Monitoring

• Allocation of Business Rules (ABR) was amended in January, 2017 whereby Ministry of Tribal Affairs

(MoTA) was given the mandate formonitoringof STC funds of CentralMinistries.

• An online monitoring system has been put in place (www.stcmis.gov.in) for monitoring of expenditure

vis-à-vis allocations, physical performance and outcomemonitoring.

• In respect of expenditure on Tribal Development by States, the Project Appraisal Committee (PAC)

headed by the Secretary, Tribal Affairs reviews progress of the works sanctioned in previous years and

approves the future plan of the States.

• Several regional meetings were held to review the progress of various projects funded by the Ministry

under different schemes.

• Nodal Officers have been appointed for different States for extensivemonitoringat field level.

EklavyaModelResidentialSchools(EMRSs)• Of the total 205 functional EMRS, 74 schools have become functional in last 4

years compared to 131 in 15 years.

• Number of students enrolled in the EMRSs have almost doubled during the last 4years. Currently around 60,000 students are enrolled.

• Of the 278 EMRS sanctioned since 1999, 106 were sanctioned in last 4 yearsresulting in an additional 50880 seats.

• ₹. 891.7 crores released towards recurring cost during last 4 years. Recurring costincreased by 46% from ₹. 42000 per student per annum to ₹. 61500.

• As per budget announcement 2018-19, all the blocks (having 50% or more STpopulation percentage and 20,000 or more ST population) are likely to have anEMRS by 2022.

EMRSAchievements• EMRS Students have done exceptionally well in academics. Nearly 90% pass percentage

of which 53% have secured 1st division in 10th and similarly 81% pass percentage ofwhich 61% have secured 1st Division in 12th. Girls outshone boys.

• A number of students from our EMRSs have successfully cleared NEET, IIT-JEE, FootwearDesign Institutes etc. For the current year the figure are as follows:

• 146 students have cleared NEET, 253 students have cleared JEE Main Exams, 8 havecleared CLAT

• Our schools have produced several toppers in the 10th and 12th examinations. (SimaSoren of EMRS Kanksa, West Bengal secured the 1st rank in the State in Santali Languagein 12th Exam of 2018, 4 Students of EMRS Gamnom-Sapormeina, Manipur were subjecttoppers in commerce in the State in 2017, etc.)

• The Ministry has been encouraging promotion of sports by supporting creation ofsports infrastructure (mini-stadium, well-equipped playground, astro-turf groundsetc.)

• This year the Ministry is also planning to organize aNational Level EMRS Sports Meetin the month of December, 2018

• State Level EMRS Sports Meet are scheduled to be held during November. Each Stateis bringing out its schedule.

AshramSchools

• The Ministry has been supporting the establishment of Ashram Schools through aspecific schematic intervention

• Till date the Ministry has funded establishment of around 1205 Ashram Schools witha capacity of around 1,15,500 seats.

• Students of these Ashram Schools have excelled in multiple fields with the recentbeing Scaling of Mt Everest by students from Maharashtra and Andhra Pradesh

TribalResearchInstitutes• Focus has been on establishingTRI in each of the Tribal dominatedStates.

• 6 new TRIs sanctioned in last 4 years in the States of Andhra Pradesh, Arunachal Pradesh, Jammu &Kashmir,Mizoram,Nagaland and Sikkim to give more impetus to tribal research in these States.

• In total, there are 24 TRIs in the countryworking on tribal research, development, preservationetc.

• There has been a 300% Increase in the Budget for Research & Evaluation studies, Primers in regionallanguages, Audio/VideoEthnographicStudies, Preservation of Tribal Heritage etc.

TribalRepository

Tribal repository (www.tribal.nic.in/repository) was launched which is a unique digital repository ofdocuments, folks songs, photos, videos regarding their evolution, place of origin, lifestyle, eating habits,architecture, education level, traditional art, folk dances and other anthropological details of the tribes inIndia.

The repository currently hasmore than 10,000 photographs, videos and publications.

• Hon’ble PM made announcement in his Independence Day Speech on 15th August2016, MoTA regarding setting up tribal freedom fighters as follows:

“The Government desires and is planning permanent museums in the States where Tribal lived,

struggled against the Britishers and refused to be bowed down. The Government will work to make

such museums in different States so that the coming generations may know how our tribals were far

ahead in making sacrifices.”

• Six Tribal Freedom Fighter Memorials approved including two of national importance –Narmada (Gujarat) and BirsaMunda Central Jail (Ranchi)

NationalTRI- Museum

• The Ministry has proposed to set up a National Level TRI along with a National TribalMuseum at Delhi.

• The National Level TRI will be responsible for coordinating the activities of State TRIsalong with taking up national level studies.

• The National Tribal Museum to be housed under this will showcase the rich tribalculture and heritage using state-of-the art technologies.

ForestRightsAct(FRA)• A total of 18, 40,370 titles have been distributed under Forest Rights Act, 2006 covering

an area of 143.00 lakh acres across the country.

• A Forest Rights portal i.e. http://forestrights.nic.in has been developed by the Ministryexclusively for the Act which gives complete information about the Forest Right Act andRules and facilitates the filing of claims under the Act.

• The Ministry has taken up the monitoring of implementation of FRA closely with theStates.

• Several regional meetings were organized to review the implementation. Currently Statelevel reviews are being done.

• States have been asked to enumerate the number of Gram Sabhas in tribal areas and tofind out if rights under FRA has been given. Due process is being followed to ensure this.

• Focus has also been on using geo-spatial data for reviewing the implementation.

Scholarships

• ₹. 5404.97 Crores disbursed in last 4 years benefitting around 30 lakh ST studentsevery year under Pre / Post Matric Scholarships.

• Implementation of Post Graduate Fellowship scheme taken over from UGC andmade online and DBT compliant. Delay in disbursement reduced from 2 years totimely quarterly payments.

• Family Income ceiling for eligibility for top class scholarship scheme increased from₹. 4.50 Lakhs to ₹. 6.00 Lakhs

• National Overseas Scholarship scheme has been made student-friendly, with OnlineApplication process and allowing for flexibility in course choices and changes

• Ministry has been funding NGOs in service deficient areas in sectors such asHealth, Educationetc.

• In order to ensure transparency and in line with Government policies, NGOGrants portal has been developed (www.ngograntsmota.gov.in)

• Henceforth, all interventions will be funded through applications received onlythrough onlineportal.

AspirationalDistricts• Out of the 115 Aspirational Districts identified by NITI Aayog, there are 27 Districts

which have 50% or more ST population and another 13 Districts that have 2 or moreBlocks having 50% or more ST population.

• The Ministry is currently focussing on these 40 tribal dominated AspirationalDistricts. Focus areas have been identified and regular communication between theDistrict Collectorsand Prabhari Officers is being ensured.

• During the recently concluded Project Appraisal Committee meetings, projects ofapprox. ₹. 600 crores have been sanctioned for implementation in the aspirationaldistricts.

• The Ministry also been allotted three aspirational districts viz. Chandel (Manipur),Ribhoi (Meghalaya) and Korba (Chhattisgarh). Meetings with Prabhari officers arebeing held for monitoringdevelopmenton different indices.

IncreaseinScheduledAreas• The Government has recently approved declaration of Scheduled Areas in respect of

State of Rajasthan under Fifth Schedule to the Constitutionof India.

• As a result, the Scheduled Tribes residing in Banswara, Dungarpur, Pratapgarh, andpartial areas of Udaipur, Rajsamand, Chittorgarh, Pali and Sirohi districts of Rajasthanwill get benefits of protective measures available under the Fifth Schedule to theConstitutionof India.

• The areas comprising of 3 complete districts namely,Banswara, Dungarpur,Pratapgarh; 9 complete tehsils, 1 complete block and 46 complete gram panchayatscovering 227 villages in district Udaipur, Rajsamand, Chittorgarh, Pali and Sirohi ofRajasthan, would be included in the Scheduled Areas in the State of Rajasthan.

VanDhanYojanaLaunched by Hon’ble Prime Minister on 14th April, 2018 at Bijapur, Chhattisgarh•Van Dhan Mission is an initiative for targeting livelihood generation for tribalsby harnessing non-timber forest produces, the true wealth of forest i.e. VanDhanwith an estimated value:Rs.2 Lakh Cr. per year.• It shall:• Promote and leverage the collective strength of tribals (through SHGs) to achieve scale• Build upon the traditional knowledge & skill sets of tribals by adding technology & IT for valueaddition

• To set-up tribal community owned Van Dhan Vikas Kendras (the Kendra) in predominantly forested tribaldistricts.•A Kendra shall constitute of 10 tribal SHGs, each comprising of upto 30 tribal NTFP gatherers or artisans i.e.about 300 beneficiaries per Kendra•Convergence with Panchayati Raj is envisaged. To be launched in the aspirational districts initially. Willspread to all tribal areas.

SupporttoTribals - NSTFDC

• NSTFDC, a fully owned Public Sector Enterprise of Government of India, is provided with 100% equityshare capital contribution by theMinistry of Tribal Affairs.

• Main objectives of NSTFDC are§ Identify economic activities of importance to the STs

§ Upgrade their skills and processes through both institutional and on the job training.

§ Make existing State/ UT Scheduled Tribes Finance and Development Corporations (SCAs) and other

developmental agencies engaged in economic development of the STsmore effective.

§ To assist SCAs in project formulation, implementation of NSTFDC assisted schemes and in imparting training to

their personnel.
