You have in your hands the first edition of the Production Guide Czech Republic, a publication for filmmakers planning a film shoot in the Czech Republic. This guideis designed to save filmmakers time, and to provide them with information and localcontacts. When we set out to produce this guide, we asked the following question:Why do filmmakers keep returning to the Czech Republic?

Prague and the Czech countryside attract a large number of international filmproductions. Visiting filmmakers appreciate the top-quality skills and internationalexperience of local film professionals and crews, are inspired by the country'sstunning locations, and take advantage of the considerable production valueoffered by the Czech Republic.

The Czech Republic has a rich history of filmmakingthat can be traced back to1896 when the first featurefilm was shot in Bohemia.However, the rapid growthof the local film industrystarted in the early 1920s,and since then Czechs havebeen making majorcontributions to the worldof film, including the CzechNew Wave of the 1960s. With the help of generous state subsidies, an averageof fifty films were made here annually during the 1970s and 1980s.

The number of visiting filmmakers surged after 1989 and the local film industryrapidly integrated the most up-to-date production technologies and standards.Because of the large amount of film work done here, the number of filmproduction companies capable of offering a full service package has grownrapidly. On many projects, the international crew may consist only of thedirector, DOP and art director, while the rest of the crew is hired locally.

The Czech Republic offers far more thanstunning locations, highly experienced filmprofessionals and top service standards.Producers keep returning because Pragueand the Czech countryside offer highproduction value compared to location andstudio shoots elsewhere in the EuropeanUnion. Post-production service rates are alsovery competitive.

Today, the Czech film industry continues togrow, not merely keeping up with all thedevelopments in the field, but bringingcreativity and innovation to film, advertisingand television production.

Czech film professionals work withleading international directors andproducers, and have at their disposal the same technical equipment as theircounterparts in London, Los Angeles or any other major film industry centre.

Czech cinematographers havetraditionally focused on highly artisticforms of expression, and it is this qualitythat is often sought by visiting directorsand producers. Czech productiondesigners lead teams of outstandingcraftspeople to deliver exceptional workand have immense resources at theirdisposal. Superbly crafted sets, costumesand props for all historical periods areabundant and available at verycompetitive rates.

Czech actors and models have been featured inprojects produced in the Czech Republic for manyinternational markets and actors of all nationalities are available. Prague is also home to English-languagetheatre companies, so talent is available for a fullrange of character roles. Moreover, some of theworld's top models got their start in one of Prague'smany modelling agencies.

Local film professionals havegained invaluable experiencefrom working with visitingfilmmakers over the years, and a growing number of Czechsnow work abroad. Directors,actors and designers, as well aspeople in other film professionsare making major strides inEurope and overseas.

EQUIPMENT AND FACILITIES

Prague has been dubbed Hollywood East because of the sheer volume ofwork done for international producers in the past decade and half. TheCzech Republic now has the most studio facilities in continental Europe andleading equipment rental houses operate in the country. AFM, Arri,Panavision and other top providers all have offices in Prague.

Many visiting producers choose local studio facilities for all-inclusive shoots.The facilities of the landmark Barrandov Studios are equipped with allmajor production tools, including the latest telecine and five off-line Avidsuites. Barrandov has eleven sound stages totalling nearly 12,000 squaremetres, making it the largest in Central Europe. Its costumes and propsdepartment numbers 400,000 items and is the largest in Europe.

Prague Studios is another major production space supplier. Both studiosregularly accommodate large scale Hollywood productions and many otherprojects. Prague also has a number of smaller, fully equipped studios and“shooting-ready” warehouse spaces that are suitable for all project budgets. Outside of the capital city, regional towns such as Zlín offer productionfacilities and stages whose rental rates are very competitive.See the contacts section of this book for listings of studio facilities.

Czech post-production facilities use standard industrytechnologies such as URSA-Gold and Spirit as well as a number of Infernos, Henries, Flames and Edit Boxes.There are several companies in Prague capable ofdelivering award-winning effects for film. Theiroperators are highly efficient and speak English.

The Czech Republic entered into the EuropeanUnion as one of the most developed candidatecountries and the country has high livingstandards. A number of multinational companieshave chosen the Czech Republic as the location for their European headquarters because of thecountry's geographical location, skilled labourforce, well-developed infrastructure and stablebusiness environment.

The Czech Republic has one of the highest per capita GDP ratings of all Central and EastEuropean transition economies. Growth from 2000 to 2004 was driven by exports to EUcountries and a significant increase in directinvestment from abroad.

The massiverise of interest in Pragueand the Czech Republic inthe past fifteen years hasresulted in thedevelopment of the localhospitality industry, andthe standards now areworld-class. Mostinternational hotel chainshave a presence in theCzech Republic becausePrague is one of the mostpopular touristdestinations in Europe.

Prague's period architecture has been one of the main attractions forinternational filmmakers since the 1980s. Prague has one of the best-preserved historical city centres in Europe and has doubled as Berlin,Paris, London as well as other European cities because of the variety of architectural styles. This diversity and the easy accessibility of locationsare two reasons why filmmakers keep returning to the Czech Republic.

When many people imagine Prague, landmarks such as the PragueCastle and Charles Bridge first come to mind. However, the city has a wide range of styles covering many periods as well as exceptional 20th century architecture. This unique mix makes Prague a veryattractive filming location.

A number of large-scale film productions have also taken advantage of the Czech Republic's picturesque countryside and its historicallandmarks. Everything the Czech Republic has to offer is within easyreach from Prague thanks to the country's size and well-developedinfrastructure. The Czech countryside offers a tableau of beautiful lakes,rolling hills, deep forests and snow-capped mountains. It has more than2,000 preserved historic period castles and chateaux, the highest densityin the world.

Regional Czech cities have also been coming into prominence throughthe rapidly developing tourist industry. Unlike many of its Central andEast European neighbours, the country was spared much of the WWIIbombing. Karlovy Vary, Český Krumlov and other towns providebreathtaking locations and architecture as well as high servicestandards.

The majority of the city's historical landmarks,including the Charles Bridge, Old Town Square and the Prague Castle, are in Prague1.Much of the location shooting done in the Czech Republic is done in Prague and itsvicinity because of these outstanding architectural gems. Central Bohemia has a number of urban and industrial centres and the southern part of this region also features several nature reserves. The period architecture of KutnáHora, as well as many attractive castles and chateaux, are easily accessible from Prague.

SOUTH BOHEMIA

Largely rural, South Bohemia is in many ways one of the most picturesque regions in the country because of its unique village architecture. It also has many ponds and lakes, including Lipno, the largest body of water in the Czech Republic. The region prides itself on the heavily wooded rolling hills of the Šumava national park. In addition, the historical town of Český Krumlov is a leading tourist destination and hasbeen declared a UNESCO heritage site.

WEST BOHEMIA

This region includes severalspa towns. Karlovy Vary(Carlsbad) hosts a leadinginternational category-Afilm festival and offers somegreat examples of 20thcentury architecture.Another major spa town inthe region is MariánskéLázně (Marienbad). The industrial town Plzeň isthe birthplace for two ofthe best-known Czechbrands: Škoda and PilsnerUrquell. West Bohemia alsohas spectacular naturallandmarks, including severalbeautiful low mountainranges along the borderwith Germany.

NORTH AND EAST BOHEMIA

North Bohemia is largely mountainous and borders German Saxony. The town of Liberechas attractive interwar period architecture and is surrounded by several mountain rangesincluding the nearby Krkonoše, which includes the highest mountain peaks in thecountry. Situated in the northwest, Ústí nad Labem and its surroundings have a historyof mining and heavy industry.Bohemian Paradise - a nature reserve with spectacular sandstone formations - offersunique nature sites. East Bohemia is largely agricultural, but parts of it are heavilyforested. Hradec Králové and neighbouring Pardubice are the region's largest towns.

NORTH MORAVIA AND SILESIA

North Moravia and Silesia have a high population density; some areas of the region are heavily industrial and have mining operations. The city of Ostrava has uniquecommunist-era urban and industrial landscapes and plays a leading role in thenortheast. In the southwest, Olomouc and its surroundings offer diverse periodarchitecture for very attractive location rental rates. The region also features mountain ranges, pristine nature and several UNESCO landmarks.

SOUTH MORAVIA AND THE HIGHLANDS

South Moravia includes the country's largest wine region and its second largest city -Brno. The folk motifs and architecture in the countryside are markedly different fromother parts of the country. The town of Telč and its unique architecture is a protectedUNESCO site. In the east, Zlín was the site of the Bata shoe factory during the interwar period, andthe city is the product of the enlightened shoe magnate's experiment in urban planningand functionalist architecture. At over 800 meters above sea level, the forested andagricultural Highlands (Vysočina) is a rugged environment.

LEGAL ISSUES AND TAXATION

The following tax and legal issues are to be taken into account when making films inthe Czech Republic. Please keep in mind that this section is just a brief outline and it ishighly advisable to work with a local production company who will take care of theseissues on your behalf.

RESIDENCY PERMITS AND EMPLOYMENT

As a general rule, nationals from outside EU countries have to obtain a visa to enterand reside in the Czech Republic. Citizens of the US, Japan and other countries thathave agreements with the Czech Republic may reside in the country for up to threemonths unless they are doing business here. Nationals from these countries generallyneed a work permit to work in the Czech Republic.

EU nationals (as well as citizens of Norway, Iceland, Liechtenstein and Switzerland) arefree to enter and stay in the Czech Republic without a permit or visa. However, if theyintend to stay in the Czech Republic for more than 30 days they need to report theirresidence to the Czech Foreign Police within 30 business days of entering the country. EU nationals generally enjoy the same rights as Czech nationals when applying foremployment. EU nationals who intend to stay in the Czech Republic for a continuousperiod exceeding three months are entitled to file an application for a temporaryresidence permit.

SHOOTING PERMITS

There are no generalregulations applicable tofilming in the Czech Republic,other than the standardshooting permits issued byproperty owners ormunicipalities for occupancyof public spaces.Municipalities charge feesfor the use of publicoutdoor locations. Outdoor filming that does not block access to publicproperty and is carried out with a hand-held camera does not require a shooting permit. If the filming involves infrastructure such as roads, bridges and so on, additional permits are needed.

Filming of passers-by to a reasonable extent for artistic purposes does notrequire their consent. Filming of works (objects) protected by copyrightrequires the consent of the copyright owner unless the works are publiclyaccessible. It is highly recommended to work with a local production partnerwho can obtain all the necessary permits.

COPYRIGHT

Czech copyright law complies with applicable EU regulations and the BerneConvention for the Protection of Literary and Artistic Work: it recognizesauthors' rights to their work and the standard mechanisms that secureeconomic rights and licensing of an audiovisual work. Czech copyright isconceived as author's right, arising automatically upon creation of an artisticwork being a unique result of the creative activity. An exception to theauthor's right principle is the copyright to audio-visual (film) work, whereCzech law, in compliance with EU legislation and the Berne Convention, setsforth a legal fiction of the authorship to the audio-visual work in favour ofthe director.

While the author's moral rights (to publish the work first, to be named asauthor, etc.) are indefeasible, economic rights such as copying anddistribution are transferable and assignable through a license. In the case ofaudiovisual work, a legal presumption of transfer of author's license to usethe work by the film producer is contained in the law, subject to thecondition that the author of the work utilized audiovisually has granted theproducer of the audiovisual work written permission to include the workinto an audiovisual work (however, this legal presumption of transfer oflicense does not include the right of copying or right of distribution). Samerules apply to screenplays, stage design, etc..

Protection of cinematographic or audiovisual works generally expires 70 years after the death of the last of the principal author of the work,including the director, the author of the screenplay, the author of thedialogue and the composer of the film music.

TAXATION

Czech tax law distinguishes between Czech tax residents (who have theircompany headquarters or management in the Czech Republic) and non-residents. The latter are only taxable in the Czech Republic on their Czech-source income, defined as income arising in or relating to the Czech Republic. Czech corporate income tax is currently 26% but is expected to be loweredto 24% in 2006. Foreign companies may be subject to Czech income tax,among other cases, whenever their activities give rise to the so-called“permanent establishment” in the Czech Republic. A "permanentestablishment" is set up if the employees or other persons active for theforeign entity provide services in the Czech Republic for more than 6 months over any consecutive twelve-month period. This may differ underan applicable double taxation treaty.The withholding tax applicable to payments such as dividends, rentalpayments, interests or royalties, made by Czech tax residents to foreigncompanies, is generally 15% or 25%, depending on the type of payment.Again, an applicable double taxation treaty may reduce or exclude thewithholding tax.

Czech VAT legislation complies with applicable EU regulations and thus theVAT system is similar to that of other EU member states. The standard VATrate in the Czech Republic is 19% and applies to most goods and services.The activities of actors, designers and other artistic professions are chargedat a reduced VAT rate of 5%. Goods imported to the Czech Republic fromoutside the EU are subject to VAT on import. Export or provision of services to a non EU member state or dispatch ofgoods to a VAT payer registered in an EU member state are both consideredas a tax exemption or “zero-rated” supply (i.e., no VAT is charged but theprovider is able to reclaim input VAT related to the supply).The provision of certain services including transfer of copyright, advertising,legal, advisory and consulting services, provision of work force, websitesupply, web hosting and rental of movable property (except for means oftransport) to a foreign entity is subject to the so-called reverse-chargemechanism. Even if the services are provided in the Czech Republic, they aretreated as “export of services.” This makes them exempt from VAT orconsidered a “zero-rated” VAT supply. As a result, no output VAT is chargedby the supplier (although the recipient may under some circumstances berequired to assess and pay its own VAT).

AIR TRAVEL

All major airlines have connecting flights to Prague andmany fly directly to Prague International Airport (PRG)on a daily basis. The Prague Airport (Ruzyně) is one ofthe most frequented destinations in Central andEastern Europe. Some of the main airlines providingflights to Prague include: British Airways, Lufthansa, Air France, Alitalia and Delta. Czech Airlines (CSA) is part of the SkyTeam group. CSA and other domestic carriers provide regular flightswithin the country. Brno, Karlovy Vary, Ostrava andother cities have airports with regular services.

PUBLIC TRANSPORTATION

The Czech Republic has major international railway corridors that have been upgradedfor high-speed trains, and many international trains arrive at Praha Hlavní Nádraží (themain train station, located in the city centre) or Praha Holešovice. All major trainstations are directly accessible via the Prague metro (subway/underground). A densenetwork of local trains covers the country. In addition, the entire Czech Republic is easily accessible by bus. Routes to neighbouringcountries are provided by a number of bus companies, both domestic and international.

Prague has an excellent public transportation system even by European standards.During rush hour this is faster than driving a car. Prague metro has three lines that areefficiently integrated within a large network of trams and buses. The Prague metrooperates daily from 5am to midnight. Selected trams and buses run 24/7. Other majorCzech towns also have trams and local buses.

The Czech crown (CZK) is fully convertible on the world currency markets. In the Czech language: Koruna česká (Kc). One Czech crown equals 100 hellers (h).

Bank opening hours range from 8am to 6pm weekdays. A number ofinternational banks have branches in the Czech Republic.
