rganised every year on 1 October, International Day for Older Persons (IDOP) is a UN-sponsored

observance acknowledging the elderly for their contribution to the society and the world. This year’s

theme of IDOP is, ‘Stepping into the Future: Tapping the Talents, Contributions and Participation of

Older Persons in Society.’ Better medical and health care facilities have tended to increase longevity so that

the proportion of elderly population is growing in most countries, in some surpassing the youth population.

By the year 2050, a fifth of population will be 60 years or older. Many oldsters stay fit and kicking despite

age, with high level of maturity, managerial skills, specialised knowhow and ability to foresee, all of which

can be utilised for community benefit. It is by eliciting participation of the elderly populations that the

societies and nations can progress faster. However in many communities, the oldsters continue to be

marginalised. Proper attention needs to be paid to the various essential and psychological needs of the

elderly by children.

OBITUARY

Lt Col Mary MC

A senior nursing officer of Military Nursing Service (MNS), Lt Col Mary MC, 53 years, left for heavenlyabode on 4 August 2017. She was suffering from lung carcinoma.

After completing Diloma in General Nursing & Midwifery from from School of Nursing, INHSSanjivani, Kochi, she was commissioned in MNS on 29 August 1986. She hailed from Ullad, Malappuram(Kerala). During her 31 years illustrious carrer in military as nurse, Lt Col Mary served varioushospitals of Armed Forces at peace and field stations. Her last posting was at Air Force CommandHospital, Bangaluru as GD Matron. She was kind, simple and a dedicated team member.

Her legacy lives on through her two daughters and husband. Her untimely death is an irretriev-able loss to the family and to MNS. Maj Gen Sushila Shahi, VSM Addl DGMNS and other officers ofMNS expressed heartfelt condolences to the grief-stricken family. May her soul rest in peace!

Human and Child-bearing Rights Human rights are those rights that every human being possesses and is entitled to enjoy simply by virtue of being a human being (United Nations General Assembly in 1948).

The general principle of a human rights–based approach includes accountability, participation, transparency, empowerment, and nondiscrimination, and identifies entitlements as the core of human rights to align the concepts of international human rights laws and the disrespect and abuse of women seeking maternity care, the White Ribbon Alliance (WRA) and its partners developed the Charter on the Universal Rights of Childbearing Women.

The below table highlights the categories of Disrespect and Abuse, the corresponding child-bearing rights, examples and standard of care (Adapted from Promoting Respectful Maternity Care: A Training Guide for Facility-Based Workshops, Population Council)

Physical Abuse • Pinching, slapping, pushing, and beating

• Undergoing unnecessary and extensive

episiotomies and stitching episiotomy without anaesthesia

• Being restrained or tied down during labour.

• Being subjected to pushing on the abdomen to force the baby out, or excessive physical force to pull the baby out.

Every woman has the right to be free from harm and ill treatment.

Staff conduct procedures devoid of physical harm. Patients are protected from

emotional, physical, and sexual injury.

Non-consented care

• No explanation of medical procedures, e.g., tubal ligation and hysterectomy.

Every woman has the right to information, informed consent and refusal, and respect for her choices and preferences, including companionship during maternity care.

Staff takes time to explain procedures, diagnosis, progress, results, and options. Information is given in an open and friendly manner. Patients are encouraged to ask questions.

Non-confidential care

• Having to labour and deliver in view of others (without privacy barriers such as curtains)

• Having healthcare workers share sensitive

information, such as a patient’s HIV status, age, marital status, and medical history, in a way that other people can hear.

Every woman has the right to privacy and confidentiality

History taking and examination done in as much privacy as possible. Women are never exposed

unnecessarily. Staff does not discuss or disclose client information to non-health care staff.

Non-dignified

care • Use of non-dignified language or speaking

rudely or making threats.

• Body exposed unnecessarily.

• Unhygienic conditions: Bed sharing/no change of linen/women asked to clean delivery tables/dirty toilets and bathroom

Every woman has the right to

be treated with dignity and respect.

Staff is polite and use appropriate

language, gestures in communicating with clients. Curtains and screens used and patients covered with linen when

examined.

Discrimination • Discrimination based on a woman’s race,

ethnicity, age, language, HIV status, traditional beliefs and preferences, economic status, or educational level.

Every woman has the right to

equality, freedom from discrimination, and equitable care.

Staff provides all the required

services to all clients equally

Abandonment / Neglect

• Left alone during labour and not receiving any medical attention

• Not being allowed to bring a companion into the birthing area.

• Medical staff failing to monitor women in labour

and intervene in life-threatening situations.

Every woman has the right to health care and to the highest attainable level of health.

Every pregnant woman in labour is attended by a skilled person within 30 minutes of arrival a facility.

Every woman in labour is observed, delivered or referred within the guidelines upon the diagnosis.

Detention • Retaining a mother and the baby in the facility

when she is unable to pay

Every woman has the right to liberty, autonomy, self-

determination, and freedom from coercion.

Payment for health care services has to be based on the principle of

equity, ensuring that these services are affordable for all.

Health care providers are duty-bound to offer quality maternity care services that reflect universal childbearing rights and that adhere to the standards of maternity care. RULES FOR ENTRY1. No Exhibition form will be entertained after October 31, 2017.2. All the exhibits are to be registered. Registration fee is Rs.25/- (individual entry) and Rs.50/- (for

group entry) per exhibit. The money should be sent by D.D. payable at the Trained Nurses’ Associationof India, L-17, Florence Nightingale Lane, Green Park, New Delhi – 110016. Use separate form foreach entry.

3. Name of the exhibitor and the SNA Unit should not appear on the exhibit.4. Each exhibit must be accompanied by a card bearing: (i) Name of Exhibitor; (ii) Name of SNA Unit;

(iii) Topic of the Exhibit; (iv) Category & Section; (v) Size of the exhibit should be strictly adhered to orelse exhibit may be disqualified for competition. The size for both individual and group posterpresentation will be same i.e. one standard size poster 22" x 26" approx.

5. Completed form(s) (with signature of the State SNA Advisor) alongwith entry fee to be sent to theTNAI, L-17, Florence Nightingale Lane, Green Park, New Delhi-110016. Entry fee payable to theTrained Nurses’ Association of India.

6. For each poster presentation only one entry, either individual or group will be allowed from each State.7. Group entry should not have more than three students.

Instructions: As per the TNAI Constitution, Rules & Regulations & Bye-Laws page no 56-64 State Branch Election Procedure(Revised and approved by Council/HOD 2012, it is expected that the Voters/Members are well versed with the TNAI Rules andRegulations and Byelaws related to the State Branch Elections. A copy of the same is available with the Returning Officer for readyreference.1. For the offices of President and Secretary all valid nominations are included, for other offices, the names of three members

having the highest number of nominations are included in the provisional ballot paper.2. The Election will be held in General Body Meeting on 13 October 2017 between 10 am to 5 pm at GNM Training

School, Darrang, Mangaldai, Assam.3. No one shall be allowed to vote before or after the scheduled time of voting.4. The Provisional Ballot Paper is published for the information of the members. A separate (final) Ballot Paper will be given to

the voter(s) on the day of Elections.5. Only the Life members of TNAI are eligible to vote whose names will be on Assam State Branch Membership list.6. All the Voters are requested to bring their TNAI New Life membership card (with Photo)/receipts of TNAI membership issued

by the TNAI Headquarters, along with Photo identity i.e. Election card /PAN Card/Driving License etc. before entering thehall for voting.

7. The Returning Officer can be approached for any query about the election. No addition of the contestant will be made to thefinal ballot paper.
