Credit Linked Subsidy Scheme (CLSS)
• Interest subvention on home loans taken by eligible urban poor (EWS/LIG) foracquisition, construction or enhancement of house
• For the first time, Middle Income Group (MIG) has been included for a housing schemein the country w.e.f. 1st Jan’ 2017
• Subsidy credited upfront to the loan account of beneficiaries through lendinginstitutions

Glimpses of Best Practices under PMAY (U)
• Demand Saturation: Tripura has taken most systematic and city-wideapproach in implementation of PMAY (U). Tripura is a saturated Statewith more than 90% houses sanctioned against the demand.
• ICT Initiatives: Mobile App for PMAY (U) developed by Assam andHaryana. Online dashboard being used by Odisha for publishinginformation related to the mission.
• Validation Methodology: Multi-level online validation processadopted for beneficiary selection by the city of Vishakhapatnam.Beneficiary Allotment System (BAS) being used in Gujarat.
• Emerging Technologies: States of Andhra Pradesh, Chhattisgarh,Gujarat, Kerala, Maharashtra & Odisha are using emerging andenvironment friendly technologies for construction under PMAY (U)

Ways to improve the performance of Districts
1. Support in Planning
• Supports IEC activities at the district level to sensitize Beneficiaries,bankers and builders.
• Facilitate inclusion of PMAY as a priority programs at the district leveland sensitize District Level Banking Committee (Chairman)
• Monitor and review the progress of HFAPoA, AIP and DPR preparationaccording to demand assessment for ULBs in the district.
• Monitor progress on implementation of MandatoryConditions/Reforms defined in the Mission to facilitate growth ofhousing sector.

2. Monitoring
• Ensure expeditious completion of demand assessment for housing inthe district
• Monitor that disbursement of subsidies to beneficiaries is done intime through DBT.
• Redress grievances at district level.
• Ensure the role of Banks in implementation of CLSS at district leveland also monitor in the regular review meetings of District LevelBankers’ Committee
• Conduct regular field visits and review meetings for monitoring theprogress and quality of houses being constructed under PMAY (U)

Call for more Participation
• The District Collector plays an important role in identification ofeligible beneficiaries for saturating the housing demand in thedistrict.
• The District Collector plays a pivotal role in monitoring progress,facilitating convergence and addressing grievances at the district level.
• The District Collector as the Revenue head also facilitates land relatedactivities like identification & acquisition of private / Government /vacant lands for the various proposed housing interventions.
• As Chairman of financial committees / Banking Committees andDistrict Urban Development Authorities, the District Collector enablesprivate participation and bank linkages for in situ redevelopment /CLSS verticals.
In the context of PMAY(U), the District Collector could be the guiding force for the ULBs in implementation of the scheme.
