PROCEDURE FOR OBTAINING CTE/CTO(A/W)/HWM/BMW THROUGH OCMMS

1. The user has to register itself in the OCMMS Portal (if, first time) otherwise user logs into the

system and applies for CTE/CTO(A/W)/HWM/BMW application. The detailed procedure is available

in the OCMMS User Manual for Entrepreneurs.

2. Once the application is submitted (alongwith requisite documents and adequate fee) the application

is received in the account of the receiving officer, i.e Environemental Engineer of the concerned

Regional Office, in whose jurisdiction, the industry falls.

3. The application is then forwarded to the concerned Assistant Environmental Engineer(AEE) of the

area for scrutiny.

4. The AEE scrutinizes the application and if found incomplete, the application is returned to the

industry with reason and the industry has to apply again.

5. If the application is complete in all respects, the AEE completes the scrutiny and submits the

application to Environmental Engineer, for further orders.

6. The Environmental Engineer may raise inspection to AEE for visiting the industry, according to the

need, as the case may be.

7. The AEE/JEE of the office visit/ inspect the industry , as per the requirement and the inspection

report is prepared for the visit.

8. The report is then uploaded on the portal within 48 hours, and the same is also visible to the

industry and inspection is closed.

9. The concerned officer then forwards the application to EE with recommendations which is

forwarded to SEE, CEE, , Member Secretary, Chairman as per the competency for deciding the

application.

10. Any clarifications if required, are raised , and may be asked to the industry for reply of the same

within stipulated time.

11. In case of violation, Show cause notice with or without the opportunity of personal hearing may be

issued to the industry for submitting the reply and/or attending the hearing.

12. After the decision of the competent authority for approval / refusal, the application is forwarded to

the concerned officer for issuing the certificate.

13. The officer then prepares the certificate for approval / refusal (according to the decision of the

competent authority) and closes the application.

14. Once the application is closed, the copy of the generated certificate is available in the account of

the industry which can be downloaded.

Application received in EE ,RO Login. EE ,RO forwards the application to AEE for Scrutiny

AEE will scrutinize the application

AEE will submit to EE, Regional Office after scrutiny complete

EE, Regional Office raise inspection to AEE to visit the industry and put up agenda note

After visit AEE put up agenda note and forwarded it to EE, RO with recommendation

Documents required for Consent To Establish (NOC) Application for Consent to establish (NOC) for Red/Orange Category – Fresh Case

1. Site Plan/Location Plan of the industry. 2. Partnership Deed/Memorandum of Article of Association /Proprietorship certificate/

Resolution of Board of Director/ partners regarding authorized signatory. 3. Land documents such as Registration deed/ Jamabandi/ Rent deed/ lease deed

indicating details of the property. 4. Any one of the following documents regarding designation of area/compliance of

specific guidelines a. Allotment letter of the Designated Authority, if the site of the project is located

in the designated Industrial Area/ Industrial Estate/ Focal Point. Or

b. Undertaking to the effect that the proposed site of the project / industry is located in the designated Industrial zone/ area of the notified/ draft Master Plan in which the establishment of such industry/ project is permissible. The undertaking shall clearly indicate the revenue entries I.e. Hadbast Number, khewat /khatauni number and Khasra numbers.

Or

c. Certificate of Revenue Authorities (DC/ADC/SDM) indicating the distance of proposed site of industry from the MC Iimits/Phirni / Lallakir of the nearest village, in case, the industry is to be established at a site other than the site in the industrial area / industrial estate /industrial zone of the draft master plan / industrial zone of the notified master plan.

Or

d. For industry specific guidelines, certificates/ documents as mentioned in the

said guidelines (In case of Rice Sheller/Saila Plant/Stone Crusher/Brick Kiln/Hot Mix plant/Cement Grinding units etc.)

5. Brief Project Report with Manufacturing Process Flow sheet . 6. Compliance report of pervious consent to operate condition in annotated form (in

case of modernization/expansion only)

Note: Application shall be accompanied by NOC Fee as per total project cost. Application for Consent to establish (NOC) for Green Category - Fresh Case

1. Site Plan/Location Plan of the industry.

Note: Application shall be accompanied by NOC Fee as per total project cost. Application for Extension in validity of Consent to Establish (NOC) for Red/Orange/Green Category.

1. Request letter giving the reason for non-completion of project in stipulated time along with the status of installation of plant and machinery/pollution control devices.

Note:

1. Application shall be accompanied by 50% of NOC Fee per year as per total project cost

2. In case the NOC was not granted online, you requested to submit a copy NOC granted, copy of Project Report and Feasibility Report submitted at the time of obtaining NOC.

APPLICATION PROCESS FOR CONSENT TO ESTABLISH

1. Visit the website of the Board, www.ppcb.gov.in and click on Online Consent

Management and Monitoring System under the E-Governance Projects Tab.

2. If you are a new user,

(i). Click on New Industry Registration.

(ii). Choose the Industry Industry type (Industry / HCF / Local body)

(iii). Enter the Industry Details, Occupier Details.

(iv). Click on Save



(v). A new Login ID and Password would be generated (This would be required to be

changed on first login)

(vi). Continue to Homepage and Login with the generated User ID and Password.



3. If you are an existing user,

(i). Check the Industry / HCE / Local Body checkbox.

(ii). Enter the UserID, Password and Captcha.

(iii). Click on Login Button.

4. After Logging in:

(i). Click on Consent Management Tab.

(ii). In the left navigation menu, click on Apply for Consent.

5. Select the following:

(i). Consent Type as CTE.

(ii). Consent For as Fresh / Renew / Modernization / Expansion depending upon the

requirement of the project.

6. A pop-up window of the list of documents required for the application process would be

open. Read the document list carefully and be prepared with the said documents before

proceeding. Click on Next Button.



7. Fill the preliminary information of the project:

(i). Details of the project.

(ii). Attach the requisite documents

(iii). Click on next button to go to the next step.

8. Fill the Primary Details of the project as follows:

(i). Industry Details



(ii). Occupier Details

(iii). Other Details.



(iv). Product/Power Details.



(v). Air Emission Details.



(vi). Water Consumption / Discharge Details.



(vii). Hazardous waste Details.

(viii). Attach Documents.



9. Complete the Payment for the application by following payment modes :

(i). Online Payment through:

i. Credit/Debit Card

Select the Payment Mode

Select the Payment Type

Select your Bank



Select your Card

Enter the Card Details

After the Entering the card details and click on Pay NOW Button,



a confirmation page will be Popup

Enter the Passward Security Details

After the Successful Payment Dedution Onlion Payment Recipt will be generated, then click on Process Button, Application would be submitted.



After the submission of application following message will be display to the industry.

ii. NEFT/RTGS

For Payment select the Fee tab, entry the fee details




Select the Payment Type

After selecting the NEFT /RTGS, List of multiple Bank would be displayed, then select your bank and add as beneficiary with the following details

After the T+1 day verify your transaction details, Click on Online Payment Verification, Enter the application No.



Enter the following details :- UTR No. / Reference No. & following details, then click on verify Button

After the Successful payment the verification, Online Payment Receipt would be generated and application would be submitted




iii. Net Banking through Multiple Banks Gateway


Select your Bank & Enter the Bank details



After the Succeeful Payment Dedution Onlion Payment Recipt will be generated, then click on Process Button, Application would be submitted.




iv. Net Banking through PNB Gateway




After the Succeeful Payment Dedution Onlion Payment Recipt will be generated, then click on Process Button, Application would be submitted.




(ii). Offline Payment using Demand Draft / Cheque

Select Payment mode Offiline

Add the Bank Details and attached the scan copy of DD/Cheque

After the Succeeful Payment Dedution Onlion Payment Recipt will be generated, then click on Process Button,

Application would be submitted.



9. The Status of the submitted application would be shown in the completed tab.
