Dear Members, Partners, and Friends: Welcome to the New Mexico Counties’ 82nd Annual Conference, which is being hosted this year by Socorro County. The county has worked hard to plan special events that showcase its theme: “Where History and Technology Meet.” We hope that during your visit you will have an opportunity to see why Socorro County is truly a unique community that embraces both its rich heritage and its cutting edge technology and innovation. One of the highlights of this conference will be a special panel discussion on House Bill 2 and the state budget with Senate Finance Committee Chair John Arthur Smith, House Appropriations Vice Chair George Dodge, and Legislative Finance Committee Executive Director David Abbey. They will be discussing how the state budget is created, and how it impacts county government. New Mexico Counties’ lead legislative team member Brian Moore will moderate the discussion. This general session is not to be missed! At this conference, we are also excited to unveil the new branding campaign for New Mexico Counties. You will notice our new logo design and abbreviated title throughout the venue. The Executive Committee’s and the Board of Directors’ goal was to create a more contemporary look and to separate our organization from a countless number of other associations throughout the state. We are the only statewide organization that serves as one voice for New Mexico’s counties; we are 33 STRONG! We hope that you will take time during the conference to visit with our sponsors and exhibitors. This year we are also hosting a number of special door prize drawings at each of the exhibitor sessions. On behalf of the City of Socorro, Village of Magdalena and Socorro County, I welcome you to the one of the most beautiful, diverse, and historically rich regions of not only New Mexico but of the entire world. Socorro County is truly where history and technology meet. In our community, our neighbors range

from a farmer and descendant of the conquistadors to a world-renowned astrophysicist. As one of New Mexico’s original counties, it is only fitting that we share our home with the entire state. Our residents enjoy an inviting outdoor lifestyle, open spaces, beautiful night skies, cultural arts, and a broad range of recreational activities from rock climbing in Box Canyon to fishing at Escondida Lake. We hope you and your guests will be able to explore the many assets we have to offer and to enjoy our enviable weather - more than 300 days of sunshine and mild temperatures year round! We’ve organized several special events for your guests to experience both history and technology in Socorro. Thank you to the New Mexico Counties and to all City and County staff members and volunteers for their many hours of organizing and service toward a successful conference. The name Socorro was given by early explorers for the succor “help or assistance” provided to those early travelers in need; if you see any of our employees during the conference, know that it is our tradition to help and we are all at your service. Socorro County History

Socorro (literally to give aid, to give succor) was indeed a source of help to the first expedition of Spanish families traveling north from Mexico in 1598, led by Don Juan de Oñate y Salazar. Socorro’s first inhabitants, Piro-speaking people of the Teypana Pueblo, welcomed the scouting party of Oñate and his men. They showed no fear of the strangers, according to Oñate’s official log, and with hand signs told the group what lay ahead. When the Teypana inhabitants unexpectedly gave the group a large gift of corn, Oñate renamed the pueblo Socorro. Oñate’s expedition began a century of trade along El Camino Real (the Royal Road). From its early days of caravans bringing missionaries and supplies, the road over its 223-year history connected the New Mexico Territory to Mexico and Spain. Little parajes (resting places) sprang up along the Rio Grande from Paraje de Fra Cristobal, at the northern end of Jornada del Muerto, to Casa Colorado in the northern end of today’s Socorro County. A bit of the oldest trail in North America can still be traversed along a dirt road section east of Escondida and El Camino Real is beginning to receive the recognition it deserves in history. The arrival of the railroad in the 1880s brought miners, merchants, and cattlemen to Socorro County. In the west, Magdalena became the center of mining activities and the “End of the Trail” for cattle drives from farther west. The town of Socorro sported a grain mill, a brewery and smelters to process the ores. California mission style homes and buildings took their place among the adobes in the booming towns. In 1889, the area’s first university opened: the New Mexico School of Mines, now known as New Mexico Tech. NM Tech has garnered an international reputation in the sciences and is consistently rated as a top college nationally. The Tech campus is also home to the National Radio Astronomy Observatory’s VLA and VLBA, and several associated entities.

Name Badges NMC requires all conference participants to wear a name badge to all meetings and events. During daytime events, individuals without name badges will be asked to return to the conference registration desk to verify their registration and receive a duplicate name badge. During evening events, participants without their name badges will be asked to return to their hotels to retrieve them in order to attend the event. Guests of attendees may purchase a guest registration and badge at the registration desk for conference events. A limited number of event tickets may be available based on space availability.

The NMC Annual Golf Tournament will take place at the prestigious NM Tech Golf Course. Delilah Walsh, County Manager Socorro County Delilah Walsh was born and raised in Socorro, New Mexico and is a graduate of Socorro High School. Ms. Walsh holds both a Bachelor of Science and Master of Engineering Management degree from New Mexico Institute of Mining and Technology. Prior to joining Socorro County in 2009, Ms. Walsh served as Vice President at First State

Bank. As County Manager, Ms. Walsh has extensive experience in human resources, staff management, strategic planning, team building, contract negotiation, policy making, budget management, information technology management and program forecasting. She and her husband are very involved as volunteers and coaches in the Socorro community and are avid supporters of Warrior Soccer.

Ravi Bhasker, Mayor City of Socorro Dr. Bhasker has the honor of being Socorro’s longest continuously serving mayor. At the completion of his present term, he will have beaten the 22-year record of Holm Bursum Jr. by two years. In addition to his public service, Mayor Bhasker is a practicing Family Practitioner in Socorro, NM. Dr. Bhasker graduated from University of Kansas School of Medicine in 1974 and

has been in practice for 44 years. He completed a residency at Via Christi Regional Medical Center. He currently practices at Bhasker Medical Clinic and is affiliated with Socorro General Hospital.

David Izraelevitz, President Elect NM Municipal League Los Alamos County Councilor David Izraelevitz is a first generation American, immigrating to the US at the age of eleven from Uruguay, South America. He received the B.S. degree, Magna Cum Laude, in Computer and Systems Engineering from Rensselaer Polytechnic Institute, and the S.M., E.E., and Sc.D. degrees in Electrical Engineering and Computer Science

from MIT. He joined LANL in 2005, where he is currently a Research Engineer and Team Leader. He was a member of the Los Alamos County Planning and Zoning Commission from 2004-2009, serving as chair for 2008-2009, and was a member of the Los Alamos County Charter Review Committee until his appointment to the Los Alamos County Council in July 2011. He was elected Council Chair in January 2017.

Senator John Arthur Smith Senator John Arthur Smith first ran for state Senate in 1988. A real estate appraiser by trade, his campaign slogan, 40 years ago, was “John Arthur Smith: I’m careful with your dollar.” Representing District 35 – Doña Ana, Hidalgo, Luna and Sierra - Senator Smith serves as the Chair of the Senate Finance Committee and Vice Chair of the Legislative Finance Committee. Representative George Dodge, Jr. Representative George Dodge, Jr. represents District 63 - Curry, De Baca, Guadalupe, Roosevelt, and San Miguel Counties. He is the Guadalupe County manager and the Vice Chair of the House Appropriations & Finance Committee. He is also a member of the Legislative Finance and NM Finance Authority Oversight Committees. LFC Director David Abbey David Abbey has been Director of the Legislative Finance Committee for more than 20 years. His experience also includes serving as the State Treasurer’s Chief Investment Officer and the Board of Finance Director. Representative Jim Smith Former Representative Jim Smith recently retired from the NM Legislature after eight sessions of service to House District 22. Jim served on the Appropriations and Finance Committee and the Education Committee and chaired the Government, Elections and Indian

Affairs Committee. A champion of open government and transparency, Jim passed numerous bills that allowed more public access to taxpayer initiatives, and worked to not only improve education, but to protect our students and teachers.

Senator Daniel Ivey-Soto Senator Daniel Ivey-Soto is a life-long public servant. Currently serving as Executive Director for the County Clerks, Daniel is a for-mer State Elections Director, prosecutor, and teacher. He is also a successful entrepreneur, having started and grown two small businesses focused on help-ing others and improving our community. Saturday, June 16th and Sunday, June 17th - Barrel Racing event at the Socorro Rodeo Arena/Sports Complex Monday, June 18th - Etscorn Observatory – 30 spaces available The observatory is one of the sites of the annual Enchanted Skies Start Party (ESSP). In addition, many public and private star parties are held there throughout the year. The observatory is surround-ed by earth berms and is strategically located to avoid as much light pollution as possible from cam-pus and town. Several telescopes are available for use at the observatory, the most noteworthy one including a 20-inch Dobsonian inside a 15-foot dome, both on loan from club member Ken Mason, and a Celestron 14 on a Paramount GT-1100 mount, on loan from the NMT Physics Department. Tuesday, June 19th - Farm Tours – 40 spaces available Farm 1 - Snake Ranch Farms Our 650 acre farm is operated by fifth and sixth generation farmers Chris Sichler and son Steven. On the farm we raise such things as Alfalfa, Field Corn, Oats, Winter Wheat, Watermelons, Canta-loupe, Honeydew, Pumpkins, Summer Squash, Zucchini, Cucumbers, Tomatoes, Winter Squash, Bell Peppers, Jalapenos, Yellow Hot Peppers, Sweet Corn, and of course, Chile. Farm 2 - Puerta Del Sol Alpacas At PDSA you will be able to shop as well as pet al-pacas. Offers a local and imported alpaca prod-ucts. Our rugs are made from the alpacas living on the farm in New Mexico and handwoven in Texas. We have handspun and milled yarns made from our very own alpacas, as well as hats, gloves, scarves, and throws. We’ve got you covered in the luxury of alpaca! Farm 3 - Rancho Corazon Rancho Corazon will offer an exclusive jumping demonstration to the tour while we watch from the center of the arena under a huge tree. The farm offers numerous training venues, includ-ing arenas with sand, grass and GGT footings. There also is a large derby field, as well as a dres-sage ring. Riders enjoy miles of trails, a cross-country course and varied terrain, all of which con-tribute to an engaged and well-prepared competi-tor. As true athletes, our horses benefit from daily

exercise and activities that ensure optimal fitness and quality of life. Farm 4 - The Pokey Gallery The gallery houses a collection of work that cap-tures the very essence and vitality of life in a stun-ning display of artistry. Her photography has been featured in The Horse Connection, Sidelines, Hol-steiner Magazine, CWD Magazine, iJumpSports, among others. Sharon's artistic talent is prevalent in the detailed logos that have become symbolic representations of her passion for horses and the natural world. Logo's of her design include Rancho Corazon, HIPICO Santa Fe, Grand Prix de Santa Fe, Caza Ladron, McElvain Energy and Wapiti. Wednesday, June 20th - 100 spaces available Private screening of “The Incredibles 2” exclusively for NMC. Thursday, June 21st - Morning VLA - 30 spaces available VLA- The Very Large Array, one of the world's premier astronomical radio observatories, consists of 27 radio antennas in a Y-shaped configuration on the Plains of San Agustin fifty miles west of Socor-ro, New Mexico. Each antenna is 25 meters (82 feet) in diameter. The data from the antennas is combined electronically to give the resolution of an antenna 36km (22 miles) across, with the sensitivi-ty of a dish 130 meters (422 feet) in diameter. Thursday, June 21st - Afternoon EMRTC – 40 spaces available EMRTC's 40-square-mile field laboratory is located in the mountains adjacent to the New Mexico Tech campus in Socorro, New Mexico. The field laborato-ry contains more than 30 test sites, gun ranges, other research facilities and storage sites, allowing for a complete spectrum of research and testing activities. EMRTC has the ability to conduct tests involving over 20,000 pounds of explosives. EMRTC is one of the locations for the movie 12 Strong. They will be demonstrating their explosives for us!
