Departmental Activities

1. To provide financial assistance under different plan schemes for upliftment of farmer.

2. Registration of Fertilizer & pesticide license.

Division etc. Agriculture & Horticulture Farm, and Farmer Training centre.

5. Licensing Officer and insecticides Officer has to discharge his statutory as per the

provision of Insecticides Act, 1968 and Insecticides Rules, 1971 similarly as per

Departmental Plan Schemes

A. NEW SCHEMES : (PROPOSED)

A.1 Name of the Scheme : Promotion of organic farming.

1.1 Objectives : To maintain the soil health.

1.2 Salient Features : It is necessary to use organic manure, bio fertilizer, green

manuring seeds and vermin compost.

Developed as a model organic farm for demonstration Department.

1.3 Pattern of Assistance :

1) For Organic farming @ of Rs.20,000/- per Hect. As subsidy.

2) For vermin compost unit 40% subsidy maximum upto Rs.25,000/- per unit.

A.2 Name of the Scheme : Promotion of Bio Fuel Plant & Medicinal Plantation. (PROPOSED)

2.1 Objectives : 1. To promote the agriculturists for /bio Fuel Plantation (Jetropha) to cater the day to day fuel need.

2. To promote herbal medicines.

2.2 Salient Features :

Developed as a model Bio Fuel & Medicinal Plantation for demonstration

and supply the plants / seeds to the farmers.

2.3 Pattern of Assistance :

For Bio Fuel Plantation/Medicine Plantation, 50% assistance as subsidy shall

be provided.

B. CONTINUING SCHEMES B.1 Name of the Scheme : Modernization of Existing Farms in Daman & Diu. 1.1 Objectives : To conduct demonstration for improved cultivations.

1.2 Salient features :

The following activities are undertaken:

Demonstration of agriculture/horticulture floriculture crops, Production and development of new varieties of crops. Experimentation of production of medical plants, Introduction of new research trials with modern / improved equipment and their demonstration. Take – up spill over & new work of compound wall, internal approach roads and underground drainage system at Agriculture Farm, Kachigam. At Diu District, the civil work of farm. 1.3 Pattern of Assistance : None

I INTRODUCTION :

The soil conservation during 10th plan is envisaged through terracing, land leveling, bundling and forestation. In this context, the following schemes are implemented.

1. Individual beneficiary oriented Soil Conservation Scheme.

2. Asstt. to local bodies for soil conservation programmes.

1. Name of the Scheme: Individual beneficiary oriented Soil Conservation Scheme.

1.1 Objectives and Activities

Soil Conservation by land leveling and other measures.

1.2 Existing pattern of assistance

Rs.5000/- per farmer are provided for various categories as under:

a) 100% subsidy to the SC/ST farmers.

b) 50% subsidy to the small & marginal farmers and

c) 25% subsidy to the all other categories of farmers.

DISTRICT PLAN

FOLLOWING PLAN SCHEMES HAVE BEEN TRANSFERRED TO THE DISTRICT PANCHAYAT.

B.1 Name of the Scheme : Plant protection Scheme (Manure & Fertilizer)

1.1 Objectives : To protect the main crops from pests and decease. 1.2 Salient Features : Pesticides at subsidized rate, with equipments are to protect the

main crops viz. Rice, Pulses, Mangoes, Coconuts, etc. from various pests and diseases.

The Department propose to purchase one Field Vehicle TATA VAN.

1.3 Pattern of Assistance : 1.3.1 Existing pattern of Assistance : (Approved) a) 25% subsidy on Pesticides/Fertilizers and b) 50% on Plant Protection Equipments.

B.2 Name of the Scheme : Extension and farmers training.

2.1 Objectives : To educate the farmers about crop production technology.

2.2 Salient Features : The farmers are educated by organizing camp i.e technical

knowledge, production technology and taking the study tour at different places.

2.3 Pattern of Assistance :

Existing pattern of Assistance : (approved). Stipend Rs. 75/- per day per farmer.

2.4 Items of Expenditure :

2.4.1 Establishment Expenditure :

2.4.2 Other Expenditure : Purchase of video cassettes slides films and charts of seeds & plants on Agriculture, TA/DA to farmers for attending camps @ Rs.50/- per day to each farmer, Class material for Farmer’s Training Centre, Kachigam.

B.3 Name of the Scheme : Agricultural Engineering.

3.1 Objectives : To educate the farmers about crop production technology.

3.2 Salient Features : Machineries like tractor, Diesel Engines etc. 3.3 Pattern of Assistance : The machinery is provided on hire charges to the farmers at nominal rates.

B.4 Name of the Scheme : Horticulture Development Scheme.

4.1 Objectives : To motivate the cultivators to use new technology in Horticultural Crops and spices cultivation.

4.2 Salient Features : Quality Horticultural Plants and spices plants like Mangoes,

Chickoo, Cinnamon, Pepper, Nutmeg, Clove, etc. and supplied to the farmers at no profit no loss basis. The Scheme includes following programmes of Demonstration.

Coconut Demonstration, Plant Hormones, Spices graft & organic fertilizers. 4.3 Pattern of Assistance :

100% subsidy on supply of inputs for below mentioned scheme.

The farmers having minimum of 25 coconut trees supply of inputs free of costs to extent of Rs.500/- per plot of 2,000 Sq. Mts, Banana Demonstration to farmers owning fields supply of inputs like fertilizers, pesticides and free suckers costing upto Rs.1000/- plot of 2,000 Sq. mts. Area, plant hormones free of cost for an area of 2000 Sq. mts, spices grafts and organic fertilizer at 100% subsidy.

B.5 Name of the Scheme : Supply of Agricultural Inputs to the Scheduled Castes farmers.

5.1 Objectives and Activities : To provide agricultural inputs for SC families farmers.

5.2 Salient Features : Sufficient fund to procure Agricultural Inputs such as seeds,

fertilizers, implements and tools, pesticides, etc. Hence, agricultural inputs are

provided to them on subsidy.

5.3 Existing pattern of Assistance :

i) 50% subsidy on purchase of agricultural inputs like seeds, fertilizer and pesticides, agricultural implements and tools, work animals and horticulture plants like mangoes, chickoo and coconuts and storage bins etc. Additional Rs.50/- for digging of compost pits.

*** B.6 Name of the Scheme : Pilot Project on Multiple Cropping.

6.1 Objectives : To promote adoption of multiple cropping scheme in place of single

cropping system.

6.2 Salient Features : It is proposed to take adoptive trials to evaluate a new cropping

system for different varieties of food and fodder crops.

This scheme also aims at maintaining soil fertility minimum tillage practice,

improvement of soil texture and structure through balanced use of fertilizers.

6.3 Pattern of Assistance : 100% subsidy on supply of inputs.

SCHEMES UNDER TRIBAL SUB PLAN (SCA)

B.7 Name of the Scheme : Agriculture Extension (TSP).

7.1 Objectives : To Increase Agricultural yield by demonstration for improved scientific cultivation.

7.2 Salient Features : In view of phenomenon “ believing in seeing “ conducted on half acre plot of tribal farmers. Farmers study tours are also conducted for awareness of new techniques.

7.3 Pattern of Assistance, if any :

7.3.1 Existing pattern : Free supply of seeds and fertilizers costing upto Rs.300/- per plot during each demonstration. DA @ Rs.30/- per day alongwith second class rail fare is paid to farmers during tour.

The above pattern of assistance has been approved by Ministry of Welfare, Government of India vide letter No. 11014/4/90-TD (G) dated October, 1993.

7.3.2 Revised Pattern : Existing ceiling of Rs.300/- on subsidy has been proposed to be

enhanced as Rs.800/- per benef. DA for tribal farmers during tour has also been

proposed to increase from Rs.30/- per day to Rs.75/- per day.

B.8 Name of the Scheme : Agriculture Input (TSP).

8.1 Objectives : To Increase Agricultural yield by assistance for improved scientific

cultivation.

8.2 Salient Features : Under this scheme, seeds of high yielding draught resident verities, fertilizers pesticides and other inputs are provided to Tribal farmers on subsidy.

8.3 Pattern of Assistance, if any :

8.3.1 Existing pattern : Seeds and fertilizers are provided to tribal farmers costing upto

Rs.1,000/- on 50% subsidy by Government. 50% collect to farmers

The above pattern of assistance has been approved by Ministry of Welfare,

Government of India vide their letter No. 11014/490-TD(G) dated October, 1993.

8.3.2 Revised Pattern : Subsidy has been proposed to be increase as 75% of total cost

and remaining 25% amount will be borne by beneficiaries. Ceiling on subsidy will

be Rs.750/- per beneficiary. B.9 Name of the Scheme : Agriculture Implements & Tools (TSP).

9.1 Objectives : To provide financial assistance to Tribal farmers for implements & Tools for improved cultivation.

9.2 Salient Features : Under this scheme, cultivators are provided bullock carts, storage bins, spray pumps and other implements.

9.3 Pattern of Assistance :

9.3.1 Existing pattern : Agricultural Implements & Tools such as Bullock carts, storage bins, spray pumps, etc., costing upto Rs.6000/- per beneficiary are supplied to tribal farmers on 50% subsidy by Government & 50% collect by farmers. The above pattern of assistance has been approved by Ministry of Welfare,

Government of India vide their letter No. 11014/490-TD(G) dated October, 1993.

9.3.2 Revised Pattern : Subsidy has been proposed to be increase as 75% of total cost

and remaining 25% amount will be borne by beneficiaries. Ceiling on subsidy will

be Rs.4500/- per beneficiary.

B.10 Name of the scheme : Promotion of improved agriculture implements, improved seeds, manure and fertilizers.

10.1 Objectives : To educate farmers about improved cultivation. 10.2 Salient Features : The following activities are to be carried out under this scheme :

Creating awareness through NGO and other State Agencies in the field of Agriculture,

Establishment of demonstration units, Promotion of cooperative farming by providing

assistance for fencing of Agriculture fields of farmers self help groups to save the crop from

stray animals, To promote use of improved agriculture equipment / implements amongst the

farmers for modernizing the cultivation practices and increases production, Transfer of

proven technologies for mechanical transplanting of rice, Feasibility testing and promotion

of improved farm equipment like garlic planter, low land paddy seeder, rice transplanter,

tractor mounted notill drill, power weeder and small tractors, Establishing of soil testing lab

in Daman District, As the land holdings are very small sue to which the advantage of

advance agriculture implements of cultivation are not viable for small farmers, the

Panchayats may provide the machinery and equipments on rental basis, Certified seed of

high yielding varieties of paddy and other crops are to be procured, produced, multiplied and

distributed to the farmers, To increase the production by bringing more area under

cultivation of high yielding by replacing the traditional low yielding varieties of crops.

B.11 Name of the Scheme : Development of Horticulture and Floriculture.

11.1 Objectives : To educate farmers about horticulture and floriculture. 11.2 Salient Feature : It is proposed to take up the following activities under this

scheme:

To procure fruits grafts, medicinal plants and increase their production and quality in

the village through development of nurseries and supply of necessary inputs to the

farmers for the development of orchards, To establish demonstration units for

floriculture and horticulture, Training on marketing skill, preservation, raising of

horticulture, floriculture units with the help of NGOs and other state agencies.

11.3 Pattern of Assistance : None

B.12 Name of the Scheme : Awareness and demonstration programmes through NGOs and other state agencies.

12.1 Objectives : To provide training to farmers through NGOs. 12.2 Salient Feature : The hope of generating prosperity in the rural area largely

depends upon making their activity more viable through proper guidance and training and with strong institutional linkages with research organization, banks, cooperative sector and NGOs working in the field. Harvest technologies research with the NGOs and state agencies.

The efforts of District Panchayat to impart training in the field of Agriculture, Horticulture and Floriculture with the beginning of year 2002 through the NGOs has brought significant results.

12.3 Pattern of Assistance : None

10. Major Achievements so far. :

During the year 2007-08:

1. Under the plan scheme “Extension & Farmer Training” Demonstration & Training

Programme i.e. 276 of Farmers have been attended.

2. Under Agriculture Engineering schemes Tractor alongwith various implements were made

available to 266 needy farmer on hire basis to carry out Agriculture operation at there on

fields like ploughing levelling padding , spraying etc.

3. In both Govt. Farms for adaptive Research Trial & Demonstration purpose the New

crop Variety i.e. paddy, Sugarcane, Horticulture & Floriculture, Different typos of

medicinal plants, various variety of Rose plants are planted, New plantation of Tissue

culture Banana, Bio diesel plant Jatropha, and Devolvement Net House for nursery

purpose & Ornamental Plants etc.

4. Under Tribal sub plan, Agriculture input like Fertilizer Distribution 146 Farmers for 50%

subsidy and 50% farmers contribution .

5. Under plan scheme Soil & Water Conservation Maximum subsidy admissible is Rs.

5,000/- per beneficiaries 24 need farmers covered .

11. Functionality of the Department directly touches to the Public:

The list of task/activities:

The Department of Agriculture is also having one Seed Multiplication / Agriculture /

Demonstration Farm at Kachigam and one Horticulture Farm (transferred to District Panchayat) at

Moti Daman and one Agriculture Farm at Diu, one Mechanical Cultivation section garage and one

Farmer Training Centre at Kachigam Farm. The main function of the department is to procure and

distribute quality type of improved and H.Y.V. Seeds, Planting Materials, P.P. Equipment and

Implements and to provide Agriculture Machinery’s like Tractor and Water Pumps on reasonable

hire charge basis with required implements like tractamount, spray

pump/trailer/plough/cultivator/harrow, etc. The departments provide technical know-how, conduct

demonstration and adaptive trials on farms and farmers field and impart training to the farmers and

arrange agriculture tours outside and Kisan Credit Card issued through Bank the U.T.

The department also issue licenses for manufacture and sale/stock/exhibit of pesticides as

per the provision of Insecticides Act, 1968 and also process the cases of registration for

manufacture and wholesale and retail sale of fertilizers under Fertilizer Control Order, 1985 and

arrange allocation of fertilizer among dealers as per ECA plan allocation to the U.T. The main

community for their upliftment of socio economic activities being mainly input base extension

establishment of Zonal Agriculture Office, Daman.

Usually the Field Staff assists to the Farmer for filling of all required forms and submitted to

the Zonal Agriculture Officer for necessary action in the respective matter.

Visiting hours for Public :

The Zonal Agriculture Office, Daman remains open from 09.30 to 13.30 & 14.00 to 18.00

hrs on working days. The required information can be made available through Zonal Agriculture

Officer on any working days during the office hours by the public.

Agriculture Engineering Programme To popularize the use of agriculture machineries like tractor, spray pumps, etc. and implements like mould bold plough, disc harrow, cultivator ridger, furrow maker, leveler, thresher, rotavator, seeds drill, post hole digger, front loader, winnowing fan, trailer, water pesticides tanker, tractamount sprayer, etc. To provide machinery and implements to the farmers and other on hire basis at reasonable rates for agriculture and non agriculture like tillage operation, ploughing, plenker leveling, puddling, threshing, spraying, watering transportation, etc.

1.3 SOIL AND WATER CONSERVATION To protect agriculture fields from soil erosion due to wind/ black water of sea and rains and washing away of fertile soil as well as manure from agriculture field where rainwater does not stay for longer period and crop yield get reduced, the assistance to the farmers for land terracing, leveling, bunding, aforestation, etc are made available. Assistance to SC/ ST farmers – 100% maximum ceiling of Rs. 5000/- per hectare per SC/ST farmers. Assistance to small and marginal farmers other than SC/ST i.e 50% with maximum ceiling of Rs. 5000/- per hectare per small / marginal farmer. Assistance to all other categories of farmers i.e. 25% with maximum ceiling of Rs. 5000/- per hectare per farmer.

Needy farmers may apply in writing alongwith land records issued by Mamlatdar, Daman i.e. form I and XIV and caste certificate in case of SC/ST alongwith TR 42 form duly signed.

Extension and Farmers Training Programme To educate farmers by providing technical know-how in crop production technology, Farmer camps are also organized. Farmers study tours at different places of agriculture importance outside the U.T. are also being organized. Assistance in the frm of stipend Rs.75/- per day per farmers. Supply of Agriculture inputs to S.C. Families. In-order to increase their per capita income and enable them to cross poverty line, scheduled caste families are supplied agriculture inputs like seeds, Fertilizers, pesticides, agriculture implements and tools, work animals, horticulture plants like mango, coconut, chickoo, storage bin, etc. on 50% subsidized rates. In addition to above, Rs. 50/- for digging of compost pits is also given to SC families.

Pilot project Multiple Cropping Programme To promote adoption of multiple cropping in place of single cropping system and to find out new crop rotation of food rotation of food and fodder crops, so also maintaining soil fertility, Minimum tillage practices, improvement of soil texture and structure through balance use of fertilizer, the multiple cropping sequence trial are conducted on farms / farmer’s field by supplying free inputs to the extent of Rs. 100/- and Rs. 200/- per plot per season.

Agriculture Training and Inputs for Tribal Farmers under Tribal Sub Plan
