● States reviewed in general are satisfying all of the PRISM IRP Registration requirements
● All States reviewed in FY‐2014 are successfully denyingOut‐of‐Service carriers from obtaining IRP registrations
● Most States (87%) reviewed in FY‐2014 are suspendingvehicle registrations of all OOS carriers
Common Findings from FY‐2014 Reviews

● Some States are not consistently reporting quarterly to FMCSA for the total number of registration denials and suspensions
● Most States are applying the IRP Status Code 950 for vehicles that have been suspended due to Federal OOS
● All PRISM States demonstrate strong communications between the IRP Office, State Law Enforcement agencies and the local FMCSA Division office

● Recommendations from a PRISM Review are used by States to create an action plan and correct any issues
● Example 1: In some IRP systems, the error message for an OOS carrier simply reads as “Out‐of‐Service”
● Recommendation: Add more descriptive text to PRISM error messages to include Federal Out‐of‐Service reason
● Example 2: In some IRP systems, the 950 Status codes were only being updated during a monthly baseline
● Recommendation: Add programming to ensure that the IRP Status Codes are updated on a nightly basis

● A.K.A – Chameleon Carriers
● Carriers that attempt to evade FMCSA OOS sanctions by obtaining a new USDOT Number and re‐registering vehicles

How does PRISM and IRP help identify?
● PRISM States at Step 8 GOLD have authority to deny registration to reincarnated carriers
● Prior to registration, IRP Offices perform a VIN Check against the PRISM Target File
● Has this vehicle been previously registered to an OOS carrier?
● IRP Office administrators compare the “new” USDOT Number to the “old” USDOT Number and look for similarities

After the 2 USDOT Numbers are compared, the IRP Administrator will do one of the following:
Valid Transfer – No Affiliations
● Override the VIN error
● Provide registration to new carrier
● Email is sent to PRISM to remove VIN from Target File

● IRP can confirm with FMCSA Division
● Deny new registration
