1. Objective 1.1 This procedure describes the criteria implemented by TABSEER to assure that Electrical

Low Voltage Equipment products intended for certification are complying the relevant mandatory schemes and applicable Standards, the applicable scheme is the GSO BD-142004-01 regarding the safety of low voltage electrical equipment and appliances.

1.2 Furthermore, this document identifies the steps taken by TABSEER Clients to get their products certified prior to its market access, and registered by through TABSEER certificates issuing services.

2. DEFINITIONS 2.1 TABSEER: TABSEER certificates issuing services 2.2 Scheme: Certification system related to specified products, to which the same specified

requirements, specific rules and procedures apply. 2.3 Certification: Third-party attestation related to products, processes, systems or

persons. 2.4 Notified Body: a conformity assessment body designated by GSO to conduct

conformity assessment process on products in accordance with related schemes/standards/regulations according to GSO.

2.5 Conformity Certificate: Formal document issued by TABSEER is being granted for the product in accordance with applicable scheme/standards as per GSO Requirements.

2.6 GSO Conformity Tracking Symbol (GCTS): a symbol by GSO representing the gulf conformity marking along with QR code for traceability and tracking which is generated by the GSO certificate tracking system.

2.7 GC-Type Examination: Is the part of a conformity assessment procedure in which a notified body examines the technical design of a product and verifies and attests that the technical design of the product meets the requirements of the Gulf technical regulations that apply to it.

2.8 GC-Type Examination Certificate: Is the certificate issued by a notified body after examining the technical design of a product and verifying that the technical design of the product meets the requirements of the applicable Gulf technical regulations.

2.9 GSO Certificate Tracking System: an electronic system to register all products that hold the GCTS and are subject to the notified body conformity assessment procedures.

2.10 Economic Operator: this includes manufacturer, official representative, importer, and distributor.

3. RESPONSIBILITY 3.1 It is the responsibility of TABSEER to establish and maintain the appropriate system to

satisfy both GSO and client’s requirements in accordance to the system mandated by GSO.

3.2 It is the responsibility of clients to provide all needed requirements to ensure their products compliance to GSO technical regulation and LVE scheme.

4. SERVICE TYPE 4.1 As per Scheme owner, GSO, rules, TABSEER certifies the Low Voltage Electrical

Equipment and issues G-Type Examination Certificate of conformity for products under its scope.

4.3 Issuance of certificate of conformity by TABSEER assures the compliance of products with the requirements of the approved schemes, standards and others specified in the technical regulation by (GSO).

5. Certification SCOPE 5.1 The scope of the certification is to provide assurance that tested specimen(s) of a given

product is(are) in compliance with the standards or technical specifications of reference. This purpose is achieved, in accordance with the requirements of ISO/IEC 17065 and other applicable provisions for the certification in question, by means of independent test and verification, carried out prior to the release of the Gulf-Type examination certificate. The Gulf-Type examination certificate refers only to the tested specimen(s) and not to the further production.

5.2 Under no circumstance shall TABSEER guarantee tests and verifications carried out to obtain certification shall give positive results, which are considered an essential element for issuing the certificate.

5.3 The Gulf-Type examination certificates can only be issued to electrical equipment designed and manufactured in accordance with the requirements set out in Articles (4) and (6) and Annex (1) of the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances (BD-142004-01) for below products list.

7. MANDATORY SCHEMES AND APPLICABLE STANDARDS 7.1 Gulf Technical Regulations for safety and low-voltage Electrical equipment and

appliances GSO BD-142004-01 with the scope of the list (2) adopted by (GSO).

8. Certification Procedure For the scope of Electrical – Low Voltage Equipment Product as per Scheme Owner

(GSO) requirements are detailed as following: 8.1 Application:

a) Application to be filled by the client will contain all the necessary information needed for the certification process, such important information is:

• description of the product, including illustrations, schematics, wiring diagrams, component information, a copy of the marking plate, materials, subassemblies and circuits used in the electrical equipment.

• Manual in Arabic Language, and any appropriate product details. • The addresses of the places of manufacture (i.e. manufacturer, distributor or

importer) of electrical equipment. • The name and address of the company responsible for the product, as well as the

list of manufacturing locations and storage location. • Relevant standard and/or technical regulation that client is seeking certification

for. • Client declaration that there is no application for the same service in another

certification body. • Identify the GCC country that the applicant needs to access. • Adequate analysis assessment of the risk shall be submitted.

b) By signing the application form, the economic operator agrees to comply with these general rules and with the specific product standard for the product covered by registration.

c) The applicant shall declare whether the same application has not been lodged with any other notified bodies.

d) The Quotation and other relevant information such as Certification Agreement, Non-disclosure agreement etc. will be provided to the Applicant for confirmation. For G-Type Examination, the Terms & Conditions of Services is followed.

e) On acceptance of the Quotation, the Certification officer shall assign a unique application number and create an individual project folder in the internal server. Upload the necessary information to the project folder such as Certification Agreement, Sampling Plan, and other relevant documents to build the Technical file

8.2 Application review The Conformity officer will conduct a Certification Application Review with the

information obtained from the Applicant to ensure it is sufficient for the certification activities. The necessary documents and data are as follows:

8.2.1 Risk analysis report from the manufacturer 8.2.2 Written declaration from the applicant that the application has not been lodged

with any other notified bodies 8.2.3 Technical documentation shall contain at least the following elements: a) General description of electrical equipment b) Detailed description with conceptual design and manufacturing drawings c) List of components, materials, sub-assemblies and circuits used in the electrical

equipment d) Descriptions and explanations necessary for the understanding of those

drawings and schemes and the operation of electrical equipment e) Addresses of the places of manufacture of electrical equipment f) List of the Gulf or IEC Standards applied. g) Results of design calculations made; examinations carried out h) Description of the conformity assessment procedure followed i) Maintenance, use, installation instruction manual (Arabic and/or English

language) j) Test reports supplied by manufacturer for safety and EMC tests (in-house

accredited laboratories belonging to the Manufacturer, IECEE CB SCHEME certificate of conformity) with national deviations (the voltage and frequency of each Member State, as well as the type and shape of the plugs and socket outlets used in each state or any other national deviation stipulated in official national documents or standards).

8.2.4 Manufacturer Declaration of conformity. 8.3 Test plan:

a) If there is no test report introduced with the application TABSEER will introduce the test plan to the applicant including the EMC and safety standards and tests.

b) The Test Plan shall be prepared by the Certification manager and approved by the CEO before release to the Applicant. Test results obtained must be for a sample representative of production.

8.4 Testing subcontracting mechanism: a) If there is no test report introduced with the application TABSEER will use

subcontracted accredited lab to ISO/IEC 17025 which is listed in the Approved Subcontractor Testing Service records to carry out the tests.

b) The reference standards used within the testing lab report are GSO/IEC standards that on review is deemed valid by the Notified Body and covers the national deviations.

c) The testing lab will be chosen according to the scope of accreditation and geographically basis to reduce the shipping cost as applicable.

d) Periodically revision to the scope of accreditation validation with the new versions adopted by GSO and IEC.

e) The reference standards used don’t have a date of withdrawal within two (2) years. f) Applicant shall bear all of the cost related the product testing.

8.5 The Certification Manager will assign the project to responsible evaluator.

9. Conformity Assessment (Evaluation) 9.1 After testing the conformity officer will receive the test reports and include it to the

technical file of the requested application. Then send all documents to the assigned evaluator.

9.2 The evaluator shall perform conformity assessment (Evaluation) steps related to the certification scheme and within the notification scope.

8.2.1 Detailed documents review. includes the check up for Test Reports (EMC and Safety) parameters and results, done by accredited 3rd party Laboratory according to the specific technical regulations and applicable standards.

8.2.2 Evaluation of product the eligibility of the Product for certification to assure compliance according to GCC scheme.

9.3 Test reports acceptance and evaluation 9.3.1 TABSEER will accept to evaluate test reports providing the following

conditions: a) The test report is issued by accredited testing lab according to standards scope.

b) The test report is not older than 3 years. c) The test report covers the National deviations defined within Gulf Technical

Regulation for Low Voltage Electrical Equipment and Appliances, BD-142004-01 for the Gulf Region Countries

d) The reference standard(s) used have not a date of withdrawal within two (2) years.

e) TABSEER will accept test reports from IECEE CB. 9.4 The evaluation 9.4.1 If evaluation is pending for missing or invalid documents or other needed

information to complete evaluation; Additional Supportive Documents will be requested.

9.4.2 Evaluation includes analysis for the product risk assessment introduced by the manufacturer with Product Safety Verification through test reports provided on all safety Test parameters requested by GCC scheme.

9.4.3 If test reports are not complying with Standards; the Evaluator requests rectification of the non-complying aspects, then based on applicant confirmation of rectification, Collection of samples will be done to conduct the same laboratory tests again and for once.

9.4.4 Evaluation will be repeated upon applicant re-submission of needed documents/information.

9.5 Certification Review & Decision Once the evaluation activities completed product Certification Manager shall review all

information including Technical Documentation mentioned in the relevant Conformity Assessment Procedures and results related to the evaluation according to the GCC Regulation. The review will be carried out by person(s) who have not been involved in the evaluation process.

9.5.1 Recommendation of approval of Product certification: Product evaluation shows full compliance with applicable schemes/standards:

a) Application is initially approved by Conformity Officer. b) Recommendation for certification approval will be made by Certification

Manager c) Certification decision will be done by Decision Committee. d) Granting the issuance of Certificate of conformity, recognized by scheme owner

(GSO). e) Certified Products will be listed in TABSEER Certified Products registry. 9.5.2 Recommendation of rejection of Product certification: If the Product evaluation report shows non-compliance with applicable

schemes/standards, due to any reason preventing product from Certification: a) Application is declined by the evaluator. b) Recommendation for certification rejection will be made by Certification

Manager c) Rejection decision will be done by Decision Committee. d) TABSEER will inform client by an Official rejection statement (Letter of

certification Status) by e-mail stating the reason of rejection. 9.5.3 Certification Decision Maker is responsible for the final decision on

Certification. The decision process shall be carried out by a person or group of persons that has not been involved in the process of evaluation.

9.6 G-type Examination Certificate: 9.6.1 The certificate shall include the following: a) The name and address of the Certification Body. b) The date certification is granted. c) The name and address of the Importer / Manufacturer. d) The scope of certification. e) Certified product’ description, photo(s), model, certification number, etc. f) Validation period (3 years). g) The name and title of authorized signature. h) List of GSO countries considered. 9.6.2 Validity Certificate validity is 3 years GSO registration validity is 1 year

9.7 Rules for the Use of the GSO Conformity Tracking Symbol (GCTS) 9.7.1 GCTS for Certificate a) Configuration The GCTS for Certificates is composed by 3 elements as shown in figure 1

2- Certificate tracking number 3- The QR Code tracking the certificate

b) Location: The Notified Body shall download the GCTS that is generated by GSO Certificate

Tracking System and place it on the first page of the certificate to be readily available for the verification of the certificate by competent authorities in the GSO member states.

Any position in the certificate front page is acceptable, provided that all the requirements set by GSO rules of the use of GCTS are met.

c) Dimensions The downloaded GCTS doe certificate placed on the first page of the relevant

certificate with a minimum width of 4cm and a minimum height of 2.20cm

9.7.2 Use of for Certificates a) General Conditions TABSEER use the GCTS for certificates by issuing it after the positive

certification decision. TABSEER is responsible for the correct use and placement of GCTS for

certificates. The GCTS for Certificates shall not in any case be affixed on the products

covered by the Certificate. Any use of GCTS that might break the conditions of use laid down in these

rules shall be referred immediately to GSO. The GCTS used as generated and not used in conjunction with TABSEER logo

or any other trade mark. TABSEER is responsible to inform the economic operator to immediately cease

the use of the certificate and GCTS for products is deactivated. b) Suspension, withdrawal and termination of TABSEER certification activities Upon suspension or partial suspension related to specific category, TABSEER

will immediately cease all or related certification activities and registration of certificates in GSO certificate tracking system.

Upon reduction of notification scope, withdrawal of the designation, TABSEER will immediately cease issuing any certificate bearing the GCTS.

TABSEER has the right of appeal as details in the GSO procedure for designation of the conformity assessment bodies (NP-01).

Economic operators affected by the withdrawal or termination of the designation of TABSEER shall contact the GSO for necessary actions concerning their certifications.

9.7.3 Use of the GCTS for Products a) General Conditions GCTS shall be visible, legible, permanent (indelible and/or not easy to remove)

and readable by a scanner or reader application of a smartphone. GCTS shall be relevant to the certificate; they shall be supplied by the Notified

Body after the certificate issuance and its approval by GSO. GCTS shall only be used in connection with a product certified under the GSO

Scheme. GCTS shall not be used in conjunction with the logo/mark of the notified body,

or the logo/mark of the manufacturer, or any other picture or logo that could be misleading. No other images or writings shall be overlapping with the GCTS or compromise its visibility and readability.

The GCTS shall not be used in conjunction with the logo and/or brand and/or trademark of TABSEER.

b) Configuration The GCTS for Products is composed by 2 elements as shown in figure 3

1- Gulf Conformity Marking (G-Mark logo) 2- The QR Code tracking the Product

c) Location It is required by GSO regulations that are related to the product to affixed the

GCTS for product on the product rating plate or marking label, in not allow the addition for lack space, it is allowed to affix on the product body itself.

The GCTS shall be visible on the outside surface of or under an easily accessible part of the main body of the product and not o additional parts and accessories,

For products formed by 2 or more main functional units identified by their independent plates, the GCTS will be put on all units.

GCTS shall be affixed to the product packaging, and if there is more than one level of packaging the GCTS shall be affixed on all levels to be readily available for surveillance.

When the dimensions and/or nature of the product don’t allow to affix the GCTS as defined in the above requirement, the GC marking (G-Mark logo) alone is

acceptable, if this is not possible, the complete GCTS on the packaging alone is enough.

GC marking (G-Mark logo) or complete GCTS for products can be put on the instruction manual accompanying the products on a voluntary basis.

The conformity marking shall be clearly affixed, legible, legal and not to be easily removed.

proportions, provided in the following figures, shall be respected. The minimum dimension shall be as shown in Fig. 4a and 4b

Fig. 8b: GCTS on background 9.8 Suspension, Withdrawal, Termination, Expiry of Certificates 9.8.1 When the certificate covering the products marked with the GCTS is suspended

or withdrawn by the Notified Body the economic operator shall immediately cease to use the GCTS.

9.8.2 In case of suspension, the GCTS may be used again only when TABSEER confirms in writing that all the issues are solved, and the certificate has been re-activated.

9.8.3 In case of withdrawal, termination or expiry of the certificate the certificate holder shall immediately cease to use the relevant GCTS until a new certificate is issued and approved by TABSEER.

9.9 Manufacturer / Importer Conformity Declaration 9.9.1 The Manufacturer / Importer shall draw up a written declaration of conformity

in both Arabic and English for each LVE in accordance to Annex 5&6 of the Technical Regulation, and shall keep it among the technical documentation at

the disposal of the national competent authorities in the Member States, for 10 years after the LVE have been placed on the market.

9.9.2 A copy of the Declaration of Conformity shall be kept by TABSSER and made available to the relevant national competent authorities in the Member States upon request.

9.10 Directory of certified products The Certification Manager maintains and updates information on certified products

which contains the following under the Directory of certified products a) Identification of the Applicant b) Identification of the product such as model number & description c) Certificate number of certified products, issue date, expiry date. 9.11 Surveillance 9.11.1 Market surveillance a) Member States shall organize and perform surveillance of LVE placed on the

market in accordance with the requirements of the Technical Regulation in force.

b) Market surveillance authorities may request a Certification Body to provide information relating to any “GCTS” / “G-type examination” which that body has issued or withdrawn, or which relates to any refusal to issue such a certificate, including the test reports and technical documentation.

c) If a market surveillance authority finds that a LVE is not in conformity with the requirements set out in the Technical Regulation, it shall, where appropriate, instruct TABSEER to withdrawn the “GCTS” / “G-type examination” in respect of that LVE.

9.11.2 Random check on use of Certificate & Conformity Marking TABSEER representative shall randomly check the validity of “G” Mark in the

market with at least 3 certified products twice per year. The results shall be kept by the Certification Body. If there is any query, the Conformity officer shall contact the Applicant for clarification.

9.12 Changes affecting certification 9.12.1 When the requirement of certification scheme, GCC Technical Regulations,

particular safety requirements / standards updated, that may affect the certification activities or certified products. The certification manager shall

review the changes and notify the affected Applicants according to the Directory of certified products no later than three months written notice (or otherwise specified by the Regulations) to allow for clarification and implementation.

The effective date of implementation depends on the Regulations or defined by the Certification Body. The Applicant shall base on the changes to review the necessity of modification of certified product to meet the new requirements.

TABSEER shall consider other changes affecting certification, including changes initiated by the Applicant, and shall decide upon the appropriate action.

The actions to implement changes affecting certification shall include evaluation, review, decision, and issuance of revised formal certification documentation to extend or reduce the scope of certification.

9.13 Termination, suspension or withdrawal of certification 9.13.1 When nonconformity with certification requirements is substantiated, either

as a result of surveillance or otherwise, TABSEER shall consider and decide upon the appropriate action as following:

a) Continuation of certification under conditions specified by the Certification Body.

b) Reduction in the scope of certification to remove nonconforming product variants.

c) Suspension of the certification pending remedial action by the Applicant. d) Withdrawal of the certification. 9.13.2 If certification is terminated (by request of the Applicant), suspended or

withdrawn, whether voluntary or imposed, the formal written notice / confirmation shall be sent to the Applicant by the Conformity officer.

9.13.3 TABSEER shall have the right to withdraw the “GCTS” or “G-type examination” by informing the Applicant in writing in the following cases:

a) If the surveillance shows that the nonconformity is of a serious nature. b) If the Applicant fails to fulfill its financial obligations. c) If there is any other contravention of the certification agreement. d) If inadequate measures are taken by the Applicant in case of suspension. 9.13.4 The Applicant shall have the right to give notice of appeal, and TABSEER when

considering the appeal may or may not (depending on the nature of the case) decide to proceed with its decision to withdraw the “GCTS” or “G-type examination”.

9.13.5 Further, the “GCTS” or “G-type examination”” may be withdrawn in the following cases:

a) If the Applicant does not wish to prolong the certification. b) If the Standards or rules are changed and the Applicant will not or cannot

ensure conformity with the new requirements within the time limit. c) If the product is no longer made or the Applicant goes out of business. d) On the grounds of other provisions certified in the Certification Agreement. 9.13.6 The applicability of the Certification to a specific product may be suspended

for a limited period, and no more than 60 days, in the following cases: a) If the surveillance shows Major Nonconformity with the requirements of such

a nature that immediate withdrawal is not necessary.

b) If a case of improper use of the certificate (e.g. misleading publications or advertisement) is not solved by suitable retractions and appropriate corrective actions by the Applicant.

c) If there has been any other contravention of the Scheme or the procedures of the Certification Body.

9.13.7 TABSEER shall indicate under which conditions the suspension shall be removed.

9.13.8 The Applicant must forth with stop to use the GCTS for those certified products and recall the certified products if needed according to the instruction from the Certification Body.

9.13.9 If certification is reinstated after suspension, the appropriate action includes evaluation, review and certification decision shall be fulfilled. Tabseer shall make all necessary modifications to formal certification documents, the status of Directory of certified products shall be updated at once and notify the Applicant the suspension to be removed and update the GSO accordingly.

9.14 Records Retention TABSEER shall keep all certification records, including original records of evaluations

and certification documents, when the certificate issued remains valid and for an additional period of at least 10 years from the date the certificate is withdrawn for whatever reason.

9.15 Misuse of a “GCTS” or “G-Type examination certificate” 9.15.1 The Applicant shall have the right to publish the fact that a “GCTS” or a “G-type

examination” is issued for its LVE to which the Certificate applies. 9.15.2 In every case, the Applicant shall take sufficient care of its publications and

advertising that no confusion arises between certified and non‐certified products.

9.15.3 The Applicant shall not specify or make any claim in user information that could lead Purchasers to believe performance or usage of the product(s) not covered by the Certification.

9.15.4 TABSEER should take action when unauthorized, incorrect, or misleading use of the “GCTS Certificate” or “G-type examination” is found.

9.15.5 Incorrect references to the certification system or misleading use of certificates found in advertisements, catalogues, etc., shall be dealt with by suitable actions, which could include legal or correction action or publication of the transgression.

9.15.6 The Applicant should take immediate corrective action(s) as per instruction from TABSEER.

10. RENEWAL 10.1 GCTS and/or G-Type examination certificate should be renewed 2 months prior expiry.
