1. INTRODUCTION
Johnston & Rosser Quantity Surveyors is a dynamic professional practice managed by two professional persons,
each with more than twenty-seven years’ experience in the quantity surveying profession.
Both members are registered with the Association and Council for South African Quantity Surveyors as well as the
Royal Institute of Chartered Quantity Surveyors. All services conducted by the Practice are carried out in strict
accordance with the required principals and ethics of the said Council and Association.
All business conducted with respective Clientele is carried out in a professional manner and in strict
confidentiality.
2. NATURE OF BUSINESS
2.1 Pre-contract: To provide Clientele with sound professional advice regarding the building industry with respect
to investment opportunities and financial decision making, minimising risk and maximising return on investment.
2.2 Contract: To manage and control all financial implications relative to and in the best interests of the project.
2.3 Post Contract: To conclude all financial implications to enable the Client to realize the goals as set out in 2.1
above.
3. PROFESSIONAL SERVICES OFFERED
3.1 QUANTITY SURVEYING SERVICES:
3.1.1 Feasibility Studies:
3.1.1.1 Assessing the feasibility of a project to determine return on investment.
3.1.2 Estimating & Cost Advice:
3.1.2.1 Advising on various courses of action and procedures to suit the particular requirements of a project.
3.1.2.2 Providing financial design criteria advice on a project.
3.1.2.3 Preparing preliminary and comprehensive estimates of construction cost on a project.
3.1.3 Documentation & Procurement:
3.1.3.1 Preparing documentation for procurement of construction contracts.
3.1.3.2 Calling for tenders or negotiation of construction costs.
3.1.3.3 Financially evaluating and reporting of tenders, including financial comparisons with budget.
3.1.3.4 Value engineering to suit budget requirements.

3.1.4 Contract Administration:
3.1.4.1 Examining and verifying priced documents including preparing same for incorporation into the signed
contract.
3.1.4.2 Preparing schedules of predicted cash flows.
3.1.4.3 Attending progress or sundry meetings to ensure acquaintance with contractual matters and matters of
financial implication.
3.1.4.4 Preparing valuations for the issue of payment certificates including calculating, evaluating or verifying
fluctuations in costs applicable to the contract.
3.1.4.5 Preparing on a pro-active basis estimates of cost for proposed variations for client decision making.
3.1.4.6 Preparing cost reports on a monthly basis and monitoring against the financial budget.
3.1.4.7 Adjudicating and resolving the financial and contractual aspects of claims between the client and the
contractor.
3.1.5 Final Account:
3.1.5.1 Determining and agreeing all variations and adjustments for incorporation into the final account.
3.1.5.2 Agreeing and finalizing all subcontracts and adjusting against provisional amounts.
3.1.5.3 Concluding the final account, formalizing statements of account.
3.1.5.4 Preparing and presenting the final account to the Client, including any necessary reconciliations and
explanations against the financial budget.
3.2 PROJECT ADMINISTRATION:
3.2.1 Administration of the construction process on behalf of the Client from inception to completion, comprising
of the following services:
3.2.1.1 Co-ordination, recording and distribution of minutes of all meetings
3.2.1.2 Preparing contract documents for signing and safekeeping of same
3.2.1.3 Enforcing and monitoring all insurances, guarantees, etc. required by the contract
3.2.1.4 Nominating and selecting subcontractors in terms of the construction agreement
3.2.1.5 Issuing instructions, payment certificates, financial statements and certificates of completion prepared by
others
3.2.1.6 Notifying parties about their status of involvement
3.2.1.7 Programming and monitoring of overall construction process
3.3 PROJECT CO-ORDINATION:
3.3.1 Co-ordination on behalf of the Client of the entire process necessary for the procurement of the design and
the construction of a project from briefing through to commissioning and occupation, comprising of the following
services:
3.3.1.1 Determining and finalizing the Clients brief.
3.3.1.2 Determining, advising the Client, negotiating and procuring Consultants.
3.3.1.3 Determining and ensuring that all statutory consents are obtained.
3.3.1.4 Programming and monitoring of overall construction process.
3.3.1.5 Consolidation & submission of monthly payment packs.
3.3.1.6 Co-ordination, recording, distribution of minutes of all meetings.
3.3.1.7 Determining, advising, enforcing and monitoring all insurances, guarantees, etc. required by the contract.

3.3.1.8 Determining and advising the Client on the form of contract and method of contractor selection in
conjunction with the Consultants.
3.3.1.9 Determining lists of Tenderers, co-ordination of tender opening, credit checks, reports on tenders and
making recommendations to the Client.
3.3.1.10 Establishing a framework for monitoring progress, maintaining financial management and regularly
reporting to the Client.
3.3.1.11 Co-ordination of inspections, handovers, ensuring that commissioning of the building and services is
properly undertaken, obtaining test certificates, as-built drawings, maintenance manuals and guarantees.
3.4 PROJECT MONITORING:
3.4.1 Carrying out a watching brief and financially monitoring the project on behalf of the Client, comprising of the
following services:
3.4.1.1 Receiving commission/ instruction from the Client to establish his requirements and advising on various
courses of action and procedures to suit the particular requirements of the project.
3.4.1.2 Commenting on estimates of project cost, financial viability studies and providing cost advice where
required.
3.4.1.3 Commenting on Consultants fee proposals.
3.4.1.4 Commenting on procurement procedures and documentation prior to calling for tenders or negotiation.
3.4.1.5 Commenting on tender reports and recommendations.
3.4.1.6 Commenting on contract documentation prior to signing of contract.
3.4.1.7 Commenting on financial reports and cash flow schedules.
3.4.1.8 Advising the Client on interim and final payment certificates prior to issuing.
3.4.1.9 Attending management/ financial meetings.
3.4.1.10 Commenting on the financial and contractual aspects of claims between the Client and Contractor.
3.4.1.11 Advising the Client on the acceptability of the final account.
3.5 OTHER SUNDRY SERVICES:
3.5.1 Evaluation of tenant requirements involving separate accounting for each respective tenant.
3.5.2 Determination of building areas for letting purposes.
3.5.3 Deriving specifications for and advising Client on types of contracts for minor works.
3.5.4 Preparation of insurance valuations.
