8.1 Staging and prioritisation 8.2 Detailed planning and design phase

The THALP forms part of a business case, which is to seek funding to implement the plan. Initiatives range from simple upgrades to maintain safety and current operations, through to more ambitious projects. In order to build on Tower Hill Reserve’s brand and identity, and realise the full potential of tourism and investment opportunities, a staged approach is recommended.

As the project initiatives form building blocks to achieve the overall vision and principles, further consideration must be given to staging and prioritisation, to gain the greatest benefit based on the required capital investment.

It is anticipated that a significant level of investment will be required to deliver the initiatives of this plan, which may be achieved through different delivery models, which is still to be determined.

That said, continued oversight by the PCG and other key stakeholders during the implementation phase, will ensure coordinated action, to realise the benefits of this strategic plan.

The THALP is a strategic document, setting out a vision and recommended direction for the Tower Hill Reserve. It is not intended to provide a design for future infrastructure and facilities, nor extensive detail on the proposed initiatives/projects. Once endorsed and funding is available, further investigations, strategies, planning and detailed design tasks shall be required to enable the key and supporting initiatives, including all necessary approvals and permits. Further consultation with the general community and stakeholders shall also be required, prior to implementation.

It is also expected that the master plan may need to be refined and/ or revisited upon completing the Cultural Heritage Management Plan and other technical investigations and strategies (as outlined in Section 6.4). These studies are likely to yield further detailed information, which was not known at the time of drafting this plan and may influence the recommendations made.

8.3 Approval pathways

Based on the initiatives recommended within the THALP, a preliminary review of the regulatory framework and planning scheme has been undertaken to identify:

• Potential planning and environmental approvals that are likely to be required; and

• Obstacles to implementation.

Further detailed planning investigations shall be required prior to and during the detailed design phase for the project, to confirm the location and potential impact of each project and approval pathways. However, a preliminary summary of approval triggers, relevant to the project is outlined in Section 3.4.

The above is based on a review of the Moyne Planning Scheme current zoning and overlays that apply to the site. It assumes that there would be no changes to the existing provisions that apply under the scheme.

8.4 Next steps

Once approved by Parks Victoria and Minister for Energy, Environment and Climate Change Office, the Draft THALP shall be exhibited for public review and comment.

Protecting Victoria’s Environment - Biodiversity 2037

SUMMARY The Victorian Visitor Economy Strategy Action Plan (VVESA) sets the overall direction and framework to grow Victoria’s visitor economy over the next 10 years. The goal of the strategy and action plan is todiversify the range of experiences that attracts more visitors and drives jobs and investment across the state.

Protecting Victoria’s Environment - Biodiversity 2037 is the Victorian Government’s ambitious plan to stop the decline of our biodiversity and achieve overall biodiversity improvement over the next 20 years.

It makes the case for increased effort, and defines a modern approach to managing biodiversity withinVictoria’s regions. The plan establishes a long-term vision and goals.

RELEVANCE TO THALP

$20 million has been committed to Parks Victoria for the management of forests, parks and public land. Priorities identified in the VVESA that are relevant to the THALP include:

1. Attract more private sector investment;

2. Build on the potential of regional and rural Victoria

3. Maximise the benefits of events

4. Improved experiences for visitors from Asia

5. Better tourism infrastructure

Healthy biodiversity is seen as important to Victoria’s tourism - our parks alone bring in $1.4 billion each year, through nature-based tourism. Recommendations for THALP are seen to contribute to the vision for Victoria, ensuring “biodiversity is healthy, valued and actively cared for”.

SUMMARY This Implementation Framework is a comprehensive action plan that will deliver on the Victorian Government’s environmental agenda to prioritise the care and protection of our natural environment.

The framework highlights key actions that will help implement the priorities of the Biodiversity 2037 Plan over the next four years.

The regional statement is about creating jobs, providing a better start for young people, and supporting a brighter future for families and communities. The statement establishes nine new regional partnerships across the state.

RELEVANCE TO THALP

Relevant priorities that should be considered as part of the THALP include:

Priority 3 - Raise the awareness of all Victorians about the importance of the state’s natural environment

Priority 4 - Increase opportunities for all Victorians to have daily connections with nature

Priority 5 - Increase opportunities for all Victorians to act to protect biodiversity

Priority 17 - Deliver excellence in management of all public land and water

The key drivers identified for the Great South Coast include Agriculture, tourism, retail trade, healthcare and social services.

The Victorian Government will work to improve facilities that encourage visitors to stay longer and contribute more to the local economy, improve educational attainment outcomes andstrengthen communities (those that are considered disadvantaged).

Regional drivers and other economic factors have been considered as part of the THALP.

TITLE Victoria’s 2020 Tourism Strategy Victoria’s 30-Year Infrastructure Strategy

SUMMARY Victoria’s 2020 Tourism Strategy is a whole of- government document providing a clear vision for how the tourism industry can increase its economic and social contributions to the state. The strategy provides a long term framework that takes into account current and emerging trends and sets out seven key priorities for growing the Victorian tourism sector.

This is Victoria’s first ever 30-year infrastructure strategy. It is a state-wide, evidence-based plan covering all types of infrastructure. It sets out a pipeline of initiatives to be delivered over the next 30 years to help create the best possible future for the state.

RELEVANCE TO PROJECT

The strategy highlights that the success of the tourism sector is underpinned by building stronger relationships between regional areas, to ensure state-wide priorities are met and regional tourism is actively supported. Distant regions, located more than 2.5 hours from Melbourne, typically experience a sharper decline in visitation than regions surrounding Melbourne. Through its 7 key priorities, the strategy explores opportunities for the regional tourism.

The strategy sets out 19 “needs” for the future of infrastructure in Victoria. The items relevant to the THALP include:

TITLE Sustainable Hunting Action Plan Valuing Victoria’s Parks

SUMMARY This plan highlights four key objectives for the continuation of hunting in Victoria, and for it to remain a safe, responsible and sustainable recreational activity. These are as follows;

1. Promote responsible hunting;2. Maximise the economic, environmental and

social benefits of hunting to Victoria;3. Improve hunting opportunities; and4. Ensure that game hunting remains sustainable

Victoria’s parks are highly valued by the community and visitors. They provide open space, stunning landscapes, habitats to protect flora and fauna and areas to conserve cultural heritage. Parks Victoria and the DELWP have used an internationally recognised framework to develop robust methods to quantify the benefits that parks and their ecosystems provide to the Victorian community.

RELEVANCE TO PROJECT

Key actions relevant to this plan are as follows:

TITLE Economic Development and Investment Strategy

Great Ocean Road Action Plan

SUMMARY The Warrnambool Economic Development and Investment Strategy was developed byWarrnambool City Council with input from many of business and community leaders within the community. The purpose of the strategy is toprovide direction and promote a range of initiatives, to ensure continued growth and prosperity of the local economy.

This action plan is the Victorian Government’s response to the Great Ocean Road Task Force Co-chair Report, recommending reforms to management arrangements of the Great Ocean Road region, its land and seascapes.

RELEVANCE TO PROJECT

Some of the initiatives outlined in the document will have positive impacts that will extend well beyond the City of Warrnambool and benefit the Great South Coast region. Priorities for achieving the vision for Warrnambool have been categorised into five key areas. The area and initiatives most relevant to this project relate to visitor economy and regional city liveability.

This document has been considered with respect to tourism opportunities within Tower Hill Reserve.

The Great Ocean Road Action Plan is guided by five objectives. The objectives relevant to the THALP include:

• Objective 2: Increase Traditional Owner inclusion

• Objective 3: Protect distinctive areas and landscapes

• Objective 4: Grow the local, state and national visitation economies

• Objective 5: Modernise governance

The action plan highlights key actions within these objectives. The relevant actions include: Action 5 - work closely with local communities; Action 6 - Traditional Owner capacity and action and Action 14- Sustainable tourism.

The plan has been duly considered, in preparing the THALP.

Activation and Linkages Plan, 2020 response

Visitor and Education Services

Necessary improvements to visitor and education facilities and services at Tower Hill Reserve are limited by competing demands in Parks Victoria for financial resources.

The reserve will be managed to ensure that visitors have a high quality experience. The reserve’s key values will be supported by well-maintained facilities, and quality web- based education material and on-site interpretation.

A number of core upgrades are highlighted in the THALP to improve basic facilities and therefore visitor experience.

Land Management and Site Protection

Current land management (weed and pest control, re-vegetation and wildlife management) suffers from lack of agreed objectives and is regarded as unsatisfactory.

Tower Hill Reserve’s key values will be protected. Clear land management and site protection priorities will be established in consultation with the Advisory Group to guide future activities at Tower Hill Reserve.

A caring for Country program is proposed as part of the THALP, which is designed to address land and site management issues and promote shared ownership and responsibilities.

Use of Visitor Centre

The Natural History Centre has potential to attract more visits and provide a stronger focal point for interpretation, education, sales and possibly refreshments and tours.

Parks Victoria will work to ensure that quality interpretation services are provided in the centre. Where possible, Parks Victoria will support activities that increase the staffing of the centre (by partner agencies and volunteers) and the quality of interpretativematerial on offer.

Further improvements are proposed to the Robin Boyd building (the visitor centre) to provide even further interactive and engaging displays, and the significance of the site to Eastern Maar, its values and living culture.

To provide a better experience, a new kiosk facility is proposed, providing further space within the visitor centre for displays and information services.

Image, Activities and Marketing

There is a perception that the image of the reserve has declined locally and new initiatives are needed to improve its profile,

e.g. new name, improved road signs and entry, activity programs, events and festivals and cooperative marketing.

Parks Victoria will endeavour to reinforce and improve the existing visitor focal point in the reserve. Parks Victoria will also work to improve the accessibility of Tower Hill Reserve and marketing/ promotional activities that reinforce the reserve’s key values.

The plan highlights ways to improve the profile and image of the reserve, and marking / promotional opportunities with other parties.

Initiatives are aimed at improving linkages to the local, Great Ocean Road region and Eastern Maar Country. Working in partnership with relevant local and regional organisations, the THALP identifies opportunities to tie together, cultural and other visitor experiences offered within the broader region.

Management Partnerships

Several potential management partnerships have been identified, involving continued management by Parks Victoria with the cooperation of local councils, groups and organisations.

Parks Victoria will work to formalise the community engagement process and will act as a coordinating body to ensure that community efforts are appropriately guided and supported.

New partnership models will be explored in the business case and plan to ensure that key stakeholders are a part of any future development
