Message From Katherine Ahlswede-Hamel

Keep kids safe, healthy and happy. It seems like such a simple statement of

needs and attributes for our Orange County community. A statement of needs

and values that speaks to all of us. Yet, not all children in Orange County live

this kind of life.

The Raise Foundation, convening Orange County’s designated Child Abuse

Prevention Council (CAPC), continues to work diligently with the community to

do all we can to strengthen families so that children can thrive.

Through the CAPC, these efforts are led by collaboration amongst interagency

committees and task forces. We unite with community partners, non-profits,

educators and schools, law enforcement agencies, lay leadership and

volunteer ambassadors. Together we advocate for the safety, health and

happiness of children.

In this CAPC Fiscal Year 2018-2019 Annual Report you’ll find an overview of the past year’s projects and

activities which have helped to strengthen families in Orange County.

Thank you for entrusting the CAPC with the important mission of preventing child abuse and neglect in

Orange County. We do this by strengthening families. We do this by effectively collaborating, connecting

and uniting the community. We do this by educating people. We do this with your help. And, we do this in

memory of all children who have died as a result of abuse and neglect.

The Raise Foundation, serving as the convening body for Orange County’s Child Abuse Prevention

Council, provides the forum for interagency cooperation and coordination for the following:

Orange County’s Child Abuse Prevention Council Coordinates quarterly meetings, prepares agendas, records minutes, maintains active roster with

comprehensive membership, maintains CAPC website and communicates amongst CAPC

Members for achieving the goals set forth by the Council. Agencies comprising membership on the

Council include: County of Orange Social Services Agency, Orange County Probation Department,

Tustin Police Department, Juvenile Justice Commission, the District Attorney’s Office, Orange

County Department of Education, Orange County Coroner Division, State of California Community

Care Licensing, Junior League of Orange County, South Orange County Exchange Club, Boys & Girls

Club of Greater Anaheim-Cypress, Orange County Children’s Therapeutic Art Center, American

Academy of Pediatrics-Orange County, South Coast Metro Children’s Village, UCI Department of

Pediatrics and Children’s Hospital of Orange County (CHOC).

Blue Ribbon Committee Interagency planning committee for Annual Blue Ribbon Kick-Off Event in March and for the

activities, distributable community awareness kits and public awareness outreach information for

distribution to communities in Orange County through the entire month of April. Agencies include

County of Orange Social Services Agency, Irvine Police Department, Orange County Fire Authority,

Orange County Sheriff’s Department, Orange County Department of Education, American Academy

of Pediatrics-Orange County Chapter and Ocean View School District.

Neighbor to Neighbor (N2N) Steering Committee Discuss Path 1 Cases for referrals and appropriate assignments and work to create resource

network for responders. Determine possibility of utilizing Family Resource Centers to link Path 1

families to services, best methods of communication to connect with Path 1 families. Determine

scalability of N2N programmatically beyond the current participating pilot sites. Agencies include:

Olive Crest, Public Health Nurses, County of Orange Social Services Agency, Children’s Bureau and

the Child Abuse Prevention Center.

The Raise Foundation, serving as the convening body for Orange County’s Child

Abuse Prevention Council, manages and facilitates the Council’s social media

presence via Facebook, Twitter and Instagram.

During the 2018-2019 Fiscal Year, one of the focuses has been to shift away

from mainly using Facebook and establish a stronger presence on Twitter and

Instagram.

The month of April saw the most audience

engagement and viewership across all platforms, with

a total reach of 14,572 people and 1,146 post

interactions.

Trainings

The Impact of Adverse Childhood Experiences on Health and

Well-Being with Dr. Holly Magaña at Melinda Hoag Smith Center for Healthy Living

These workshops were designed to help professionals develop a deep understanding of the ways in which

early trauma and adversity impact health and well-being throughout the life span. In addition, participants

learned about the importance of screening for adverse childhood events and discussed strategies for

addressing these events within specific health care settings. Trainings took place in April and May of

2019 with over 200 professionals attending.

31st Annual “Pathways to Prevention” Child Abuse Prevention

Conference at University of California, Irvine

The purpose of the Annual Conference is to educate a variety of human services professionals and

community members on topics related to the safety and wellness of children. This year, workshop topics

included Adverse Childhood Experiences (ACEs), resiliency, trauma informed care, core practice model,

youth suicide awareness, supporting students in crisis, substance use and the family and a look at the

first responders’ path. Over 300 free targeted scholarships were offered to professionals at County of

Orange Social Services Agency, Probation Department, Healthcare Agency, Department of Education,

Sheriff’s Department, Fire Authority, CASA, other regional CAPCs and various Prevent Child Abuse

Network partnered agencies to attend the Conference on Friday, June 28th. Each scholarship represented

six Continuing Education Units available to the attendee, accredited by California Southern University and

Orange County Department of Education.

Fathers and Families Coalition at South Orange County Family Resource Center

This two-day training educated professionals about a variety of topics that included motivational

interviewing with cognitive behavioral therapy and schematic strategies, culturally appropriate strategies

for working with at-risk families, introduction to trauma informed and seeking safety models, the role of

fathers in child development and family values, introduction and practice of mindfulness and applying

mindfulness framework to their practice. Trainings took place in October 2018.

Community Support

The Manzanita Park food distribution takes place

every fourth Saturday of the month at Manzanita Park

in Anaheim.

It is facilitated through the collaborative effort of the

Boys & Girls Club of Greater Anaheim, Second Harvest

Food Bank, The Raise Foundation and volunteers.

Starting in May 2019, blood pressure and glucose

screenings began being provided by volunteer

Physician Assistant Students from Marshall B.

Ketchum University.

Volunteers from the Physician Assistant Program at Marshall B. Ketchum University facilitating blood pressure and glucose testing and assisting with the

food distribution at Manzanita Park.

Adopt-A-Family Project and Basic Needs Drive

The Raise Foundation, serving as the convening body for Orange County’s Child

Abuse Prevention Council, organized an Adopt-A-Family project to provide services to

at-risk parents and families during the 2018 holiday season.

Community members and supporters adopted families in need specified by The

Raise Foundation and Family Resource Center staff who selected families based on

their dedication to making the most of the services provided to them by their family

resource centers.

Those who donated were educated about family needs, services that family resource

centers provide and advocated for children’s wellbeing.

One of the 25 families that were served as part of the Adopt-A-Family

project.

Child Abuse Prevention Month

Kits Distributed

Community Awareness Kits were distributed to family

resource centers, libraries, museums, county offices, police

and fire stations and schools. These kits included

educational materials about prevention*, pins, ribbons,

stickers and supplies to create Pinwheels for Prevention®

gardens. *Detailed description of these can be found on pages 10-11

Over 3,000 pieces of educational materials were distributed

in community awareness kits and at outreach events and

presentations during the month of April.

Outreach Presentations and Events

During April, presentations were given at K.I.D.S. Head Start

in Santa Ana, a Jamboree Housing staff meeting, the

Precious Life Shelter in Los Alamitos, the Placentia City

Council, the Exchange Club South Orange County, the Juvenile

Justice Commission, O.C. Head Start in Santa Ana and more.

Outreach events included the Seeds of Hope Event at Corbin

Family Resource Center, a mural dedication at Melinda Hoag

Center for Healthy Living, the Blue Ribbon Family Night and

Resource Fair, the Dia Del Nino celebration in San Juan

Capistrano and a booth at the weekend-long O.C. Home and

Garden Show at the Anaheim Convention Center.

Pinwheels Distributed

During the month of April, 4,000 pinwheels were distributed

and “planted” in Pinwheels for Prevention® gardens at

various locations throughout Orange County.

Art Contest Participants

The annual Blue Ribbon Youth Art Contest brought in 131

submissions from schools, nonprofits and family resource

centers throughout Orange County. This year’s theme was

“Keep Me Safe, Healthy and Happy!”

Memoranda of Understanding

The council has developed and is currently maintaining 14 Memoranda of Understanding (MOU’s) with these family-

strengthening agencies for the distribution of child abuse prevention literature:

American Academy of Pediatrics—Orange County Chapter

Academy dedicated to the health of all children through offering professional resources, education, advocacy and policy

development.

Boys & Girls Club of Anaheim

To enable all young people, especially those who need us most, to reach their full potential as productive, caring,

responsible citizens.

Southwest Community Center (SMEDA)

To provide the basic needs of food, clothing, shelter, household items, referral services and other support services to the

homeless, low-income and economically disadvantaged in an effort to enable them to become or retain self-sufficiency.

Wellness Prevention Center

Helping youth and families lead healthy and productive lives and to educate the community, bring more services to our

youth and family and provide healthy activities to keep our community safe.

Recommendations ———————————————————————————————-- WIC Section: 18982.2

1. Renew focus on mandated reporter trainings for first responders.

2. Collect, track and report “near deaths” in regards to drowning or when children are left

unattended in a motor vehicle (Kaitlyn’s Law); currently only fatalities are being tracked.

3. Enhance communication methods and cross-training among various County agencies,

including law enforcement, the District Attorney’s Office, Social Services Agency, the

Sheriff-Coroner Department, etc.
