    NSW Health Process of Facil ity Planning (POFP)

    PURPOSE

    The NSW Process of Facility Planning (POFP) provides a robust framework for planningand procuring capital infrastructure across the NSW public health system. It comprisesfour sequential and inter-connected stages:

    Stage 1 Service Procurement Plan (SPP)Stage 2 Project Definition Plan (PDP)Stage 3 Project Implementation (PI)Stage 4 Post Occupancy Evaluation (POE)

    MANDATORY REQUIREMENTS

    The NSW Health POFP is mandatory for planning and procuring of all health care

    facilities capital projects in NSW.

    The POFP is integrated with the NSW Governments mandatory whole of governmentapproach to the efficient allocation and use of health resources, which includes:

    The NSW Government Total Asset Management (TAM) policy which provides NSWGovernment agencies with a systematic approach for planning and managing assetsto meet service delivery priorities and strategies. TAM strategies are an integralcomponent of the NSW Treasury budget process and input to the StateInfrastructure Planning.

    Robust processes for the planning, implementation and evaluation of capitalprojects.

    Independent reviews at key stages in the procurement process to assess whetherthe processes used to develop and implement a project are sound, and to achievesystematic improvement in the procurement process.

    Project monitoring and reporting requirements between NSW Government agenciesand NSW Treasury at key points in the procurement cycle.

    IMPLEMENTATION

    Background

    The POFP has been updated in consultation with NSW Government agencies and allArea Health Services / Health Services. The aims of this update have been to maintaina POFP which:

    Is user friendly and a valuable resource to stakeholders engaged in the POFP;

    Is aligned with the NSW Governments Procurement Policy;

    Clearly articulates the revised governance arrangements for managing capitalprojects. This includes the establishment of Health Infrastructure to manageprojects $10 million and above while the NSW Department of Health continues tomanage projects less than $10 million.

    Roles and Responsibilities

    All participants involved in planning and procuring of capital infrastructure across theNSW public health system must ensure that the POFP is complied with.

    POFP guidelines have been developed for projects valued less than $10 million, andprojects valued $10 million and above (in full and summary versions). The StrategicProcurement and Business Development Branch, NSW Department of Health, isresponsible for maintaining the POFP.
