No. 252, National Sojourners, and Past Commander of Osceola Camp, Heroes of ’76. He is currently the Grand Tall Cedar of Suncoast Forest No. 165, Tall Cedars of
Lebanon.
He has been married to Sharen for 48 years. They have three children and seven
grandchildren. He has lived in the Tampa area since 1985. He is a retired Lt. Col.,
USAF and a retired American Airlines pilot. He is especially proud of his Scottish
heritage and is a Past President and currently the Treasurer of the Clan Campbell
Society, North America.

ANNUAL REPORT 2017-2018
Most Illustrious Past Grand Masters, Grand Council Officers, Companions of
this Grand Council, Honored Guests:
It has been an honor to serve as your Grand Master for this term. I have
enjoyed the hospitality of the Companions while making my visits to the
Constituent Councils, while at our District Meetings and on other occasions
throughout this past year. My wife, Sharen, also wishes to express her thanks
to all the men and women who made her feel welcome as we traveled
together.
I will present my report using the following format: First, an overview of the
year; next a summary of the actions I’ve taken as your Grand Master; and concluding with my recommendations for the future. Details of my travels,
dispensations, warrants, executive orders, and other items are included as
attachments which I will not read, but are available for your review in your packets. At the end of this presentation, I will answer any questions you may
have.
My year started rapidly as I attended the Grand Lodge of Florida’s Annual
Communication the week after being installed. I made a few visitations in
June and then took a vacation to Scotland. Upon my return, I began my travels in earnest. It took until April on this year, but I managed to visit 33 of the 35
Councils in Florida. We had a shared homecoming with the Grand Chapter
and the Grand Commandery. I attended the Southeast York Rite Conference, three other Grand York Rite Conventions in the Southeast, the Triennial
Convention, Youth Group Annual Sessions, and other Masonic events such as
the Royal Order of Scotland Meeting in Tampa.
I had a rather quiet year as far as Executive Orders, Dispensations, Bylaw
Changes, and other administrative duties were concerned. I processed numerous Warrants as required to fund our Grand Council during the year.
While on that topic, I need to stress how critical it is for the Constituent

Councils to pay their per capita in a timely manner so we have funds in the
bank to pay our Grand Council bills. Submission of annual reports and election results are vital if our Directory is to be worth the effort.
The General Grand Council Triennial Assembly fell within my term and I was pleased to represent Florida at that event; I was selected to carry Florida’s flag
during the public opening ceremonies. Our newly elected General Grand
officers are committed to making membership in the General Grand Council valuable to us; it will take time to bring this goal to completion, but I am
confident that they will succeed. We can assist that effort by continuing our
dialogue with the Grand Councils in the Southeast and when asked, provide
input to the General Grand office. One example of this effort is a standardized
ritual which should form the basis of our Florida ritual. The General Grand
Council wants us to be as consistent around the world as possible, but still allow each Grand jurisdiction to maintain unique aspects which we have
developed.
Many of our Councils struggle to get enough members to open stated
assemblies. I offer some thoughts which have many side considerations.
Consolidating Councils may be a viable option if geography doesn’t create bigger issues. This was done during my term by Bradentown and Venice
Councils. A few of our Councils are doing very well and some of the actions
they have taken may be transferrable to those not doing as well. We need to share good ideas. Modifying our approach to assemblies so we get away from
“the standard routines” and make them worth the time and effort to attend is
another method to consider. If you are not already active in the lodges in your area, get out and help them get stronger. Once you become involved, you will
find opportunities to share York Rite with other Master Masons. Most importantly, numbers alone won’t solve the problem; we need to have
members who are willing and able to become working members of our York
Rite. When I became a York Rite Mason in Tampa, there were probably a dozen in the class and they were all joining the Tampa Bodies; of my
classmates, I was the only one to return more than once. All the others had
something else to do; some got involved in Lodge, others at Scottish Rite, but many simply became card carriers. We must become relevant to keep current
members involved and entice new members to do more than pay dues.
Recommendations:
The Grand Master is encouraged to visit all the Constituent Councils of
Florida during his term in office and I would offer an idea to make the process more efficient and cost effective for the Grand Officers. I suggest that the
visits be planned by district. As an example, District 3 has three Councils; if
two of the three held called assemblies during the same period as the remaining one held its stated assembly, the Grand Master could visit all three
during a single trip to District 3.
Before I close, I would be remiss if I didn’t express my deep appreciation for
the support and encouragement and love given me by my wife, Sharen. She
traveled around Florida, the Southeastern States, and even to the Triennial in Portland, Oregon. We have had fun together and now can relax and get ready

for our 50th wedding anniversary celebration which will take place in
December. Sharen, I couldn’t have done this without your support.

APPENDIX A: Visitations
As noted in my report, I visited 33 of the Constituent Councils of Florida
during my term as Grand Master; the two I did not visit were Ft. Lauderdale and Conch. These were planned during September when weather (Hurricane
Irma) upset the schedule. I was unable to reschedule either due to various
issues including other meetings on the same nights as these Councils meet.
In addition to the visits noted in my remarks, I regularly attended Turkey
Creek Lodge No. 248; was active in both National Sojourner and Heroes of ’76 events; presided at Suncoast Forest No. 165, Tall Cedars of Lebanon
meetings; participated in numerous bagpiping activities with the Egypt Shrine
Highlanders Band; served as Treasurer for the Tampa York Rite Bodies; attended the Super Excellent Master degree in Lakeland; attended several
Table Councils; and was involved in eight of the ten District Meetings. I believe the Table approach at the District meetings was well received and
offered some a chance to see how they are conducted. It was our hope that this
would encourage more local activities in support of our charitable goals.

FINAL REPORT OF THE GRAND TREASURER To The Grand Council of Royal and Select Masters of Florida
June 2017 through May 2018
For the Fraternal year of 2017‐18 the following report covers
the fiscal year.
This was the third year for Carl Gilmore as Grand Treasurer and
a smooth working relationship with the Grand Recorder has
been maintained. There are however several items of interest to be reported:
A. The 5% Life/Perpetual Membership Dividend was paid to all participating Chapters in early January
2018.
B. The records of the Life and Perpetual Membership
program records were converted last year were
improved with more information on the statement sent to Secretaries with the Dividend Check.
C. Actual expenditures for the operation of the Grand Council were well within the approved Budget, such
that the Administrative Endowment Fund did not
have to be tapped, even though $6,825 was allowed

in the Budget.
D. Similarly actual expenditures for the operation of the
Grand Office were less than expected, with $2,153.73
returned to the Grand Council.
E. The Convention also made money with the support of
the Souvenir Program, with $2,818.91 returned to the Grand Council.
F. The Investment Committee has been both active and
informed monthly of the two Investment Account’s
activity and market impacts. There has been both
group and individual communication regarding the investments. The Investment Committee will have its
own report for the Craft, but I can say that the
Committee has been attentive to achieving the goals of the two investment vehicles.
The Perpetual Fund was able to pay the 5% dividend to the Chapters this year with only a very small reduction of Fund
Value; i.e. the Fund received dividends and growth from the
investments amounting to just $664 less than the Dividend Payout to the Councils in spite of a $12,467 payout. The
Perpetual Fund has in 2017 gained 12 new members for a total
of 550 members and, the fund is valued at 40% more than the total member investment. This gain is NOT a one year gain,
rather represents the good stewardship of many years.
A puzzling fact is that many of the Dividend checks were slow
to be cashed and as of the date of this writing, more than 6 months since the Dividend Checks were issued to the Councils,
one of those Council checks has yet to be cashed.
The Administrative Endowment Fund continues to grow,
gaining $16,309 or 7.3% during this fraternal year, in spite of
the poor market conditions since February 2018.

for this year are attached herewith.

AUDIT COMMITTEE REPORT 2017-2018
The members of the Audit Committee met at the offices of the Florida Grand
York Rite Recorder, located at the Tampa York Rite Bodies building, 4210 W. Oklahoma Avenue, Tampa, Florida 33616 on Saturday March 24, 2018,
for the purpose of reviewing the Grand Council Treasurer/Recorder’s records
for the fiscal year which began on June 1, 2017.
We reviewed the books, records, vouchers, warrants and statements and found
them to be in proper order.
The committee would like to thank Grand Treasurer Carl E. Gilmore and
Grand Recorder Ed Villiaume III for making themselves available and for the organized state and completeness of the records of this Grand Council.

BUDGET & FINANCE COMMITTEE 2017-2018
The Budget and Finance Committee and pro-tem members met at the Tampa
York Rite facility on March 19, 2017 to review and approve the budget which will be presented at the 2017 Grand Assembly for final adoption.
Based on information provided by the Grand Treasurer, there were some adjustments made to income, expenses, and several accounting areas.
Specifically, the income was adjusted to reflect the current per-capita rate paid
by approximately 2700 of our 3300 members. It was suggested that we remove most of the convention entries from the budget as these are
documented within the Grand York Rite Convention Fund accounts; the
exception being any surplus share of the convention fund which is distributed to the Grand Council after the convention and expenses specifically related to
the Grand Council such as the “comps” for distinguished visitors and widows
of our Past Grand Illustrious Masters.
I have attached to this report the latest version of the proposed budget in MS
Excel and PDF formats.

FLORIDA COMMITTEE ON WORK REPORT
FY 2017 – 2018
Final Report
Florida Grand Council’s Cryptic year concerning work and its proficiency was
not as productive as our expectations. Degrees were conferred in several
districts, whose particulars were communicated by the respective Councils to
the Grand Recorder (see new greetings reported by the Grand Recorder),
though those demonstrating significant proficiency was markedly fewer than
anticipated. Without support of instructors and District Deputies in many
cases, the work has suffered.
District work demonstrated around the state this Cryptic year was outstanding.
Of those festivals conducted one might question where the District Deputies
were, as a number were not in attendance, this committee observed.
The committee encouraged competition for the Keith W. Dean Ritual
Competition Award in the portrayal of the Royal Master degree. One known
Council applied for evaluation prior to December 31. 2017, an evaluation
team was assigned and this one council competed for this Cryptic year,
Athelstan No. 42 and was awarded the Keith Dean Award for the 2017 – 2018
Cryptic year. Development of similar competition criteria for the Select
Master degree work has been discussed and taken under consideration.
Three proficiency cards were earned this year and were presented to those
qualifying Companions at the convention in Lake Mary or will presented in
their respective bodies at a later date. The one Companion qualified for the
circumambulation proficiency and attaining the “Silver” card this Cryptic year
was John M. Lewis Gulf Council No. 29. The one Companion qualified for
the proficiency in the Select Master degree Esoteric work and Lecture and
attaining the “White” card with tree purple stripes this Cryptic year was
Dennis Barbarisi Gulf Council No. 29. The one Companion qualified for
showing proficiency in the opening and closing a Council of Select Masters
and attaining the “Blue” card this Cryptic year was Benjamin Gaillard of Gulf
Council No. 29.
There have been no recommendations from Florida councils submitted for the
General Grand Council’s Ronald L. Thomas award for proficiency in any of
the degrees, to include the Super Excellent degree work proficiency.

It is again the recommendation of this committee that the District Instructors
program be re-introduced with a set of instructions entailing duties, to be
signed by each DI committing to uphold the duties of the office before their
installation and if unable to attend to those duties, it be understood that they
tender resignation before it is documented on record in the proceedings as
dereliction in performance of duty. This action is felt paramount to success of
a viable channel of Cryptic education throughout the state. Further, continuity
of the policy of “no books” excepting a prompter appointed by the presiding
officer should be espoused by the incoming Grand Master and that he is fully
committed to continued excellence envisioned by our preceding leaders of the
Grand Council Royal and Select Masters of Florida. Additionally, district
support by attendance of respective District Deputies in degree work and
installations, along with conveyance of the Grand Masters use of a prompter
policy is needed to make a difference.
The committee would like to thank Most Illustrious Grand Master St. John for
his confidence in us and for providing an opportunity to continue to further
the work within his program, under his guidance in the education and growth
of Cryptic Masonry of our state. It was a privilege to serve on his behalf.

CONSTITUTION REVIEW COMMITTEE REPORT
2017-2018 There were no Resolutions presented at the One Hundred Thirty Fourth
Annual Grand Assembly, May 22, 2017 at Lake Mary, Florida. Therefore,
there were no new or amended Resolutions adopted that needed to be placed
in our Constitution.

CONVENTION BOARD 2017-2018
The Convention Board consisted of the three presiding Grand Officers. Our
duties included coordination with the hotel for all our activities, verifying arrangements for the distinguished guests, and conducting the Grand Session.
We believe this convention was a success. The experiment of the buffet breakfast and lunch was apparently a success and should be considered for
future conventions. The hotel sponsored reception for the outgoing officers
and their wives also was well received. Attendance could have been better, but those attending liked it.
The hotel staff was responsive to our needs and deserve our thanks for a good event.

CONVENTION SOUVENIR PROGRAM COMMITTEE
REPORT 2017-2018
The committee thanks Our Most Excellent Grand High Priest Ronald C. Newton, Our Most Illustrious Grand Master Robert C. St. John, and Our Right
Eminent Grand Commander Anthony L. Griffon for the honor to serve our
fellow Companions and Sir Knights on this committee. The program would not be where it is today without the work of companions A.J. Ahrens and Jack
Maulden. They helped gather most ads and their work is greatly appreciated.
The committee has an especial appreciation for SK David Aponte, REPGC for the wonderful cover-page artwork.
We were able to work together and grow the section for Masonic Youth ads,
thanks to Dad R. Jordan “Jody” Meguir, and have continued to receive ads
from non-Masonic groups. The back and inside covers continue to be sold.
The Gold Supporters program has not sold very well this past year.

The above ads generated a GROSS total of $10,660 dollars for the Grand
York Rite Bodies. The final cost of printing was $3,535 dollars. The realized NET profit is: $7,125 dollars.
The committee recognizes the following that added to the success of the
program:
1. The assistance of several Companions and Sir Knights and Ladies
throughout the state. 2. The very fine quality and wide distribution of past Souvenir
Programs - one look and people want to be a part.
3. The willingness of Companions and Sir Knights throughout the
state to mention and show the program to Blue Lodges, York Rite, Scottish
Rite, and other Masonic and non-Masonic organizations.
4. The ever-growing number of ads from non-York Rite organizations such as Grotto, OES, and others.
5. The support of our Masonic Youth organizations. It is hoped this
will grow an interest in our Masonic Youth by seeing their ads in this Souvenir Program.
The Committee would like to see more sales of our Gold Supporters as one page (63 names) of Gold Supporters generates $315 in revenue. This year we
had about 20 percent of previous years.
It has been an honor and a privilege to serve the Craft on this Committee and we thank you for the opportunity.

chair this most worthy committee, Cryptic Masons Medical Research Foundation (CMMRF). A special thanks to M:.I:.P:.G:.M:. Paul Friend and
R:.I:. Glenn Chandler for continually sharing their talents in raising funds,

I would like to share a little about CMMRF research:
The Indiana Center for Vascular Biology and Medicine (ICVBM) was led by
Keith March, MD, PhD, a physician, scientist and cardiologist. In 2017 Dr March has moved his research to Florida State College. The ICVBM is
committed to being a leader in basic as well as applied research in

understanding vascular wellness and disease, and the development of leading-
edge medical therapies to improve the care of patients with vascular problems. Because blood vessels are very important in maintaining the health of and
repairing almost all tissues, nearly all diseases turn out to have a vascular
component involved in their origin or in tissue repair. Centering our key research on the biology of cells that form blood vessels leads to knowledge
that can readily translate from one disease to many others.

HOMECOMING COMMITTEE
REPORT FOR CRYPTIC YEAR 2017-2018 The Homecoming for Most Illustrious Robert C. St. John, Jr. was held
Saturday, January 13, 2018 at 5:00 PM at the Tampa Scottish Rite Masonic
Center.
This Homecoming was combined with the Homecomings of Most Excellent
Ronald C. Newton, Grand High Priest of the Most Excellent Grand Chapter of Royal Arch Masons of Florida, and Right Eminent Anthony L. Griffon, Grand
Commander of the Grand Commandery of Knights Templar of Florida, as all
three were from District Three.
There were 102 in attendance, including Most Worshipful Richard G. Hoover,
the Grand Master of the Most Worshipful Grand Lodge of Free and Accepted Masons of Florida.
The dinner was a buffet which included 1905 Columbia Salad, pork tenderloin carving station, Chicken Fricassee with bone in, fresh veggie melody, yellow
rice with carrots and peas, hot Cuban bread, and berry soufflé for dessert.
Egypt Shrine Highlanders provided a pipe and drum escort for the three heads
of the bodies.
R.E. Companion Robby Robertson served as emcee and welcomed everyone.
R.I. Companion Scott McAlister, Grand Marshal gave the invocation. M.I. St. John, M.E. Newton, R.E. Griffon and M:.W:.Hoover all made
remarks.
R.E. Companion Earl Ray gave the benediction.
The committee wishes to express its appreciation to Wanda Ray, Christine
Griffon and Mike Culotta for their invaluable assistance, and to M.I. St. John for the privilege of serving.

INVESTMENT COMMITTEE REPORT 2017-2018
To the Most Illustrious Master Grand Masterand members of the Grand
Council of Florida.
I am pleased to submit the following report on behalf of the Grand Council
Investment Committee for the year ending 12/31/2017 and 2018 ending
4/30/2018.

The life account began 2017with $322,456 and ended $338,387- a net of
$15,931 or 5%. As of April 30 we had $329,128- a loss of $9,259 or 3% for 2018. However, with a 50% bond portfolio we had a $13,000 loss on the
bonds in April. I have suggested to the manager that he should look at
weeding out some of the long term bonds as interest rates will continue to go up.
In the administrative account we began 2017 with $207,932 and ended on 12/31/2017 with $239,510 for a net of $31578 or 15%. As of 4/30/2018 we
had $236,728 for a losss of $2,782 or1%, so far this year. The market at one
point this year, the market was down 11% and now is basically flat. Overall,
we are still up 2% in the life account and 14% in the administrative account
since January 2017 so we are still on solid ground considering the volitity in
the overall market.
I would like to thank John Sivolella and his staff for managing our accounts
and on the behalf of all the members of the Investment Committee, thank you for the opportunity to serve.

JURISPRUDENCE COMMITTEE REPORT 2017 - 2018
"The committee met on Sunday, May 20 to review the actions taken by the
MIGM during the 2017-2018 Cryptic year, proposed legislation to be presented at the Grand Assembly on May 23, and the MIGM's annual report.
The committee found all actions taken to be in proper order and within the
MIGM's authority. All proposed legislation was submitted in the proper form and appropriate to be placed on the floor for discussion and voting. The
MIGM's Annual Report was received in a timely manner, covered all the
necessary material, and was presented orally at the Grand Assembly. The MIGM was commended for a productive year and thanked for his efforts
on behalf of Cryptic Masonry in Florida."

TECHNOLOGY COMMITTEE REPORT 2017-2018 The committee has worked diligently this past year, in laying the foundation
for several changes.
1. The Grand York Rite web site has been updated:
a. The site has been transferred to a different hosting
company,
b. Has been updated to have a newer look/feel,
c. Is now mobile-friendly,
d. Hopefully easy to navigate
e. New features for the revamped web site
i. A forum has been created
1. This is a secure site where ideas
can be exchanged
2. Open to all York Rite
companions and sir knights, all
you need to do is register and
after verification will be admitted
to start sharing your ideas
f. Potential
i. A secure web store is being developed to
hopefully allow purchase of paraphernalia
and other items that the Grand York Rite
Office sells.

i. The new site will be administered by the
Grand York Rite Office and the technology
committee will be supplemental staff. This
is to allow the office to perform critical
functions and improve the ability of the web
site to be updated quickly.

YOUTH COMMITTEE REPORT 2017 – 2018
The Most Excellent Grand High Priest (MEGHP) Ronald Newton continued
raising funds for the Masonic Youth this year. He designed, ordered and together with the support of the General Membership sold 300 coins. This
money added to the existing money will enable him to present a $4,000.00
check to each Youth Group at our Annual Convention. Per his direction, he will present it to the State Advisors of each of the groups: Rainbow for Girls,
Jobs Daughter and DeMoley. The full $4,000.00 will then be dispersed equally to each of the Subordinate Bodies. The long turn effect of supporting
our youth will assure the greatest reward for them and consequently the future
of York Rite Masonry.
This committee would like to officially thank MEGHP Ronald Newton and the entire General Membership for their support of this effect. We would also
like to thank MEGHP Ronald Newton for allowing us the opportunity to serve

Obituary
Richard Earl Foreman, 72, of Lynn Haven, Florida, passed away on June 24, 2017, at a
local health care center after a heroic struggle with cancer.
Richard, the son of Earl and Evelyn Foreman, was born on Feb. 11, 1945, in Jackson, MI.
He grew up near Baltimore and graduated from Severna Park High School in 1963. He
subsequently moved to Florida in the 1970s. Despite earning a BA from University of Nebraska, Richard was an avid FSU fan and served on the Board of Directors of the local
FSU Booster Club for many years.
Richard served his country in the US Army from 1966 to 1984, earning a Bronze
Star during his combat tours in Vietnam. He also commanded the local US Army Reserve
Company. In the 1970s, he served as a congressional aide to both Florida state Senator Mallory Horne and U.S. Congressman Earl Hutto.
Since 1979, Richard was a loyal and dedicated Freemason. He was past Worshipful Master of Bay Lodge No. 337 and held countless leadership positions in the York Rite
Bodies, the Scottish Rite, and multiple affiliated Masonic orders. His Masonic honors included serving as Past Grand Master of the Grand Council of Royal and Select Masters
of Florida, Grand Treasurer of the Grand York Rite Bodies of Florida, and
Secretary/Recorder of his local York Rite Bodies.
In 2016, Richard retired from his work as a field underwriter for Florida Farm Bureau.
Committed to public service, he served as past President of the St. Andrew Kiwanis Club and was honored with a George F. Hickson Fellowship.
Richard was a true gentleman who loved his family, Freemasonry, FSU, golf, and service to the community. He is survived by the love of his life for the past 34 years, his wife
Judith Deal Harris; his four children, Mark Foreman (Paige), Robin Foreman Webster
(Jay), Todd Foreman (Kristin Hess), and Tara Harris, MD (Jaime Espinoza); his grandchildren Shane, Cody, Nick (Amanda), Jarod, Jayson, Jayni, Jaycee, Reider, Caia,
and Nina; his great-granddaughter Aubrey; his two sisters, De Santapola (Sal) and
Glenda Henkel (Dick). Rounding out Richard's family are his in-laws Shirley Kilpatrick, Sue and David Wade, Charles and Pam Deal, Theresa and Corey Eiges, Scott and Tanya
Deal, Lena Gilley, and a plethora of nieces and nephews.
Visitation with family will be this Friday, June 30, at 1 p.m. at Kent-Forest Lawn Funeral
Home at 2403 Harrison Ave., Panama City. His memorial service, including military
honors and Masonic rites, will then begin at 2 p.m. In lieu of flowers, memorial donations may be made to Cryptic Masons Medical Research Foundation (CMMRF). Please make

Wednesday, June 28,2017, at CAMC Memorial Hopsital, Charleston, W. VA. He
was 89. His son said per his wishes he will be cremated and his ashes spread over Johnson Air Base In Japan.

ANNUAL ASSEMBLY MAY 22, 2018
The Florida Council of Anointed Kings held its Annual Assembly at the
Orlando Marriott Lake Mary, Lake Mary, Florida with the following officers in attendance.

MI Benjamin Holland, Illustrious King opened the Assembly in full ritualistic form. The Illustrious King announced that the first order of business would be

Most Illustrious Companion Most Illustrious Donald Harriott, PIK explained the words, signed and means of recognition. The Jewels, Certificates, and
Cards were then distributed.
Appropriate comments were made by members of the class.
The Scribe then read the minutes of the May 22, 2017 Annual Assembly. A
motion duly made, seconded and passed that the minutes be adopted.

paraphernalia for the degree.
Motion duly made, seconded, and passed that the Florida Council of Anointed Kings contributed Two Hundred Sixty Dollars ($250.00) to the Cryptic
Masons Medical Research Foundation.
Most Illustrious Companion Benjamin Holland, Illustrious King presided over
the election of Officers with following results. MI Carl Gilmore duly made,
seconded and passed that the following officer be elected and appointed and that Most Illustrious Richard Agster, be made Illustrious Scribe Emeritus.
Motion carried. MI Carl Gilmore presented Most Illustrious Agster, PIK with
a plaque for all the years he served this Council of Anointed Kings.

to close the assembly.
