In order to ensure smooth and safe flow of traffic in the city, besides regulation and control of traffic, Delhi Traffic Police also enforces traffic laws to bring about discipline on roads.

Delhi Legal Services Authority in collaboration with Delhi Traffic Police has decided to organize for the first time, in the city a “Mega Traffic Lok Adalat” on 8th and 9th September, 2007 to provide an opportunity to the traffic violators to settle pending challans/notices. Lok Adalat is being held on 8th and 9th September, 2007 being holidays in all court complexes in Delhi and in the courts of Special MMs of Traffic Police. The traffic challans issued by the traffic policemen at the spot and under contest in the courts of Spl. MMs, shall be settled in these courts.

Notices issued by the Delhi Traffic Police and some issued by the traffic courts can be settled in any of the court complexes i.e. Tis Hazari, Karkardooma, Patiala House and Rohini, where the Metropolitan Magistrates, Spl. MMs have been specially deputed to preside over the Lok Adalat.

At all four major complexes, the arrangement is being made by Addl.Chief Metropolitan Magistrates. Every facilitation counter will have a set up of 8 computers. These facilitation counters will help the violators in getting the settlement proforma printed for the Lok Adalat.

TO KNOW YOUR PENDING TRAFFIC NOTICE

The facility has also been provided to the people to know about the pending notice/challans with the use of SMS. The procedure is very simple. One has to send a SMS to 50100 from any of the mobile phones with a format N<space><vehicle Regn. Number without space> The SMS is to be sent to 50100 and in reply he would get another SMS

giving the information about pending challans if any, against that particular vehicle. This way, one can know about the number of notice / challans against a particular vehicle. The person may get the details of the pending notice from the official website of Delhi Traffic Police URL of website is www.delhitrafficpolice.nic.in On this website, one has to press the option showing the pending notice on the home page itself. The user has to key in number of vehicle which will show in reply the details of all violations pertaining to that particular vehicle. The facility has also been provided on the website by which one can print the settlement proforma from the internet for the use of Lok Adalat.

It is further clarified that notice of any area can be paid at any of the court complexes. People need not to go to the concerned court but challans of Notice Branch can be settled at the nearest court complex irrespective of their residence address. However, manual challans issued at the spot which are pending, can only be settled in the concerned Traffic Courts of Spl.MM. People are specifically advised not to pay those challans which they have already paid in the court. However, the data of Delhi Traffic Police pertaining to the notices which are still pending with Traffic police, have been updated upto 5th September,2007.

It is a golden opportunity for getting the pending challans settled in Mega Lok Adalat to be held on 8th/9th September,2007 at all Court complexes.

Ballabh Chamola, In-charge SOG/Haridwar, Uttrakhand, Inspr. Jai Dev Arya, SHO/Kotwali, Haridwar and other police officers neutralized a desperate interstate gangster Suresh Tyagi @ Akash @ Virender @ Vikas r/o Sonepat, Haryana involved in cases of Murder, Attempt to murder, robberies, dacoities, extortion, car jacking, vehicle theft and Arms Act in Delhi, UP, Uttrakhand and Haryana. . One .32 bore pistol alongwith cartridges has been recovered from him. A reward of Rs. 20,000/- was declared by Uttarakhand police for his apprehension.

Information was received in the Special Cell about the movement of Suresh Tyagi and his gang members involved in several sensational cases robberies and murder in Uttrakhand and Uttar Pradesh and Delhi. Special Cell of Delhi Police and SOG/Haridwar launched a joint operation to apprehend Suresh Tyagi and his gang members. On 06/09/07 information was received regarding presence of Suresh Tyagi in the area of Haridwar by Special Cell. Immediately a team of Special Cell rushed to Haridwar. Specific information was received that Suresh Tyagi would be visiting Chandi Ghat from Jwalapur on a motorcycle having registration No. DL5SN-458. This information was shared with SOG/Haridwar. A joint team of Special Cell, SOG/Haridwar and PS Kotwali, Haridwar laid a trap at Tibri Chowk and Laltarao Pul. At about 7.25 A.M. motorcycle having registration No. DL5SN-458.was spotted coming from Tibri Chowk and was signaled to stop but instead he sped away in a bid to escape. He was chased by the police team and was finally intercepted near Roadways workshop, bypass road. He lost his control and fell down from the motorcyle. The rider left the motorcycle and started running towards jungle while firing upon the advancing police party. Police team returned the fire in self defence and in order to apprehend the gangster. In the ensuing encounter accused Suresh Tyagi got injured. He was immediately removed to hospital where he was declared brought dead.

Suresh Tyagi, r/o Sonepat, Haryana. started his criminal career in 1995 when he committed robbery in Shamli, Muzaffarnagar. He remained associated with dreaded criminals like Ravi Prakash, Sunder Bhati, Ranbir Rathi, Hemant @ Sonu, Janamjay @ Moni, Pradeep @ Bawla, Ashok @ Bunty etc. He committed several heinous crimes in different states in association with above criminals.

In 2005, he alongwith Ranbir Rathi, Narender @ Neeraj, Pradeep @ Bawla, Janmjay @ Moni and Pramod Tatiti killed one Rajbir, Chairman of village Elam, PS Kandhla, Bagpat, U.P.

After being released from Jail in August 2006, he committed murder, theft of vehicles and robberies along with his gang members Vinod r/o Chhaproli, Bagpat, UP, Vipin r/o Ranchhar, Bagpat, UP, Pramod @ Panditji r/o Tattieeri, Bagpat, UP and Anuj @ Azad r/o Muzaffarnagar, UP.

In May 2007, he along with his associates robbed Rs. 9 lacs from the employees of Rana Steels, Muzaffar Nagar, U.P.

Subsequently on June 2007, he along with his above associates robbed Rs. 43 Lacs from employees of Uttranchal Iron & Ispat Ltd, Kotdwar, Uttaranchal, on gunpoint in the area of Shyam Pur, Haridwar, Uttrakhand. The Alto car used in the commission of above robberies was stolen from the area of PS Geeta Colony, New Delhi.

Later he also killed one of his associate namely Vipin over the distribution of booty

One Drug Trafficker Arrested –500 gm Heroin seized

The Narcotics Branch of Delhi Police, received information that heroin is being smuggled from Barabanki, UP and sold in Delhi. The information was further developed and it was identified that this illicit trade was being carried out in East Delhi. A Team headed by SI Satish Kumar consisting HC Ajaivir, Const. Rajbir, Ct. Rakesh & Const. Satypal under the supervision of Inspr. Kharak Singh, SHO/Narcotics Branch was constituted and was deployed to maintain surveillance on suspected persons.

On 6.9.07 specific information was received that one person involved in illicit trade of heroin will come near Railway Reservation Centre, Thandi Sadak in front of Anand Vihar, to deliver the contraband to some unknown person. The team mentioned above was immediately dispatched to carry out a raid and recover the illicit drug. At about 2.10 PM a suspect was spotted, after maintaining watch on him for some time the team of Narcotics Branch swooped on him. The suspect was carrying a polythene bag, which was searched and 500 gm of heroin was recovered from the same. On interrogation it was revealed that the name of the accused was Mohd. Saleem @ Saleem Chawal wala (32 years) S/o Late Abdul Rashid R/o H.No. A-4/38-A, Gali No.4, Kabir Nagar near Jama Masjid, Welcome, Delhi. The contraband was seized and a case vide FIR No. 87/07 u/s 21 NDPS Act was registered.

Further interrogation of the accused revealed that he is a permanent resident of H.No. 422, PS & PO Panchmile, Distt. Tejpur, Guhawti, Assam. He is illiterate and left his birthplace about 20 years ago and started the job of electrician at Jhuggies of Jamuna Pusta. After the demolition of jhuggies Yamuna Pusta, he starts living at Welcome Colony, Delhi alongwith his brother MustafaHe procures the contraband from one Siraj Mulla of Barabanki and further deliver the same in different parts of Delhi. He was earlier arrested in 3 cases of NDPS Act, one case of Roiting and one case of theft

Seized contraband is having the value approximately 50 lacs in the International market. Further investigation of the case is in progress to arrest the suppliers of the contraband.

A team of officers of Special Cell led by Inspr. Rajinder Singh under the supervision Sh L.N. Rao, ACP busted an international drug cartel and has apprehended 4 member of gang involved in trade of Narcotics Psychotropic Substances in Delhi, Manipur and other North Eastern states of India. 95 kgs of Phenyl Propanone, 6 lakhs cash , One Tata Safari, One Wagon-R car , 9 mobile phones and other packing material have been recovered.

An information was received in the Special Cell that some unscrupulous persons are indulging in trading of Psychotropic drugs in Delhi and other Northern-East States which is supplied to other countries via Moreh near India-Burma border. Sources were deployed and surveillance was mounted to apprehend them. On 6.9.2007, specific information was received in Special Cell that a consignment of drug would exchange hands in Vikaspuri. A trap was laid near Hasthal, LIG Flats, Vikaspuri and at about 4 PM one TATA Safari having registration No. DL-3CJ-7506 came and stopped. Two youths stepped out of the vehicle and made a call on their mobile phone. Wwithin few minutes a golden coloured Wagon-R car came and parked it adjacent to TATA Safari. After a brief conversation, the youths started shifting two polythene bags and one brown cylinder drum to the Wagon-R. The police team thereafter apprehended all four of them. There was some white powder in the Wagon-R and the consignment when tested was found to be Psychotropic drug Phenyl Propanone. The search of the persons led to the recovery of 9 mobile phones. They were identified Vikram Mehandi ( aged 30 years ) and Vikash Mehandi ( aged 31 years ) r/o Janak puri, Delhi and Somnathpal ( aged 43 years ) r/o Shalimar Bagh, Delhi and A. Gopal Singh ( aged 46

years ) r/o Imphal, Manipur. The consignment when weighed came to 95 kgs. A cash Rs 6 lakhs wrapped in black polythene bag was also recovered from Somnath pal. Case under the appropriate sections of law was registered at PS Special Cell, Lodhi Colony, New Delhi.

All the accused persons were subjected to sustained interrogation. They revealed that they are in drug trade for last many years. Vikram and Vikash Mehandi are main suppliers of drugs. They procure drug from Nehru Place in Delhi. The instant deal was fixed for Rs. 25,000/- per kg for which 10 lakh 50 thousand had already been paid. The remaining amount was to be paid after the delivery of consignment in Moreh. The recovered money Rs 6 lakhs was paid on the spot itself as price of consignment of 95 kgs of drugs.

Further investigation is in progress.

Gang of African Cheater busted

The New Delhi District has arrested One Nigerian national namely Okyere Charles @

Anderson Layfield (29 yrs) s/o Okyere present address 185, Village Humayun Pur, S.J. Enclave, New Delhi and

Smt Ranjana Aiyer (53) w/o Late Venkut Aiyer @ Anoosha r/o House No. 43 Mada Street Thanjuvour, Tamil

Nadu.

A complaint was received from Mr. C. Enoch Manolin s/o H.M. Christopher r/o No. 13, 10th

Street JB Estate, Awadi, Chennai mentioning therein that he was seeking a job abroad through internet. He

received an e-mail on net from Mrs Mary Rose that he had got the job in Sky Inland Industrial Paint and

Aluminum Company based in UK and through e-mail he was advised to contact Dr. Anderson Layfield at Phone

No. +919910173179. The complainant contacted him through mobile and was told to contact Mrs Ranjan Aiyer for

necessary formalities and was also asked to pay Rs. 20,000 for Visa formalities. Accordingly, complainant paid the

said amount to Mrs Ranjana Aiyer. Further Dr. Anderson Layfield (accused) asked him to pay another Rs. 5,000 on

03.09.2007 to Mrs Ranjana Aiyer at Ashoka Hotel who has impersonated herself as the secretary to Mr. Anderson

Layfield.

Acting upon this complaint, a case FIR No. 549/07 u/s 420/34 IPC dated 03.09.2007 PS

Connaugfht Place was registered and a team comprising of SI Dharamdev, Const. Hemant, Const. Jagmal, Const.

Shanti and Lady Const. Vinod was constituted under the direct supervision of the SHO Connaught Place. The team

nabbed the accused Mrs. Ranjana Aiyer from Ashoka Hotel and at her instance accused Okyere Charles @

Anderson Layfield was arrested from his residence at Humayun Pur and during search a Laptop used for internet

was recovered. The accused is using many identities which are being verified and further investigation is going on.

Gang of Snatchers arrested

With the arrest of two persons namely Harmeet Singh (19) and Gurmeet Singh (18) Mandir

Marg Police has worked out a sensational snatching case reported vide FIR No. 297/07.

On 30.08.2007 at 08:09 PM the accused person had snatched a bag of one Ms. Vijay Laxmi

when she was returning home from RML Hospital where she worked as a staff nurse, the bag was containing 1500/-

Rupees, Mobile Phone and other documents. The accused used the ATM card after half an hour for shopping in

Gokul Mega Mart and Shoppers Stop, where their images were captured in CCTV with the help of pictures it was

learnt that the accused was working in Vishal Mega Mart nearby. Thereafter the identity of the accused persons

was established by the employee details obtained from Vishal Mega Mart and a raid was conducted and they were

caught from Pahar Ganj. The Scooter used in crime as well as Mobile Phone of the victim and the articles

purchased from the victims ATM Card were recovered.

Desperate burglar arrested, three cases solved

With the arrest of a desperate burglar Tilak Raj (45) Mandir Marg Police has solved three day

burglary cases. There was recent increase in broad day light patrolling and surveillance was increased. On

05.09.2007 at about 05:00 PM the chowkidar in PNT staff quarters heard a noice of tap water and Police party

nearby reached the spot after hearing the noise. Tilak Raj fled after seeing the Police party but was successfully

chased and caught with the stolen taps on the spot.

Further during investigation Tilak Raj confessed his involvement in two more cases where he

decamped with jewellary, cash and taps of the broken houses. He further revealed the name of his associate Raju

Pahadi who is a master in breaking locks. Police is on the look out of Raju Pahadi and Tilak Raj is in Police

remand.

With the arrest of three persons namely Satender Singh, Vinod and Saurabh Mandir Marg

Police has worked out robbery case reported vide FIR No. 304/07.

On 04.09.2007 at 10:45 PM the robber stopped the TSR driven by one Harish Kaper near

A.P.S. Colony and hired the TSR for RML Hospital when the TSR reached Talkatora Garden the robbers started

hitting the TSR driver with a Plas they were carrying and fist blows. They decamped with the purse of the TSR

driver which contained 200 Rupees and other documents. Meanwhile two alerts constables reached the spot on

hearing the commutation and nabbed the accused red handed. The purse was recovered from possession of the

accused persons.

RACKET INVOLVED IN SELLING FAKE DEGREES/CERTIFICATES BUSTED

With the arrest of one person namely Sanjay Kumar s/o Ramkaran r/o 1/236, Trilok Puri, Delhi who runs a screen printing press, Spl. Staff of East Distt., has busted a racket which has been luring innocent students to get degrees of medical, Engineering, B.B.A, M.B.A., B.C.A., M.C.A., B.ed., B.Lib., M.Lib., LLB, B.A., B.Com., M.A., M.Com. etc. and C.B.S.E. certificates .

INCIDENT

Spl. Staff of East District received information that there is a person who is running a racket of selling fake Degrees/Certificates to students. On this information a team under the supervision of Insp. Rajesh Kumar and over all supervision of ACP Sh. G.S.Meena was formed to trace the racket. After painstaking efforts, the team could point out a very suspicious screen printing unit being run by one Sanjay Kumar. A close watch was kept on his house. After two/three days the team came to know that one Sanjay Kumar is heading this racket. Thereafter, a decoy customer was sent to this institute and after making the advance payments Sanjay Kumar agreed to give certificate of 10th class for Rs.3,000/-, Sanjay Kumar assured to deliver the certificate on 6.9.07.

On 6.9.07 team comprising of SI Vinay Yadav, ASI Manoj Kumar,H.C. Praveen, Const. Krishan, Const. Yashvir Singh and Const. Sandeep was constituted and trap was laid. Sanjay Kumar was apprehended while he was delivering the fake certificate to the decoy customer. He has been arrested vide case FIR No. 615/07 U/s 420/468/471 IPC, PS Kalyan Puri.

MODUS OPERANDI

Sanjay Kumar who is a habitual criminal of this field and has earlier been arrested vide Case F.I.R. No. 88/01 in P.S. Geeta Colony in the same offence. At that time also a huge haul of certificates was recovered from him. He was known in the area and he makes fool of the people by saying that he has links in several institutes and can provide original degrees and certificates in lieu of money. Sanjay Kumar has been keeping signature impressions and stamps of various authorized signatories of different Universities and has been pasting the same on duplicate degrees/certificates through scanning and screen printing. Mostly female students who do not go for any job, gets trapped in the racket and they could never know that they are having fake degree/certificates.

THIRTY SIX CASES OF CHAIN SNATCHING, BURGLARY, AUTO THEFT ETC SOLVED.

Crime Branch Special Team has apprehended Prem Singh s/o Sh Khaman Singh r/o D-6/166 Sultan Puri, New Delhi and Ranjeet Singh S/O Sh Anand Dass R/O K-805 Mangol Puri, New Delhi who have been operating in various districts of Delhi and have committed about three dozen crimes of chain snatching & burglary.     INFORMATION

On 04.09.07 information was received by the team of Insp Rajkumar of Special Team, Crime Branch, that Prem Singh will come today along with his associate Ranjit Singh on a stolen motor at 5.00 p.m. near Rithala Metro station and will commit chain snatching as it was Janamashtmi and a lot of ladies would be visiting temples. On the basis of this information, a raiding party under the supervision of Shri Sanjay Bhatia, Assistant Commissioner of Police, Special Team Crime Branch & Inspector Raj Kumar comprising of SI Shiv Darshan, ASI Charan Singh, HC Gulab Singh, HC Pradeep Kumar, Ct. Sanjay, Ct. Sher Singh, Ct Satish and Ct Rajkumar was constituted and deployed near Rithala Metro station, Rohini. OPERATION

At about 5.00 PM two person came on a motor cycle (Hero Honda Passion number DL-4S-AU 1942) from Sector 25 Rohini & on instance of informer they were apprehended by the raiding party. The motorcycle, which was recovered at the spot, was found stolen from area of P.S. Kanjhawla. On sustained interrogation their name and address was disclosed as Prem Singh s/o Sh Khaman Singh r/o D-6/166 Sultan Puri, New Delhi and Ranjeet Singh s/o Sh Anand Dass r/o K-805 Mangol Puri, New Delhi. A case vide FIR No. 822/07 dated 04.09.07 u/s 411/34 IPC P.S. Rohini, New Delhi was registered in this regard.

 DISCLOSURE

During their interrogation Prem has revealed that his cousin brother namely Mahender @ Lambu is a notorious chain snatcher and burglar and had been arrested in a number of cases and is still in jail since end of May. He came under the influence of Mahender as he occasionally gave him money and he used to live a lavish life, spending money on prostitutes, wine, costly clothes, shoes, bikes etc. He also used to go with Mahender to various tourist destinations. He started chain snatching with Mahender. They admitted to have snatched chains from Mukherji Nagar, Model Town, Paschim Vihar, Rajouri Garden, Janak Puri, Vikas Puri, Sarojni Nagar etc. After snatching the chain they sold them to

different gold smith in Vikas Nagar and Nangloi who purchased the snatched chains on very low price. They disclosed committing of more than thirty incidents of chain snatchings. They also committed house burglaries during day time. They used to wonder in posh areas and searched the houses which were locked and after recce they broke the lock with a iron rod and stole the cash & jewelry from there. At the end of May Mahender was arrested & Prem came in contact of Manoj @ Nepali and Ranjit Singh and they started committing chain snatchings on bikes. Prem had purchased one new Pulsar motor cycle from the money which he had stolen and had visited Vaishno Devi, Rohtang, Manali, Kufri, Nainital, Naina Devi etc in luxurious cars and had stayed in expensive hotels in company of call girls. He used to visit expensive bars/ discotheques in Delhi and NCR areas.

    MODUS OPERANDI

In morning time they used to visit parks and snatched chains from ladies when they were going to morning walks. During afternoon they used to locate isolated places and snatched chains. In evening they would look for dark/deserted places. They used to locate locked houses in afternoon and after recce would break open the lock/ grill of the house and ransacked the house and took away jewellery and cash.

                Further raids are being conducted to nab his other associates and receivers of stolen property

certificates and arrested the mastermind, the employee of Delhi University along with his three accomplices. Huge quantities of fake certificates, degrees, mark-sheets and infrastructure including hardware and software have been seized and a case FIR No. 148/2007 u/s 420/468/471/120-B IPC have been registered at PS Maurice Nagar in this regard. The details of the arrested accused persons are as under:-

1. Dharamveer (age 55 years) s/o Jeet Ram r/o Village & Post Office Alipur, Delhi.

2. Mukesh Kumar (age 35 years) s/o Late Ram Pher r/o 457, Gali Robin Cinema, Subzi Mandi, Delhi.

3. Naresh Kumar (age 38 years) s/o Brahamjeet Singh r/o Village Akalpur, Post Rabupura, District Gautambudh Nagar, UP.

4. Manish Agarwal (26 years) s/o Late Vir Chandra Agarwal r/o 4/407/179-80, 2nd Floor, Plot No. 215, Gali No. 11, Bhola Nath Nagar, Shahdara, Delhi

On 06.09.2007 at about 10:45 PM, Ct. Promod Kumar posted in the Anti Extortion Cell of the Crime Branch received a secret information that one Dharamveer s/o Jeet Ram, an employee of Delhi University is involved in the dubious trade of preparing and selling of fake degrees and mark-sheets of Delhi University. The information was further developed and a team under the close supervision of Shri Jasvir Malik, ACP/AEC and Insp. Arvind Kumar was constituted that comprising of SI Ravi Dutt, SI Sanjeev Yadav, HC Brijesh, HC Lalit Tyagi, Ct. Chitranjan, Lalit Dixit and Ct. Atender. The team immediately reached at Metro Station, Delhi University and took strategic clandestine position. Ct. Promod Kumar was made as a decoy customer and HC Brijesh Kumar as shadow witness. Thereafter, a deal for obtaining absolutely genuine looking B.Com Pass Mark-Sheet and Provisional Degree for Rs. 5500/- was finalized with the accused Dharaveer. A mutually agreed sum of Rs. 1000/- was paid to the accused with an understanding that rest of the amount shall be paid after the certificates are delivered.

At the specific point of time and place as determined during the negotiation, the team again laid out the web around the place. Almost exactly at the given time the accused appeared at the same venue and after alighting their form hastily handed over the certificates to the decoy customer. As soon as the fake certificates were delivered and the accused asked for the balance amount, he was, to his ultra surprise nabbed by the Crime Branch sleuths. Later the pre-signed notes were recovered from his possession.

Thereafter on the instance of the accused Dharamveer, his other three accomplices Mukesh Kumar, Naresh Kumar and Mansih Agarwal above were successfully arrested by the Crime Branch team and the following recovery was effected on the instance of the accused persons.

The mastermind Dharamveer Singh (55 years) is employed as Sorter at School of Correspondence Course and Continuing Education, University of Delhi. He belongs of village Alipur of Delhi. He has three daughters and one son in his family. On interrogation, he disclosed that he is involved in this dubious trade since two year.

The accused Manish Agarwal (26 years) is living in the area of Shahdara, Delhi. He has no one in his family. His parents expired long time ago. He has sound computer knowledge and working as Computer Designer at a shop at Subhash Park Extension, Shahdara. About 2 years ago, he came in contact with Dharamveer and they decided to prepare fake and forged educational certificates to earn easy money.

The accused Naresh Kumar (38 years) hails from G. B. Nagar, UP. He is working as Salesman of spare parts of motor vehicles. He is the close friend of Dharamveer. About one year ago, his financial conditions were not good. So he joined the racket and started searching the needy customers.

The accused Mukesh Kumar (35 years) is the close friend of Naresh Kumar. He is living in Ghanta Ghar, Subzi Mandi, Delhi. He is a Labour Contractor. When he came in contact with Dharamveer through Naresh Kumar,

the way to earn easy money attracts him towards this dubious trade of fake certificates.

The accused persons voluntarily disclosed to have sold hundreds of such certificates to the needy ones and has in the process earned several lacs of rupees. Most of such peoples hardly realized them to be fake certificates because of the same look, besides, he befooled people by virtue of his extra-ordinary convincing ability and outlook.

Further investigation of the case is in progress to verify and smash their further syndicates and possible tentacles.
