The 2020 annual meeting of Civil Engineers The 2020 edition of the annual meeting of Civil Engineers was held in Yaoundé on February 21 and 22, 2020. The traditional outline of the deliberations proposed two major events, namely: the Civil Engineering Technical Day and the ordinary general assembly of the Order. With its focus on “Urban building: build safety”, the 12 th Civil Engineering Technical Day was launched following an opening ceremony that took the form of a technical colloquium moderated by Engineer Valentine ACHA, member of the Council of the Order. Cameroon must be that resilient country whose citizens have developed a common understanding of the problem, accepted the crisis situation and agreed on change as a profitable initiative. Cameroon must be that country which can overcome the crisis, bounce back to capitalise on it and emerge stronger to position or reposition itself in a development mode. Consequently, all development issues shall be of interest. There are three possible options after a crisis situation: reverting to the status quo ante, an upward or downward trend.

With reference to the first option, it will be a step backward, together with a quest for consolidating the roots and structures prevailing before the crisis. By way of its unexpectedness, the crisis is considered rather as being over outstanding than being seen as a valuable learning experience. No more clear-headed and sometimes, are unable to cope with the situation, finally we prefer to preserve our achievements. Several reasons underlie this choice:

- A self-persuasion of our capacity to cope with all situations.- A refusal to call the organisation into question.

As far as I am concerned, I will stand for change because it is a progressive choice through which the system acquires not only new qualities, but equally new properties. News ......................................................................................................................................................● Kribi–Lolabé Highway: The construction works of this highway which had reached a completion rate of 88.14% can now resume. After it stopped works on the project on 26 November, 2018 for non-payment of over 75 billion Francs CFA, China Harbour Engineering Company LTD (CHEC) has been awarded the contract anew, following a re-tendering process. The Chinese enterprise shall design, finance, build, equip and service the 38.5 km Kribi–Lolabé highway including an access road to the Kribi deep-sea port.

Acceptance of the new facility is expected on October 31, 2020 after a 28-month extension, according to the new works schedule.

● Tollgates - The contract with the RAZEL/BEC/EGIS Projects for the automation of 14 tollgates has been signed. According to the specifications book, the new tollgates will entail a bellmouth area (approach zone) including a rigid structure two lane-carriageway of 3.5 m each and two shoul-ders of 2 meters each. The tollgate platform shall include two double lane rigid structure carriageways, three 2 meter-wide islands, civil engineering works, equipment and toll booths, two shoulders, each of 1.5m wide, platform and island sanitation, signalling and operating equipment.

● Hotels - Truly, several emphyteotic leases relating to the construction of hotels are signed these days in Cameroon. The most recent example was signed in mid-December 2019 between the Ministry of State Proper ty and Land Tenure and Société de Distribution du Cameroun (SODICAM) which in Cameroon manage CASINO, SUPER-U, CITY SPORT and FNAC. Built on a surface land of 3,085m² in the hear t of the administrative centre of Yaoundé, the two buildings of 9 and 13 storeys shall host a 200-room hotel and a hypermarket.

● BATIMAT 2019 - Five days, three exhibitions and 284,000 professional visitors including over a hundred Cameroonian Civil Engineers, that, briefly is the summary of the 2019 edition of le Mondial du Bâtiment which took place from November 4 to 8, 2019 in Paris. Divided into three separate exhibitions (Ideobain, Interclima and Batimat), le Mondial du Bâtiment 2019 recorded an increase in the number of visitors (+2%) – and par ticularly of key influencers (equally +2%) compared to 2017. The conclusion of this Parisian building trade come together shows that the organisers have resolutely taken a step towards modernisation, as seen through the various themes: generalising digitalisation, mobilisation around the industriali-sation, densification of energy refurbishment, reduction of environmental impacts and waste management.

● WORLD ROAD CONGRESS – Under the theme « Connecting cultures, enabling economies », the XXVIth World Road Congress that was held in Abu Dhabi, United Arab Emirates, from October 6 to 10, 2019, confirmed its role as a major worldwide event of the road sector. Co-organised by the World Road Association (PIARC) and the Abu Dhabi Depar tment of Transports, the event brought together during a period of five days, over 6,000 par ticipants from 144 countries, over 3,700 delegates and over 40 ministers and vice-ministers who shared their views, best policies and practices. The congress hosted 62 sessions, 13 workshops and 6 technical visits.

The next World road Congress will be held in 2023 in Prague, the Czech Republic.

● DRC - David BLATTNER, the managing director of BTP SAFRICAS has been arrested for his mismanagement of the construction contracts of half a dozen fly-overs in Kinshasa aimed at putting an end to bottlenecks at major roundabouts in the Congolese capital. Know to Kinshasa city dwellers as “saut- de-mouton”, these future fly-overs symbolise the “emergency works” were launched in March 2019 by the new President TSHISEKEDI under code name: 100 day-programme.

The housing component of the project envisaged the construction of 1,500 low-cost housing units in five cities of the country including Kinshasa, Bukavu, Mbuji-Mayi, Kananga and in Kongo-Central, representing 300 housing units per city. Out a total 57.6 million dollars, 17 million have already been allocated and it is because they are unable to account for the use of these funds that Thierry TAEYMANS, manager of RAWBANK and Jammal SAMIH, a Lebanese businessman, were equally arrested.

● IVORY COAST - Ivorian authorities have endorsed the technical and financial bid introduced by a joint venture of French enterprises (Bouygues Travaux Publics, Alstom, Colas Rail and Keolis) for the construction of the first line of the Abidjan underground. The line will cross the city from the North to the airpor t in the South, a distance of 37 km along an existing railway corridor. Total cost for the construction of the underground stands at 1.36 billion Euros.

Recommendations of the Technical Day feature in Focus.● Deliberations on the 22nd Ordinary General Assembly were marked by three main events: the swearing-in ceremony of new Engineers, review and adoption of elements relating to the management of the Council of the Order, launching of celebration to mark the 20th anniversary of the Order.The first phase was a lively swearing-in ceremony for an impressive number young. A good number of them included Engineers newly enrolled into the Order and who graduated from the Douala-based Faculté de Génie Industriel and the Maroua-based Institut Supérieur du Sahel. During the second phase, Engineers who were massively present at the deliberations assessed the results achieved by the Council of the Order and gave discharge to the Council for their management. Following discussions aimed at greater efficiency of NOCE actions and at the defence of the interests of the profession as well as its promotion, an action programme and related budget were adopted. Finally, the programme for the celebration of the 20th anniversary of the Order was unveiled and endorsed by the GA. The celebration will come to a close and climax in the first fortnight of July 2020, save the health emergency situation that is prevailing in our country.

Activities & Representations ..................................................................................................................● COUNCIL OF THE ORDER - The 53rd session of the Council of the Order was held at the head office of the Order on 23 January, 2020 under the chairmanship of Kizito NGOA, President of the Order.

Main focus of the deliberations included the review and validation of documents to be tabled before the General Assembly meeting scheduled for February 2020 as well as the project for the celebration of the 20th anniversary of the Order.

● BASIC TRAINING - The President of the Order actively participated in a series of meetings called by the Minister of State, Minister of Higher Education (MINE-SUP) aimed at drafting and validating an instrument to create a National Commission on the training of Engineers in Cameroon.

● Representatives of the Order recently took part in various meetings sessions and events relating to the:- Approval of private civil engineering laboratories (MINTP).- Development of the Doumé Town-planning Sketch Plan.- Development of the land use plans of seven sub-divisional councils in the City of Yaoundé.- Review of the preliminary design of the building to host the Common Law section of the National School for Administration and Magistracy. - Session of the Orientation Committeeof the Cameroon Sub contracting and Partnership Stock Exchange.

The proceedings, working documents and reports relating to these meetings are available for consultation at the headquarters of the Order. Comments are expected to beef up the stance of the Order at these various meetings.

Computer security

A cyber-attack with the subtype ransomware [a software which encrypts the host’s data and demands a ransom to release the data] was detected in the computer network of a market leader of public works Bouygues Construction on January 30, 2020. According to the enterprise, although investigations are underway, operational activities on project sites are not hindered. However, this pheno-menon is increasingly being given due atten-tion by public and private actors.

The phenomenon is increasingly becoming common and on an increasing scale, com-pelling numerous enterprises to deal squarely with the issue, at a time when, owing to hy-per-connectivity and the openness of the wor-ld, data flows know no border.

Though a large majority of attacks using ransomware are opportunistic and essential-ly based on the lack of experience in digital safety of the victims, an increasing number of cyber-criminal groups specifically target, since 2018, financially healthy enterprises under “Big Game Hunting” carried out with the use of other malwares (crypto-miners and banking Trojan)

Atmosphere

Agence Qualité Construction (AQC) is asking several questions about the quality of life in a high performance building: «How to define the notions of atmosphere and comfor t? What is a good indicator? How to choose cri-teria for selecting one’s measurement devices? What are the stages of a good measurement protocol?». In response to these questions, AQC has designed a protocol for assessing comfor t and atmospheres. Designed for professio-nals, this new approach directly as-sesses the feelings and observations on the field in order to provide quan-tifiable data and additional information to audits. It is equally essential to define priority in-terventions.

Good to know Dixit .................................“Though we express delight with the gra-dual implementation of the free movement of persons and goods, clearly such movement cannot be achieved without adequate and quality infrastructure. In other words, the is-sue of infrastructure remains one of the major challenges to the development of our commu-nity space. It will be impossible to envisage any genuine economic development without transport, electricity and telecommunications infrastructure ensuring connectivity among our countries”.

Recommendations of the 12th Civil Engineering Technical DayOrganised in Yaoundé on 21 February 2020, the 12th Civil Engineering Technical Day focussed on “Ur-ban Building: build safety”. Present at this event were top executives of the administration, representatives of decentralised territorial units, civil society organisations, insurance providers, economic operators and several hundreds of Civil Engineers.In general, loss prevention and the prevention of disturbances must be a joint approach by all construc-tion actors, namely Engineers, project owners, prime contractors, architects, technical controllers, real estate developers, insurers, ….It has three key objectives:• Obtain the best quality, • Reduce the number of disasters and factors contributing to non-quality, • Reduce timeframe for raising funds.Thus, the constructive exchanges and discussions made after each paper were an opportunity for resolution and/or recommendations to the various actors of the construction industry in Cameroon, including:• Strictly apply the regulation on the issuance of building permits;• Ensure the monitoring of various actors involved in the issuance of building permits and supervision

of procedures relating thereto;• Ensure the continuous vocational training of officers of DTUs responsible for monitoring the issuance

of building permits and the execution of the construction works of public buildings;• Develop long-term mechanisms to make the monitoring of the construction works of public and

private buildings by qualified professionals compulsory;• Ensure that the integration of technical and geotechnical consulting firms from the design to the exe-

cution phases in view of standardising risks for the ten-year warranty must be effective; • Effectively integrate the National Fire Brigade in all phases of private and public buildings construction,

especially as concerns high-rise and public-access buildings; • Encourage actors to resort, as much as possible to central control and alarm systems (home auto-

mation, electronic, fire alarm …) in order to prevent and alert the occurrence of a failure in part of an engineering structure;

NOCE, more specifically should, • Assist real estate developers and the State to ensure that Engineers and professionals are actually

consulted for the construction projects of public buildings; • Assist the State in developing a Construction Code;• Assist the State in effectively implementing follow up of the issuance of building permits to ensure that

the regulation is indeed complied with and observed;• Continuously pursue creation of awareness of real estate developers and ensure vocational training of

Engineers and professionals.
