PRO2 ANNUAL ACCOMPLISHMENT REPORT CY 2020

(December 1, 2020 - December 31, 2020)

Executive Summary Halfway through President Rodrigo Roa Duterte‟s administration, PRO2 is steadfast in implementing the governments thrust in the fight against criminality, illegal drugs, insurgency and terrorism. PRO2 continues its culture of excellence in the performance of its mandates with utmost respect to human rights and the rule of law. True to its commitment, PRO2 intensified anti-criminality campaign for December 2020. The strict implementation of the PNP Patrol Beat System resulted to a significant increase in the number of accomplishments on campaign against violation of special laws. PRO2 conducted a total of 55 operations against illegal drugs in December 2020. These operations resulted to the arrest of 60 drug suspects and the confiscation of a total of 21.5102 grams of “shabu” and 896.2387grams of marijuana. In the operationalization of the Whole of Nation Approach to End Local Communist Armed Conflict (ELCAC) as embodied in Executive Order No. 70 series of 2018, PRO2 played an active role as a member of the Regional Task Force – ELCAC. For December 2020, a total of 15 members of the CPP-NPA and Milisyang Bayan members were either arrested or surrendered while 3 firearms of the communist armed group were confiscated/recovered. In building a cultural identity known as the “Valley Cops”, 16 Programmed and Un-programmed In-service Trainings were conducted in PRO2 benefitting 934 personnel. 10,542

medals were also awarded to deserving personnel in December 2020. PRO2 also supported the PNP‟s Revitalized Internal Cleansing. As of December 2020, 38 administrative cases filed against 40 personnel. Of these cases, 31 were resolved and 7 are still under summary hearing proceedings. The above accomplishments would not have been possible without the overwhelming support of PRO2‟s stakeholders. In the Client Satisfaction Survey, PRO2 did not receive any negative feedback while gathering a total of 2,579 positive feedbacks. This is an indicator that

the service of this PRO is being felt and appreciated by the community it serves. PRO2 is committed to sustain the gains of 2020 through the further improvement of Crime Clearance and Crime Solution Efficiency, reduction of Index Crimes and clearing of Drug-Affected Barangays in 2021.

2. Logistics Management

Police Regional Office 2 has been consistently optimizing its effectiveness and productivity of the daily operations of our police units through providing necessary logistical resources:

PRO2 has a total of 783 (595 organic; 15 Donated; and 173 Loaned) units of vehicles consisting of 2 Van&Ambulance; 14 light personnel carrier/pick-up 4x4; 50 Light Transport Vehicle; 1 Mini Bus (Coaster); 359 motorcycles; 24 Patrol Cars; 313 Patrol Jeeps; 9 Personnel Carrier 4X4; 1 for Special Purpose Vehicle; 2 Troop Carrier; and 2 Utility Trucks.

Shoot

On shoot capability, PRO2 is equipped with 4,794 long firearms (4539 serviceable; 104 unserviceable; 27 BER) and 8589 short firearms (8132 serviceable; 151 unserviceable; 80 BER)

On the percentage filled-up for long firearms, PRO2 is in the 84.59% or out of 8277 PNP personnel in this PRO, 4,423 of which were already has an issued long firearms. The issuance of long firearms was based on the guidelines under the Memorandum Circular 2006-021 that only Public Safety Forces or high-risk Police Stations are advised to have 100% long firearms vis-à-vis their total strength, while only 50% of total strength of personnel assigned in the non-high risk stations will be issued long firearms. Further, this PRO has 132 crew served weapons, one (1) Tikka rifle and one (1) sniper rifle.

5. Research and Development ORGANIZATIONAL DEVELOPMENT:

The emergence of COVID-19 Pandemic led this Office to implement the conduct of virtual

meetings and inspection on the logistical assets of PRO2. The usual way of inspection that

involves travelling to lower units are no longer encourage under the new normal situation,

because the same activities with the same results are now achieved virtually. As a result, not

only money and time are saved but it also evolves our strategy in the conduct of inspection.

Learning and Growth

The Regional Personnel and Records Management Division has performed well its mandate in consonance with the PNP Integrated Transformation Program, our roadmap to a more responsive and transformed PNP.

For the period, a total of 1,763 crimes were recorded, higher by 849 or 92.89% compared to 914 crimes recorded for the previous period.

Out of the 1,763 crimes recorded for the period under review, 1,461 or 82.87% are

under the Peace and Order Indicator while 302 or 17.13% falls under Public Safety Indicator.

For the period, almost all Police Offices of this PRO obtained a decrease in Index Crimes as compared to the previous period. Of the 73 Index crimes recorded, Isabela PPO has the highest index crimes with 24; followed by Nueva Vizcaya PPO with 22; Cagayan PPO with 20; Quirino PPO with 3; Santiago City PO with 3; and Batanes PPO with 1 index crime recorded.

On the distribution of Non-Index Crimes, violation of special laws registered the highest recorded non-index crime with 1,300 or 93.66% followed by Other Non-Index Crimes with 69 or 4.97% and the least recorded were frustrated stages of murder and homicide with 19 or 1.37%.

Out of the 1,763 crimes recorded in the PNP Blotter, 1,610 cases were cleared reflecting a Crime Clearance Efficiency (CCE) of 91.32%. It decreased by 6.82% as compared with the 98.14% CCE of the previous period. Quirino PPO garnered the highest CCE with 97.44%, while Batanes PPO has the lowest with 0.00% CCE.

f. Assessment

It can be noted that there is an increase in crimes. It is attributed to the aggressive implementation of all Special Laws which yielded to a significant increase in the number of arrest made against the violators. Cagayan PPO, Isabela PPO and Nueva Vizcaya PPO significantly contributed to the increase as they registered high number of accomplishments on campaign against violation of special laws.

On the other hand, it can also be noted that there is a decrease in Index Crimes. The decrease was due to the holistic crime prevention efforts by the PRO2 personnel in the field to eliminate the opportunity of the would-be violators to accomplish their criminal acts. Likewise, the strict implementation on the guidelines of Community Quarantine immensely contributed to the decrease in index crimes and vehicular incidents.

Major and Minor Operations

For the month of December 2020, this unit conducted 18 Internal Security Operations composed of 6 Major Operations and 12 Minor Operations. Most of which were joint

operations with AFP counter parts. These efforts resulted in the disruption of plans and activities of the lawless elements in the community.

PROPHYLACTIC PATROL OPERATIONS

In adherence to Memorandum from NHQ CMC 05-2014 “Intensified Internal Security Operations” and NHQ CMC 201-068 PNP Internal Security Operations Campaign Plan “KATATAGAN” 2017-2022, this Unit has vigorously conducted 184 prophylactic patrols or 4, 416 man-hours of prophylactic patrols in the region.

WEEKLY CLEARING OF INTELLIGENCE HIGHWAYS

To strengthen the security of our troops and prevent CTG ambuscades within identified ambush areas in our AOR, in relation to Project Situational Awareness for Hostility Avoidance thru Reconnaissance of Ambush Areas (SAHARA)”, this Unit continuosly conducts weekly clearing of Ambush Sites within Maneuver Companies‟ AOR.

SIMULATION EXERCISES (SIMEX)

In adherence to PNP Memorandum 2016-059 Police operational Procedure in the

conduct of Condition Situation Response System, this Unit is conducting a monthly SIMEX in

colaboration with other friendly forces, in order to evaluate and develop troops capability as the

need arises. Simulation Exercises play a very important role in securing peace and order in the

community. It is a variety of exercises where in the participants of the diferrrent peacekeeping

agencies adheres to respond and sustain in the needs of the PNP in combating urban and rural

insurgencies. These exercises covers the ISO REFRESHER COURSES, SPECIAL POLICE

OPERATIONS DRILL and the PUBLIC SFETY OPERATION DRILL to lessen the incindents of

terrorism, hostage taking, harassment of the CTGs and other unlawful activities our country has

been experiencing for the past years.

(SIMEX) composed of 29 camp defense rehearsals, 5 simex on AHARA, 3 Special Operations

Drill, and 3 Public Safety Operations Drill.

The defense of headquarters is critical for preserving combat power and synchronizing military actions in a theater of operations. Because the enemy has the capability of projecting forces with the objective of disrupting PNP operations, RMFB2 maneuver company headquarters have become likely targets.

In adherence to PNP Memorandum Circular 2016-059 “Condition Situation Response

System” (CSRS), this Unit has conducted seventy-seven (77) SIMEX in different scenarios.

These activities enhance the techniques and strategical capabilities of the operating troops of

this unit. The experience they can gain through these exercises would give them enough

awareness for the right techniques and decision-making they would employ whenever such

incidents happen.

Immediate Action Drill (IAD)

The Internal Security Operation (ISO) Refresher Training is an initiative of this Unit for

learning and growth. This training is conducted to RMFB2 personnel to revitalize the theories

they learned during their training with the actual conduct of ISO duties. It provides an

opportunity for them to acclimatize with their assigned teams to enhance their operability.

Combat Medics

Having knowledge in combat medics is specially important, lives would depend on the

readiness and awareness of troops who are trained to provide immidiate medical care in a

combat environment. That is why it is vital that operating troops be familiar, competent,

and efficient with critical care skills and roles.

Communication Exercises

This activity is done to ensure and enhance the interoperability of communications equipment between this unit and other friendly forces for future joint internal security operations.

SPECIAL OPERATIONS DRILLS

For the period covered by this report, this unit conducted one hundred two (102)

special operation drill to assess the operational readiness, equipage, competency and capability

of RMFB2 personnel in dealing and responding to certain situation. This unit also aim to

promote discipline, efficiency and competence to its members in all police operational

procedures in handling situations.

On December 6, 2020, PMSg Contesa M Blankas, Asst WCPD/Asst MCAD PNCO, Amulung PS, Cagayan PPO, under the supervision of PMAJ OSMUNDO M MAMANAO, ACOP, conducted dialogue to the Tanods of Brgy. Gabut of the said municipality regarding peace and order, guidelines on MGCQ, RA No. 9262, RA No. 9165, Anti-Rape Law, Anti-Illegal Gambling and Anti-Terrorism. On December 11, 2020 at 9:00 AM, personnel of Bayombong PS, Nueva Vizcaya PPO under the direct supervision of PMAJ GEORGE C MARIBBAY, COP, conducted visitation to the Muslim brothers to promote and strengthen relationship in maintaining peace and order in the community. Likewise, said personnel reminded them on the mandatory wearing of facemask and face shield and to observe physical distancing. On December 14, 2020 at 2:30 PM, Pat Armelyn Mariano, Asst. PCR PNCO, Bagabag PS, Nueva Vizcaya PPO under the supervision of PLT JUANITO L GARCIA JR, OIC, conducted dialogue among Muslim vendors of Bagabag Public Market, Brgy San Geronimo, Bagabag, Nueva Vizcaya regarding Anti-Terrorism, Anti-Illegal Drugs and other related issues concerning peace and order.

On December 9, 2020 at 10:00 AM, personnel of Isabela PPO led by

PLTCOL RAFAEL U PAGALILAUAN, DPDA, conducted IOWG meeting

held at the Isabela PPO Function Room, Brgy Baligatan, City of Ilagan,

Isabela. The group discussed the Gift Giving activity as part of the

Christmas celebration this Yuletide Season with the theme “A time to Care,

A time to Share” from December 23-25, 2020 to be given at WCPC and

Lingap Center, Alibagu, City of Ilagan Isabela and Rebel Returnees based

at 95th Infantry Battalion, Zone 2, San Mariano, Isabela.

On December 14, 2020 at 2:00 PM, PLTCOL ANDREE C ABELLA,

RPIO/Asst. C, RCADD, under the supervision of PCOL ROMALDO G

BAYTING, DRDO/IOWG Chairman, presided over the IOWG meeting at

the RCADD office. Said activity was attended by the Regional Quad Staff

and representatives from ITMS, RPIO, and Chief PCADUs of all PPOs and

SCPO. The group discussed the actions to be undertaken with regard to

the celebration of Modified Paskuhan 2020.

On December 14, 2020 at 2:00 PM, PMAJ LITO M IMPAS, C, PCADU, Batanes PPO joined in the IOWG Meeting presided over by PLTCOL ANDREE C ABELLA, RPIO/Asst. C, RCADD. Topics discussed includes the operational guidelines for the New Normal during Yuletide Season 2020, strategic communication and advocacy awareness campaign to ensure peace and order in the entire event and the observance of the minimum health protocols to avoid the spread of COVID-19.

ISO DRILLS

Camp Defense Rehearsals

The defense of headquarters is critical for preserving combat power and synchronizing

military actions in a thereat of operations. Because the enemy has the capability of projecting

forces with the objective of disrupting PNP operations, RMFB2 maneuver company

headquarters have become likely targets.

SIMEX

In adherence to PNP Memorandum Circular 2016-059 “Condition Situation Response

System” (CSRS), this Unit has conducted seventy-seven (77) SIMEX in different scenarios.

These activities enhance the techniques and strategical capabilities of the operating troops of

this unit. The experience they can gain through these exercises would give them enough

awareness for the right techniques and decision-making they would employ whenever such

incidents happen.

Immediate Action Drills (IAD)

The Internal Security Operation (ISO) Refresher Training is an initiative of this Unit for learning and growth. This training is conducted to RMFB2 personnel to revitalize the theories they learned during their training with the actual conduct of ISO duties. It provides an opportunity for them to acclimatize with their assigned teams to enhance their operability.

Combat Medics

Having knowledge in combat medics is specially important, lives would depend on the

readiness and awareness of troops who are trained to provide immidiate medical care in a

combat environment. That is why it is vital that operating troops be familiar, competent,

and efficient with critical care skills and roles

Communication Exercises (COMMEX)

This activity is done to ensure and enhance the interoperability of communications

equipment between this unit and other friendly forces for future joint internal security operations.

SPECIAL OPERATIONS DRILLS

For the period covered, PRO2 conducted one hundred two (102) special operation drill

to assess the operational readiness, equipage, competency and capability of RMFB2

personnel in dealing and responding to certain situation. This unit also aim to promote

discipline, efficiency and competence to its members in all police operational procedures in

handling situations.

During the period covered by this report, RMFB2 initiated a total of forty-five (45) Public

Safety Operations Drills which includes earthquake drills, disaster preparedness training, fire

drill and search and rescue trainings. Some of these drills, especially earthquake drills, were

done with the participation of the community.

On December 5, 2020 at 7:00 AM, personnel of Tuguegarao

CPS, Cagayan PPO, under the supervision of PLTCOL

JHONALYN Q TECBOBOLAN, COP, conducted water level

monitoring on low lying areas particularly at Core Shelter

Annafunan East and Zone 6, Linao East Tuguegarao City to

inform the residents if they can return to their homes when

the water subsides.

On December 7, 2020 at 2:00 PM, personnel of Allacapan

PS, Cagayan PPO led by PCPT ANTONIO G PALATTAO,

Acting Chief of Police, initiated the conduct of Earthquake

Drill held at the said Police Station. The activity aims to

practice the DUCK, COVER and HOLD and proper response

in case of earthquake and any emergency situation.

On December 5, 2020 at 1:00 PM, personnel of Solana

Police Station, Cagayan Police Provincial Office led by PCPT

SAMUEL A LOPEZ, Acting Chief of Police and BFP Solana

initiated the conduct of Earthquake Drill among LGU Solana

employees and clients held in front of Solana Municipal Town

Hall. This activity aims to observe the proper response in

case of earthquake.

On December 5, 2020 at 9:00 AM, Gattaran PS, Cagayan PPO led by PSMS Rolando C Mayo Jr. under the supervision of PMAJ RAYMUND S BAGGAYAN, Chief of Police, provided police assistance and route security to the Relief Operation Drive sponsored by BANTAY GATTARAN spearheaded by Ma'am Meldeezah Agatep in Sitio Padungsul, Brgy. Naddungan, Gattaran, Cagayan.

On December 11, 2020, PSSg Maria Heidi Pamittan and PSSg Filomena Maggay, both CCADS PNCOs, Tuguegarao CPS, Cagayan PPO, under the supervision of PLTCOL JHONALYN Q TECBOBOLAN, COP, provided assistance during the packing of relief goods by the LGU at People‟s Gym, Tuguegarao City intended for the victims of typhoon “ULYSSES” within the City.

On December 14, 2020, personnel of Allacapan PS,

Cagayan PPO led by PCPT ANTONIO G PALATTAO, ACOP, Allacapan PS, Cagayan PPO, attended the 4th Quarter MPOC Meeting together with the MDRRMO, DepEd, BFP, DILG, DOH, MSWD and other concerned agencies and discussed the peace and order situation particularly on anti-terrorism campaign.

TECBOBOLAN, COP, conducted feeding program among

the 150 constituents mostly children of Barangay Balzain

West, Tuguegarao City who belong to the poorest of the

poor. Likewise, personnel educated the said children on how

to maintain a healthy body.

On December 23, 2020 at 9:30 AM, personnel from Regional Personnel and Records Management Division led by PCPT TERESITO C CALIMPUSAN JR, under the direct supervision of PCOL JIMMY N GARRIDO, Division Chief, distributed Relief Goods courtesy of Island Pacific Supermarket thru PMGEN ANGELITO A CASIMIRO, TDL and PBGEN CRIZALDO O NIEVES, Regional Director, PRO2, to the flood-affected families at Brgy. Capatan and Brgy. Tagga, both of Tuguegarao City Cagayan. A total of 100 individual were benefited during the said activity.

Community 2020 Emerging Best Practices KOOPERATIBA SA BARANGAY - The Kooperatiba sa Barangay was

conceptualized by Police Regional Office 2 in consonance with Executive Order No. 70 Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework. The project aims to bring the public services intended for the community especially those that are Deprived, Depressed and Underserved. A way of winning the hearts and mind of the people in the Barangay who are influenced by the enemy of the state and further get them on the side of the government. The project will be under the umbrella of the Bayanihan sa Barangay to put up cooperative in every barangay base on the available resources, production and crops. The partner agencies will assess the capability of the barangays and capacitate the members with the needed livelihood programs where local resources are readily available in their locality. All productions shall be named after their barangay and will be displayed in a

Kadiwa Center of every town through the “One Town One Product”. The Kooperatiba sa

Baranagay will be sustained by all its members and employ ladies circle called Kaliping

Kababaihan as its workforce in the marketing of their “One Barangay One Product”.

CPPO OPLAN BISITA NI PD AT COP SA BARANGAY (BIBAR 1) aims to

implement a responsive and holistic anti-crime approach to effectively prevent, control

and suppress the occurrence of crimes, to protect lives and properties, and to develop

effective crime prevention and public safety strategy through visitation and dialogue. A

total of 878 visitations and dialogues were conducted during the period.

IBAR 2 (Biyaya sa Barangay) Adopt a Family project in which the primary objective of Cagayan PPO is to alleviate the impact of crisis in the community specially for the families who are struggling and/or unable to provide their necessities due to the pandemic COVID-19. As of this date, a total of 15,550 families were provided with foods and medicines until the ECQ is lifted, this also ensure the health and safety of the family concerned and minimized human movement.

BIBAR 3 (Binhi alay sa Barangay) This project aims to alleviate the impact of crisis in the community and encourages them to be productive during quarantine period by putting up backyard gardens or urban gardens in order to produce their own healthy foods at home. As of this date, a total of 15,603 seedlings were given to the community.

BIBAR 4 Biyaya para sa Barangay (Silid aklatan para sa mga bata) Through this project, a mini-library is created inside the barangay hall in the selected remote barangays. The mini-library is equipped with reading resources/materials that are

intended for students of primary schools and/or secondary if necessary. In this way, the „home-based learners could borrow books and other learning materials from the said library with the assistance of the duty barangay official/s. Thus, our learners will be more motivated to do their self-study/lessons as required by their respective schools. As of this date, a total of 15,815 books were provided and distributed to selected remote barangays.

OPLAN B2B (Boundary to Boundary) aims to constrict the movement intercept

and apprehend fleeing criminals who take advantage of the national highways and major thoroughfares to evade arrest. Moreover, OPLAN B2B Checkpoint aims to respond to the ingenuity of criminals in eluding arrest thereby eliminating crimes particularly those that are perpetrated by motorcycle-riding suspects (MRS) such as hit and run, shooting incidents, highway robbery, hijacking, traffic-related crimes, and other violations of the law. A total of 24 police operations were conducted and able to arrest 35 suspected persons and filed 15 different cases in court.

Isabela PPO PROJECT BA.CO.D. (Barangay COVID Defense and PNP Food Bank) aims to unify different sectors of the society such as the LGU particularly the Barangays, civic-minded stakeholders and NGOs to help our less-privileged constituents who are hardly hit by the pandemic COVID 19. As of this date a total of 128 recipients of this project benefitted. These are far flung barangays that needed help the most, they have been provided with basic necessities such as masks, alcohol, face shield, medicines, vitamins, rice, groceries and canned goods. Likewise, massive information about the Do‟s and Dont's in times of COVID and crime prevention tips.

PROJECT BAYANIHAN SA BARANGAY ONLINE HELP DESK The

“Bayanihan Sa Barangay Online Help Desk” dubbed as “e-Reklamo”, was

conceptualized to adhere to the “new normal” way of reporting crime incidents and other

concerns without prejudicing the health, safety and security of both the community and

the police, and a proactive measure to protect their lives, properties and their

community as whole. As of this date, a total of 154 number of constituents from

Echague, Isabela used this project and yielded positive results.

QPPO “KWARTO NI NENENG” aims to reduce and eventually stop rape

incidents in the Province of Quirino through the construction of "Kwarto ni Neneng" As of this date, a total of 27 rooms were completed and turned over to the identified beneficiaries of this project.

DONATE TO BATTLE COVID-19 aims to setting up of community kitchen and

mobile kitchen to feed the less-fortunate children, orphans and widowers and to give

rice and grocery items to the identified recipients who belong to the poorest of the poor

confirmed by the Selection Board. As of this date, a total of Twenty Seven Thousand

Pesos were collected donations and distributed to all identified recipients of Project

"Kwarto ni Neneng".

QPPO OPERATION PLOGGING - It is an eco-friendly exercise through which

people pick up trash while jogging or walking as a way of clean-up drive and also taking

care of individual health. Thus, QPPO see it significance and create same emerging

best practice in the province. As of this date, a total of 6 plogging initiatives were made

possible during the period.

PROJECT F.I.G.U.R.I.N.E. (Fight Incessantly to Gain Upper hand in Rape

Incidents that It must Now End) The project aims to educate the community on the

vulnerability of children, girls and women to rape in order that appropriate measures

should be put in place. As of this date, a total of 28 number of trainings/seminars

initiated and 534 number of lectures conducted by this PRO.

PROJECT A.R.R.E.S.T. (Artificial Intelligence Facial Recognition thru

Responsive Electronic System Tracking of Wanted Persons) aims to develop a fast, reliable, and convenient system that can make work easier for every PNP personnel. Likewise, it will increase the effectiveness of all police units within AOR in curbing criminality and increasing crime solution efficiency. As of this date, a total of 11 validated arrests through this project. PROJECT BLESSED CAC (Business Sector and Law Enforcement Support

Services for Economic Development in collaboration with committed City Advisory Council) is designed for the City Advisory to focus on issues of strategic importance that are considered contributory to the successful accomplishment of the organization‟s mission and vision. It shall provide the needed external perspectives and appropriate guidance on the key issues and concerns pertaining to SCPO. It shall also act as a channel for networks (individuals and organizations) that can help the organization find solutions to pressing issues in the City. The CAC is to carry out an active advocacy program, leading up to the formation of a broad and effective multi-sectorial coalition that would have a better understanding and deeper commitment to support the PNP in the realization of its vision to become a capable, effective and credible Police Force.
