CHAIRMAN ’S MESSAGE
One & half year from now, when I was serving as Advisor to Chief
Minister Sindh for Relief Department. In that capacity I had seen dif-
ferent issues faced by communities due to floods, heavy rains and epi-
demic. During the period I also had opportunity to see Keenjhar Lake
poisoning issue, which had caused disastrous situation, killing flora
and fauna, damaging rich ecosystem of Pakistan’s biggest sweet water
reservoir. The incident was written into detailed report and issue was
taken higher level. Same report was shared with then President of Is-
lamic Republic of Pakistan, Chief Minister of Sindh, concerned de-
partments and stakeholders. The issue of Keenjhar Lake depletion has
continued threats to people depending on this sweet water reservoir.
Previous governments had already made inquiry committees, but even after those all previous ef-
forts no particular action has seen yet. In September 2013, I saw that the issue is still not solved and
Keenjhar Lake is continuously been depleted from Kotri Industrial waste and domestic waste in-
cluding affluent of Nooriabad Industrial Area and domestic waste of 39 villages around the lake
and agriculture runoff of agriculture land around it. Its been ten years the issue is being reported in
media and local people also protested.
It was also seen that the Combined Affluent Treatment Plant (CATP) at Kotri S.I.T.E was not op-
erational and it leaked on its first test run. During this situation, Managing Director Karachi Water
and Sewage Board given statement that poisonous combined affluent of Kotri Industries is being
sent to Keenjhar Lake through Kalri Baghar Feeder. Just after few more days Additional Secretary
of Ministry of Industries and Commerce claimed that affluent can not be shifted to other areas ex-
cept Kalri Baghar Feeder. Due to the situation, contaminated water is being supplied to 23 million
population.
Depending on previous research and media based reports, including local information, I planned
fifteen days detailed visit to find out causes of Keenjhar Lake depletion and remained in field. Dur-
ing visit I was in direct contact with local people, civil society and local media.
Keenjhar Lake contamination is national issue and may become national security concern. I have
immediately taken this issue with serious efforts. I have requested provincial and national govern-
ment functionaries and Chief Justice of Pakistan to take Suo Moto action. If this issue is not re-
solved as soon, I will file a petition against responsible persons and industries involved. Because
water is precious asset and all beneficiaries of Keenjhar Lake can not afford buying mineral water. I
will keep working on my mission until millions of people get clean drinking water.

EXECUTIVE SUMMARY
It’s been ten years long history of different episodes of reports been observed in media and dif-
ferent issues has been discussed regarding sustainability of Keenjhar fresh water lake and its biodi-
versity. Even the issue has not raised up to the desired level and it was not given serious look after,
which must be raised in provincial and national forums. Keenjhar Lake as one of national fresh
water resources, it has been continuously depleted from urban and industrial waste from Kotri, ag-
riculture runoff of lands surrounding Keenjhar Lake and waste produced on recreational sites
along with torrential stream of Loyach Nae from Nooriabad full of industrial waste of 61 opera-
tional industries at Kallu Khuhar Dam. Kotri Industries are comprising over 80+ industries dump-
ing affluent into Kalri Baghar Feeder.
The industries use of ground water and dumping strategy is creating health problems, as pollut-
ants and chemicals are entering groundwater beyond permissible limits in both Kotri and Nooria-
bad industrial area. This problem is creating serious issue in many parts of Kotri, Thatta, Nooria-
bad, Gharo, Dhabeji and Karachi.
Keenjhar Lake is designated Ramsar Site under Ramsar Convention in 1971. It was planned to
prepare working wetland management plan which is a dream to come true. Yet Keenjhar Lake is
not planned as per international and national standards. Proper management of water should be
done under controlled standards and it all depends on our laws, policies their implementation and
above all our seriousness. While no serious attention has been paid by any government whether
federal or Provincial with the result that there are no operational treatment plants at identified
points where waste water accumulates and then is discharged into irrigation water.
According to teaching of the Holly Prophet (PBUH) we must use Pak water for Taharat and
Wuzu. It is important that obligations for religious purpose should be maintained, where as reser-
voir contains domestic waste from colonies of Kotri named Khuda Ki Basti, Bihar Colony, Khan-
zada Colony, TB Hospital, Sikandar Abad, Gharibabad, Telegraph Colony and half of Kotri City.
Moreover domestic waste is also being thrown from Nooriabad Town and its suburbs, including
39 villages surrounding Keenjhar Lake. People consuming water from reservoir are at high risk of
Calera, Typhoid, Diarrhea (Bactarial and Amoebas), Polio, Hepatitis A and E.

Keenjhar Lake reserves water for short period of time and then same water is supplied to Thatta and
Karachi. One should see the quality and cleanness of water that whether it should be used for drinking
and religious purpose or not.
The flaws found within the system are eminent and well aware to the authorities. Therefore it is impor-
tant to establish a support bridge between decision makers, industrialists, law enforcement agencies,
community and other line departments to share responsibilities all together.
Pollution has become so bad that is an increasing threat to human and aquatic life and our wildlife. Ag-
riculture runoff , untreated sewage and domestic waste water and industrial affluent, those include un-
stable quantity of heavy metals, those are combined to degradation of Keenjhar ground, relative con-
tamination of flora and fauna. Due to day to day growth in contamination it is difficult to produce and
filter water with good taste and smell.
Public participation and activism is key to successful resurgence of Keenjhar Lake and permanent re-
lief to 23 million population depending on the reservoir. Departments those are of major concern for
survival of Keenjhar have to start coordination and to act as catalyst in timely resurgence of the reser-
voir. Irrigation Department has to save its water channels from pollution caused by adjacent towns and
industrials states. Local Government Department has to take care of urban waste that should be channel-
ized to other safer areas away from natural streams and irrigation systems. Industries Department should
regular check on industrial management including dumping of waste into valuable systems. Fisheries
Department should maintain check into healthy and favorable environment for aquatic system. Sindh
Tourism and Development Corporation should rebuild environment friendly and set standard recrea-
tional spot for visitor and awareness campaign to keep the lake view safe. Environment and Alternate
Energy Department should raise awareness on importance of our wetlands and start regional consulta-
tions to engage stakeholders and share their responsibilities. Civil Society have to intervene and raise
awareness on issues pertaining to Keenjhar Lake. Public health engineering has to is depending on irri-
gation system to provide water, but there are improper measures resulted into increased epidemics and
prominent diseases.
Due to the seriousness of issue, Pakistan Relief Foundation has taken pro-people initiative and started
a campaign against causes of depletion and a major threat to fresh water wetland, one of major national
assets supporting 23million population. It is high time to start activism against the responsible people
and industries.

Keenjhar Lake or Kalri Lake is located 22km away from Thatta, 122km from Karachi and 80km from Hyderabad. On its west there is River Indus, on North there is Nooridabad and Thatta is on west of lake.
Keenjher lake is an extremely beautiful blue water lake which It plays an important ecological role in the functioning of the In-dus River. It is extremely important for a wide variety of breed-ing, passage and wintering water birds. The mid-winter water bird counts of the late 1980s averaged 140,000 birds per win-ter.
The lake is water source for 78% of Karachi through two out-lets from Chillia. Keenjar Lake is one of biggest fresh water ecosystems in Pakistan and one of significant national assets. The lake is an important site, it was declared as wildlife sanctu-
ary in 1977 under Sindh Wildlife Protection Ordinance.
Keenjhar is also given a profound designation as Ramsar Site under Ramsar Convention in 1971. The lake is lo-cated in 24-15 to 25-30 N and Longitudes 67-30 to 68-15 E. The Lake has taken such importance due to irriga-tion development of Kalri Baghar Feeder from Kotri Barrage to the lake. The lake is a combination of Sonehri and Keenjhar Lakes.
The lake has several attributes including recreation, fish industry, tourism, wildlife, flood mitigation and water recharge on ground and water supply to Karachi metro-
politan city. The lake has a great potential to serve as reservoir for runoff of torrential streams from Kheerthar Range through Loyach Nae, Haroolo
Nae and Bari Nae. Keenjhar was once a livelihood source of 70,000 population, now majority of peo-ple have shifted to earn from other livelihood sources instead of fishing.
Having this much potential and multiple uses Keenjhar is lacking basic management plans for tourism, water storage, fishing and crop yield. The lake is also a historic part of our culture and it have also been given and praised through different poets.

A Beautiful View of Keenjhar Lake
Keenjhar Lake carries bacterial loads, which were significantly higher than the recommended load to the natural ecosystem. This also carries Phenol, Chromium, Cadmium, Nickel, Mer-cury, Cyanide and Faecal Coliform. These chemicals combined with the sewage discharged by the town end up in Keenjhar Lake. Seasonal streams (hill torrents) also carry untreated effluents from the Nooriabad Industrial Area. There are 113 industrial installations, while only 61 are operational and without treat-ment system. The toxic waste from
cotton factories, steel factories, textile mills and chemical plants. It is also found that the agriculture land also throws pesticides into the reservoir. The case with Kotri and Nooriabad industrial waste is poor as it should ones separate organic and inorganic compounds from the industrial waste rather diverting the same to another area. Making the treatment system more functional there are lesser chances of depletion. Kotri urban and industrial waste has also geographic potential to shift its waste to adjacent Nae Baran which may decrease its af-
fluent downpour to KB Feeder. Civic sense of those using Lake for their recrea-tional purpose, those who come on Na-tional Days and every weekend, millions visitors have resulted into mismanage-ment of recreational site. It was seen during visits that vehicles of cement loaders, trucks, containers into knee-deep water and LTV’s are being washed without any restriction, while the polythene and empty cans are thrown here and there. The departments of fisheries, irrigation,

Karachi Water and Sewerage Board, Sindh Tourism Development Corpora-
tion and wildlife are sole re-sponsible for looking after and proper management of lake. It is irony of fate that every one of them is working, but in isolation. Due to absence of a working coordination mechanism to save the lake we have already increased major threat to sys-tem. This was also done with Manchar which was considered to be one of Asia’s largest fresh water lake in Asia. Sindh had notified Keenjhar Lake, among others, as a pro-tected wetland under the Ram-sar Convention. Ramsar Site should be planned and due to its environment health, Keen-jhar may strip off from Ramsar Designation once it’s de-
graded. This will happen
because of mismanagement
and due to non functionality
of site specific wetland

Keenjhar had supported livelihood of 70000 people living around it 20 years ago, but these days around 10000 or lesser people has left with fishing practice. Keen-jhar Lake has potential for better utilization due to its water and ecotourism, due to its importance in the region, it should be protected. In Nooriabad 61 operational industries waste dumps into Loyach, Ajikar and Haroolo Nae and drains by episodic torrential gush. Major threats measured from Nooriabad, domestic waste of Kotri and affluent of 80 industries of S.I.T.E Kotri, pollutes Keenjhar Lake. According to SUPARCO’s water quality assessment and characterization of toxic-ity of Keenjihar lake conducted in June 2012, it states conclusion of results that Kalri Baghar Canal and Haroolo Drain are two major sources of pollution accu-mulating in the lake and are becoming threat to both lake aquatic life and human population relying on the lake water for drinking purposes. It was irony of fate that the band at south-west of Nooriabad at Kallu Khuhar was planned to store water but it has turned into dumping area for industrial waste for 7 years. Several points are identified for installation of treatment plants, but neither fed-eral nor provincial government is acting seriously on the issue and propose man-agement of waste from Industrial installations and domestic waste. While it is found that government has scarce funding for treatment plants.

It was found during the visit, around 1.15lac population of Nooriabad are vulnerable to water borne diseases. While the same industrial discharge combined from Kallu Khuhar Dam is being discharged in each episode of rain. There are 39 small and large village around Keenjhar Lake, those lie in union councils, Sonahri, Ghandri, Chakro, Hillaya, Moldi, Chillya, Khambo and Chull are using wide pests for their agriculture purpose which is also cause of depletion. It is high time to look after 2.3cror peoples and save them from contaminated water. Increasing water inflow of lake which may potentially lower down toxicity. It was seen that the contractor of Kotri Combined Affluent Treatment Plant (CATP) has been benefited with secu-rity deposit before trial period of newly constructed plant. The contractor is further trying to get another contract an making more money out of existing scarce source of funding available for CATP. The project has been planned in 2010 and it was contracted in 2011 to be completed in 11 months. The caretaker government of Sindh inaugu-rated it in May 2013. Still plant is not tested and completely repaired on prescribed timeframe.

KALLU KHUHAR A DAM OF DEATH
Kallu Khuhar Dam is located within torrential stream of Loaych from Kheerthar Range and heading to Keenjhar Lake a prominent fresh water reservoir a biggest source of drinking water to Karachi and Thatta. The Dam is physically situated in 25° 6'55.17"N, 67°47'9.67"E. The primary objective of dam was to store rain water from Kheerthar Range and use it for agriculture and drinking purpose for people living in the vicinities. However the dam has become a dumping drain of industrial chemicals and toxic waste of 63 operational industrial units out of 113 in Nooriabad industrial area. As per water samples collected it contains toxic waste, chemical waste, indus-trial solid waste, and municipal solid waste of 100,000 population. The waste is dumped by the industrial units through point sources and nonpoint sources which has polluted groundwater, causing lesser availability of fresh water to locals and huge contamination to Keenjhar lake.
The dam has become a “Dam of Death”, apart from polluting the fresh water reservoir and ground water. It has significant dependency of local scattered settlements of communities such as Palaris, Khaskhelis and others.
It was seen in different visits to the Kallu Khuhar Dam that local communities are experiencing serious health hazards, which are also cause of death for many amongst them. Therefore a medical camp was organized by Paki-stan Relief Foundation. Population was given free medical consultation and medicines under the guidance of skin specialists and general physicians. It was seen out of approx 1000 population treated 500 (mostly children) were diagnosed of serious skin diseases, cancer and TB. The locals of village Matko Khan Palari and vicinities of Deh Kallu Khuhar, Nooriabad, while talking to the Chairman PRF Mr Haleem Adil Sheikh complained of various dis-eases amongst children, women and elderly people, caused by the toxic industrial waste being dumped into Kallu Khuhar dam. They urged the chairman PRF to take-up the issue with the higher authorities to save them from serious diseases.
Mr Haleem Adil Sheikh in his statement in an open meeting or Khulli Kachahri which was held in Village Faqir
Mohammad Palari called upon the Government of Sindh to take stern action against industrial units which are
dumping the toxic waste into natural water streams, causing serious health hazards and polluting the water of
Keenjhar Lake.

RECOMMENDATIONS
Pakistan Relief Foundation recommends starting working coordination initiatives and all we can do is to get in-volved together with all the stakeholders, including the government functionaries and local communities, through this we can play a role in rehabilitation and conservation of the Lake and save millions from threat and before it becomes a National Security Concern.

3. Industries Department should regular check on industrial management including dumping of waste into valu-able systems.
4. Fisheries Department should maintain check into healthy and favorable environment for aquatic system.
5. Sindh Tourism and Development Corporation should rebuild environment friendly and set standard recrea-tional spot for visitor and awareness campaign to keep the lake view safe.
6. Environment and Alternate Energy Department should raise awareness and start regional consultations on im-portance of our wetlands and engage stakeholders and share their responsibilities.
7. Civil Society have to intervene and raise awareness on issues pertaining to Keenjhar Lake.
8. Immediate takeover of combined affluent treatment plant and joint stakeholders committee may also be help-
ful for timey action. 9. National and international non governmental organizations may also be contacted to come forward and help
setting up small projects particularly in the areas which have been neglected.
10. Federal Government should also come forward to setup combined water treatment plants in industrial sites.
11. Public health engineering should ensure availability of fresh water supply, functional water sani-tation systems and proper management of waste water towards distant allocations away from irrigation channels.
12. Karachi Water and Sewage Board may takeover affluent treatment schemes and install machin-ery at water inlets of Keenjhar from Nooriabad industries and Kotri industries.
13. The government has to look into controversy and work on possible ways to make treatment plant operational
on time. 14. Government should start monitoring of construction and its contracts and make an accountability to benefit
our people depending on it.
