Personal: Born Jacksonville, FL on December 12, 1950, to Walker Lamar
Chandler and Bessie Della Cloversettle. He attended public schools in Duval County. Married Janet Elaine Gragg on April 6, 1973. They have two
children: Glenn Junior, 35, Callie Elisabeth, 27, and four grandchildren.
Employed since 1977 at Independent Square in downtown Jacksonville as a Central Control Operator.
Masonic History: Raised May 14, 1974 in Woodstock Park Lodge No. 313 F & AM, W.M.-1994. Perpetual Member of Riverside Lodge No. 266 and W.M.
of Lewis A. Armistead Lodge No. 403 for 2014. Served as District Instructor
1991-1995; District Deputy Grand Master, 1996; W\Grand Orator, 1997. His Grand Oration was titled “Growing Up With Freemasonry”; Grand
Representative to South Dakota; Chairman of 11th & 12th Districts Masters &
Wardens Assn., 1993, and was chosen the 11th District Mason of the Year for 1997. Glenn is the Great, Great, Great Grandson of a Florida Freemason.

Minutes of the 139th Annual Grand Assembly of the Grand
Council of Royal & Select Masters of Florida
Held on May 6, 2019
Hallmark Council No 3 opened in full form. The Grand Council
Officers were brought in, and the Most Illustrious Grand Master,
Glenn E. Chandler, Snr, was introduced, escorted to the East, and
given Grand Honors. The MIGM was given the gavel and directed
the Officers of Hallmark Council be excused, and that the Grand
Line Officers take their stations. The MIGM then declared Hallmark
Council closed, and the 139th Grand Assembly of the Grand Council
opened.
MEGHP, Harry V. Eisenberg, and REGC, James T. Mason were
conducted in, given Public Grand Honors, and conducted to seats in
the East.
The Past Most Illustrious Grand Masters of Florida were brought in,
introduced, and given Cryptic Grand Honors
Visiting Grand Masters, Past Grand Masters, and Grand Line
Officers from other jusidictions were conducted in, introduced, and
given Cryptic Grand Honors.
General Grand Council officers, RP Larry Gillespie, SE Regional
Deputy, MI H. Warren Almand Gen Grand Ambassador to North
Florida, MI Dayle Schrock, Gen Grand Ambassador to South
Florida, RP Charles Hollinger, Gen Grand Treasurer, and Most
Puissant David Grindle, General Grand Master of Cryptic Masons
International, were conducted in, introduced, and given Cryptic
Grand Honors. MP Grindle was escorted to the East.
RW John Westerman, RWDGM, RW Thomas Turlington,
RWSGW, MW Richard Lynn, RWGS, and MW Stanley Hudson
PGM, were Conducted in, introduced, and given Masonic Grand
Honors. RW Westerman was escorted to the East.

Roll Call of Grand Council Line Officers, DDGM’s, MIPGM, and
Grand Representatives was done by the Grand Recorder.
The MIGM announced the winner of Cryptic Mason of the Year, RI
Darryl D’Angina, and recognized past receipients present. The
MIGM announced the winner of the Council Youth Leadership
Award, RI Louis Ortt, and recognized past receipients present.
The preliminary report of Returns And Credentials Committee was
read and approved, and the Grand Recorder certified that there was a
quarum present.
The Grand Recorder made a motion that the minutes of the 2018
Grand Assembly be accepted as printed, motion carried.
The MIGM, Glenn E Chandler, Snr, gave his report which was
moved and accepted.
The Grand Recorder made a motion that all first time VIP visitors be
made Honorary members of this Grand Council. Motion was carried.
The Grand Treasurer made a motion that all reports printed and
distributed in the packets be accepted as printed, motion was carried.
The Grand Treasurer stated that the funds received from Ocala
($6886.15) need to be dealt with. On a motion by MIPGM Paul
Friend, the funds will go to the endowment fund. Motion carried.
RI Deputy Grand Master, John D Pickford, gave his proposed budget
for adoption. Motion was carried.
MIPGM Larry Gillespie gave his reports of Jurispruidence, which
were moved and accepted.
Legislation was presented:
2019-1: Grand Officer in another jurisdiction – Amended to read
“Another State Grand Council Jurisdiction” – Passed
2019-2: Keith Dean Competition – Passed
2019-3: Postng the Resolutions on web site – Passed
2019-4: to assess a late filing fee for Annual Reports – Passed

MIPGM Dayle Schrock presented CMMRF awards.
$52,566.35 was collected for CMMRF.

Comments from Right Puissant SE Deputy Gen. Grand Master,
Larry Gillespie.
RP Charles Hollinger, chairman Committee on Work, passed out
three proficiency cards, 1 Silver to Rusty Ludlam, and 2 Blue cards to
Robert Dennard and Lloyd Newman.
MIGM Glenn Chandler, announced his changes/choices for the
Grand Representative program, and that only 9 of 33 had responded
by sending a patent, but that each would receive either the patent or a
copy of the official letter that was sent. (see new Grand Rep List)
The Final Report of the Returns and Credentials Committee was
moved and accepted.
Most Illustrious Robert Lambert, MIGM of Maryland, gave
remarks/comments on behalf of our distinguished guests.
MIGM Glenn Chandler handed out his awards – Giblimite Awards,
Ish Sodi Awards, Keith Dean Ritual Competition Award, and the
Walter I Stevenson Grand Master’s Medal. (See Awards)
Most Puissant Grindle, Right Puissant Larry Gillespie, and Right
Puissant Charles Hollinger presented General Grand Council Order
of the Secret Vault to MI Dayle Schrock.
MI Robert St. John made an amendment to his Unfinished Business
report that was moved and accepted.
The floor was opened for Election of Officers.

To the Most Illustrious Grand Council of Royal and Select
Masters of Florida, Grand Council Officers, District Deputy
Grand Masters, Most Illustrious Past Grand Masters, General
Grand Council Officers, Grand Lodge Officers, Distinguished
guests and visitors. God in His Infinite Wisdom has allowed us
the privilege of meeting once again, and it is with great pleasure
that I welcome you to the 139th Annual Session of the Grand
Council of Royal and Select Masters of Florida being held on
this 06th day of May 2019 in Lake Mary, Florida. We are
honored to have you in attendance and hope that you will find
today’s session enjoyable and informative and that peace,
harmony and brotherly love will prevail. To our guests from
other Grand Jurisdictions, we thank you for honoring us with
your presence and hope that your accommodations are
satisfactory and your stay a pleasant one.
NECROLOGY
“The young may die, the old must die, and the wisest
knoweth not how soon.” Since our last Grand Assembly, our
Grand Council Line was broken by the untimely death of the
Grand Recorder. Right Illustrious Companion, L. Edward
Villiaume, III, OPC passed the veil on November 16, 2018. Ed
faithfully served the Most Illustrious Grand Council of Royal
and Select Masters of Florida as Grand Recorder for the last
three years. Death also claimed MI Dencel R. Smith, OPC.
Denny served the Grand Council of Royal and Select Masters
of Florida as Most Illustrious Grand Master for 2008-2009 and
Right Illustrious Grand Recorder for 2009-2011.
In His wisdom and mercy, we look to the Supreme Architect of
the Universe for comfort in times of sorrow for the families of

our Companions who have journeyed to that undiscovered
county from whose borne no traveler returns.
STATE OF THE CRYPT
This 160th Cryptic Year of Florida was begun with thirty-four
Constituent Councils but now has thirty-two on the rolls and I am
concerned that more may follow. One of the main questions that
must be answered is, what are we doing or not doing that makes or
breaks attendance. When a Companion asks, Why should I attend,
what is the answer? The Royal & Select Master Degrees are
considered by many to be the “Soul” of Freemasonry and of great
importance to the York Rite Story. The Royal Master Degree has
two powerful references to the Galilean Teacher that are from the
Gospel of Saint John and the book of Revelation. I am very pleased
to report that the Keith W. Dean Ritual Competition has increased
to three Councils competing for the first time. I am extremely proud
of the High-Water Mark set for donations to Cryptic Masons
Medical Research Foundation of $52,566.35. The appointment of
ten CMMRF District Representatives has greatly helped the

proud of the fact that Dr. Albert Gallatin Mackey personally
chartered three Councils in 1852/53 that formed the first Most
Puissant Grand Council of Florida in 1858. Companions know and

Due to my night shift work schedule, my official visitations have
been limited this Cryptic year. I used all of my vacation time for
Cryptic business. However, knowing this in advance, I decided to

instituted in 1927. I did a revision of the District Deputy Grand High
Priest’s Handbook and furnished the Deputies with detailed
information on my Theme and Programs. The following is a list of

GIBLIMITE AWARD PROGRAM
Only 11 out of 32 Councils submitted the proper form for the
Giblimite Award Program. Companions, this is just not
acceptable. The Giblimite Award was established by MI
Wendell Debril Harrington to encourage and reward the
Council for completing mandatory requirements but also for
setting and accomplishing goals and objectives that would
improve attendance and participation and more importantly to
retain and increase membership. The optional category is very
important for that purpose and some Council’s recorded no
points for that group. I can only hope that all Council’s will

insure that the Ritualistic work in Florida is being uniformly
taught and to review and/or update the Grand Council of Florida
Ritual.

given me in this undertaking.
I will always be grateful to MI M. Daniel Fullwood for
starting me on this journey through the Grand Council. Danny,

friendship of RI Lloyd D. Newman, I would not be standing
here today. To ME Darryl D’Angina, you have always been
there for me and given me sound council. We are of a like

REPORT OF THE GRAND TREASURER
To The Grand Council of Royal and Select Masters of
Florida
June 2018 through May 2019
For the Fraternal year of 2018-19 the following report
covers the entire year.
This was the fourth year for Carl Gilmore as Grand
Treasurer and a smooth working relationship with the
Grand Recorder has been maintained. Even with the
death of our Elected Grand Recorder, Ed Villiaume, the
Acting Grand Recorder, John Miller, has continued to keep
the Grand Office running in a skilled and professional
manner. There are however several items of interest to be
reported:
A. The 5% Life/Perpetual Membership Dividend
was paid to all participating Councils in early
January 2019.
B. The essential records of the Life and Perpetual
Membership program records were sent to
Recorders with the Dividend Check.
C. Actual expenditures for the operation of the
Grand Council were within the approved
Budget.
D. Similarly actual expenditures for the operation
of the Grand Office are also running within the
approved Budget Items.
E. Preparations were made to convert the Grand
Council membership to the joint system offered
through Masonic Membership Solutions.
The Investment Committee has been both active and
informed monthly of the two Investment Account’s
activity and market impacts. There has been both group
and individual communication regarding the investments.
The Investment Committee will have its own report for the
Craft, but I can say that the Committee has been attentive
to achieving the goals of the two investment vehicles.

The Perpetual Fund was able to pay the 5% dividend to the
Councils this year without a reduction of Fund Value; i.e.
the Fund received dividends from the investments
amounting to more than the Payout to the Councils. The
Perpetual Fund has in 2018 gained 12 new members for a
total of 562 members and, the fund is valued at 28% more
than the total member investment. (This gain is NOT a
one year gain, rather represents the good stewardship of
many years.) It is, in fact a lesser overall gain than last
year, due largely to a poor market at the end of 2018.
A puzzling fact is that as of the date of this writing, some 3
months since the Dividend Checks were issued to the
Chapters, two of those Dividend checks have yet to be
cashed.
The Administrative Endowment Fund continues to grow,
gaining over $6,000 during this fraternal year, so far in
spite of the poor market conditions in late 2018.
I thank the Craft for this opportunity to serve as Grand
Treasurer. Copies of the Balance Sheet, Profit and Loss
Statements and Perpetual Membership Investment and
Payout for this year will be submitted for the proceedings,
at the end of the fiscal year.

Grand Recorder Report
2018-2019
This year was a whirlwind! I want to thank Most Illustrious
Chandler for having the faith in me and appointing me to this
Office after our Grand Secretary, L. Edward Villiaume,
resigned due to health reasons. It is my hope that I have
fulfilled the duties and expectations of this office.
One of the first “projects” that I was tasked with was to ensure
that all of the forms that are currently in use, and on the web-
site, were up to date and current, and then to ensure that all of
the constituent Secretaries were using the correct forms. I am
happy to report that the first portion was completed, and that
we are within 90% compliance. The Secretary/Recorder’s
Manual is available for download and continues to be updated
as necessary.
My second task was to get our membership records cleaned
up. This turned out to be a monumental operation. With the
help of the constituent Secretaries, and coffee, we are
approximately 90% done. There are still a few reports out that
need to be turned in.
The Grand York Rite Office continues to struggle with the
issue of late reports and/or no reports, as this hinders the
proper record keeping that is so vital to our organization.
Along those same lines, we are also researching a
comprehensive software package that will allow each
constituent Secretary to update their records, and, in turn, a
secure database, thus eliminating the need for Monthly
Reports. Hopefully, we can get this accomplished within the
next year.
We lost 2 Councils this year – Ocala no 22 and Notuma no 45
. While all of these members were issued a Letter of Good
Standing in which to transfer their membership, not all of
them have done so. These members are unaffiliated, but still in
good standing, for 1 year from the date of their letter. After

that time, they are no longer affiliated York Rite Masons, and
must re-petition for membership.

AUDIT COMMITTEE REPORT 2018-2019
The members of the Audit Committee met at the offices of the
Florida Grand York Rite Recorder, located at the Tampa York
Rite Bodies building, 4210 W. Oklahoma Avenue, Tampa,
Florida 33616, on Saturday March 9, 2019, for the purpose of
reviewing the Grand Council Treasurer/Recorder’s records for
the fiscal year which began on June 1, 2018.
We received the books, records, vouchers, warrants, and
statements and found them to be in proper order.
The committee would like to thank Grand Treasurer Carl E.
Gilmore and Grand Treasurer Pro Tem John R. Miller for
making themselves available and for the organized state of
completeness of the records of this Grand Council.

Budget & Finance Report
The Budget and Finance Committee met on March 9, 2019 at
the Tampa York Rite Temple. The Chairman of the Committee,
John D. Pickford DGM, Thomas J. Rawsthorne GPCW, and
Gene A. Lance were present. Also attending were John R.
Miller, Grand Recorder and Carl E. Gilmore, Grand Treasurer.

Each account was reviewed and the required funding
determined. Some minor changes were made at this meeting
based on recommendations from the Grand Treasurer.
This Budget is to be presented to the 2019 Grand Assembly for
final adoption. A copy of the preliminary budget was mailed to
the Grand York Rite office for inclusion in the registration
packet given to the delegates for their consideration on May 6,
2019

COMMITTEE ON WORK REPORT FOR FY 2018 –
2019
Florida Grand Council’s Cryptic year concerning work and its
proficiency program, continues to excel through dedicated
Companions who recognize the importance of preserving those
sacred treasures which are ours through Masonic heritage.
Degrees were conferred in several districts, whose particulars
were communicated by the respective Councils to the Grand
Recorder (see new greetings reported by the Grand Recorder).
Discontinuance of District Instructors and the absence of a
number of District Deputies in festivals or degree parts impacts
cohesion. The work with parts having to be read continues.
There was lack of District Deputy support witnessed
particularly in visitation and support of district functions.
District degree work demonstrated around the state this Cryptic
year resulted in significant new membership increases with the
number of greetings totaling 84.
The committee encouraged competition for the Keith W. Dean
Ritual Competition Award in the portrayal of the Royal Master
degree. Three Councils appealed for evaluation prior to the
December 31 2018 deadline. An evaluation team was assigned
to each of the three Councils who competed this Cryptic year
and points were tallied and provided the Chairman on Work for

determination of the winner for the 2018-2019 competition.
Athelstan Council No. 46 , Clearwater Council No. 34 and
Lake City Council No.35 were the three competing Councils.
Athelstan Council No. 46 topped the scoring and was awarded
the Keith Dean Award for the 2018 – 2019 Cryptic year.
Development of similar competition criteria for the Select
Master degree work has been discussed, taken under
consideration and in development at the close of this Cryptic
year.
Three proficiency cards were earned this year and were
presented to those qualifying Companions at the convention in
Lake Mary or will be presented in their respective bodies at a
later date. The one Companion qualified for the
circumambulation proficiency and attaining the “Silver” card
this Cryptic year was Rusty Ludlam of Lake City Council No.
35. The two Companions qualified for showing proficiency in
the opening and closing a Council of Select Masters and
attaining the “Blue” card this Cryptic year were Robert Dennard
of Union Council No.7 and Lloyd Newman of Hallmark No. 3.
There have been no previous recommendations from Florida
councils submitted for the General Grand Council’s Ronald L.
Thomas award for proficiency in any of the degrees, to include
the Super Excellent degree work proficiency.
It should be noted that many past Grand Masters, current
District Deputies and current grand line officers have not
regularly attended General Grand Council Regional meetings in
recent years and are not aware of their capacity to submit to one
of the two GGC Order of the Secret Vault (OSV) Deans for
consideration, names of those individuals who have
demonstrated exemplary leadership in Cryptic Masonry. There
is one OSV authorized per state per year. The two Deans
presently are RP Charles L. Hollinger, General Grand Treasurer,
GGC-CMI and RP Larry R. Gillespie, GGC Southeast Regional
Deputy.
As a result of the excellent Royal Master Degree work
performed in the Keith Dean award competition this Cryptic
year, the two principle characters, King Solomon and Hiram
Abif in each of the three competing Councils were awarded the
Ronald L. Thomas Award with the R.A. Degree bar denoting

degree proficiency attached to the basic medal. Those recipients
were Clearwater No. 34: KS - Kenneth A. Carolan and HA -
Chas R. Jordan, Lake City No. 35: KS - Tom Metcalf and HA -
Rusty M. Ludlam and Athelstan No. 46: KS - Alex Constant
and HA - C. Edward Constant
A new “Provisional” General Grand Council ritual has been
made available for those interested in keeping current and for
review for inconsistencies or corrections for redline purposes –
contact the Grand Recorder. It should be noted that on page 88
of this ritual you will find the first known depiction of the
placement of the squares in the Select Masters degree! All
comments will be sent to the GGC Committee on Work for
consideration, inclusion and to be voted on and approved at the
Triennial to be held in 2020 at Louisville, KY
It is again the recommendation of this committee that the
District Instructors program be re-introduced with a set of
instructions entailing duties, to be signed by each DI
committing to uphold the duties of the office before their
installation and if unable to attend to those duties, it be
understood that they tender resignation before it is documented
on record in the proceedings as dereliction in performance of
duty. There is value added when this position is executed
properly within the ten districts. Action is felt paramount to
success of a viable channel of Cryptic education throughout the
state. Further, continuity of the policy of “no books” excepting
a prompter appointed by the presiding officer should be
espoused by the incoming Grand Master and that he is fully
committed to continued excellence envisioned by our preceding
leaders of the Grand Council Royal and Select Masters of
Florida. Additionally, district support by attendance of
respective District Deputies in degree work and installations,
along with conveyance of the Grand Masters use of a prompter
policy is needed to make a difference.
The committee would like to thank Most Illustrious Grand
Master Chandler for his confidence in us and for providing an
opportunity to continue to further the work within his program,
under his guidance in the education and growth of Cryptic
Masonry of our state. It was a privilege to serve on his behalf.
Due to other state positions and GGC International
commitments, duties and responsibilities I am stepping down

from position of Chairman on Work for Florida. My tenure has
provided an exceptional opportunity to witness such great
achievement in the proficiency card program, degree work and
ritual portrayal throughout our Florida Council's. It was a honor
to serve at your will and pleasure.

Constitutional Review
1. Due to a clerical error, the items of legislation brought
before the 2018 Grand Assembly were not included in
the Proceedings for that year. There were three
proposed amendments: one dealing with the Giblimite
Award, one dealing with Officer Attire, and one
dealing with late submission of constituent Council
annual reports and per capita. The first was approved
as written, the second with an amendment to delete the
specification of color for the tie and cummerbund/vest,
and the third was rejected.
2. Since I was responsible for including these items in the
Proceedings, I made it my duty to see that the two
approved amendments were incorporated in the
Constitution, Laws and Regulations of this Grand
Council. The changes were completed, and the entire
document was posted on the Grand Council website in
January 2019.
3. I wish to thank the office staff for assistance in getting
the revised document uploaded to the website.
4. I wish to thank MI Chandler for the opportunity to
complete this task and to submit the report on behalf
of this committee.

CONVENTION BOARD YEAR END REPORT 2018-19
The Convention Board Consisted of the three Grand Presiding
Officers, Most Excellent Grand High Priest Harry Eisenberg as
the Chairman, Most Illustrious Glenn Chandler and Right
Eminent James Mason. Problems arose with scheduling
because the usual dates of our Convention were not available,
forcing us to take the only dates available, which were May 4th
through 8th. Unfortunately this put us opposite Georgia’s Grand
Convention which was a particular problem for the Grand
Commandery. Accommodations were made by moving the
convention back a day May 2nd to 7th but this caused difficulties
in scheduling all the events because of the weekend in the
middle. However, we did the best we could, under the
circumstances, with very tight schedules each day.
Our duties consisted of coordinating with the hotel all the
activities, meetings, sessions, meals, vendors and ceremonies,
verifying arrangements for our distinguished guests and
conducting the Grand Sessions. We believe overall the meeting
was a success. The policy of selling tickets for a buffet breakfast
and lunch in the restaurant was continued as it more economical
for our members and was well received. The banquet was well
done, with a great meal. The reception for the Grand Officers
and wives and distinguished guests was cosponsored by the
hotel and the Grand Presiding Officers and we thank them for
their participation.
Thanks to the hotel staff in all capacities for their hard work and
professionalism and particularly Skye Buckner the sales
manager who oversaw the entire event. We will return again
next year in our usual time slot.

CONVENTION SOUVENIR PROGRAM COMMITTEE
REPORT 2019
The committee thanks our Most Excellent Grand High Priest,
Harry V. Eisenberg, M.D.; our Most Illustrious Grand Master
Glenn E. Chandler, Sr.; and our Right Eminent Grand
Commander James T. Mason for the honor to serve our fellow
Companions and Sir Knights on this committee. The program
would not be where it is today without the hard work of
companions A.J. Ahrens and Jack Maulden. They helped gather
most ads, and their work is greatly appreciated. The committee
has an especial appreciation for S.K. David Aponte,
R.Em.P.G.C., for the wonderful cover-page artwork.
We were able to work together and grow the section for
Masonic Youth ads, thanks to Dad R. Jordan “Jody” Meguiar,
and have continued to receive ads from non-Masonic groups.
The back and inside covers continue to be sold. The Gold
Supports program has made a marked improvement from last
year thanks to many of the Companions and Sir Knights around
the state.

The above ads generated a gross total of $10,230 dollars for the
Grand York Rite Bodies. The final cost of printing was $2,556.
The realized net profit is $7,674.
Our Gold Supporters were increased considerably from just 20
last year to 170 this year
– much better supported across the state. Our full-pages
ads were about the same, but our half-page ads increased from
9 to 14. Our DeMolay ads were better organized and resulted in
less pages in the program which reduced the cost of printing.
The committee recognizes the following that adds to the success
of the program:

1. The assistance of several Companions and Sir Knights
and ladies throughout the state.
2. The very fine quality and wide distribution of past
Souvenir Programs – one look and people want to be a part.
3. The willingness of Companions and Sir Knights
throughout the State to mention and show the program to Blue
Lodges, York Rite, Scottish Rite and other Masonic and non-
Masonic organizations.
4. The support of our Masonic Youth organizations. It is
hoped this will grow an interest in our Masonic Youth by seeing
their ads in this Souvenir Program.
It has been an honor and privilege to serve the Craft on this
committee and we thank you for the opportunity.

Most Illustrious Grand Master Glenn E. Chandler, Sr., thank
you for allowing me to chair this most worthy committee,
Cryptic Masons Medical Research Foundation (CMMRF). We
were fortunate to have Most Illustrious Past Grand Master Paul
Friend share his expertise over his many years of service,
making Florida #1 in the Nation again for the 9th time in the last
10 year. Thank you Companions for your donations totaling
$52,566.35.

Cryptic Masons Medical Research Foundation is a culmination
of the finest medical professionals, Masonic charity managers
and support staff. The result is a highly functional team that
focuses on philanthropic endeavors to benefit mankind and
improve medical knowledge.
CMMRF ENDOWED CHAIR Dr. Michael P. Murphy, MD is
a Vascular Surgery specialist in Indianapolis, Indiana. He
attended and graduated from Columbia University College Of
Physicians And Surgeons in 1989, having over 29 years of
diverse experience, especially in Vascular Surgery.
Gary Wyne is the Executive Secretary of CMMRF, serving our
organization since 2012. Gary served as the Most Illustrious
Grand Master Grand Council of Cryptic Masons of Indiana in
2008-2009.

Most Illustrious Grand Master’s Homecoming Report
The Most Illustrious Grand Master’s Homecoming was held
April 6, 2019 at the Ramada Hotel & Conference Center located
at 3130 Hartley Road Jacksonville, Florida. After months of
committed local and state-wide promotion, the event had 78
guests in attendance. Very special guests included M.E.G.H.P.
Harry V. Eisenberg; and R.E.G.C. James T. Mason together
with their wives or guests. The Illustrious Grand Master had 5
family / friends present as well.
The evening began with a registration / social hour from 6:00
PM – 7:00 PM. Excellent fellowship was had by all and gave
opportunity for friendship renewal for those who had not seen
each other in some time.
The banquet began promptly at 7:00 PM with welcoming
remarks, the pledge of allegiance, and an invocation provided
by Illustrious Associate Grand Chaplain, Jack A. Holloway.
Meal selections included Mojo London Broil and Herb Roasted
Chicken Breast.
Dignitary / special introductions were provided following the
meal for Grand Chapter, Grand Council, Grand Commandery,
and family members.
Once Masonic recognition was completed the evening then
focused on the primary purpose for the event. It started with
tributes to the Illustrious Grand Master provided by
M.E.P.G.H.P. Steven Q. Steele and M.I.P.G.M. Danny
Fullwood. Both tributes were heart felt and antidotes were
given regarding their experiences with Glenn. M.I.P.G.M.
Dayle L. Schrock provided information on Florida’s
C.M.M.R.F. national standing and Hallmark Council No. 03’s
significant contribution of $18,600.00! Donations were then
provided by several people together with a perpetual
membership presentation to the Illustrious Grand Master from
St. Augustine Council No. 15.

The banquet continued with entertainment provided by Glenn
Chandler, Jr. This was a very special evening as it was Glenn
and Janet’s 46th wedding anniversary and he spoke lovingly
about his parents and provided several musical pieces some of
which he wrote.
The Grand Master spoke and thanked all for supporting the
Homecoming and the valuable life lessons he had learned from
All I Really Need to Know I learned In Kindergarten.
The evening closed at 9:05 PM with a benediction from
Illustrious Associate Grand Chaplain Jack A. Holloway with
peace and harmony prevailing.
The Committee would like to thank Most Illustrious Grand
Master Chandler for the opportunity to serve him and the Grand
Council this past 2018-2019 year and the hotel staff for making
this event successful. A special thank you to Randy Burkett who
was there to assist in whatever was needed to be done.

REPORT OF THE INVESTMENT COMMITTEE
FOR THE GRAND COUNCIL of FLORIDA 2018 –2019
Investment Committee members participated in a telecom
discussions and conveyed actions to be taken to the Grand
Master and he through the Grand Treasurer to Edward Jones to
make necessary account adjusments during the Cryptic year.
Numerous Emails and phone calls between committee members
of the committee , the Grand Treasurer and our Grand Master
facilitated committee performance monitoring, and along with
the statements provided the by the Grand Treasurer, forming the

basis for recommendations of the committee. Executive Orders
derived from the committee recommendations were executed
by the Grand Treasurer at the direction of the Grand Master.
Continuous monitoring of the investments despite market
declines resulted in a mere increase of 2.8% in the
Life/Perpetual account and a 4.2% increase in the the
Administrative account.
With the unstable market conditions experienced in 2018, the
Grand Council’s investments were not as productive this
Cryptic year. Our investments started the year June 1, 2018 with
an Administrative account balance at $239.5K, ending with
$249.6K as March 31, 2019. Our Life/Perpetual account started
with a balance of $328.8K and ended at $337.8K as of March
31, 2019.
The committee would like to thank the Most Illustrious Grand
Master, MI Glenn E. Chandler, Sr. for providing the opportunity
for us to serve the Grand Council Royal and Select Masters of
Florida. It has been a privilege and an honor to serve on his
behalf.

JURISPRUENCE COMMITTEE REPORT
- On Legislation –
The Grand Council Jurisprudence Committee met on Sunday,
May 5, to review the Legislation submitted for revision to
portions of the Constitution of said Grand Council.
There were five proposed amendments submitted within the
required time frame and on the proper forms. All five were
reviewed and the Jurisprudence Committee
recommended acceptance of all five.
JURISPRUDENCE COMMITTEE REPORT
-On the Actions of the Most Illustrious Grand Master-
The Grand Council Jurisprudence Committee met on Sunday, May 5,
to review the actions pertaining to the rulings and dispensations acted
upon by the Most Illustrious Grand Master, Glenn E. Chandler, Sr.
during his 2018-2019 Cryptic year.
The full Committee closely examined the actions taken by our Grand
Master and determined that all of his actions were within purview of
his office.
Thee requests for dispensations, three requests for bylaw amendments,
six Executive Orders and one Edict were reviewed. It was determined
that all were within his authority.
The Committee determined that all actions taken by the Grand Master
were acted upon in a timely manner, each properly received and
bearing official stamps of the Grand Recorder and Grand Master.
The Committee would like to commend Grand Master Glenn
Chandler for having the stamina to complete his term and having
faithfully discharged the office of Most Illustrious Grand Master
during his Cryptic year. Grand Master Chandler added District
CMMRF Representatives and had a push for contributions raising the
standard to and all time high charity collection. We thank Grand
Master Chandler for his passion and vision to enhance our standards.

LODGE REPRESENTATIVE PROGRAM 2018-2019
The lodge representative program is not working well,
moving forward the DDGM should be fully responsible for this
program in their respective Districts to make sure it is carried
out. The program should also be tied into a new membership
drive by the local York Rite Bodies.
The members need to attend their local Lodges and talk
about upcoming York Rite events and information. The Ill.
Master could assign a member to do so. A large number Blue
Lodges are not attended by our ageing members, therefore an
increase in new and younger members will help this program.
I thank the MIGM Glenn Chandler, for the pleasure of
serving this Grand Council.

MEMBERSHIP AND EDUCATION 2018-2019
The Illustrious Master of each Council, and if needed, with the
assistance of the District Deputy Grand Master and the Grand
Council, is to develop a means of increasing membership and
providing education to the Members. This is a theme that

continues, and with the support if the Illustrious Grand Master,
this message has been communicated at all Area meetings and
through his visits to individual Councils.
The Committee is always looking for new methods and ideas
to improve education and growth in membership.

an honor to serve the Most Illustrious Grand Master as this
Committee.

MENTOR'S MANUAL REPORT 2018-2019
The Mentors Manual Program is not working, again this
program should be promoted by the DDGM in their perspective
Districts. The Manual is available on line at the Grand York
Rite web site, which can be down loaded for use in each of the
Councils, as a tool for Masonic Education and instruction to
new Candidates.
Each Ill. Master should assign a member to go over the
material in the manual, as soon as posable. The DDGM should
follow up on his next visit
At this time there is no recommendations for any changes in
the script of the document.

Necrology Report for the Grand Council of Royal and
Select Masters of Florida
Companions,
It is my sad duty to report the loss of L. Edward Villiaume III,
Grand Recorder from the Grand Cryptic Line and Most
Illustrious Past Grand Master, Dencel “Denny” Smith.

Ed passed away on November 16, 2018 at the age of seventy.
He served as a police officer for the City of St. Petersburg for
25 years and a Navy Veteran of Viet Nam. He was a Mason for
over 44 years, and was a Past Master of Sunshine Lodge No.
288 and life member and Past Master of Nitram Lodge No. 188.
He served as Grand Secretary/Recorder of the York Rite of the
State of Florida for almost four years (2015-2018) and received
the Order of the Purple Cross from the York Rite College. He
was also a member of the Scottish Rite, Valley of Tampa, and
achieved the rank of Knight Commander Court of Honor. He
was also a member of other Allied Masonic Orders.
Dencel “Denny” Raymon Smith passed away after a four year
battle with cancer on December 2, 2018 at the age of seventy-
eight. He enlisted in the Army as an Armored Scout and
Intelligence/Counter-Intelligence Sergeant and served his
country from 1961-1979 including numerous overseas and
combat tours. He retired from the military to Tallahassee and
became JROTC Instructor for Gadsden County School District
for 13 years. He was a Mason for more than 55 years and a
Florida Mason for 37. He served as Worshipful Master of
Edwin Larson Lodge No. 361 and Havana Lodge No. 167 as
well as DDGM and numerous other Grand Lodge of Florida
appointments. Denny was the Most Illustrious Grand Master for
the Grand Council of Royal & Select Masters in 2008-2009 and
also served as the Grand Secretary/Recorder for the Grand York
Rite Bodies from 2010-2011. Denny’s Masonic service
included many Allied Orders where he served with distinction.
His last office was the General Secretary for the Scottish Rite,
Valley of Tallahassee.
The total Companions who passed away from June 1, 2018
through May 31, 2019 was 102. This included both R. I. Edward
Villiaume and M.I. P.G. M. Denzel Smith

Words cannot express the loss of these Companions to their
families, friends and Brothers.
May the Grand Architect of the Universe have mercy on their
souls and bring comfort to their loved ones.

Perpetual Membership Committee
I have reached out to a number of District Deputy Grand
Illustrious Masters for a number of Districts to confirm that the
topic of the Perpetual Membership Program was included as
part of their official visitation agenda. I am proud to report that
in all cases, this program was a part of their official visitation
agenda.
Additionally, during my visits to councils in 2018 and 2019, I
spoke about the Perpetual Membership and the benefits of such
a program in respect to the companions and to their Councils.
In conclusion, I can report that we have an increase of 16
Perpetual Memberships for the 2018-2019

2018-2019 Report - Technology committee
The committee has worked diligently this past year, in laying
the foundation for several changes.
1. The Grand York Rite web site has been online or one
full Grand York Rite Masonic year:
a. The site is using WordPress and has
recommended updates applied weekly,
b. Posts are uploaded to the website within 3
days. The goal is to get this to be within 24
hours,
c. Will be working with the Grand York Rite
office to provide training, assistance to allow
the office to manage normal daily operations
to help improve updates to the web site

d. The website continues to be refreshed as part
of feedback from the Companions and Sir
Knights:
i. All post pages converted to allow
more than just the last 10 posts to be
available,
ii. Archive pages to allow all prior

office to convert more forms to PDF
fillable, and
iv. Work with the Grand office to
ensure that there are minimal
(ideally no) outdated forms (i.e. old
companion names, addresses, prior
year, etc.)
2. Membership portal update
a. Currently being migrated to a secure platform
accessible online
b. Secretaries/Recorders updates will be
available online:
i. Eliminate redundant data entry,
ii. Going green (reduce/remove) paper,
and
iii. Better coordination between local
and state bodies.

Grand Secretary/Recorder so the information can be provided
to the committee.

Unfinished Business Report
1. It had been my intention to complete a review and
update of the Grand Representatives list of Florida
Companions assigned to various Grand Councils
around the world. I was unable to finish this during my
term in office.
2. I wish to thank MI Chandler for completing this task
and bringing our list up-to-date. Letters of introduction
have been sent to the various Grand Councils where
changes were made. Pending acceptance by these
other Grand Councils, this project has been completed.
3. Due to an oversight, the 2018 Proceedings did not
include the three proposed amendments to our
Constitution or the results of these as voted at the
Grand Assembly. The Constitution Review
Committee Report addresses this issue. The approved
amendments have been incorporated in the
Constitution.

At the 1972 Election of Officers, a motion was made and carried by
unanimous ballot that Wilbur Welling Masters, Jr. be elected MI
Grand Master of the Grand Council of Royal and Select Masters of
Florida. After MI Companion Masters was installed, he called for
another election and RI Companion Jesse Frank Nettles, Deputy
Grand Master, was elected MI Grand Master.
MI Companion Ruben Lee Owens, MIGM, died in office, October
27, 2004. Per the Constitution of the Grand Council of Royal &
Select Masters of Florida, RI Companion Donald Thomas Harriott,
Deputy Grand Master, succeeded instanter [meaning immediately,
without delay] to the office of Most Illustrious Grand Master and
served the remainder of the 2004-2005 term. MI Harriott was elected
and served as MIGM for the 2005-06 term

PERSONAL John David Pickford was born to Jack
and Dolores Pickford on October 5, 1948 in Portsmouth,
Virginia. His father was in the US Navy and they lived in
Norfolk, VA, Key West, FL, San Diego CA, San Antonio,
TX, Lakewood OH, Naples Italy, Columbia SC and moved
to Key West where he lived from 1964 until 2004. He
was a member of the Civil Air Patrol and Monroe
County Sheriffs Road Patrol Reserves.
He graduated from Key West High School in 1967 and
Florida Keys Community College in 1969. His Junior year
he attended the University of Florida (Business
Administration) and was in Army ROTC. In 2013 he
retired from Sears after 43 years.
He married Doris Faye Taylor in Key West 48 years ago on
April 28, 1971. They have two daughters and six
grandchildren. He is a member of All Villages Presbyterian
Church (ECO).
