RECOMMENDATIONS
GRAND YORK RITE OF FLORIDA – 2013-2014 PROCEEDINGS Page 15 of 61
1. Continue to support Cryptic Masons Medical Research Foundation (CMMRF) with Table
Councils and other fund raisers. This is the best way to raise funds for our charity and have fun
and fellowship at the same time. Be sure to invite your ladies and non-York Rite Masons to
participate.
2. Council Members should review the Mentors Program that is posted on the Florida York Rite
Web Site.
3. Recommend representatives of each of our Cryptic Districts to participate in the Massing of the
Colors in Cocoa, Florida at Eastern State College on Veterans Day, organized by Lt. Col. Henry
Adams, retired Army, and our very own Right Emanate Grand Commander.
4. Recommend that subsequent Grand Masters continue to support the use of a Prompter at the
Council Meetings to assist the Illustrious Masters in preserving the solemnities of our ceremonies,
and behave in open Council with the most profound respect and reverence, as an example to your
Companions.
ACKNOWLEDGEMENT AND CONCLUSION
I would like to thank our Florida Council members for electing me to this position. What a
wonderful experience and a great opportunity to meet and work with all of our Companions
throughout Florida. I wish a very big thank you to Most Illustrious Past Grand Master Charles
Hollinger for his advice throughout this Cryptic Year. It has been invaluable. I would also like to
thank the great support from Most Illustrious Past Grand Masters Paul Friend, Don Harriott,
Richard Agster, and Richard Foreman. Your friendship and advice has been invaluable. Right
Illustrious Jerry McKinnon for participating with me at the Massing of the Colors at Easter State
College on Veterans Day. To companion Ben Holland for accompanying and sharing the driving
with me to the North Carolina Grand Convention. To MIPGM Ron Blaisdell for setting up the
Florida Grand York Rite Web Site and maintaining it for those many years, with the assistance of
Companion Cory Kosciuszko and many others. Look to the future my Brothers as we evolve into a
NEW web design that Companion David Aponte has visioned and documented, to include on line
training classes, with the design talents of Companions Ricardo Parente, Patrick Velasquez and AJ
Ahrens III.
In closing, I would like to give thanks to my wife Donna who without her help I would not have
been able to accomplish the goals or plans that I had set out to achieve. Donna has been a steady
source of common sense and helping me make my way when traveling with a GPS that had lost its
way. Lastly my heart filled thanks to my friend George Malone for inviting me to be his Grand
Sentinel.

PRELIMINARY REPORT OF THE GRAND TREASURER
As it so often happens, when one attempts to correct something, there are more problems that tend
to appear. This year in conjunction with the Grand Secretary/Record, the reporting form for the per
capita tax was revised to reflect the deceased perpetual member information. A major problem was
encountered when it was learned that many of the constituent bodies had not maintained accurate
records of their perpetual member data. Adding to this is that in the last two years there has been a
significant change of Secretary/Recorders. This leads to still another reporting problem in that
many of the Secretary/Recorders have not maintained the information regarding the effective per
capita tax at the time the perpetual membership was obtained. Additionally, it has been discovered
that when a member demits to another body, the gaining body may not be aware that the new
Companion/Sir Knight has a perpetual membership. Also, what if the dues structure is not the
same? The regulations do not address this particular situation. What is the obligation of the
Companion/Sir Knight to the gaining body if the dues are more than what he had been subject to
paying in the losing body? Does the Companion/Sir Knight have to make an additional payment to
his individual account to balance out the account with the dues requirement of the gaining body?
And, what are the reporting criteria to the Grand York Rite office and Grand Treasurer, who is
responsible for making the payouts annually?
What are the reporting criteria for perpetual members being transferred to another body because a
charter has been surrendered? Firstly, the gaining body needs to accurately report the gain to the
Grand York Rite office (this is not always the case). And, secondly, the Grand Treasurer needs to
be notified of the change to update the gaining body’s perpetual account records.
As was reported last year, the regulations regarding the old Life membership program needs to be
updated. And, with the above problems now being exposed, the perpetual membership program
needs to be updated to provide for the accurate reporting of membership data to all that need to be
informed. It all starts at the constituent level though. The Grand York Rite membership data files
are only as accurate as the local Secretary/Recorders provide the information on a timely basis.
And, due follow up procedures, particularly with regard to the perpetual membership data must be
provided to the Grand Treasurer as the administrator of the Life/Perpetual funding files.
It would also appear that the regulations pertaining to the investment accounts need to be examined
and some adjustments made. The financial markets have changed since the regulations were
initially written and some updating is called for to reflect the changes. I would suggest that the
GRAND YORK RITE OF FLORIDA – 2013-2014 PROCEEDINGS Page 19 of 61
Investment Committees, along with the Grand Treasurer, meet to review the regulations and submit appropriate changes as may be necessary.
I thank the craft for allowing me to serve again as your Grand Treasurer. A copy of the final
payouts for the Life/Perpetual accounts has been attached to this preliminary report.
Fraternally submitted,
Richard E. Foreman, MIPGM Grand Treasurer

GRAND SECRETARY/RECORDER REPORT
I would like to take this opportunity to thank each and every one of you for allowing me to serve
you as the Grand Secretary/Recorder of the Grand York Rite Bodies for the year 2013 – 2014. It
has been a true Honor to represent you.
Before I start this report I would like to express a sincere and heartfelt Thank You to all the
Companions and Sir Knights that have offered assistance and help to me. There are entirely too
many of you to list separately, so I won’t even try. There are those that have gone the extra mile
almost weekly in some cases and to those I will forever be indebted to. Three individuals that I
would like to recognize for their help are MEPGHP Steven Q. Steele, REGC Henry Adams and his
wife Kate. Without their help and support, I don’t think I would have made it.
During the past year, as most of you remember from the 2012-2013 Convention, the Grand
Representative Program was reworked with very positive results. The complete rework of this
program is still in work and will be completed this coming year.
One of my many problems is the monthly reports not being received, in a timely manner. There are
some York Rite Bodies that just will not send them in. As of this year I am only receiving about
63% of the total due to the Grand York Rite Office. This degradation or lack of data is not helping
matters when we come to the end of the year and need accurate counts as to death’s, Greetings,
Exaltations, & Knightings. This has even been further compounded by a problem in the YRIS
system of the Grand Encampment. I am currently in contact with John Elkington, the YRIS system
administrator, attempting to identify this problem. I will report more on this item as the year
progresses.
Another problem has occurred this year, and that is the timely payment of per-capita tax was not
accomplished. I was still getting per-capita tax payments in April of this year. That is totally
unacceptable and we must attempt to correct this problem next year. I will be talking more to the
Secretary’s about this problem and the resolution of it.
In closing, I once again thank you for your support. In most cases, it has been an enjoyable year.

GRAND COUNCIL COMMITTEE REPORTS
AUDIT COMMITTEE
An audit of the Grand Recorders and Grand Treasures records was conducted on July 27, 2013 at
the Tampa York Rite facility located at 4210 West Oklahoma Avenue. The records were noted
properly recorded and organized. There were no significant findings. A line item concerning
retained earnings found in the Treasurers records showed a positive disparity to the difference of
$115.85 of the net shown on the balance sheet and not shown on the profit & loss sheet. Grand
Treasurer Foreman took note to adjust the disparity, which left the Grand Council with a plus
$115.85 income position. The matter was discussed and it was determined that this inconsistency
was associated with previously collected transit obligated funds not being fully expended.
The committee would like to thank the assistance of Companion Anthony L. Griffon who
completed his assistance on the Commandery audit committee and was assisting in the review of
the Councils books prior to the arrival of this committee’s chairman. The committee would like to
thank Grand Master Schrock for his confidence in this committee and providing us an opportunity
to perform this important duty. The committee also would like to thank Grand Recorder Howard H.
Gardner and Grand Treasurer Richard E. Foreman for the organized state and completeness of the
records of this Grand Council.
Respectfully Submitted,
M.I. Charles L. Hollinger, Committee on Work

The Sheridan Suites Hotel was selected as the Convention hotel after surveying eight other hotels in central
and west Florida. Contracts were signed and program and registration was developed and placed on the
web-site.
The Grand Conclave will be 27-30 April 2014 with the Commandery on Tuesday, 29 April, 2014.

CONVENTION SOUVENIR PROGRAM
This committee would like to thank Our Most Excellent Grand High Priest John F. Wermann, Our Most
Illustrious Grand Master Dayle L. Schrock and Our Right Eminent Grand Commander Henry A. Adams. for the
Honor to serve Our Fellow Companions and Sir Knights on this committee. The program would not be where it
is today without the tireless work of Companion Jack Maulden. He singlehandedly added the majority of ads
and his work is extremely appreciated.
2012 – 2013 Sales Information
The above ads generated a GROSS total of $12,004 for the Grand York Rite Bodies. The final cost of printing
was $3,878.75. The realized NET profit is $8,125.25.
The Committee recognizes the following that added to the success of the program:
-The amazing job the Ladies did in collecting Gold Supporters for the program at every district
meeting.
- The commitment of the Heads of the Grand Lines to Masonic Youth and other items addes for
the first time (or revamped) in this years program, resulting in 17 full pages dedicated to the
Masonic Youth resulting in 29 ads for the Youth. It is hoped that these shall spark growth in the
future of our Fraternity.
-The wholehearted assistance of several Companion and Sir Knights throughout the state.
-The willingness of Companions and Sir Knights throughout the state to mention the program to
the Blue Lodges, York Rite, Scottish Rite and non-masonic organizations.
The Committee makes the following recommendations for next year:
1. Continued improvement of communication with receipt of ads and monies.
2. Better checks/balances to ensure that monies received for souvenir ads are included in the program. This
resulted in at least two full page ads not making it to print. For this we deeply apologize and will work with the
Grand Recorder to return the funds received.
It has been an Honor and a Privilege to serve the Craft on this Committee and we thank you for the opportunity.
Respectfully submitted,
Companion AJ Ahrens, Companion Jack Mauldin

COMMITTEE ON WORK
Florida Grand Council’s Cryptic year was productive in that the degrees were conferred in several
districts, whose particulars were not communicated by the respective District Instructors (see new
greetings reported by the Grand Recorder). District 6 managed ten greetings this Cryptic year and
were respectfully reported by the degree master Paul Friend of Ft. Pierce, as the District Instructor
was on official business of the General Grand Council, Cryptic Masons International during the
conferral.
The instructions and request of the Grand Master Dayle L. Schrock to relinquish rituals in openings
and conferrals, assign a prompter and learn respective positions together with degree part/team
assignments were communicated to the craft, with the Grand Master conveying the request in
numerous visitations himself. Empirical data from visitations by the committee chair and
observations communicated by the Grand Master indicate progress is being made and that the
Florida Councils in general are doing the work for continued growth.
Several proficiency cards were earned this year and were presented to those qualifying Companions
present at the convention in Tampa or to be presented in their respective bodies at a later date.
Those who qualified for circumambulation proficiency, attaining the “Silver” card this Cryptic year
were Corey D. Kosciuszko and C. Edward Constant. Those who were qualified for the “Silver card
last Grand Assembly and having not received their card at that time were presented as follows: A.J.
Ahrens, James “Robby” F. Robertson, Jack Holloway and Richard E. Foreman. Those qualifying
last session for the “Blue” opening and closing proficiency were presented as follows: James
“Robby” F. Robertson, , Jack Holloway, Harmon Van Horn, Robert L. Phillips.
It is the recommendation of this committee that the District Instructors appointed by the incoming
Grand Master, be instructed to continue the “no books” policy and that they press for the continued
excellence envisioned by our preceding leaders of the Royal and Select Masters of Florida.
Additionally, district support by attendance of respective District Deputies in degree work and
installations, along with conveyance of the Grand Masters use of a prompter policy is needed to
make a difference.
The committee and the District Instructors would like to thank Grand Master Schrock for his
confidence in us and providing an opportunity to convey his programs, instruct our constituent
Council’s and assist in the education and growth of Cryptic Masonry of our state.
Respectfully Submitted,
Charles L. Hollinger, Chairman

My Companions: I would like once again to extend a hearty THANK YOU for your efforts this
past year for making the Grand Council of Florida the number one state in individual giving. This
makes the sixth year out of the last eight we have been number one in the nation, another two times
we were number two in the nation. This is the eighth year we have given over $20,000.00 and we have contributed a total of $ 213293.15 over these last eight years. This averages out to
$26,661.64 per year and that is with a membership just under 3900 members. We have every
reason to be proud and thankful for generous members.
To all the Illustrious Masters who conducted a Table Council or Table Festival, we express our
gratitude. I look forward to working with you for many more years on behalf of CMMRF. Thank you for making 2013 another successful year.

INVESTMENT COMMITTEE REPORT
The Investment Portfolio consists of two separate funds with differing uses and asset allocations:
the Administrative Account also known as the General Fund and the Life/Perpetual Account or
Sacred Fund.
The General Fund at the end of March 2014 had a balance of $154,133 and the Sacred Fund a
balance of $285,872 for a combined balance of $440,005 (rounded figures).
The General Fund for the calendar year of 2013 had a rate of return of 10.52% and for the 1st
Quarter of 2014 of 2.64%. The Sacred Fund return for 2013 was negative 1.2% and a positive
3.63% for the 1st Quarter of 2014.
The Committee recommends an asset allocation adjustment for the Sacred Fund. Currently the
fund has only fixed assets which are sensitive to interest rate fluctuations while the General Fund
consists of mutual funds with a mix of assets.

GRAND COUNCIL JURISPRUDENCE COMMITTEE
The Grand Council Jurisprudence committee met Sunday, April 27, 2014 at 1:00 P.M. to review
the actions pertaining to the rulings and dispensations acted upon by the Most Illustrious Grand
Master, Dayle LaVerne Schrock during his 2013 – 2014 Cryptic year. The full committee closely
examined the Grand Masters report and the actions taken by our Grand Master and it was
determined that Edit No. 1, draping for a past MIGM was within the prerogative of the Grand
Master. In review of his three Executive Orders it was determined that they were all properly
within the purview of the Grand Masters powers, EO number 2 drew discussion of a future, more
enduring action that would need to be taken, concerning the use of a prompter. After discussion at
length, concerning conformity of constituent Councils would not be affected without permanent
legislation, a recommendation of the committee was to suggest the Grand Master draft
Constitutional teeth to ensure that the policy is followed in the future. This would give substance to
action that should be no less an expectation within the Grand Council than the memory work in
respective Craft Lodges. Of the twelve dispensations the Grand Master reviewed, two were denied,
as they were unnecessary and of those approved one drew discussion by this committee, as to
whether the Grand Master had the prerogative to allow the change of time for a stated meeting as
specified in specific constituent Council bylaws surrounding a time change to accommodate a
Table Council. The committee determined that the dispensation from Polk Council No. 11 was not
in proper form and that legislation requires revision to specify specific instances where such
requests would warrant opening times to be adjusted. The balance of the approved dispensations
were found warranted and within the prerogative of Grand Master Schrock. The four requests for
by-law changes were timely, in proper form and consistent with Florida Grand Council guidelines.
The committee also reviewed proposed legislation submitted and received in due form. Of the five
legislative resolutions submitted, one was found in proper form; all had been submitted in a timely
manner. The resolution addressing the revision of appendix C - Installation ceremonies and
concerning Steward duties, was approved by the committee to be brought before the craft for
adoption or rejection. Four resolutions were found to be not in proper form. The committee
strongly suggests that careful attention to detail be adhered to when finalizing matters to be
submitted for review, concerning legislation to be brought before this Grand Council.
GRAND YORK RITE OF FLORIDA – 2013-2014 PROCEEDINGS Page 35 of 61
The committee determined that all actions taken by the Grand Master were acted upon in a timely
manner, had been properly received and were found to be bearing official stamps of the Grand
Recorder and Grand Master.
The Jurisprudence committee made aforementioned observations while performing its review of the Grand Masters actions and suggests the following recommendations:
- That action to document expectations of ritual execution be taken to enact legislation requiring
that only one copy of the work be present during meetings and that the use of a designated
prompter be the standard of this Grand Council.
- That Bylaw changes and dispensations be accepted by the Grand Recorder and Grand Master only
if received on the approved specific form and format resident on the Grand Council’s web site; not any two forms received by the committee looked similar.
- That the incoming Grand Master assign an ad hoc committee to draft legislation enabling
alteration of meeting starting times in specific occasions and instances warranting such action without dispensation.
The Grand Master’s report was properly received thirty days prior to the Jurisprudence meeting and
the Committee thanked the Grand Master for his prudent actions and his exceptional travel to
constituent Councils this Cryptic year.
The committee would like to commend Grand Master Schrock for his successful tenure and faith in
this committee for guidance in Constitutional conformity and consistency. It is felt that he
cheerfully and faithfully discharged the office of Most Illustrious Grand Master during this Cryptic
year 2013 – 2014 and we thank him for the honor and privilege he has provided us to serve the Grand Council.

Lodge Representative Committee
The lodge representative program is moving forward slower than hoped. We have sent emails to
the various York Rite Secretaries and Recorders with limited response.
We have a large number of Blue Lodges that do not have a representative listed. I am confident
that our members are active in their respective Blue Lodges, but are not getting the proper
acknowledgment for this. We believe this opportunity will grow our membership in our York Rite
bodies.
We thank the MIGM Dayle Schrock for the pleasure of serving this Grand Council. We look forward to promoting this program in all Masonic bodies.
Respectfully,

Masonic Youth
This committee would like to thank the Our Most Illustrious Grand Master Dayle L. Schrock for
the Honor to serve Our Fellow Companions on this committee. We are continuing to work with the
Youth and have enjoyed our time with them and watching them grow. The coin that was minted
this year for the Youth was a HUGE success and was well received by all. It was a privilege to help raise money directly for the Youth and to help with their needs.
Throughout the state there are very encouraging reports:
1. Florida DeMolay
a. Florida is one of the leading states with a squire program for young men
not old enough to join the DeMolay.
b. This program is growing and the men involved are highly dedicated.
2. Job’s Daughters
a. The number of Bethels in Florida is now 3 with all being regular Chartered
Bethels.
b. A new Bethel is being planned in Orlando.
c. This young ladies organization is different than DeMolay or Rainbow
because they must be related to a Mason.
3. Rainbow Girls
a. They are continuing to lead young ladies and help them grow.
GRAND YORK RITE OF FLORIDA – 2013-2014 PROCEEDINGS Page 37 of 61
b. This is a transition period for several Assemblies and all indications show
this to be a positive change.
All of these groups need our help. Not only financially but by being there at their meetings, and
inviting them to serve and be at Our Masonic events, whatever they may be. These are service
organizations and the only way they can be “discovered” is by us reaching out to them. We have
heard from around the state more Masonic groups inviting the youth to help serve, clean, help
with planting flowers, pilgrimage day, and more! They all work hard and appreciate it when we are there to show we mean what we say.

MEMBERSHIP DEVELOPMENT
Overall, we had a good year for membership. The District Deputy Grand Illustrious Masters, the
District Instructors, and active recruiting within our districts by the particular Councils provided
us with a pool of new Companions who have shown an interest in being “active” members of
their local Councils. In order to keep the interest of new members, each Council is encouraged to
use the Mentor’s Manual, give the new companions something to do within the local body, and
remain committed to active involvement in the particular lodges. We can be successful recruiters
for the York Rite only by showing we care about our Lodge; we do this through attendance,
participation in degrees and offering to “share” these portions of our York Rite ritual which are
proper to be done in a Master Mason Lodge.
As always, we have to do everything possible to minimize the number of companions dropped for
non-payment of dues. There are two ways to do this: get the companion to attend your regular assemblies so he
will want to pay his dues, or put them on the Emeritus List if they are financially needy. The first option is
preferred and is best accomplished by making our assemblies interesting and informative; by offering to
provide transportation to those needing help; and by getting the companion involved in your festivals.
Remember that our festivals are our best teaching opportunity and our best chance to show why someone
should remain involved in our routine activities.

MENTORS MANUAL
The Mentors Manual did not require any changes during this Cryptic year. Each District Deputy
was charged with encouraging the constituent Councils to employ this manual as a guide for
development of new Companions and potential leaders. This committee requested each DDGIM to
review the manual and recommend changes or updates as required. No inputs were submitted. We
will continue to analyze the manual and insure that it fulfills its design as a teaching tool.

NECROLOGY REPORT
We are reminded each time we see the Royal Master Degree that it is through the gate of death that
we find an entrance to the place of wages, refreshment and rest; and that the Supreme Master of the
Universe promises to spread before us in the Celestial Lodge above, all the joys and glories of His
eternal Sabbath.
Since we were last called together 75 of our Companions have departed to that Celestial
Lodge above from whose bourn no companion returns or wishes to return. We must rejoice in the
knowledge that while here in the body they were our Friends, Brothers, Companions, and Mentors,
our lives were richer by knowing them and our memories fonder. We must rejoice in the fact that
while they are absent from us and their loved ones as we read in 2 Corinthians that: while they are absent from the body they are present with the Lord.
“There will be a happy meeting in Heaven, I know when we see the manyloved ones
we’ve known here below gathered on that Blessed hilltop with hearts all aglow. That will be a glad
reunion day. A glad day, a wonderful day, a glorious day. There with all the holy angles and loved ones to stay, That will be a glad reunion day.”
Respectfully Submitted,
Rev. Brian R. Poole
PER DIEM
It is the recommendation of this committee that no Per-Diem be paid for this Grand
Convention. As in the past, it became burdensome financially, and due to the fact that no funds
were budgeted for this year, we feel that this is the proper action to take.
I would like to take this opportunity to thank the M. I. Grand Master, Daryl Schrock, for
allowing us to serve the Grand Council this year.

PHOTOGRAPHY COMMITTEE
The Grand Council of Florida Photography Committee has been privileged and pleased to
photograph and publicize the events and activities of the Grand Council of Royal and Select
Masters of Florida and Constituent Councils’ activities during the Cryptic year.
The Committee began by photographing the Grand Council Assembly at the 2013 Grand
York Rite Convention in Lake Mary, Florida in May, 2013. We photographed the speakers,
presentations of awards, installation of new officers, and Grand Council Officers groups for 2013 –
2014. We furnished pictures or DVD’s to a number of the Grand Council officers, and posted them
on the Grand York Rite of Florida website.
Throughout the Cryptic year, the Committee has continued to cover and photograph various
Council of R. & S. M. events and activities, including visits of Grand Council officers and District
Deputy Grand Illustrious Masters to local Councils, installations of new local Council officers,
Schools of Instruction, Festivals, etc. The Committee usually tries to include an article or
description with the pictures when they are posted on the Florida Grand York Rite website.
Thus far, in the first eight months of the Cryptic year, the Committee has posted four or five
pictures and stories on the activities of Cryptic Councils and the Grand Council of Florida to the
Grand York Rite of Florida website.
GRAND YORK RITE OF FLORIDA – 2013-2014 PROCEEDINGS Page 39 of 61
We will continue to photograph and post as many pictures of the Grand Council, District and
Local Council activities, as we are able to attend and document for the Companions’ and public
interest.
Please let us know if there are any suggestions for other ways we can assist and promote the
Council and York Rite of Masonry at this time.
