1.2.1. NASA Applied Remote Sensing Training

NASA’s Applied Remote Sensing Training program will host a series of webinars on Data Analysis Tools for High Resolution Air Quality Satellite Datasets. The webinars will discuss the use of Python scripts to map and analyze air quality data and cover Moderate Resolution Imaging Spectroradiometer (MODIS) aerosol optical depth (AOD) data and Ozone Monitoring Instrument (OMI) nitrogen dioxide (NO2) and sulfur dioxide (SO2) data. High resolution air quality data are often used to monitor urban air pollution. The webinar dates are listed in the following table. The agenda is available and registration is required for attendance.

1.2.2. Fall 2017 Regulatory Agenda

On 14 December 2017, the Regulatory Information Service Center made available the Fall 2017 Unified Agenda of Regulatory and Deregulatory Actions. The Unified Agenda provides updates on federal agencies’ activities related to the development and review of regulations and lists actions completed or withdrawn since publication of the last agenda. This edition updates the agendas for numerous federal agencies, including:

1.2.3. European Chemicals Agency Update

As part of its implementation of the European Union’s (EU's) regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals, the European Chemicals Agency (ECHA) has added the following substances to the Registry of Intentions for Substances of Very High Concern (SVHCs):

ECHA expects a technical dossier for lead to be submitted by 07 February 2018 and dossiers for benzo(k)fluoranthene and fluoranthene to be submitted by 06 August 2018. Dossier submittal is the first step of the process by which substances are considered for designation as SVHCs and addition to the Candidate List for Authorisation. Substances on the SVHC Candidate List may be considered for listing on the Authorisation List (Annex XIV). Inclusion on the Authorisation List would impose special authorization requirements for continued manufacture and use in the EU. Although requirements associated with authorization do not affect operations in the United States directly, they can affect the global supply chain and potentially reduce the future availability of regulated substances.

1.2.4. PFAS Updates

On 04 December 2017, EPA launched an effort to address per- and polyfluoroalkyl substances (PFASs). PFASs are a group of man-made substances that are resistant to heat, water, and oil that are persistent in the environment and resist degradation. EPA plans to:

• Identify actions to help support local communities • Enhance coordination with state and federal partners to provide information and tools to address PFASs • Increase ongoing research to identify new methods for measuring PFASs and filling data gaps • Expand communications with states, partners, and the public about PFASs and their health effects

The Interstate Technology Regulatory Council (ITRC) also recently released the following PFAS fact sheets:

1.2.5. Bioavailability of Contaminants in Soil

ITRC recently released the Bioavailability of Contaminants in Soil: Considerations for Human Health Risk Assessment. The guidance describes concepts related to the bioavailability of contaminants in soil and discusses how to incorporate bioavailability into human health risk assessments. The document also addresses incidental exposure to lead, arsenic, and polycyclic aromatic hydrocarbons through soil.

1.2.6. TOXMAP Updates

On 12 December 2017, the U.S. National Library of Medicine announced an update to the web-based TOXMAP program to include the 2016 Toxics Release Inventory (TRI) Complete Dataset, which contains information on toxic substance management and releases to the environment. TOXMAP is an online tool that maps EPA data, including TRI and Superfund program data.

The next Regulatory Communication Working Group call will be held on Wednesday, 17 January 2018, at 12:00 p.m. Central Time.

2.2.1. HARP Software Updates

The California Air Resources Board (ARB) released updates to the Hot Spots Analysis and Reporting Program (HARP) software. The update fixes bugs and provides software enhancements. Additional information is available on ARB’s website.

2.2.2. NASA Team Surveys California Fires

NASA recently released an article discussing the use of high-altitude aircraft and an imaging spectrometer to study the environmental impacts caused by the ongoing southern California wildfires. During engineering test flights for NASA's ER-2, based out of Armstrong Flight Research Center, the aircraft flew directly over Los Angeles and Ventura Counties when the fires broke out on 04 December 2017. ER-2 was able to collect measurements of airborne particulate matter, fire temperatures, and vegetation characteristics. Similar measurements from space could potentially be used to create fuel maps that could aid in wildfire prevention and mitigation.
