primary language content instruction with second language acquisition techniques to promote high levels of English language proficiency and academic success.

• Teacher education programs that address the development of teachers for the changing

demographic patterns in North American public schools and diversifying the teaching force. • The improvement and reform of teacher education and teacher educators through

collaborative efforts of local education agencies, universities and colleges, labor organizations, and additional interested communities of stakeholders.

• Policy and program issues addressing student retention and seeking to better understand

factors that influence student persistence in higher education. • Paraeducators: 1) as members of instructional teams and 2) the implications of paraeducator

to teacher programs as models for future teacher preparation programs. • Global learning networks as a powerful tool for creating contexts of empowerment in a

diverse society for both teacher and students. Concentrating on how other languages can be used in conjunction with English to further intercultural and multilingual learning when teachers and students participate in computer-based global learning networks.

million Ford Foundation grant project to increase the number of Latinos in the teaching profession by creating a career pathway for practicing Latino bilingual teacher assistants. The Project provides support and assistance, financially, socially and academically to promising Latino teacher assistants to enable them to successfully complete a teacher education program and become successful teachers. The information gained through this process is disseminated to other institutions with the intent of building the capacity to continue and expand the program statewide and nationally. The Project serves as a model for other agencies preparing Latinos to be teachers.

Responsible for planning and implementation of "Basic Staff Development" programs which provided training for all district educators to meet the needs of LEP students. Staff development for Master Plan programs which included training in methodology for primary language development, second-language acquisition and cultural awareness. Other duties included assisting school-level personnel with preparation for staff development, providing guidance to school site administrators in program planning, school organization and the selection of appropriate instructional materials, developing curriculum materials and guidelines to assist in the implementation of the district's bilingual programs, providing training to bilingual paraprofessionals, and making public presentations on bilingual education. Also assisted with reports and responses for Board of Education, State Department of Education, and served as Legislative analyst for the office of instruction.

Educational Foundation: Bilingual Methodologies. 1989 - 1990 Adviser, Office of Bilingual-ESL Instruction, Central Office Services, Los Angeles Unified
