Consistent with the principles of sustainable development, Provincial Roads Management
Facility (PRMF) is implementing an integrated approach in the management and sustainability
of the environment through the Environmental Management System (EMS).
The EMS sets the overall framework for assessing and managing environmental issues arising
from the activities of the PRMF.
The EMS outlines the requirements for assessing and managing environmental issues arising
from PRMF activities through environmental assessment, mitigation, implementation,
monitoring and evaluation.
THE FRAMEWORK
Policy and Legal Setting
• The structure and requirements of the EMS are consistent with AusAID’s
Environmental Management Guide for Australia’s Aid Program (2003)
and the requirements under the Programmatic Environmental
Compliance Certificate (ECC) issued by the Environmental Management
Bureau, Department of Environment and Natural Resources (DENR) for
the PRMF.

Environmental
Assessment and
Management
Planning
Environmental
Assessment (EA)
identifies, predicts,
and evaluates
foreseeable
environmental
impact of proposed
PRMF road projects.
The EA involve s al l
relevant stakeholders,
including the affected communities and the partner governments,
and the national and local environment agencies. The Project
Environmental Management Plan or EMP is the product of the
environmental assessment and management planning.
Environmental Compliance Monitoring (ECM)
The EMS inco rporates a co nstruct ion-phase environment al
monitoring process, procedures and requirements prescribed in the
environmental procedural manuals such as the DENR (DAO 2003-30).
The specif ic task s/activit ies include:
• Monitor project compliance with the conditions set in the
Environmental Compliance Certificate (ECC).
• Monitor compliance with the Environmental Management Plan
(EMP) for the construction project and with other applicable laws,
rules and regulations.
• Monitor compliance
with the specific
safety, health and
environmental
provisions in the
Civil Works Contract
for the construction
project.
• Report and
communicate
monitoring results to
provide a basis for
timely decision-
making and effective
planning and
management of
environmental
measures through
the monitoring of
actual project
impacts vis-à-vis the
predicted impacts in
the EMP.

About PRMFPRMF is a five - year (2009–2014), Php4.3 billion (A$100-million)
development initiative of the Governments of the Philippines
and Australia. Through PRMF, the Australian Government helps
provincial governments to put in place the governance systems
that will enable them to maintain their roads over time, while
rehabilitating and maintaining a core road network in up to 10
provinces in Mindanao and the V isayas.
PRMF aims to boost the local economy by improving road
transport so that more people will have better access to
rehabilitated and maintained road networks, economic activity
and public infrastructure and services that will improve their
livelihoods. Better roads will also improve access to jobs, health
services and essential social and educational facilities in rural
and regional areas.
