documents for each ORG output.
The application does not consider other research activities such as participation in a conference, presenting a paper, publishing in non- refereed journals, or as yet an unattained patent for financial incentives.
For completed ORGs, any application for financial incentive must be submitted within three years after the completion date except for granting a patent output which can be submitted within five years.
For on-going ORGs, the PI may submit applications for financial incentives only
once a year immediately after the submission and approval of the progress/final report by TRC within two months of due date submission as per the contract between TRC and the institution..
Researchers’ Incentive Program Requirements
In a condition where one PI has more than one ORG, one of which is on-going and the others are completed, a separate application must be submitted for each project.
The institution may allocate an amount not exceeding 25% of the financial incentives to support its efforts in the field of research. The remaining amount should be divided among the research team according to what has been agreed upon in the institute.
The financial incentives are delivered directly to the institute. The institute is responsible for delivering the incentives to the ORG research team according to the institution’s rules and regulations. TRC bears no responsibility in this matter.

Entering ORG Outputs in Research Directory

Click on ‘Publications’ link
Then click on ‘Add Publication’ button

Select ‘Publication Type’, and then select the ORG from the list ‘Output of TRC Funded Project’. Fill in the
form and upload the required attachment in the lower section of the page, and click save button.

Incentives Guidelines for Researchers
1. Log into TRESS, select ‘Open Research Grants’
2. Click on ‘Financial Incentive’ button in the right of the screen, adjacent to the approved ORG.
3. To start a new application for financial incentive, click on the button ‘Apply for ORG Outputs financial incentives’ on the right side of the page.
4. All outputs entered in the Research Directory, as well as budget expenditure figures and progress reports of this particular ORG will be displayed in this page.
5. Click ‘Reload’ button on this page to refresh the newly entered ORG outputs in the Research Directory.
6. By default all outputs check box ‘Include in this Application’ is selected (if the conditions are met). The Researcher can unselect the box if he/she do not want to include a particular output in this incentive application.
7. In ORG Budget Expenditure section, Researchers enter the percentage of budget spent in that ORG year in ‘Spent Percentage’ field.
8. A reference to the audit report can be viewed from ‘View Audit Report’ link.
9. The audit report shows the percentage of unused budget but in the ‘Spent Percentage’ you are required to enter the used percentage [So this should be 100 – (percentage shown in audit report)].
10. If the Percentage amount entered is less that seventy five, it will be automatically excluded from incentive application, after submission.
The section ‘ORG Progress/Final Reports Submission’ lists all the progress reports submitted by you for
completed years along with the status of these reports. The reports submitted within the allotted time
and approved by TRC can be included in the new application. The deadline of submission of yearly
progress/final reports is within two months, starting from the due date of the reports. The date of
submission of progress/final report is the date when the Principal Investigator submits it.

Finally you can submit the application using ‘Submit Financial Incentives Application’ button at the
bottom of the page.
You will receive a conformation email of submission. A separate email will be sent to the institutional
focal point. She/he will select individual items for approval or rejection. For rejected items he/she must
give justifications. When the Institutional Focal point takes a decision of your incentive application, you
will receive an email. Only then you will be able to view in TRESS the status of approved and rejected
items of your incentive application with justifications for the rejected ones. Your incentive application
will be automatically sent to TRC. TRC personnel will approve/reject items in your incentive application,
giving justifications for rejected items. TRC will then calculate the total financial amount of approved
items, which will be sent to your institute. You will be able to edit the rejected items in the Research
Directory and will only be allowed to include them in the next incentive application. Please note that the
incentives application could only be submitted within two months, starting from the end of the ORG
year, given that the progress report for that particular year is submitted and approved by TRC. For
completed ORGs, one application for all items must be sent within three years after the completion of
the ORG, given that the progress report of the final year is submitted and approved by TRC. Patents are
exempt of this period.
13. The Researcher clicks the ‘Submit Financial Incentives Application’ button to submit the request to the Institution Focal Point. He/she will receive a confirmation email of submission.
Incentives Guidelines for Institutional Focal points
When a new financial incentive application is submitted by PI from your institute, you will receive an
email. To view and evaluate this application, please follow the following steps;

1. When a new financial incentive application is submitted by PI from your institute, IFP will receive an email . To view and evaluate the application, Log into TRESS, select ‘Open Research Grants’
your institute. Click that button for a particular proposal.
2. Click the ‘Financial Incentives’ button for ‘Approved for Funding’ proposals.
All applications for that proposal will be listed along with their status.

For applications in ‘Under Review of Institutional Focal Point’ status, you can open them and
approve/reject items. For other statuses, you can just view them. Each item shows brief information; the
detail can be viewed form the Research Directory using, ‘View Detail button’ with every item. You will be
able to select individual items for approval/ rejection. Comments are optional if an item is to be
approved but mandatory if it’s to be rejected.
4. Applications with ONLY the status of ‘Under Review of Institutional Focal Point’ can be approved/rejected by the IFP.
5. For other applications’ status, The IFP can go to the Research Directory to view information about other applications’ status that are not under his authority.
6. The IFP will be able to select individual items for approval/rejection where comments are optional for the approved incentives but mandatory for the rejected.

and this will remain saved even after logging out. So you can save it as many times as required and
complete it in multiple days and finally submit using ‘Submit Financial Incentives Application’ available at
bottom of the page. An email is sent to TRC to take a decision on this application and the PI is also
informed. When TRC takes a decision for any application, you as the institutional focal point will be
informed along with the PI.
