The purpose of this directive is to instruct all parking enforcement and sworn personnel on the use and operation of the license plate recognition system (hereafter referred to as LPR system or LPR). The primary use of the LPR system assigned to the Parking and Transportation Division shall be for the detection of scofflaw vehicles identified by the Department’s parking management system. Scofflaw vehicles are defined as those vehicles with five or more parking citations as defined in California Vehicle Code § 22651 (i). Use of LPR Equipment A. Parking and Transportation 1. Only trained parking enforcement and sworn personnel are allowed to use the LPR system. 2. Parking Officers shall be assigned to the LPR system on a rotational basis as designated by the Manager of Parking and Transportation or his/her designee. 3. No LPR equipment shall be left unattended and/or unsecured at anytime. B. Patrol Operations 1. The primary use of the Police Operations’ LPR is for specific law enforcement functions that may include but are not limited to the following: a. Stolen vehicles recovery b. Amends/Supersedes: July 7, 2009 version; February 11, 2011 version; January 8, 2014 version. The purpose of this directive is to instruct all parking enforcement and sworn personnel on the use and operation of the license plate recognition system (hereafter referred to as LPR system or LPR). The primary use of the LPR system assigned to the Parking and Transportation Division shall be for the detection of scofflaw vehicles identified by the Department’s parking management system. Scofflaw vehicles are defined as those vehicles with five or more parking citations as defined in California Vehicle Code § 22651 (i). Use of LPR Equipment

A. Parking and Transportation

1. Only trained parking enforcement and sworn personnel are allowed to use the LPR system.

2. Parking Officers shall be assigned to the LPR system on a rotational basis as designated by

the Manager of Parking and Transportation or his/her designee. 3. No LPR equipment shall be left unattended and/or unsecured at anytime.

B. Patrol Operations

1. The primary use of the Police Operations’ LPR is for specific law enforcement

functions that may include but are not limited to the following:

a. Stolen vehicles recovery b. Wanted persons/persons of interest c. Amber alerts

d. Crime scene investigation e. Other investigative purposes

2. Downloading DOJ information to LPR

a. Log onto the LPR computer with your CSUN username and password. b. Once the LPR computer is connected to the internet, click the “ Hot List

Updater” icon located on the desktop. This automatically connects to the DOJ website.

c. Once connected, this in turn downloads stolen vehicles, stolen plates, felony warrants, etc.

d. This is then merged with the parking list of bootable vehicles.

3. Vehicle “hits” shall be verified by the dispatcher via the JDIC terminal prior to law enforcement action.

4. Confirmed violations shall be handled in accordance with all applicable laws,

policies and procedures. 5. Officers shall keep in mind appropriate officer safety when conducting a traffic stop as

is appropriate for the situation (e.g. felony traffic stop).

LPR Procedures

1. If an officer receives an indication that an identified license plate has five or more

citations issued by this Department, the officer shall immediately confirm the information with the on-duty dispatcher or parking office via the parking management system (Turbo Data).

2. Once there is confirmation, personnel shall follow the procedures set forth in

Policy/Procedure 07-L.E.-007 (Towing, Impound, Storage and Immobilization of Vehicles) for the immobilization and/or towing of the vehicle.

3. Scofflaw vehicles identified by LPR shall be tracked in the parking management

system (Turbo Data) and all funds collected due to an LPR recovery shall be forwarded to the Department’s Financial Analyst for tracking purposes. It shall be the responsibility of the Manager of Parking and Transportation Services to ensure this information is accurately tracked and available for review by the Chief of Police.

4. All information collected by the LPR shall be retained for a period of no less than

six three (3) months on the LPR’s server.

5. In the event that the LPR device is damaged in anyway, the respective Patrol Operations Commander or Manager of Parking & Transportation Services shall be notified

immediately and a written report will be submitted by the officer responsible for the device detailing the circumstances of the incident.

PATROL UNIT APPLICATION FOR LPR EQUIPMENT This License Plate Recognition (LPR) system is assigned to the patrol unit and is affixed to shop #312. This LPR equipment is separate equipment from the parking services LPR equipment and setup varies from system to system.

For Patrol Enforcement:

At the Traffic Safety Office Room 112B, insert USB Flash Drive into computer and perform a “Begin Shift” by clicking small icon in lower right hand corner of task bar.

Remove USB Flash Drive and take to Shop #312.

Open the trunk on shop #312 and insert USB flash drive into an available USB port on the Federal Signal Box located on the left hand side of the equipment tray.

Turn on Shop #312.

Turn on PIPS (LPR System) by turning on the power switch on the Federal Signal box in the trunk.

Using the touch screen on the MDT login and perform a “Begin Shift”.

Remove the USB flash drive and close the trunk.

You are now ready for patrol.

To end your shift, open the trunk and insert USB Flash Drive into a USB port.

Using the touch screen on the MDT login and perform an “End Shift” on the motor.

Remove the USB flash drive and close the trunk.

Turn off shop #312.

Turn off PIPS (LPR System) by turning off the power switch on the Federal Signal box in the trunk.

Return to the Traffic Safety Office Room 112B, insert USB Flash Drive into computer and perform an “End Shift” by clicking small icon in lower right hand corner of task bar to upload all captured plates to database.

PARKING SERVICES APPLICATION FOR LPR EQUIPMENT This License Plate Recognition (LPR) system is assigned to the patrol unit and is affixed to shop #484. This LPR equipment is separate equipment from the parking services LPR equipment and setup varies from system to system.

For Parking Enforcement:

Turn on Shop 484.

Turn on laptop inside vehicle.

Click on the Genetec User (password is 1111)

Check to see if a good wifi connection is established.

Open Genetec Patroller application.

Log in with issued credentials.

Go on patrol.

To end your shift, press the offload button.

Click the close button in the corner of the screen once offload complets, then press shutdown. (this turns off the computer.)

Turn off truck.
