Councilman Turk stated the Public Service Committee met in the Executive Conference Room and reviewed the contracts, change orders, pay estimates, and final payments and found them all to be in order and recommended their approval. He stated the Committee also approved an increase to the IEPA Loan for the Combined Sewer Overflow Project.

Councilman McFarland and the City Manager discussed the possibility of new hires in the 2014 budget and the need an active police officer eligibility list. Councilman McFarland discussed adding a downtown beat Police Officer to the 2015 budget, cleaning up downtown for Race Fan Rally, updating Council on fire hydrant repair and outages at the conclusion of the fire hydrant testing, and the possibility of eliminating downtown parking meters.
