P resident Steaman reported that he, Markss, and Donovan all attended the CDAA Winter Conference in Shell Beach in January of this year. Steaman said the hosted cocktail gathering that CDAIA sponsored was a huge success with the attendees and contributes to the continued camaraderie we enjoy with CDAA. Steaman said they were invited to join CDAA top management staff for dinner one evening, which allowed for the discussion of CDAIA’S sponsored Management Training being offered at their summer conference scheduled for June in Napa. CDAA also expressed their sincere gratitude for the time and energy it took CDAIA to prepare the management survey. They felt this information was extremely beneficial to their organization. Steaman reminded the board of Law and Legislation Day coming up April 24 &25, 2007. CDAIA will be co-sponsoring a reception on the evening of the 24th. Donovan, Steaman and Markss will be attending. Steaman will address the attendees and share some brief remarks about the association and our involvement and continued support of Law and Leg Day. Steaman reported that the association has been asked to sponsor a cocktail gathering at CDAA’s Summer Conference in Napa from June 24-27, 2007. There was discussion regarding the possibility of increasing our monetary donation for the gathering from $2000.00 to 2,500.00. After lengthy discussion the board agreed to increase the amount to $2,500.00. The cocktail gathering is scheduled for the evening of June 27th. The Executive Management Training that will be offered June 26 &27, 2007 in Napa has been finalized. The training will coincide with the CDAA Summer Conference and it is POST Plan III Certified and is being offered to the Chief’s and Assistant Chief’s. Per POST requirements the first twenty attendees must be sworn personnel. There will be room for approximately fifty participants which will allow for attorney management staff and supervisors who wish to attend. Steaman reported CDAA Homicide Symposium is scheduled for April 16-20, 2007 at the Westin in Long Beach. CDAA has graciously agree d to allow CDAIA to have a recruitment table available for those counties wishing to provide materials about their agency. President Steaman reported that he, Markss, andDonovan all attended the CDAA Winter Conference in Shell Beach in January of this year. Steaman said

Don o van re ports there is $63, 383.70 in the check ing ac -

count. Our mem ber ship is up and con tin u ing to grow.

There are ap prox i mately 68 po ten tial mem bers from 11

coun ties who are not mem bers. Each board mem ber will

reach out to their good and wel fare coun ties to en cour age

sup port and mem ber ship. Don o van asked the board to

as sist in find ing a new CPA to pre pare our taxes. He ex -

plained our taxes are fairly straight for ward and not com -

pli cated. Both Steaman and Markss of fered to con tact

in di vid u als they are aquainted with, who may be in ter ested

in as sist ing and re port back to the board.

Sims re ports he has re ceived nine teen ap pli ca tions at thistime. The com mit tee was not pre pared to make a de ci sionat this time. Sims will send cop ies of ap pli ca tions to allcom mit tee mem bers for their re view. The com mit teemem bers will send their rank ings to Sims. Sims re portedthey will award two five hun dred dol lar and two one thou -sand dol lar schol ar ships.

TRAINING/PROFESSIONALISMDon o van re ports the fi nal touches are be ing com pletedfor the Man age ment Train ing which is sched uled for Junein con junc tion with the CDAA Sum mer Con fer ence inNapa at Silverado. Don o van ex plained there is charge offive hun dred dol lars for the use of the room. He will speak with PMW As so ci ates to see if they are in a po si tion tocover the ex pense for the room. If they are not able tocover the cost then the board will au tho rize the five hun -dred dol lars.

At thistime both fees must be paid sep a rately. Steaman andMarkss will work on this with CDAA for next year’s con -fer ence and train ing.

Van Nort re ports the In ves ti ga tion and Trial Prep train ingis mov ing along great. There are three classes sched uled inthe south at Dana Point for this year with sixty-five stu -dents in each class. Two schools are sched uled in the north this year at Roseville.DIRECTORY

Markss re ports that Chief Al Garza has vol un teered to as -

sist with the di rec tory and has sug gested that the di rec tory

be placed on a CD. Markss will fol low up with Garza and

ex plore the pos si bil ity of mak ing the di rec tory avail able

on a CD. The di rec tory is a ben e fit af forded to dues pay ing

mem bers and there was some con cern if it was made avail -

able on a CD that the in for ma tion would be shared with

coun ties who do not be long to CDAIA. How ever, af ter

fur ther dis cus sion it was de ter mined that there are a very

small num ber of in ves ti ga tors who are not mem bers and it

was felt this would not be a prob lem.

TREASURER’S REPORT

2008 CONFERENCE This re port was taken out of or der due to the fact thatChief Gon za les had a flight to catch. Chief Gon za les re -ported on be half of John Haley. He said there is a com -mit tee of ap prox i mately forty vol un teers bro ken downinto sub-com mit tees for the 2008 con fer ence. The Man -ches ter Grand Hyatt San Diego is the host ho tel for thecon fer ence. They have se cured two hun dred and fiftyrooms at this time, how ever, the ho tel has in di cated theywill be flex i ble as the rooms are booked. This will be an allin clu sive con fer ence with the tar get reg is tra tion cost ofeight hun dred and fifty five dol lars. The com mit tee has alist of ap prox i mately one hun dred and fifty po ten tialspon sors who are will ing to do nate ei ther fi nan cially, pro -vid ing a prod uct, or a ser vice. Gon za les re ported there area cou ple of lo cal po lice agen cies that have ex pressed an in -ter est in mak ing some type of do na tion.

The con fer ence is sched uled for Sep tem ber 2-5, 2008. The com mit tee is cur rently re view ing five dif fer ent golfcourses for the tour na ment. Terry Gon za les, sec re tary tothe D.A., is very in volved and will co or di nat ing a lot of the events.

Chico asked for the board’s ap proval of two let ters thecom mit tee was re quest ing to send to po ten tial spon sors. The board re viewed and ap proved them.

At this time there was lengthy discussion for the board toappoint a conference representative each year to assist thefollowing year’s committee. The representative will befrom the current year’s committee. This will allow forcontinued continuity in the planning of the annualconference. The board agreed to cover therepresentative’s expenses.

Of fice e-mail ad dresses-Steaman will send out let ters tothe Chiefs re quest ing their agency’s intranet e-mail ad -dresses. Hav ing these ad dresses will al low for thewebmaster to send out fifty-eight e-mails in-lieu of fif teenhun dred.

The board engaged in a lengthy discussion on theappropriate disposition of profits made from each year’sconference. The conclusion was to keep our gentlemen’sagreement. Beginning with the 2008 conference we willopen a separate bank account each year for theconference. This will allow the board the opportunity toaudit the account if necessary.

CDAA had offered CDAIA office space in their newbuilding which is the old Masonic Lodge in Sacramento. They have recently discovered they will need all of theavailable space in their new building. The board hadalready felt there was not a need for us to have an office inCDAA’s building. The board expressed gratitude for thethoughtfulness of CDAA in their original offer.

Sworn Chief ’s position Ventura County: Steamanreported that the Chief ’s position in Ventura County hashistorically been a non sworn position. With the pendingretirement of Chief Gary Auer, Ventura County D.A. hasthe opportunity to return the position to its previous stateof a peace officer. Steaman wanted to express his andD.A. Gregory Totten’s appreciation to Donovan for a wellwritten letter in support of the Chief ’s position returningto sworn. Donovan’s letter explained the history ofCDAIA and the importance of having a Chief that issworn. Donovan also pointed out the position ismandated by POST to be sworn in order to be eligible forreimbursement.

2 DDAs and 1 crim i nal in ves ti ga tor, will tar get vi o lentarmed re cid i vists and gang mem bers who pres ent thehigh est level of threat to the com mu nity. The team in -ves ti ga tor will take a proactive roll in work ing with al -lied agen cies to seek out armed gang mem bers, armedpa rol ees, and other armed vi o lent re cid i vists. The re -sult of this ef fort will be high est pos si ble sen tences forof fend ers and a much safer com mu nity.

After nearly 12 years, my tour as a police legal advisor isdrawing to a close. Next month, I report to the SouthBay branch office and resume duties “in the trenches”with the other prosecutors. Rotation of DDAs in ouroffice is routine and I am just one of many involved in arecent major shuffle.
