The commander also viewed progress of Kanyin Dam project in Ingapu Township and installation of two generators at the right canal of Ma Mya Dam in Myanaung Township. On 27 February, the commander looked into Basic Education High School and preparation for reconstruction of Myoma Market in Yekyi. The commander accepted corrugated iron sheets donated by wellwishers and cordially greeted rice and bean merchants and rice millers. The government is fulfilling requirementsin the economic, education, health, social andtransport sectors for scaling up the developmentof rural areas.

As part of the plan, it is opening a largenumber of basic education schools, affiliatedbasic education high schools, station hospitals,health care centres, and rural health carecentres in respective rural areas. As a result,rural youngsters have had easy access toeducation, and rural people, to better healthcare.

In like manner, more than 50,000 self-reliant village libraries have been establishedto expand the horizons of rural folks. Andfollow-up programmes are ongoing forsustainable progress of the libraries.

The donating of cash, daily newspapers,publications, and TV sets for building self-reliant village libraries and raising the funds ofthe libraries took place in Sittway, RakhineState, on 15 February. Two separatist rebels killedin Philippines clash

DAVAO, 12 March—Philippine troops killed twoseparatist rebel commanders as they clashed onWednesday in the southern Philippine province ofZamboanga del Norte, an official said on Thursday.

Norbi Edding, town mayor of Sibuco, said the fight-ing erupted after an undetermined number of MoroIslamic Liberation Front (MILF) rebels, the country’slargest rebel organization, attacked a militia detach-ment there.

Firefight ensued and resulted in the death of tworebel commanders that include a certain Karao.

AusAID, the Australian government’s overseas aidprogram, and Germany Technical Cooperation Orga-nization (GTZ) will provide financial as well as tech-nical assistance to the project, said the agency.

The Kien Giang biosphere reserve was officiallyrecognized by the United Nations Educational, Scien-tific and Cultural Organization (UNESCO) in 2006.

The reserve, covering 1.1 million hectares, includesthe U Minh Thuong National Park, which is one ofVietnam’s few remaining wetland forests.

KUALA LUMPUR, 12 March—Malaysia’s crude palmoil production recorded 1.18 million tons in February,down 10.7 percent compared with the previous month.

This was reportedly the third month that the coun-try saw a decreased production of crude palm oil.

The total palm oil stocks, including crude palm oil,fell 14.7 percent to 1.56 million tons in the month, ac-cording to the Malaysian Palm Oil Board on Wednes-day. Unlike more mechanical-looking ro-bots like Honda Motor’s Asimo, the ro-bot teacher, called Saya, can express sixbasic emotions — surprise, fear, disgust,anger, happiness, sadness — because itsrubber skin is being pulled from the backwith motors and wiring around the eyesand the mouth.

China protests US measure blockingpoultry imports

GENEVA, 12 March—China on Wednesday made a strong protest against a USact on poultry, saying the measure seriously violates basic World Trade Organization(WTO) rules and affects normal trade between the two countries.

The Omnibus Appropriation Act of 2009, approved by the US Senate onTuesday, includes a section which bans any fund from being used to “establish orimplement a rule” allowing the import of poultry products from China.

“We believe this is a typical discriminative and trade protectionist measure,”said the Chinese mission to the Geneva- based WTO in a verbal note to its UScounterpart.

“It violates the basic rules of the WTO seriously and affects the normal tradeof poultry meat between China and US negatively and damages the rights of theChinese poultry industries,” the Chinese mission said.

According to the verbal note, the US measure has triggered strong reactions inChina, and the government is under increasing pressure from the poultry industriesto adopt retaliatory measures.

The US move was “totally unfair and of a bad nature,” said the verbal note,adding that China would raise complaints to the WTO in this regard and maintainthe right of further measures. “At the same time, we would like to urge the US toeliminate such kind of discriminative and trade protectionist provision as soon aspossible in order to correct its wrong decision,” it said.—Xinhua

It was very pleasant to have an aerial view ofthe natural beauty of Kayin State from thehelicopter. Thanlwin Bridge (Hpa-an) over theThanlwin River, and Myainggalay Cement Plantamong limestone mountains reflected the cumulativedevelopment Kayin State was enjoying in the timeof the Tatmadaw government. To put it anotherway, the magnificent bridge and the large cementplant testified to the fact that at the heart of regionaldevelopment lay stability and peace of the region.

Stability is necessary for development of aregion, and peace absolutely calls for stability.Today, local people’s desire is to lead a stable lifethrough peace, which is evidenced by the heart-to-heart interview between the groups that havereturned to the legal fold and United Nations specialrapporteur on human rights in Myanmar MrQuintana on his tour of Kayin State.

On behalf of the people of Kayin State,representatives of national race groups expressedin an honest and frank way their opinions on theessence, benefits and taste of peace and the actsintended to disrupt peace. Showing their innatenature, responsible persons of various national racegroups openly replied to the open questions of thedelegation of the United Nations. The briefaccounts of the frank talks were—

Regarding the making of peace, grandpa TharHtoo Kyaw of Myainggyingu said that KNU hadbeen very loud in shouting their objective to securea prosperous future of Kayin national people since1949, but it had not constructed even a school,health care centre or bridge; that instead it hadburnt down school buildings, and blasted roads,bridges and gas pipelines; that KNU’s collectingextortion money and committing robberies wereintolerable, but Kayin State dwellers had no choicebut to bear all the stresses and strains out of fear;that leaders of the armed group led a life of luxurywith own businesses in Thailand and werecommanding local battles from safe areas; that hehad come to realize that Kayin nationals had topay extortion money in the interests of KNU leadersand deal with evil consequences of armedinsurgency, and made peace with the governmentdue to KNU’s religious discrimination andoppression; and that after making peace, they wereable to do a lot for progress of their region under thecare of the government.

U Kyaw Than said that they members of thegroup had led a peaceful life in urban areas sincethey made peace 14 years ago; that he wanted tolive in a more rewarding life than ever; thatpreviously they got involved in the armedinsurgency but then they had already given it up;that they would never relapse into their old ways;that he had became a private of KNU because offorced recruitment of per head from each house, notbecause of his own wish; that he had troubled KayinState and Kayin nationals for years due to the practiceof wrong ways; that then the government showed itsbenevolent attitude and was taking care of them;and that he was looking forward to the best.

U Htein Maung of Htokawkoe said that hisgroup had made peace for two years; that eachKayin soldier favoured peace; that all the peacegroups were working together to sustain peace; thatthe government was working hard in the interest ofthe nation; that they were in support of thegovernment as it was trying its best for well-beingof the entire people; and that they would alwaysjoin hands with those serving the public interestwith positive attitude. With respect to the refugeecamps, he said that Kayin nationals were forcedto stay as refugees and were paid only a fistfulof aid; that they felt depressed by such miserableconditions; that to be frank forcing Kayinnationals to be refugees for some funds frominternational community and providing Kayinpeople with just a small amount of money wassomewhat like killing Kayin people; and thatKNU had been committing terrorist activitiesand unscrupulous acts under the pretext ofsecurity of the refugee camps, taking astronghold in the neighbouring country.

Phado Aung San of Phayagon said that histroops’ desire to enjoy the taste of peace was thesame as that of the people of Kayin State; that whilehe was with KNU he was arrested twice for hisproposal for peace talks; that he was forced to swearoaths not to return to the legal fold, and he escapedfrom attempts on his life two times; that he was one

of KNU leaders and owned a house and car; thathowever KNU’s objective and acts andcircumstances pushed him to make peace; that thegovernment gave him a warm welcome; that itbuilt houses for his members and provided landallotments to earn their living; that it providedthem with electric power and dug canals tosupply irrigation water; that the governmentprovided his group with all necessary assistance;that they no longer held arms in their village forsecurity of the region; and that they hadsurrendered their arms because they did not needto take security measures.

National race groups explained their objectiveconditions with their own views to Mr Quintanaand party. In expressing their feelings, they did notrepresent their group, and their individual desirewas similar to that of the entire people. I think MrQuintana noticed the great difference between whathe learnt from the western media and anti-government groups and what he witnessed on histour. The answers of members of each group toopen questions were the same.

Open answers to open questions showed thatthe interview was not conducted superficially, andthat indicated the desire of the entire local people.Indeed, the desire of the entire local people is towitness greater development of Kayin State andhear the sounds of Kayin traditional drum andpeace songs, not the sounds of gun fires fromDawna mountain range.

Being sensitive to public wishes, thegovernment is now trying its utmost to restorepeace and stability across Kayin State like inHtokawkoe, Myainggyingu and Phayathonesu. MrQuintana may relay the message to the internationalcommunity that the groups that have returned tothe legal fold are maintaining peace and stabilityfor regional development and peace. pany was trying Wulon spe-cies tea in Tangyan Town-ship; that it launchedgroundwork in 2005 togrow tea; that it put 500acres under tea in 2008; andthat it would increase thesown acreage to 1000 acresby 2009, and 2000 acres by

the year 2010.He said that Wulon

high-yield tea species wasimported from China; thatit was of two kinds—ordi-nary species and high-yieldspecies; the interval be-tween one tea sapling andanother was one and a halffeet, and between a row oftea saplings and another fivefeet; that they put naturalfertilizers, and groundnuthusks in the farms; theplants could be harvestedwhen they were at the ageof three years at the rate oftwice a month; that the har-vesting season was fromMarch to November; thaton average, per acre yieldof green leaves was about1700 viss; that due to theassistance rendered by lo-cal administrative bodiesand the Ministry of Agri-culture and Irrigation, the

reproduction of tea plantswas successful and thatsaved about one-third of theforeign exchange spent onimport of tea species; andthat they had a plan to dis-tribute tea grafts to inter-ested companies.

For the tea farms, hesaid that they had 60 per-manent staff and 200 to 250daily-wage earners, and hadover 300 employees at thattime; that the number ofemployees would increaseto over 1000 when theproject hit 2000 acres of teafarms; and that the majorityof the employees were fromnearby villages.

Regarding the staffwelfare services, he saidthat they presented em-ployees assistance at thesame rates as that in theregion; and they paid bo-nuses of cash and clothes

on significant holidaysbased on their perfor-mances.

Tangyan Townshiphas a tea factory. In thepast, the township wasbehind other regions indevelopment due to lackof stability. Now, it hasleft far behind such un-desirable conditions, andit grows such poppy-sub-stitute trees as rubber, tea,physic nut andmaccadamia with the en-couragement of the gov-ernment and under theleadership of Com-mander of North-EastCommand Maj-GenAung Than Htut. As aresult, local people enjoymany job opportunitieswith higher living stand-ards.

NIAGARA FALLS,12 March— A man jumped intoNiagara Falls on Wednesday and survived the 180-footplunge, then resisted rescue attempts before he eventu-ally was pulled from the icy water to safety, police said.

TOKYO, 12 March — Thai monkeys have been ob-served showing their young how to floss — proof pri-mates teach offspring to use tools, a Japanese re-searcher said on Wednesday.

“I was surprised because teaching techniques onusing tools properly to a third party are said to be anactivity carried out only by humans,” Professor NobuoMasataka of Kyoto University’s Primate Research In-stitute told AFP.

His research team observed seven female long-tailed macaques and their offspring and monitored howoften the mothers cleaned the spaces between theirteeth with strands of human hair, in a colony of 250animals near Bangkok.

New method for monitoring volcanoes

SCIENCE DAILY, 12 March—Seven-teen of the world’s most active volca-noes have been supplied with monitor-ing equipment from Chalmers Univer-sity of Technology in Sweden to meas-ure their emission of sulphur dioxide.The measurement results will be used

to make it easier to predict volcanoeruptions, and they can also be used toimprove today’s climate models.

One of the Chalmers researcherswho developed the monitoring equip-ment is Mattias Johansson, who re-cently defended his doctoral disserta-tion in the subject.

The most active volcanoes in theworld have special observatories thatmonitor them in order to be able tosound the alarm and evacuate people inthe vicinity if an eruption threatens.These observatories keep track of sev-eral parameters, primarily seismic ac-tivity. Now 17 observatories have re-ceived a new parameter that facilitatestheir work – the volcanoes’ emissionsof sulphur dioxide.

“Increasing gas emissions may in-dicate that magma is rising inside thevolcano,” says Mattias Johansson at theDepartment of Radio and Space Sci-ence at Chalmers. “If this informationis added to the other parameters, betterrisk estimates can be made at the ob-servatories.”
