MATCH DAY EVENT PRESENTATION AND

SPONSOR ACTIVATION MANAGEMENT SERVICES

FOR THE ICC CHAMPIONS TROPHY 2017 AND THE ICC WOMEN’S WORLD CUP 2017

ENGLAND AND WALES

1. INTRODUCTION

The International Cricket Council (the “ICC”), acting through its wholly-owned subsidiary

company, ICC Business Corporation FZ LLC ("IBC"), which is incorporated under the

regulations of the Dubai Creative Clusters Authority in the United Arab Emirates and has

its administrative office at Street 69, Dubai Sports City, Sheikh Mohammed Bin Zayed

Road, PO Box 500070, Dubai, United Arab Emirates owns or controls the commercial

rights to two international cricket events taking place in England and Wales in 2017, the

ICC Champions Trophy 2017 from 1-18 June 2017 (“CT2017”) and the ICC Women’s

World Cup 2017 from 26 June – 23 July 2017 (“WWC2017”) (each a “Tournament” and,

together, the “Tournaments”).

The England and Wales Cricket Board (“ECB”) is the governing body for cricket in

England and Wales and is a Full Member of the ICC. ECB has been awarded the

outstanding opportunity to stage these two exceptional and captivating global event

following its appointment as the host of the Tournaments and is responsible for the

organisation and management of the Tournaments.

2017 will be another exciting year for cricket in England and Wales as the ECB also

hosts tours by South Africa and the West Indies alongside the Tournaments. The

CT2017 will be held between the South Africa ODIs and Test Matches, followed closely

by the WWC2017 which will run alongside the South Africa Test Matches. These two

ICC Tournaments will provide highlights within the home cricketing schedule that

showcase the passionate support of our fans alongside the outstanding talent of the

world’s elite cricketers.

ECB, acting in consultation with the IBC, wishes to appoint a company to provide Match

Day Event Presentation and Sponsor Activation Management Services, including,

without limitation, the services set out in Appendix B (the “Services”), in connection with

the Tournaments as described below.

Unless otherwise defined elsewhere, capitalised terms used in this RFP have the

meanings set out in Appendix A.

2. OBJECTIVES

2.1 The purpose of this RFP is to invite interested and qualified Applicants to submit

Proposals for the right to provide the Services to ECB and IBC in respect of the

Tournaments, as described in the overview of Services set out in Appendix B and on the

terms and subject to the conditions set out in this RFP.

2.2 This RFP invites Proposals from Applicants with:

(a) extensive proven experience in providing services similar to the Services;

(b) a strong financial position;

(c) sufficient resources (in particular staffing) to provide the Services; and

(d) trained personnel (including in particular, but without limitation, experienced and

skilled management personnel).

2.3 In this RFP, each Applicant is invited to submit its Proposal for the right to provide the

Services in connection with:

(a) both of the Tournaments;

(b) CT2017 only; and

(c) WWC2017 only.

Although ECB’s preference is that one Applicant is appointed to provide all of the

Services in respect of both Tournaments, it may consider separate appointments for

each Tournament. Furthermore, the ECB may consider separate appointments for

elements of the Services (including, without limitation, the in-stadia and “last mile”

elements of the Services). As a result, it is a requirement of this Selection Procedure

that each Applicant’s Proposal must set out any variation in the terms of its Proposal

(including, without limitation, the financial terms) in the event that it is selected to

provide the Services in connection with each of option 2.3(a), 2.3(b) and 2.3(c) above

or if it is selected to provide the Services in connection with the in-stadia or “last mile”

elements only.

2.4 In submitting a Proposal for the right to provide the Services in respect of the

Tournaments each Applicant must:

(a) complete, sign and return the form as set out in Appendix E, together with its

detailed Proposal, by the applicable date specified in the Timetable;

(b) provide adequate and detailed answers and information to meet the

requirements of the Criteria (as set out in Appendix C); and

(c) provide a full, detailed breakdown of costs in relation to the Tournaments within

the Price Quotation (as set out in Appendix F).

2.5 In submitting its Proposal, each Applicant will have to establish that it satisfies (or will

satisfy in a timely fashion) the Criteria and the Requirements. ECB, in consultation with

the IBC, will evaluate the Proposals based on the extent to which they reveal that such

conditions and requirements have been or will be satisfied.

2.6 Each Applicant should provide satisfactory evidence to ECB in its Proposal of its

financial standing and of its ability to meet the commitments it makes in its Proposal.

ECB reserves its right to require appropriate bank guarantees and/or parent company

performance guarantees.

2.7 ECB may, in its absolute discretion, waive any of the conditions and/or requirements set

out in this RFP in respect of any or all of the Applicants. Each Applicant will be evaluated

on the overall merits of its Proposal and the Successful Applicant(s) may not have

satisfied all conditions and requirements and may not necessarily be the one which

offers the most competitive financial terms.

3. ENQUIRIES

3.1 ECB will, where possible, answer questions or provide additional information reasonably

requested by Applicants at any time during the Selection Procedure with respect to the

contents of this RFP or the means by which the Successful Applicant(s) shall be

appointed.

3.2 Queries should be addressed in an e-mail with the subject line "ICC Champions Trophy

3.3 ECB will attempt to respond to all queries in as expeditious a manner as possible and in

such a form as ECB considers appropriate. ECB reserves the right to make its response

to any query from any Applicant available to all relevant Applicants without revealing the

identity of the initial enquiring party.

3.4 ECB may not be able to provide responses and/or additional information to all queries

and it shall definitely not be able to do so if such requests are sent less than 5 (five)

business days before the due date for receipt of Proposals as set out in the Timetable.

4. SELECTION PROCEDURE OVERVIEW

4.1 Each Applicant must submit to ECB its Proposal documents, in English, by email by no

later than the due date prescribed in the Timetable to the following:

4.2 Each Applicant must attach all applicable documents in support of its Proposal in

accordance with the requirements set out in clause 2.4 of this RFP as well as any other

relevant materials, weblinks, photographs and/or attachments. ECB may issue

supplementary requests for information which, once issued, will form part of this RFP.

ECB may also ask any Applicant for such further information, guarantees and/or

documents as ECB deems necessary in connection with any Proposal at any time and

any such further information, guarantee and/or document may be used at any point in

the Selection Procedure by ECB to evaluate a Proposal.

4.3 Each Proposal, once submitted, constitutes a binding and irrevocable offer to provide

the Services on the terms set out in the Proposal, which offer cannot be amended or

withdrawn after its date of submission (in either case unless requested by ECB).

4.4 ECB is not obliged to accept or consider any Proposal in full or in part or any responses

or submissions in relation thereto and ECB may reject any Proposal, responses or

submissions (or any part thereof) and, in its sole discretion, may refuse to award any

business in connection with this RFP. Without prejudice to the foregoing, ECB reserves

the right to appoint the Applicant(s) whose Proposal (in the absolute discretion of ECB)

most successfully conforms to the Criteria and the Requirements in accordance with the

terms and conditions described in this RFP or to make alternative arrangements for the

provision of the Services, including (without limitation) issuing a revised or different RFP

or providing the Services itself.

4.5 ECB shall conduct the Selection Procedure in accordance with the Timetable set out in

Appendix D. Each Applicant is and shall be required to comply fully with the applicable

deadlines in the Timetable as well as such other deadlines as are imposed by ECB

throughout the Selection Procedure (unless otherwise approved by ECB on a case-by-

case basis).

4.6 The Selection Procedure shall consist of:

(a) a technical evaluation of each Proposal examining each Applicant’s ability to

provide the Services in accordance with the Requirements;

(b) a financial evaluation of each Proposal examining each Applicant’s ability to

secure or offer the best possible prices in connection with the Services; and

(c) an evaluation of each Applicant's suitability, experience and qualifications,

including (without limitation) its compliance with the Criteria as well as the

organisational structure and infrastructure proposed by the Applicant to provide

the Services.

4.7 ECB may, for any reason and at any time during the Selection Procedure, request any

Applicant to supply further information and/or documentation. Each Applicant shall

supply such further information and/or documentation requested within 7 (seven)

calendar days (or such other period of time as may be required by ECB) following receipt

of the written request for that information and/or documentation. Any and all costs and/or

expenses associated with the provision of the additional information and/or

documentation shall be borne by the Applicant.

4.8 ECB reserves the right (in its absolute discretion) to determine how to progress any

discussions and/or negotiations with Applicants following submission of the Proposals.

However, ECB intends to prepare a short list of Applicants in accordance with the

Timetable, following which some or all of the short-listed Applicants may be given the

opportunity to present its detailed Proposal to ECB in person (attendance at any such

presentation shall be at the sole cost of the Applicant in each case).

4.9 After careful consideration and thorough examination of the Proposals and, if applicable,

the presentations, ECB shall, in its absolute discretion, confirm which Applicant(s) (if

any) it proposes to appoint as the Successful Applicant(s). The relative competitiveness

of the financial terms offered may not necessarily be a decisive factor in choosing

between Proposals. ECB reserves the right to make the appointment of the Successful

Applicant(s) subject to such further terms and conditions as it considers appropriate in

relation to this RFP process and/or the provision of the Services. Applicants who have

not been selected shall be informed accordingly in writing. ECB shall not be obliged to

give any reason(s) for the selection and/or rejection of any Proposal or any part thereof.

4.10 The appointment of the Successful Applicant(s) is subject to the conclusion of the

Agreement(s) between ECB and the Successful Applicant(s) governing all rights and

obligations related to the Services. The Agreement(s) shall be prepared by ECB to

include such terms and conditions commonly included in agreements of such nature,

together with any other terms and conditions which are required by ECB in consultation

with the ICC (whether arising from the specifications of the Proposal of the Successful

Applicant(s) or otherwise). It is intended that the Agreement(s) shall be concluded and

signed before or during the week commencing 3 October 2016. Each Applicant agrees

and acknowledges that ECB shall have the absolute right to determine at its absolute

discretion whether or not negotiations shall be conducted on an exclusive basis.

4.11 Notwithstanding any other provision of this RFP, ECB reserves the right, at any time and

in its absolute discretion, to accept or reject Proposals (or to permit any Applicant to

resubmit its Proposal in the event that such Proposal fails to meet any or all of the Criteria

and/or the Requirements), to pursue negotiations with any number of Applicants, to

withdraw from negotiations with any Applicant at any time, to pursue negotiations in

respect of some or all of the Tournaments or parts of the Services, to reduce or increase

the total number of Matches in respect of which the Services are required, and to

suspend, discontinue, modify and/or terminate this RFP process (or any part thereof) at

any time.

5. LEGAL PROVISIONS

5.1 In participating in this RFP process, responding to this RFP and/or submitting a

Proposal, each Applicant accepts and agrees to be bound by and to comply with the

terms of this RFP generally, including (without limitation) the following terms and

conditions (which apply in each case equally to all Applicants):

5.2 Nothing in this RFP, or in any communication made by ECB or their officers, employees,

representatives, agents and/or advisers shall constitute an offer of a contract or a binding

contract between ECB and any Applicant, nor shall it be taken as constituting any

representation that rights or licences will be granted in accordance with this RFP and/or

the Selection Procedure.

5.3 ECB reserves the right, at any time during the Selection Procedure, to change any

aspect of this RFP, to issue any separate amendment or addendum to this RFP (which

will become part of this RFP upon issue) or to issue an amended RFP in place of this

RFP, to refuse to consider any Applicants or to withdraw this RFP. Applicants

acknowledge that ECB may decide to organise the Services on its own or without

appointing any third party and that the ECB may increase, decrease, suspend,

discontinue and/or modify its requirement for the Services in respect of any Tournament

or Match.

5.4 While the ECB has taken all reasonable care to ensure that this RFP is accurate in all

material respects at the date of its issue, neither the ECB, nor any of its officers,

employees, representatives, agents and/or advisers make any representation or

warranty or accept any responsibility for the accuracy or completeness of the information

contained in this RFP or in any subsequent correspondence by ECB in relation to this

RFP, nor shall they be liable for any loss or damage suffered by any Applicant or any

other third party in reliance on this RFP or any subsequent communication with ECB.

5.5 Without prejudice to clause 5.4 above, this RFP does not contain any representation

upon which any Applicant or other recipient may be entitled to rely at any point in time

in order to bring any claim, action or proceedings against ECB and/or its associated

entities and/or any of their respective officers, employees, representatives, agents

and/or advisers (whether for misrepresentation or otherwise). This RFP is incapable of

creating any liability for ECB and/or its associated entities and each Applicant hereby

irrevocably and unconditionally waives any and all rights it may have, now or at any time

in the future, to bring any claim in any court of competent jurisdiction in relation to the

appointment or manner of appointment of any Applicant, the Selection Procedure or

otherwise in relation to the RFP process.

5.6 Each Applicant represents, warrants and undertakes to ECB that any and all information

contained in its Proposal and/or submitted in connection with its Proposal, and any and

all representations made by or on its behalf to ECB, during the course of the Selection

Procedure shall not be false, inaccurate or misleading in any respect (including, without

limitation, by the omission of any material, information or facts) and that if, after

submitting its Proposal there is any change in the Applicant's circumstances or any other

event occurs which may adversely affect and/or impact such information and/or

representations and/or the manner in which they may be interpreted by ECB, the

Applicant shall promptly notify ECB in writing setting out the relevant details in full. ECB

is and shall be fully able to rely on the accuracy and authenticity of any and all

information contained in any Proposal and/or submitted in connection with any Proposal

in assessing any Applicant’s ability to perform and deliver the Services.

5.7 Each Applicant agrees to keep confidential at all times, whether during or after the

Selection Procedure, all Confidential Information and to take all necessary steps to

preserve the strict confidentiality of such Confidential Information, including (without

limitation) by disclosing relevant material to its officers, employees, representative,

agents and/or advisers only on a strictly “need to know” basis and only for the purpose

of this Selection Procedure.

5.8 Each Applicant agrees that it will not discuss any part of this RFP, any Proposal it is

considering or which it has submitted and/or any other aspect of the Selection Procedure

with any other Applicant at any time for any reason. Any breach of this obligation by an

Applicant may result in its immediate elimination from the Selection Procedure.

5.9 No Applicant is entitled to make any announcement relating directly or indirectly to this

RFP, the Selection Procedure and/or its Proposal. Each Applicant acknowledges and

agrees that ECB shall have the absolute right to make any announcement in connection

with this RFP and/or the whole or any aspect of the Selection Procedure.

5.10 Each Applicant is responsible for any and all costs, expenses and liabilities incurred

(directly or indirectly) by or on its behalf in the preparation and submission of its Proposal

and/or otherwise in relation to the Selection Procedure and/or any negotiations with ECB

following receipt by ECB of its Proposal (whether or not an Agreement(s) is entered into

with such Applicant). Under no circumstances will ECB and/or its associated entities

and/or any of its respective officers, employees, representatives, agents or advisers be

responsible for any costs of any Applicant associated in any way (whether directly or

indirectly) with the Selection Procedure.

5.11 Each Applicant acknowledges that any and all intellectual property rights of the ECB, the

IBC and the ICC (including, without limitation, to the name, logo and trophy for the

Tournaments) remain the exclusive property of ECB, IBC or ICC (as appropriate).

Furthermore, any materials provided by ECB to any Applicant shall belong and/or accrue

exclusively to ECB. No Applicant shall claim ownership over any rights including (without

limitation) intellectual property rights, in relation to the ideas, concepts, material or any

other rights contained in this RFP.

5.12 In consideration of ECB receiving and reviewing its Proposal, each Applicant confirms

and warrants that it has read, understood and accepted the terms and conditions set out

in this RFP, which take precedence over any provisions contained in any other

communications between the Applicant and ECB. Each Applicant further acknowledges

that, except as set out in the Proposal and in the Agreement(s), there is no existing

agreement, arrangement or understanding in place (whether in writing or oral) between

ECB and the Applicant in relation to this RFP, its subject matter and/or the provision of

the Services.

5.13 Each Applicant acknowledges that, save as set out in the Agreement(s), all rights and

opportunities in and in relation to the Tournaments shall be exclusively reserved by ECB,

IBC and/or ICC (as appropriate).

5.14 ECB shall be able to rely on any and all representations made by each Applicant in its

Proposal and/or in connection therewith.

5.15 No terms seeking to restrict in any way the discretion of ECB in the Selection Procedure

will be accepted.

5.16 This RFP, the Selection Procedure and any and all related documentation,

correspondence (including, without limitation any Proposal), any non-contractual

obligations and any Agreement(s) (or other agreements) entered into between ECB or

any of its affiliates and any Applicant or prospective Applicant shall be governed by and

interpreted in accordance with English law and any dispute arising from or in relation to

the same shall be subject to the exclusive jurisdiction of the English courts.

APPENDIX A

DEFINITIONS

"Agreement(s)" means each long-form written agreement to be entered into between ECB (or, at the ECB’s absolute discretion, the ICC, IBC or such other third party as the ECB may nominate) and the Successful Applicant(s) governing the provision by the Successful Applicant(s) of the Services (or any part of them).

"Applicant" means any party which is considering whether or not to submit or which submits from time to time a Proposal in response to this RFP.

"Confidential

Information"

means any and all aspects of this RFP, the Selection Procedure, the Tournaments and/or the business and/or affairs of the ICC and/or IBC and/or the ECB which is or which comes into an Applicant's possession (except where such information is generally available to the public).

"Criteria" means the list of criteria to be addressed by each Applicant in its

Proposal as set out in Appendix C.

“CT2017” has the meaning given in clause 1.

"ECB" means the England and Wales Cricket Board, the governing body

for the sport of cricket, which has its administrative office at Lord’s

Cricket Ground, London NW8 8QZ.

"ICC" means the International Cricket Council, the international governing body for the sport of cricket, which has its administrative office at Street 69, Dubai Sports City, Sheikh Mohammad Bin Zayed Road, P.O. Box 500070, Dubai, United Arab Emirates.

"Match" means any official cricket played as part of the Tournament, (including warm-up es, as set out in the Match Schedule which may be amended by IBC and or ECB from time to time.

"Match Schedule" means the schedule of Matches set out at Appendix G (which may

be amended from time to time).

"Proposal" means all documents and information submitted by an Applicant supporting its bid to provide the Services to ECB, as required under this RFP, including the Price Quotation as set out at Appendix F.

"Requirements" means the guidelines, directions, requirements, instructions and requests of ECB issued to any Applicant with respect to the Selection Procedure and/or the Services from time to time.

"RFP" means this Request for Proposals, including all of its appendices and as amended, supplemented or replaced from time to time.

"Selection Procedure" means the entire procedure conducted by ECB to select and

appoint the Successful Applicant(s) for the provision of the

Services pursuant to the RFP process and the subsequent

negotiation, finalisation and execution of the Agreement(s).

"Services" means the services in respect of the Tournaments set out in

Appendix B.

"Successful

Applicant(s)"

means the Applicant(s) selected by ECB to provide the Services

pursuant to the Selection Procedure.

"Timetable" means the timetable for the Selection Procedure as set out in

Appendix D.

"Tournament" means each of the CT2017 and the WWC2017 (together, the

“Tournaments”).

"Venue" means the premises of any stadium, ground or place at which any

Match is scheduled to be played and/or any other stadium or

ground that may be selected by IBC or ECB for any training or

practice facilities.

“WWC2017” has the meaning given in clause 1.

APPENDIX B

SERVICES

The Successful Applicant(s) shall be required to provide the services listed below in connection

with the Tournaments, such services to be delivered by the Successful Applicant(s) always in

accordance with any instructions issued by or on behalf of ECB from time to time.

1. Background

1.1 General background

To enhance the spectator experience at Matches, ECB is seeking to appoint an organisation to

produce a creative plan for Match day event presentation within stadia and the journey from

main transport hubs to the venues (‘Last Mile’), and to manage and implement the agreed plan

throughout the Tournaments.

The Applicants are expressly advised that the structure and schedule of all Tournaments, and

the Venues used in Tournaments are subject to change, but that at the date of this RFP, there

are scheduled to be a total of 15 Matches plus up to 6 warm up Matches in the ICC Champions

Trophy 2017 and 31 Matches and up to 8 warm up Matches in the ICC Women’s World Cup

2017. The Match schedule for CT2017 has been announced and is attached at Appendix G,

the Match schedule for WWC2017 will be announced in due course. All Matches of the CT2017

will be televised and at least 10 Matches of the WWC2017 will be televised.

Innings last approximately 3h30mins, with a 45min interval. Matches either begin at 1030 (day

Match) or 1330 day/night Match unless the game is weather affected. These timings allow for

plenty of dwell time in the concourses.

The following Venues will be used for CT2017:

It is not currently anticipated that Match Day Event Presentation activities will be implemented at

warm up venues unless it is deemed necessary to enable sufficient testing opportunities.

1.2 CT2017 Specific Information

Starting on 1 June and concluding with the Final on 18 June, CT2017 is an 18-day elite cricket

event for the top eight one-day international nations in the Reliance Mobile ICC ODI Rankings.

The ICC Champions Trophy has previously been staged in Bangladesh (1998), Kenya (2000),

Sri Lanka (2002), England (2004), India (2006), South Africa (2009) and England and Wales in

2013. The total global viewership for the ICC Champions Trophy 2013 was circa. 208bn viewing

minutes.

CT2017 will be the eighth version of the tournament, with teams split into two groups of four,

with the top two teams in each group progressing to the semi-finals. The 15-Match tournament

will take place between 1 – 18 June, 2017 (inclusive, but excluding official warm-up Matches

and one reserve day for the final).

The eight sides to play in the short and sharp, nation-versus-nation CT2017 are (in rankings

order): world champions Australia, title holders India, 1998 winner South Africa, 2000 champion

New Zealand, 2002 co-winner Sri Lanka, host England, Bangladesh and Pakistan.

The ICC Champions Trophy was previously held in 2013, also in England and Wales and was

played in front of sell out multi-cultural crowds. India won the competition, beating England by

five runs in the final.

CT2017 will be held at the same three International venues as the 2013 tournament (The Oval,

Cardiff Wales Stadium and Edgbaston). The Oval will host six Matches (including the opening

Match and the final); Edgbaston will host five Matches (including one Semi Final) and Cardiff

Wales Stadium will host 4 Matches (including one Semi Final).

1.3 WWC2017 Specific Information

WWC2017 will be held in England for the first time since 1993, when the home side beat New

Zealand in the final at Lord’s which was a re-run of their triumph in 1973 in the first ever ICC

Women’s World Cup final against Australia.

Starting on 27 June and ending on 23 July (inclusive, but excluding official warm-up Matches

and reserve day for the final) the eleventh ICC Women’s World Cup will see 31 Matches played

across 28 days and five venues. Eight sides will take part in a single-league format with each

side playing the other once. The top four sides will then progress to the semi-finals with the final

once again taking place at Lord’s.

The top four sides from the ICC Women’s Championship 2016 will qualify automatically for

WWC2017. (Current standings are 1 Australia, 2 West Indies, 3 England and 4 New Zealand).

Automatic qualifiers will be confirmed at the end of November 2016. (http://www.icc-

cricket.com/womens-championship/standings.) The remaining four sides will confirm their

places through a 10-team qualifier taking place in February 2017.

WWC2017 group stage Matches and semi-finals will be held at Derby, Leicester, Bristol and

Taunton with the Final being held at Lord’s.

1.4 ICC Match Day Event Presentation Services Background:

Match Day Event Presentation (Sportainment) is the seamless integration of sports and

entertainment through Match day activities for an enhanced spectator experience (the

“Activities”).

The Activities should ensure local culture is showcased through the performers and

entertainment at the ground, for example at the ICC Champions Trophy 2009 in South Africa

there were African drummers and dancers; the ICC WT20 2010 in the Caribbean had Soca

Dancers and a steel band; during the ICC CWC 2011 in India, Sri Lanka and Bangladesh

performers and drummers were from different regions of these countries ensuring a local look,

feel and spectator experience, during the ICC Champions Trophy 2013 in England there were

Coldstream Guard themed drummers and the ICC CWC 2015 in Australia and New Zealand

featured modern drummers.

2. Objectives:

The Activities need to separately reflect the CT2017 and WWC2017 brands and to be distinctive, innovative and different from other cricket events in England and Wales (e.g. NatWest T20 Blast and Bilateral One Day International cricket series). The Activities should be new and engaging and seek to surprise and delight the expectations of what a sports goer would usually experience in Venue and during Matches.

The cricket is the central and most important element of match day at both Tournaments. The Activities must support and enhance the sport and not impact or detract from it.

For CT2017 the Activities are required to be ‘smart’ as a key aspect of in-venue experience is likely to be driven through the Tournament app and other ICC digital properties / replay screen / LED boards, so creativity is required when designing replay screen content, LED board content and integration with the Tournament app and broadcast platforms.

The Activities must ensure a unique and enhanced Match day experience for spectators at the ground (in the bowl and on the concourse) and on their way to and from the ground.

The Activities have to be creative and attractive enough to be picked up by the broadcaster.

The co-ordination of any sponsor activations forming part of the Match Day Event Presentation programme must be seamless and should ensure obligations to IBC sponsors are fulfilled at each Match.

The Activities must capture the unique identity of cricket, the host nation and the nuances of each Tournament and share this with the entire world.

To engage spectators and the wider public to participate in the Tournaments and make the Match day experience as entertaining and memorable as possible.

To be a unifying symbol for all stakeholders to associate themselves with the Tournaments.

3. Vision and Values of Tournaments:

3.1 CT2017:

The vision for the Tournament is: ‘Every match counts’ and the creative campaign concept will

be ‘Where Heroes Become Champions’.

This is the sense of purpose and the statement for intent to deliver the tournament. It’s both an

internal deliverable as well as a front-facing promise to the fans.

CT2017 is about celebrating a premium experience; we want to be the best and to see the best.

Therefore the mission that underpins the vision is: ‘Fill the stadiums, excite cricket fans all over

the world and prepare the way for ICC Cricket World Cup 2019’.

3.2 CT2017 Positioning Statements

Premium, prestigious ‘best v best’ ODI event;

Played exclusively by the top teams from the ODI rankings;

Short, sharp intense event of high quality where every match counts; and

No second chances – teams must perform on the day.

3.3 CT2017 Audience Insights

Based on the 2013 data, the audience insights are as follows:

at least 47% of purchasers were not England fans;

50% of Pakistani purchasers were aged between 18 – 34;

the lowest selling fixture in 2013 was Australia v New Zealand at Edgbaston, with two of the five fixtures in Cardiff also low selling;

mid-week fixtures had lower attendances than Fridays or weekends;

with Ramadan between 27 May – 25 June, this will likely affect some fixtures;

based on 2013 data the fixtures to focus on (from a marketing perspective as far as driving attendance is concerned) for 2017 are: - Sri Lanka v Pakistan (Cardiff) - Pakistan v South Africa (Edgbaston) - Bangladesh v NZ (Cardiff) - Sri Lanka v South Africa (Oval) - Australia v New Zealand (Edgbaston);

Southern Hemisphere and England fans are more likely to purchase a neutral ticket; and

an average of 4 tickets were purchased per person in 2013.

3.4 ICC Women’s World Cup 2017

The creative campaign concept for the tournament is Who Runs The World

The creative approach will showcase the Tournament as the pinnacle of the women’s game,

with the ICC Women’s World Cup being the primary message and any campaign messaging

sitting secondary. The approach will find a clear point of difference to the men’s tournament,

establishing its own tone which reflects the competitive yet accessible and inclusive nature of

the event.

Women’s sport is increasingly on the rise in popularity and participation in the UK and

celebrating difference is about raising the bar and showcasing women’s cricket.

3.5 WWC2017 Positioning Statements

in 2015, the Women’s Super League One (football) attendance were up 48% on 2014 so there is an increased appetite to attend women’s sports events;

in 2015, the Women’s Ashes saw a 22% increase in attendance compared to 2013;

Women’s cricket attracts similar interest levels to netball and Women’s rugby in the UK, however tennis, golf and football still lead the way with regards to global women’s sports events;

accessibility to tickets, players and understanding the game are cited as key driving factors; and

individual players are not key drivers for purchase.

4. Services

The Successful Applicant(s) will need to work with Venues, the ECB, IBC, its partners and

stakeholders to deliver the Activities successfully. The following list of services is for illustrative

purposes only and is non-exhaustive. ECB reserves the right to amend the scope of the

Services at any time prior to execution of the Agreement(s) by the Successful Applicant(s). ECB

also reserves the right to appoint multiple providers to meet the scope, although the preference

is for a single provider.

NOTE: Applicants should ensure that the re-use of any materials across all Venues and both

Tournaments is maximised in order to provide cost efficiencies wherever possible.

5. Match Day Considerations – ECB Assets:

At all Matches the ECB will provide the following and Applicants must consider how to utilise

these elements to enhance the Event Presentation proposals:

Replay Screen and OB Van operation (televised Matches only)

Sound production and show calling (subject to paragraph 6.4 of this Appendix B)

PA announcer (Match day host to be provided by Applicant)

On pitch RF or cabled cameras (televised Matches only)

360 LED Perimeter Boards and Sightscreens (televised Matches only)

Competition Trophy

In-stadia radio communications with venue management teams (televised Matches only). The Successful Applicant(s) will need to supply an appropriate communication system within the event presentation team.

Venue concourse positions. 100m2 of space has been identified at each Venue for activations however this space will be shared with any activations provided by sponsors, ie the Nissan car (sponsors are less likely to activate at the WWC2017). The 100m2 space is all in one area on the concourse at all Venues.

Music licences

6. Scope of Work

The Successful Applicant(s) will create, plan and implement the Sponsor Activation

Management and Match Day Event Presentation programme at all Venues, considering the

elements outlined below.

6.1 Sponsor Activations (mandatory inclusion)

Coordinate with ICC sponsors’ representatives in ensuring participants are present for activation at all Matches.

Coordinate with ECB, replay screen director, in-venue camera operators, LED perimeter board provider, etc. to organise and carry out on-ground activations before, during and after play.

The Tournaments will have approximately eight (8) ICC sponsors (the same sponsors for each Tournament). The ECB’s expectation is that sponsors will focus on digital activations rather than physical activations in-Venue.

Examples of sponsor activations that have formed part of the Match day operations are as follows:

Nominated sponsor has rights to brand a mascot who is present at the coin toss;

Nominated sponsor has the right to brand and activate around the children who walk in with the teams for the national anthems;

Nominated sponsor has the right to brand and activate around the children who walk in with the flags for the national anthems;

Nissan has the right to display two (2) cars at each Venue (one at pitchside and one in the concourse);

All Sponsors share the rights to produce 4&6 cards, clappits etc.

6.2 National Anthems (mandatory inclusion)

Anthems - either sung live (performers sourced by the provider) or use of pre-recorded tracks (which would be provided by IBC).

Coordination and movement between Venues of ground flags – teams, ICC and ICC Corporate Social Responsibility programme flag (flags to be provided by the ICC).

Coordination of the anthem ceremony (flag walk out, team line-up etc.) under direction from the appointed showcaller’s cues). Consideration to be given to different but appropriate alternatives for traditional flag entry onto field of play prior to the anthems.

Training of flag bearer children and Anthem children for anthem ceremony, including Match day management.

Technical equipment required for live performance of anthems (microphones on field, sound monitors etc.)

6.3 Pyrotechnics (if considered as part of the entertainment package)

Provision of creative concept for pyro which would work during the day or night with an upscaled provision at the Final and at the trophy lift.

Sourcing all necessary pyrotechnics and permissions and managing implementation at each Venue.

6.4 Announcers/Presentation Team

A PA announcer will be provided by ECB (general housekeeping announcements and cricket related update).

The ECB will contract with a separate supplier for sound provision and an operator to manage the playlist; music played pre-Match, during the overs (4s, 6s etc.) and in between innings.

The ECB have an ongoing relationship for showcalling provision but reserves the right to require the Successful Applicant to provide this service. Accordingly, each Applicant must include its fees for this service as a separate cost within their Proposal.

In consultation with ECB, the Successful Applicant(s) is required to source a Match presenter/host for each Match to present the activations on field or around the Venue and

work in tandem with the PA Announcer and showcaller. Ideally the Match presenter may be an experienced live TV presenter.

6.5 Audio & Visual

ECB will ensure the provision of a big screen(s) and control equipment at each Venue at televised Matches only.

Develop appropriate and innovative fan engagement content for the replay screen in conjunction with the replay screen graphics provider. Applicants are required to have an in house creative and editing team.

Work with appointed replay screen directors as part of management of the integrated Match presentation programme, and where necessary, engage with the replay screen directors, ECB, IBC and Venues where necessary (televised Matches only).

In-Venue camera(s) and operator(s) will be provided at each Venue by the ECB appointed replay screen provided for televised Matches only.

ECB will ensure the provision of an enhance level of audio infrastructure suitable for public announcements, anthems and music stings for use and management by the applicant at each Venue.

Applicants are required to supply edited music in a designated format to ECB appointment sound provider (mp3 format, with titling as follows: Calvin Harris – What we came for.mp3)

Radio (PMR) communications will be provided by the Venue or the ECB to communicate with the Match day operations team; the Successful Applicant(s) is required to supply all other communications equipment required to deliver operations including (but not limited to) any wired or wireless communication equipment needed to deliver the Activity. The Successful Applicant(s) is expected to work with the ECB to make use of any available existing communication services within the Venue.

Broadcast feeds (including camera feeds required, graphics feeds, DRS feeds etc.), will be provided by the ECB.

Undertake all required planning for the operational set-up of Match Day Event Presentation rooms / spaces i.e. – to undertake venue audits and identify any necessary facilities (e.g. power or overlay) required for delivering their operations.

Supply all necessary information required for ECB to support the delivery of the Services in the agreed timeframes i.e. – storage requirements, contracting accreditation requirements etc.

In consultation with IBC and the ECB (and subject to the ECB’s reservation of its right to appoint its own showcaller as set out in paragraph 6.4 of Appendix B) develop all necessary operational scripts, run sheets, etc.

6.6 On-field Activation (creative suggestions invited)

Consideration to be given to on field performers concept to perform at 4&6s, fall of wickets and start of every innings for fan engagement and attract broadcast coverage.

Consideration to be given to mid innings on field activation that is innovative and engaging for the spectators and broadcaster. Please note that the activation needs to be flexible in its timing as the mid innings break can be reduced to 20 minutes if the match is weather affected.

6.7 Off-field Activation (creative suggestions invited)

Creation and co-ordination in the concourse or other suitable space at each Venue engaging Fan Activation area. Consider the use of social media, photography, photo booth, Tournament #hashtag, families and U21s. Consider that at CT2017 the spectators will have different interests to those usual fans of England internationals. Consider that at WWC2017 group stage Matches there are likely to be large groups of school age children in Venues who could be mainly female. IBC and ECB will encourage the ICC sponsors to activate off the field before

the Match, during the break between innings and during the Match day, although they may elect not to. The ICC sponsors have a preference for in game digital interaction therefore activations in the concourse or other suitable area could benefit from an in game link to big screens/LED boards but this should not limit ideas to purely digital activations. Low cost high impact solutions are more likely to be feasible. A clearly defined activation space has been allocated at each venue. The aim is to have a fun and interactive area with cricket/sport related activations and the whole area should be dressed accordingly.

ECB, in conjunction with ICC, will discuss the process for installing suitable wifi connections at Venues to facilitate activation in the bowl and concourse at each Venue. The successful applicant will be required to manage and support any activation requiring digital interaction.

Creation and inclusion of any off-field activations including immediate venue precinct and points of entry and ‘Last Mile’ journeys by foot from main transport hubs (nb Volunteers will be available to deliver ‘last mile’ journey activations – training will need to be provided by Successful Applicant(s)).

6.8 Opening of the Tournaments (creative suggestions invited)

Provide a concept for a short, on pitch opening ceremony ahead of the start of the first Match of both Tournaments. There will be a maximum of 15 minutes available in total after the toss and before the anthems take place.

6.9 General Management

Provide turnkey solution for Match Day Event Presentation management. Propose how the programme will be managed in the lead up to each Tournament to ensure the programme is integrated into the ECB/ IBC operating model.

Deliver the Services in accordance with the approval and directions on creative concepts as amended from time to time.

Provide a Match Day Event Presentation manager and staff where required at each Match who will manage:

- the implementation of the overall Match Day Event Presentation plan

- pyro technicians

- sponsor activations

- on site staffing, including but not limited to runners

- management of the delivery of the fully integrated Match day presentation run order

- coordination with TV broadcast director

Ensure sufficiently qualified and experienced staff to deliver across multiple Venues accounting for travel and necessary set up lead times and identifying appropriate contingency plans.

Arrange all necessary travel and accommodation requirements to deliver the Match Day Event Presentation programme.

Ensure requisite permissions and clearances required on Match day have been sourced and confirm the extent of coverage.

Be responsible for meeting all Occupational Health and Safety requirements required by any relevant law or regulation in place at the relevant venue.

Comply with all requirements imposed by the ECB and / or the Venue in relation to Health and Safety including signing any relevant documentation prior to access to a Venue, providing evidence of insurance acceptable to ECB and/or the Venue, and undertaking any induction required prior to access to the Venue.

Be responsible for any breach and any damage caused by the Successful Applicant(s) in fulfilling the Services including without limitation damage to any person or property.

Ensure compliance with all local laws, including obtaining any necessary permits required by laws in relation to the delivery of the Services in any venue.

Ensure no additional costs other than set out in the Agreement(s) are incurred without written approval of ECB.

Provide such other related services as the ECB may reasonably request and are set out in the Agreement(s).

6.10 Reporting

Detailed Activity report to be submitted to ECB within 30 days of the final Match of each Tournament.

Report to include operational learnings and suggestions for going forward.

Supporting documents for costs and expenses incurred during the Tournaments to be submitted within 30 days of the final Match of each Tournament.

APPENDIX C

CRITERIA

Each Proposal must include information to allow ECB to evaluate the Relevant Experience,

Organisational Criteria, Operational Criteria and Financial Criteria about the Applicant

(together the "Criteria") set out below. Proposals may, where appropriate, include the

provision of documentary evidence in support of the relevant Criteria and Applicants are

requested to address as fully as possible the questions set out below in respect of each of the

Criteria. ECB reserves the right to evaluate Proposals by reference to the below evaluation

criteria and any other criteria in its absolute discretion.

Relevant Experience

1. What relevant experience does the Applicant have in relation to the international cricket

market?

2. What relevant experience does the Applicant have within England and Wales?

3. How will your experience and expertise in providing services of a similar nature to the

Services in relation to previous global sporting events (large stadia and multi city events

or an equivalent) enable the Applicant to deliver the scope of the Services required for

the Tournament?

4. What innovations, concepts, products or processes has the Applicant previously

introduced in the delivery of a Match day sportainment and sponsor activation

management project? How will the Applicant apply any of the foregoing to the Services?

5. What other events would your organisation be charged with delivering from September

2016 and during the time of both Tournaments?

6. Please include a detailed staffing plan of how the Applicant intends to operate before

and during the Tournaments (including an organisation chart, the size and composition

of the proposed team, respective responsibilities and escalation paths) and how the

Applicant believes each team member’s experience makes them suitable for these

Within the staffing plan indicate whom the Applicant proposes to act as its Account

Director/Manager for the Tournaments (will there be one person in charge of both

Tournaments and if so, please indicate how the focus on the ICC Women’s World Cup

will be managed during the ICC Champions Trophy tournament) and how the Applicant

believes their experience makes them suitable for this or these role(s). Please indicate

staff that will be available in England and Wales for face to face meetings.

7. How will the structure, composition and experience of the Applicant’s project team

ensure consistent service levels across England and Wales and for both

Tournaments?

a. a concept of the proposed presentation of Match day activations

b. the software and hardware requirements for the operational delivery (that will be

provided by the Applicant);

Public Liability and Directors’ and Officers’ E&O insurance? Would the Applicant propose

assumptions and specific costs should be provided to support how the pricing has been

structured.

24. Please provide supporting details on all categories of labour costs, all additional

allowances, payments, and on costs used in the pricing of the labour component of the

Best Cost Price.

A fully itemised unit breakdown of costs should be provided against the table in Appendix B. Management fees and other costs must be clearly stated and must be inclusive of any and all taxes that may be chargeable thereon. Applicants are requested to note the following:

(a) All travel, accommodation and subsistence/per diem costs must be detailed within the

breakdown of the management fee;

(b) ECB’s preferred payment schedule is 10% on signature; 40% of the costs on ECB’s approval of designs / concepts and on production / shipping of the relevant materials to the relevant Venues; 30% 60 days out from the start of each Tournament and 20% of the costs on completion of each of the Tournaments; The management fee should be shown separately and will be paid 100 % on completion of the Tournament;

(c) All costs detailed in the price quotation must be in British Pounds and all invoices shall

be issued and paid in British Pounds; and

(d) The cost budget and the Management Fee shall be deemed to be inclusive of any and

all Taxes (including Sales Tax & VAT) and, further, shall be subject to any deduction

or liability for Withholding Tax as may be applicable, provided that in such

circumstances ECB shall deliver to the Successful Applicant(s) evidence that

Withholding Taxes have been deducted and deposited with or paid to the relevant

taxing authority and shall provide a certificate to the Successful Applicant(s) in

accordance with the provisions of the relevant law.
