II. Notes for Gasoline Specification

1. The calculation of the average monthly sulfur content will be determined based on the following equation:

2. Maximum sulfur content value permitted by specific batch 3. The Use of methyl tertiary-butyl ether (MTBE), ethyl tertiary-butyl

ether (ETBE), and tert-amyl methyl ether (TAME) is permitted as oxygenates in Regular and Premium gasoline up to a maximum content of 2.7 weight % oxygen in the finished product in Mexico except for NZCR1, NZCR2, NZCP1, NZCP2 shipments.

4. The RON and MON will be the final octane number after blending with 15% MTBE

5. Before using any oxygenate in gasoline, the base gasoline must meet the test of Additives by ASTM D-5598 or D-5500 using a specified reference fuel.

6. The importer of the CBOB or finished gasoline must add the additive to the gasoline in Mexico during the load of the tanker trucks or other means of transportation, at the terminal and show in a biannual repot that the required amount of additive is used by balancing the gasoline produced or imported with the consumption of the applicable additive. Only certified additives according to ASTM D 5598 and

Notes for Gasoline Specification(continued) ASTM D 5500 methods and concentrations of additives may be used in accordance with the Environmental Protection Agency (EPA) of the United States of America (80.165 CFR). For certification tests, additive technologists must use the reference gasoline for the additive test that meet the characteristics under the reference fuel section.

7. Aromatic volume% shall meet 25.0 volume% maximum starting January 1, 2020 in Monterrey Zone

8. Olefin volume% shall meet 10.0 volume % maximum starting January 1, 2020 in Monterrey Zone

9. Any gasoline exhibiting an offensive odor and /or containing more than 0.30 wt.% dicyclopentadiene or poses a personal health hazard will not be accepted for shipment.

10. Segregated Shipments will be at the discretion of Howard Energy Partners in advance of such shipments.

11. The NZR1, 1NZR, NZR2, 2NZR, NZP1, 1NZP, NZP2, 2NZP, MZR1, 1MZR, MZR2, 2MZR, MZP1, 1MZP, MZP2, 2MZP, NZCR1, 1NZCR, NZCR2, 2NZCR, NZCP1, 1NZCP, NZCP2, 2NZCP HEP gasoline specifications that are described above were meant to comply with the Mexican gasoline specifications published by the Energy Regulatory Commission (CRE) in Official Gazette on August 29th, 2016, Resolution No. A/035/2016. If there is a dispute, the interpretation of the specifications by CRE will apply.

III. Notes for Diesel Specification

1. The maximum temperature must be less or equal to the minimum environmental temperature expected

2. When measuring the Cetane number, the parameter must be achieved without the additive. If the addition of an additive to diesel is required, it must be an approved additive per the Additive Specifications/Requirement/Restrictions

3. Electrical conductivity must be measured at the temperature of the diesel before the sale to the public. The minimum conductivity requirement of 25 pS/m applies in all cases of high-speed transfer, that is, 7meters/second (23 feet/second). Conditions in Table 2 of the ASTM 975 Standard shall apply.

4. ASTM D-976, Cetane Index data is required for low sulfur fuel oils to demonstrate aromatic compliance per the United States EPA

5. The Potential Color will be determined by ASTM Method D-1500 on a filtered sample after a 16-hour induction period by ASTM Method D-525 Method Modified.

6. The Potential Gum will be determined by ASTM Method D-381 Modified (Steam Jet Evaporated @ 485 °F) after a 16-hour induction period by ASTM Method D-525 Modified.

7. Due to fungible specifications, the cloud/pour point for diesel products must comply with the ASTM specifications for the region in which the diesel is produced. It should be noted that diesel products distributed into colder climates may require cloud and/or pour points or suppressors.

8. The finished product shall be visually free of undissolved water, sediment, and suspended matter in Suppliers tankage and at the point of delivery to HEP pipeline. Compliance with this workmanship clause will be determined by ASTM Method D-417, Procedure 2 at 77°F or at actual conditions present at the point and time of sampling, whichever is lower.

9. Origin laboratory certifying sulfur content must qualify the test method used per EP Performance based testing criteria (see CFR 80.584). The referee test method will be D-5453.

The D1, 1D HEP Ultra Low Diesel specifications that are described above were meant to comply with the Mexican Ultra Low Automotive Diesel specifications published by the Energy Regulatory Commission (CRE) in Official Gazette on August 29th, 2016, Resolution No. A/035/2016. If there is a dispute, the interpretation of the specifications by CRE will apply.

12. To comply with lubricity specifications, additives for Diesel may be added in the storage or distribution facilities before the sale to the public.

IV. Product Specifications/Additive Specifications/Requirements/Restrictions

1) Product Specifications

a) Each product can be handled on a segregated or fungible (common-stream) basis. A “fungible batch tender” is defined as a volume (tender)of petroleum product meeting Howard Energy Partners (HEP) established specification that may be commingled with other tenders of the same petroleum product meeting the same specifications. A “segregated batch tender” is defined as a volume (tender) of petroleum product being the property of the single shipper and meeting HEP’s established specifications. Such shipments will be at the discretion of HEP in advance of such shipments.

b) Note all products are delivered to all locations. Please see each product specification for delivery restrictions. Additionally, some grades may only be transported seasonally Seasonal restrictions are set forth in the Class of product and shown again in the RVP and V/L calendar.

c) For gasoline product codes the order of the letter and number designate whether the product is fungible or segregated. Gasoline product codes that begin with a letter are fungible and with a number are segregated.

2) Additives and Inhibitors a) HEP will permit only the types and concentrations of additives

listed below. All other types and concentrations or additives are prohibited.

(continued) b) Static Dissipater Additives (Conductivity Improvers) –

Product shipment may, but are not required to contain static dissipater additive (SDA). The approved additives are: i) Innospec Stadis@450. The origin maximum concentration of

Stadis@450 is 0.75mg/l, and the origin maximum conductivity allowed is 250Ps/M AT 21*c (70*f) BY ASTM D2624)

c) Cetane Improver Additives – Product may only contain 2-

ethylhexyl nitrate or T-butyl peroxide cetane improver additives only upon advance approval from HEP prior to shipment. Use of these additives is expected to short term at reasonable treat levels. HEP reserves the right to deny shipment of product containing cetane improver additives.

e) Corrosion Inhibitors – All products shipped on HEP pipeline are required to meet a minimum level of corrosion protection prior to shipment. The concentration of inhibitor dosage will be controlled to meet a minimum rating of B+ (less than 5% of test surface rusted) as determined by NACE Standard TM0172-2001, Test Method-Antirust Properties of Petroleum Products Pipeline batches.
